ERBIL (Kurdistan 24) - A spokesperson for Operation Inherent Resolve (OIR) on Friday blamed "terrorists" for the attack on a heavily fortified section of Baghdad where many government buildings and foreign embassies are located the night before.

“Terrorists attacked the Green Zone early this morning with ineffective mortar fire, causing no damage,” Army Colonel Sean Ryan posted on Twitter, without identifying which group was suspected, if any. 

“The #ISF [Iraqi Security Forces] effectively addressed the threat immediately. #Iraqis have a sense of national pride for increasing security in #Iraq & support ISF efforts to keep the peace,” he wrote.

Three mortar shells landed inside Baghdad’s heavily fortified Green Zone Thursday overnight, just after midnight local time, the Iraqi military confirmed on Friday. The mortars landed on an “abandoned lot,” resulting in “no casualties or physical damage,” a statement said.

A security source inside the Green Zone, also known as the International Zone, said the mortars landed near the Egyptian and US embassies.

Ryan told Kurdistan 24 that, by “terrorists,” he meant “any malign actors threatening Iraq security,” without mentioning a specific group.

“The incident is under investigation and we are always vigilant and aware of our surroundings. It’s another example the enemy is ever present,” he told Kurdistan 24.

He made sure to add, however, that America’s sprawling embassy complex is well-protected against threats. “The security measures at the US Embassy are first class and the best I’ve seen,” he said.

According to Mike Pregent, a senior fellow at the Washington-based Hudson Institute think tank, it’s most likely that Iranian-backed Popular Mobilization Forces (PMF) are behind the attack.

“The Points of Origin are from an Asa'ib Ahl al-Haq stronghold in Baghdad,” he told Kurdistan 24. “It’s good to see the coalition calling IRGC-QF militias "terrorists" - if the term "terrorists" means ISIS, then the coalition is trying to downplay the attack and not say it was AAH.”

“Saying it was AAH destroys the narrative that PMU militias answer to Abadi - when we know AAH, Kata'ib Hezbollah, Badr, Kharakat Nujaba, and Kataib Imam Ali answer to Qassem Soleimani,” adding that the mortar attack was a ‘message to the US’.

On Tuesday, ten Iraqi Shia militia groups backed by Iran have warned Iraq to expel “foreign troops” and threatened to act against Prime Minister Haider al-Abadi over some of his latest decisions to take over control of the PMU. 

“We view the illegitimate presence of the foreign military inside Iraq with an angry eye,” a statement said, which claimed that the groups’ “patience has limits.”

“We will deal with them as occupying forces, and we will use our legitimate rights by using all possible means to force them out of the country,” the Shia militia factions warned, adding the foreign troops are in their sights.

They blamed an “Anglo-American-led dirty and dangerous conspiracy to impose a devilish coalition” on the people of Iraq and form a weak government that would receive "orders" from Brett McGurk, the US Special Presidential Envoy for the Global Coalition to counter the Islamic State. 

Influential Shia cleric, Muqtada al-Sadr, whose coalition won the contested national elections in Iraq, said on Thursday that newly-sworn-in lawmakers must resume their inaugural session by Sunday in order to address the nation’s mounting crises.

I think Iraq is just plain sick of all the political BS. Those protestors should go after Maliki to send a clear message to Iran. Then Amiri, Soleimani, and the rest of the little chess players causing havok in Iraq. Iraqi's can't blame that crap on the US when those lame idiots keep getting caught pushing and buttons and strong arming Iraqi politicians to do as they say... The US is actually pretty transparent in their trips to Iraq. Iranians on the other hand are a lot like mean little snakes hidden in the sand. Ya never know when they are going to jump out and bite!

In a press conference held this evening, Qasimi condemned the burning of the headquarters of the Iranian consulate in Basra and called for the imposition of the most severe penalties for the perpetrators of this crime.

Qassimi said he regretted "the brutal attack and the burning of the building of the Iranian consulate and causing great damage to it," adding that "it is good that the measures taken in anticipation of the threats launched a day ago will not respond to any news of any of the members of the consulate."

He blamed the Iraqi government for the protection of diplomatic places and warned of "attempts by the exposed and hidden hands to affect the friendly relations between Iran and the Iraqi government and people."

He called on the Iraqi government "to work to identify those involved quickly and arrest and punish those responsible and involved in this heavy crime."

"Given the information and previous warnings to Iraqi government officials, the responsibility of any negligence and security negligence lies with the Iraqi government and we expect it to reveal the identity of those involved and to punish the attackers as a matter of urgency," he said.

The Iranian ambassador to Baghdad, Irj Masjidi, in a brief statement to reporters this evening, was quoted by Arab and Iraqi media as calling on Iranian nationals to leave Iraq immediately.

Dozens of people demonstrated on Friday afternoon outside the Iranian consulate in the southernmost province of Basra, demanding Tehran stop interfering in Iraq.

Meanwhile, the Basra Operations Command imposed a blanket ban on roaming and further notice after recent developments.

In light of the rapid events, a young man was killed and other protesters were wounded during a shooting from the headquarters of the Popular People's Assembly in Basra after being besieged and tried to storm him by the demonstrators.

"Unidentified assailants claim to be demonstrators who destroyed the Jafar al-Tayyar center for the treatment of wounded and disabled members of the popular crowd in Basra province and assaulted the wounded who were being treated, while burning the office of the popular crowd of the prime minister," the media said in a statement.

"Unknown groups, some wearing masks and claiming to be protestors, have this evening destroyed the Jafar al-Tayyar center of the popular crowd clinic, which is treating the wounded and the disabled of the entire crowd," the media said. "These groups attacked the wounded who are being treated."

The statement added that "these groups also burned the office of the popular crowd of the prime minister in the province of Basra."

The council called on the people of Basra to "preserve public and private property and to deport those who want to harm the province and what the people of Basra want from services, security stability and job creation."

The statement noted that "the Council's investigation ordered by the commander-in-chief of the armed forces regarding the presence of civilian and military casualties in Basra and to reach results on them as soon as possible."

"The efforts of the security, military and intelligence forces continue to pursue terrorist cells and the intelligence effort continues to track the terrorists and achieve great successes that have stabilized the situation in the capital and other cities," the council said, warning that terrorism exploits political differences and chaos to carry out terrorist acts.

Prime Minister and Commander-in-Chief of the Armed Forces Dr. Haider al-Abadi on Friday chaired a meeting of the Ministerial Council for National Security. 
The meeting was devoted to discussing the situation of services and security in Basra and stressing the right to peaceful demonstration of citizens and the state is keen to protect them. The task of our security forces is to protect citizens and not to allow attacks on public and private property. At the same time, they rejected any calls for the use of force against demonstrators. Can be against the citizens and this is what showed the cohesion between the security forces and demonstrators.

The Council pointed to the importance of the removal of political conflicts from the status of Basra and the rejection of political exploitation of the demands of true citizens in the province, and called on the political parties not to use the security file in the political competition. 

The Council called upon the people of Basra to preserve public and private property and to deport those who want to harm the province and what the people of Basra want from services and security stability and to provide job opportunities which the federal government works in coordination with the rest of the authorities to provide them.

The Council follows up the investigation ordered by the Commander-in-Chief of the Armed Forces with regard to the presence of civilian and military casualties in Basra and to arrive at results as soon as possible. 

The Council reiterated that the efforts of the security, military and intelligence forces continue to pursue terrorist cells and the intelligence effort continues to track the terrorists and achieve great successes that have led to stability in the capital and other cities, warning that terrorism exploits political differences and chaos to carry out terrorist acts.

Sources said the "Reuters" that protesters entered the facility in the field, "West Qurna 2" oil operated by the company "Lukoil" Russian in southern Iraq.

Reuters quoted sources in Basra's energy police and Lukoil as saying that protesters entered a water pumping station that supplies oil wells in the field with water and held two Iraqi workers hostage.

Iraq Parliament to Meet After Protesters Torch Iran Consulate

Iraqi protesters on Friday torched the Iranian consulate in the southern city of Basra in fresh demonstrations over poor public services.

Iraqi protesters on Friday torched the Iranian consulate in the southern city of Basra in fresh demonstrations over poor public services after parliament called for an emergency session on the unrest.

Unidentified attackers also fired shells into Baghdad’s fortified Green Zone in a rare attack on an area that houses parliament, government offices, and the U.S. embassy. There were no casualties.

Basra has seen a surge in protests since Tuesday, with demonstrators torching government buildings as well as political party and militia offices, as anger boils over after the hospitalization of 30,000 people who had drunk polluted water.

At least nine demonstrators have been killed since then in clashes with security forces, Mehdi al-Tamimi, head of Basra’s human rights council, has said.

The wave of protests first broke out in July in oil-rich Basra province before spreading to other parts of the country, with demonstrators also condemning corruption among Iraqi officials and demanding jobs.

“We’re thirsty, we’re hungry, we are sick and abandoned,” protester Ali Hussein told AFP Friday after another night of violence. “Demonstrating is a sacred duty and all honest people ought to join.”

Thousands of demonstrators rallied outside the Iranian consulate on Friday while hundreds stormed the building and set it on fire, an AFP photographer said.

A spokesman for the consulate said that all diplomats and employees were evacuated from the building before the protesters attacked and that none of them were hurt.

Iraq’s Foreign Ministry called the attack against the consulate “an unacceptable act undermining the interests of Iraq and its international relations.”

Iran’s Foreign Ministry spokesman Bahram Ghassemi denounced the incident as a “savage attack”, according to Iranian news agency Fars.

Iran is a key power broker in Iraq and many of the militias and political parties whose offices were torched Thursday are known to be close to the Islamic republic.

‘Excessive Force’

Parliament said that lawmakers and ministers, including Prime Minister Haider al-Abadi, will meet on Saturday to discuss the water contamination crisis, the latest breakdown in public services to infuriate residents.

The meeting was demanded by populist Shiite cleric Moqtada Sadr, whose political bloc won the largest number of seats in May elections although a new government has yet to be formed.

Sadr, whose supporters held protests inside the Green Zone in 2016 to condemn corruption among Iraqi officials, called for “demonstrations of peaceful anger” in Basra after the main weekly Muslim prayers on Friday.

And the representative of Grand Ayatollah Ali Sistani, spiritual leader of Iraq’s Shiite majority, in his Friday sermon denounced “the bad behavior of senior officials” and called for the next government to be “different from its predecessors”.

At least 24 people have been killed in the demonstrations since they erupted in Basra on July 8.

Human rights activists have accused the security forces of opening fire on the demonstrators. But the government has blamed provocateurs in the crowds and said troops have been ordered not to use live rounds.

Amnesty International on Friday denounced “the use of excessive force by security forces” and called for an investigation into the deaths.

‘Intentional Policy of Neglect’

The anger on Basra’s streets was “in response to the government’s intentional policy of neglect” of the oil-rich region, the head of the region’s human rights council Tamimi said.

Abadi has scrambled to defuse the anger and authorities have already pledged a multi-billion dollar emergency plan to revive infrastructure and services in southern Iraq.

But Iraqis remain deeply skeptical as the country remains in a state of political limbo.

Sadr on Thursday called for politicians to present “radical and immediate” solutions at the emergency meeting of parliament or step down if they fail to do so.

Abadi, for his part, is trying to hold onto his post in the next government through forming an alliance with Sadr, a former militia chief who has called for Iraq to have greater political independence from both neighboring Iran and the United States.

BASRA/ERBIL, Iraq (Reuters) - Civil unrest fuelled by anger against perceived corruption and misrule by Iraq’s political elite spread across the south of the country on Friday as protesters stormed the Iranian consulate in Basra while others took workers hostage at a nearby oilfield. 

After five days of deadly demonstrations in Basra in which government buildings have been ransacked and set alight, protesters broke in and damaged the consulate’s offices, shouting condemnation of what many perceive as Iran’s sway over Iraq’s political parties. Late in the day some 65 kilometers north-west of Iraq’s second biggest city, another group of civilians entered a water treatment facility linked to the West Qurna 2 oilfield, managed by Russia’s Lukoil (LKOH.MM). 

They were holding two Iraqi employees hostage, according to a Lukoil source and a source with Basra’s energy police. West Qurna 2 produces 390-400,0000 barrels per day, the source said, adding that a disruption of three days would be enough to completely shut down the field. 

 

The protests in Basra, led by residents who say they have been driven to the streets by corruption that allowed infrastructure to collapse, leaving no power or safe drinking water in the heat of summer, intensified on Monday. Since then at least 11 demonstrators have died in the city of 2 million, mostly in clashes with security forces.

Since Thursday, protesters have shut Iraq’s only major sea port at Umm Qasr, 60 km (40 miles) south of Basra. It remained shut on Friday, local officials and security sources said, although oil exports, carried out from offshore platforms, have not been affected. 

Prime Minister Haider al-Abadi’s national security council met on Friday and said it was investigating casualties at the protests. Abadi, under pressure to promise more money to fix Basra’s public services, said funds that had previously been allocated would be released.
