Electronic systems and programs to accomplish citizens' transactions

Baghdad / Fajr Mohammed

The shock she received when she went to a banking office to receive her salary was very big, as she discovered that her bank account on the MasterCard had stopped working due to an emergency failure affecting the accounts of the bank that had settled her salary. This position by saying:
“I used to receive my salary if it was released, but before a certain period of time, I was forced to delay a little, and after more than three days I went to one of the distribution outlets near my house to be surprised that my account was zeroed due to violations in the bank where I settled my salary. I was not the only victim.
According to more than one news source, a government bank was hacked, which led to the zeroing of the balances of all its MasterCard cards, as well as a breakdown in the work of the system.
The bank, which preferred to remain anonymous, pointed out that electronic banking in the country is currently facing many obstacles due to interruptions in the Internet, as well as poor service provided to the citizen in this area, which is supposed to enjoy high speed and high quality.
The reports and global studies pointed to the passage of banking work, especially between the years 1950 and 1970, three important developments began by the introduction of professionals to this area at the end of the First World War in 1914 and then enter the culture of marketing and sales in conjunction with the growing role of advanced technology to solve the problems of delay in the preparation of financial reports. There was no direct intervention by middle and senior executive departments, either in the proposed solutions or at their cost, followed by the stage of disseminating technology awareness to all bank employees through training programs dominated by technology at the expense of business knowledge. It was a broader preparation phase for technology entry.

E-Governance
There are many aspects and applications related to e-governance have not been exploited properly this is what the academic at the College of Mesopotamia Dr. Samer Said continued, saying: “Although the electronic dealing in the departments and institutions of the State is still young experiences, but it has made good steps but it needs more attention "There are service departments that rely on the old mechanism, while it is totally different in developed countries, which rely entirely on dealing and electronic communication in its various dealings with its citizens."
Recovery of the economy
According to media reports and the opinions of economic researchers according to the data in the market that governance and e-government increase the effectiveness of e-shopping and marketing by the public and different entities in the country, through access to goods and services without going to its location, as in developed countries, where it can Individuals in these (developed) countries can shop online from any country they wish to have e-government and its accessories (e-shopping and marketing). This encourages export through electronic marketing and promotion, thus increasing the demand for local products, opening new factories, reducing unemployment and increasing state revenues and the economy will recover.

National Traffic Program
The General Directorate of Traffic has announced the implementation of the national project that it prepared to transform the work system in its electronic departments and enable the owner of the vehicle to renew its annual, in addition to paying fines at any traffic site in Baghdad and all governorates. Baghdad and the provinces within the national project, which also aims to unify the registration plates in the presence of more than one type deployed in the street, which is very difficult to work a man
 the traffic.
Academic at the College of Mesopotamia Dr. Samer Said believes that the National Traffic Program is one of the successful programs because it depends on the mechanism to withdraw a form from the Internet to be filled with the presence of national servers that store data and information, and this method will reduce the time, effort and cost that affect the citizen The Directorate of Passports, which also communicates electronically with citizens, as well as the Directorate of Nationality and other state institutions that provide services to its citizens, as well as the national ID Which is a uniform definitions file for the entire person, as it contains data and identity papers and thus facilitate the work of the relevant authorities in reaching the desired easily.

E-Learning
Sober world universities deal with their students not only directly, but also electronically, and this is what many Iraqi universities have done, they have done what is known as academic profiles, where lectures and degrees of students are published through it, in addition to the presence of websites for professors and academics facilitate them Collaborate and communicate with Their students.
It is worth mentioning that the Ministry of Higher Education and Scientific Research has announced on more than one occasion its support and support for e-learning and its desire to turn to it after a few years, and Director of Relations and Information at the Ministry, Dr. Zumaia Al-Rubaie said that efforts are continuing to develop education in the country The paper mechanism shrinks and replaces the electronic ones. This includes dealing with students and informing them about test dates in years Coming.

Marriage contracts
The Iraqi courts also provided a service to citizens, especially those who are going to marry, as they can send their papers through a special site of the court to complete their marriage contract, that this mechanism
Since its launch, the court has not stopped receiving many requests to register the data of the parties to the contract (applicants for marriage) to reduce and eliminate routine procedures of the contract, and to determine the date of attendance to the court by receiving a text message via mobile phone for the purpose of conducting The contract in front of the judge.
The electronic contract imposes on the betrothers a set of obligations they must fulfill, including conducting the examination
The medical card must be attached before applying for the application, and the identification card (unified national identity card / applicant for marriage with color photographs) must be attached, as well as make sure
In case of inaccurate data, it will not be possible to complete
the demand.
Judge Nasser Omran Al-Moussawi explained that the implementation of the electronic marriage contract in part in the country's courts is one of the important steps that contribute to the application of e-governance that will eliminate administrative bureaucracies and facilitate the procedures and transactions of citizens and provide them with faster and less efforts, it is worth mentioning that the mechanisms Electronic works to link service departments with each other easily and easily, which leads to the completion of many transactions of citizens.

Awareness of my information
From the point of view of the academic at the College of Mesopotamia, Dr. Samer Said, the success of the transition to governance and e-government requires a lot of steps, including the citizen to have an awareness of information and electronic, and be able to deal with computers easily and knowledge and full knowledge, knowing that many countries of the world
Advanced cars have begun their serious steps in the application of electronic dealing with different aspects of life, but there are new cars have provided a motorized driver to avoid accidents that sometimes happen due to lack of focus and attention by those who drive their cars on public roads and main streets, and because the way of electronic dealing saves effort and time, so Many of the neighboring countries, including Jordan, have taken advantage of the services of companies that are sober and knowledgeable about computers in providing services to citizens quickly and without trouble.

He added that the experiment will be generalized throughout the country in order to expedite the completion of transactions and achieve the optimal issuance of all types of official agencies within a period of not more than 30 minutes, indicating that this procedure will lead to strengthening the electronic archiving system instead of the paper that is damaged and poor storage.
Al-Salhi pointed to coordination with the Ministry of Planning department to create legal, administrative and technical staff trained in the use of computer systems and modern technology, because caring for career owners represents a basic pillar in developing work.
He pointed out that the department implemented a plan to open the judicial districts in the liberated areas, where the districts of Mosul, Salahuddin and Hawija were opened, and the Jalawla justice department will be opened soon, indicating that the delay in its opening is one of the files that were stuck during the past period.
Al-Salihi said that there is a problem related to Nineveh governorate, which lies in the loss of documents and documents of citizens as a result of the terrorist “ISIS” events, which hinders the issuance of books that are issued due to the absence of official documents, so a specific mechanism will be agreed upon to issue books, such as relying on judicial rulings issued.
He explained that Baghdad will also witness the opening of new departments to reduce the momentum between the departments or the part-time to morning and evening, as the Department of Notary Evening in the People's Region was recently opened to reduce the momentum on it.
Al-Salihi disclosed a plan with the Kurdistan region to strengthen judicial relations that includes agreement to recognize and introduce agencies issued between the two sides, especially since the region implemented the mechanization system a while ago and achieved remarkable success, so it is necessary to benefit from his experience in this field.
