As it stands . . . the mind boggingly utter ineptitude of past & present governments alike causes the population to erupt and form MASS demonstrations. 

This should aid in any Census count with people boiling out into the streets in the same way one would scatter a 4 foot high Ant Hill resulting in allot of really pissed off ants demanding to know " what the hell just happened " . . . much in the same way an Iraqi mob hits the streets - demanding to know " what the hell just happened "
