Iraq pays Iran $ 2 billion

Iraq pays Iran $ 2 billion

The Central Bank of Iraq and its Iranian counterpart signed an agreement to pay debts owed to Iran on the sidelines of a visit by the Governor of the Central Bank of Iran, Abdul Nasser Hamati, to Baghdad.
A source in the Central Bank of Iraq, "Anatolia", "The signing comes to find a common consensus to repay the debt."
The source added that the debts recorded on Iraq in favor of Iran, worth two billion dollars, in exchange for imports of electricity, gas and some goods, during the past years, which correspond to what announced by Iranian Oil Minister, Bijen Zankane, on Tuesday.
Iraq imports 1,000 megawatts of electricity from Iran to reduce energy shortages in the country for years.
It also imports about 10 million cubic meters of Iranian gas a day to operate seven power plants that provide more than 20 percent of Iraq's actual electricity needs, according to official data.
Both Tehran and Baghdad have strong economic ties, and the volume of trade between the two sides has, in recent years, reached more than $ 10 billion a year and is seeking to increase them, according to official data.
Washington has exempted Baghdad from sanctions against Iran and allowed it to import gas and electric power.
US sanctions on Iran include two packages, the first aimed at blocking the dealings with Tehran by governments and companies, stopping dollar transfers, and blocking the purchase of Iranian currency and a bank ban. While the second package targeted sectors of energy, land and sea transport and petrochemical products.

Chief bankers of Iran, Iraq sign deal on payment mechanism

Governors of the central banks of Iran and Iraq on Tuesday signed an agreement on a payment mechanism which is to facilitate the settlement of Baghdad’s debts to Tehran.

The deal, signed in Baghdad by Iran’s Abdolnasser Hemmati and Iraq’s Ali Mohsen Al-Allaq, mainly focuses on a payment channel that is to facilitate the settlement of the Arab country’s debts to Tehran over gas and electricity imports, among others.

The two sides inked the agreement following negotiations between members of their delegations in Baghdad’s Al Rasheed Hotel.

Upon arrival in the Iraqi capital Tuesday, Hemmati told IRNA that his trip was aimed at removing the obstacles that hinder the settlement of Iraq’s debts to Iranian exporters.

“Currently, we’re witnessing a considerable volume of exports [from Iran to Iraq] in both public and private sectors, but there are shortcomings in banking and monetary exchanges, which have created problems for [Iranian] exporters,” he said.

In addition to natural gas and electricity, Iraq imports a wide range of goods from Iran including food, agricultural products, home appliances, and air conditioners.

The value of Iranian imports to Iraq was about $6 billion for the 12 months ending March 2018, about 15 percent of Iraq’s total imports for 2017.

The energy contracts between the two countries also contributed to a volume of trade of $12 billion last year.

Iran is currently Iraq's top trade partner, having sharply increased their trade exchanges in recent months despite US sanctions on the Islamic Republic.

The US government in November re-imposed unilateral sanctions against the Islamic Republic of Iran and urged all countries in the world to stop doing business with Iran.

However, in a bid to meet its energy needs, Baghdad requested the US to exempt the Arab country from its unilateral sanctions against the Islamic Republic, and was finally granted a 45-day waiver, which was later extended for another three-month period.

After giving the waiver, the US said that Iraq could continue to import natural gas and energy supplies from Iran as long as it did not pay Iran in US dollars.

Therefore, the country officially removed the US dollar in trade with Iran, and started working on the use of local currencies in its economic ties with Tehran. https://www.presstv.com/Detail/2019/02/06/587792/Iran-Iraq-payment-mechanism-gas-electricity-exports-sanctions?fbclid=IwAR10qL7BmwEshLP5DHVSsRZNkpyVP29-_gCWdW5DRtbavock__UBVHMEXtE

"The Iranian banks can now open assets in Iraqi banks and deal with them in the currency of the dinar and the euro," said the governor of the Central Bank of Iran, Nasser Hamati, who said that Iranian exporters can now carry out their business and conduct banking transactions through Iraqi banks.
The governor of the Central Bank of Iran, "Nasser Hamati," met today, the second day of his visit to Iraq, with heads of Iraqi banks and members of chambers of commerce and a number of Iraqi economic activists.
"The United States, through two stages of severe sanctions against Iran, sought to bring chaos to the Iranian street by weakening the Iranian currency, but it did not succeed, as I managed to control the currency market and reduce inflation," Hamati said.
Hamati pointed to the agreements concluded between the two sides, describing banking relations as the key to the development of economic relations between the two sides. He also pointed to the determination of officials in both Iran and Iraq to expand relations at various levels between the two countries and to support Iraqi Prime Minister Adel Abdul Mahdi, Ongoing negotiations between Iran and Iraq and the agreements reached in the framework of strengthening their bilateral relations.
"Based on the agreements concluded, the central bank of Iran is due to have assets in euros and dinars, where oil and gas transactions will be carried out through these funds," Hamati said.
The Iranian central bank governor said that Iraq is Iran's biggest and most important partner. "According to the agreements, Iranian exporters can carry out their commercial activities through Iraqi banks, and Iranian banks can open balances in dinars in Iraqi banks. Which is shown by the Iraqi Prime Minister, is expected to become relations between the two parties stronger than before, which leads to the strengthening of trade and economic relations. "
He added that Iraqi companies also can open assets in Iranian banks and conduct banking transactions in dinars.
The head of Al-Rasheed Bank of Iraq suggested that a division of this bank be established in Iran, considering that this will play an important role in bilateral trade relations. The Governor of the Central Bank of Iran welcomed this proposal, describing the establishment of branches of Iraqi banks in Iran to facilitate transactions and expand agreements between The two sides.
