ERBIL, Kurdistan Region – The Kurdistan Regional Government (KRG) introduced dozens of new tariffs, mainly targeting dairy products, and banned cement imports as it brings its customs policy in line with federal standards. The new measures will hit imports from Iran and local producers are hoping they’ll see a boost in business as a result. 

“We have received [tariffs] for 79 various goods,” Ali Tofiq, head of the Parviz-Khan border crossing between Sulaimani province and Iran, told Rudaw. 

Further north, at the Haji Omran crossing between Erbil province and Iran, Masoud Bateli, head of the border post, said they have also received 79 new tariffs as “all Kurdistan has one system.”

Earlier this year, Erbil and Baghdad reached an agreement to unify their customs policies. The Iraqi government sought to exert federal control over the international borders that lie within Kurdistan Region’s boundaries after the independence referendum of 2017. The deal reached after months of negotiations required Iraq abolish internal customs points that had been extorting tariffs on Kurdish-made and imported goods being transported from the Kurdistan Region to the rest of Iraq and Erbil agreed to follow Baghdad’s instructions at its borders with Iran and Turkey. 

The purpose of the tariffs is to “preserve local products,” said Samal Abdulrahman, head of KRG customs. “They were issued earlier by Baghdad but we had not implemented them. We have decided to implement them from May 1.”

Sulaimani’s dairy producers are hopeful they’ll see increased business with the new charges. 

There are 34 small and medium factories in the Kurdistan Region producing 2,500 tons of ice cream and other dairy products, according to Hiwa Mohammed, owner of Chyaw company and representative of the Region’s dairy producers.  Only 600 tons of what is produced in the Region is sent to local markets. The rest is sold to Iraq, he said. 

Iran, which has a strong dairy industry, had hoped the sector would survive US sanctions on the country and act as a source of stability for the economy. “We export milk products worth $800 million annually – mostly to neighbouring countries,” Mir Islam Teirmouri, chairman of Iran’s dairy board, told Hindu BusinessLine last year when Washington announced it was withdrawing from the nuclear deal and would re-impose sanctions. 

Less than a week after the new tariffs came into force, the effects are noticeable. 

“Iranian products like yogurt are about to be hard to find in the markets. Those available are the stored ones,” Kanaan Adnan, a vendor in Sulaimani, told Rudaw. 

Ban on cement

As of May 1, Baghdad and Erbil have also banned imports of cement, said head of KRG customs Samal Abdulrahman. 

Kurdistan Region is a major producer of cement. Most of its product gets sent to Iraq, especially the war-torn city of Mosul. The Region’s cement producers had to compete with Iranian imports, which were cheaper. 

Rebin Kamal owns a cement factory in Sulaimani. He told Rudaw that Iranian cement is a threat to locally made product, "Because it is cheap. It costs them about $16-17 until it reaches our borders… while it costs local manufacturers about $38-40 to produce a ton."

Iraq and Kurdistan Region produce more cement than is needed domestically, so “there is no point in importing it,” he added. 

Producers in Sulaimani province make about 15 million tons annually. “There are five cement factories in Sulaimani which used to produce 40,000 tons a day but due to the [financial] crisis and imports their production dropped by 50 percent,” said Mohammed Jabar, head of industrial development in Sulaimani. 

“We take cement to Mosul every day,” he said. They also sell to Basra, Baghdad, Najaf, Karbala, Fallujah, Ramadi, and export to Syria.

He hopes the ban on cement imports will “improve our business.”

Kurdistan and Iraq share several border crossings with Iran along their nearly 1,500-kilometre-long border, with annual trade volume standing at $12 billion. Tehran and Baghdad want to increase that trade to $20 billion, despite pressure from Washington for Iraq to limit its ties with Iran and comply with US sanctions.

Fatih Yildiz, Turkey's Ambassador in Baghdad called for opening new border crossings to increase trade exchange between Iraq and Turkey, referring to the volume of trade exchange between the two countries.

ERBIL - Officials from the Kurdistan Region's Ministry of Trade have signed a new commercial agreement with their Iraqi counterparts, an official said on Thursday.

Talking to BasNews, Nawzad Adham, director general of trade at the Kurdistan Regional Government (KRG) Ministry of Trade, said that the agreement includes several issues, one of which is to unify the process of granting business licenses to traders in both Kurdistan Region and Iraq.

The federal and regional governments earlier in February reached an agreement to help standardize the movement of goods at the border crossings.

"We have a single unified tariff customs all over Iraq because of the consensus that has been achieved among all the political parties [of the country]," Iraqi PM Adil Abdul-Mahdi said during a press conference earlier the month in Paris.

KUWAIT CITY, May 20: The Iraqi Ministry of Commerce asked its Kuwaiti counterpart to export to Baghdad goods made in Kuwait to prepare a study to exempt these goods from customs duties, reports Al-Rai daily quoting familiar sources.

The sources pointed out “the Iraqi action in this regard came at the request of the Kuwaiti Ministry of Commerce to provide commercial facilities to help strengthen ties between the two countries.”

The sources said that the ministry has sent a letter to the Chamber of Commerce and Industry and the General Administration of Customs to make a list of goods of Kuwaiti origin that can be included in the Iraqi list for potential tax exemption.

Al-Rai learned that the Chamber’s response refl ected its desire and hope that Baghdad will be convinced to exempt all Kuwaiti national products from customs duties. Meanwhile, Kuwait recently urged Iraq to institute a committee for reclaiming Kuwaiti properties in Iraq, reports Al-Anba daily quoting informed sources.

They affirmed that Kuwait’s Ministry of Foreign Affairs is keen on activating measures to facilitate the committee’s work. They added an Iraqi delegation led by Foreign Minister Mohammad Al-Hakim showed a great deal of readiness on a recent visit to Kuwait and promised to work on having Kuwaitis retrieve their assets worth millions in Basra, Najaf, Karbala and other Iraqi cities.

And the plans to rehabilitate some of the ports and reopen the closed ports as Arar outlet.
 
He pointed out the problems with the authorities in the Kurdistan Region and the obstacles that stand in the way of consolidating the border ports in the region and linking them to the Authority and lack of cooperation in this area and the conditions put by these authorities in order to unify the procedures at these ports with other outlets affiliated with the Commission, considering these conditions contrary to the law.
 
He stressed the presence of many non-official border crossings with Iran, Syria and Turkey, which are outside the control of the Commission in a number of provinces and the Kurdistan region and administered by various parties for its own and exploited in the smuggling of oil derivatives and the import of various goods without the slightest control.
 
He called on the punishment to resolve the issue of border crossings with the region and respect the laws issued by the House of Representatives and the ministers on the work of the border crossings, as well as the direction of investment in the area of border crossings and the exclusion of the description of militias and gangs and corrupt from some ports and cooperation and coordination with the executive authorities in the ports in order to simplify routine procedures and modify The law of border crossings and increase the number of members of the Commission, as well as increase the allocations granted to them.
 
He also called for measures to close the unofficial gates because of the severe damage to the Iraqi economy and the entry of goods from unknown and unregulated agents.
 
The meeting tackled the most important manifestations and cases of corruption and problems faced by border crossings and the measures taken in addressing them, as well as discuss the most important interventions in the work of ports by several parties and the negative role of political consensus on the unification of ports.
 
In turn, MP Raed Fahmi stressed the adoption of the committee to hold a meeting including all parties associated with the Authority and the ministries concerned and in the presence of the relevant committees in the House of Representatives to address the problems faced by the Commission and develop solutions to them.
 
MP Anamat Al-Khuzaie said that she would brief the committee members on the most important issues discussed in the meeting. She stressed the urgent need to support the parliament and ministers to the Authority and its efforts in fighting corruption and controlling all border crossings without exception, calling for a clear position by the Prime Minister on ports Border in the Kurdistan Region and to find a solution to the problems related to the ports with the territory.

Iraqi oil smuggled through 'uncontrolled' border crossings: official

He stressed that the Authority will not extend the grace period, despite the presence of considerable pressure from traders who have relations with political parties in order to push the Authority to reverse its decision, on the pretext that the decision may cause a significant rise in car prices.

Abdul Qadir Al-Rawi, one of the owners of car dealerships in Baghdad, said preventing the importation of these vehicles would cause great harm to importers. He added that the purchase and shipment of these vehicles takes about three months, and that such a decision could cause losses to importers who bought Large numbers of the car may arrive after applying the resolution.

He pointed out that the prevention of imports will cause another crisis is the accumulation of cars on the border, pointing out that the cars "American inbox" became better than cars sold through Iraqi government companies and institutions, which are mostly imported from Iran, China and South Korea.

He criticized the decision to ban the importation of American cars, which will hurt a large group engaged in the sale and purchase of cars, indicating that the decision may push him and others to seek new work, as a result of cutting off their livelihood.

The affected vehicles, or so-called "American inboxes," are the term used for vehicles that have been hit by traffic accidents or drowned by floods in the country of origin and are sold at low prices compared to the same types of vehicles.

According to the analysis of the expert on the Iraqi economy Ammar al-Saadi, the decision to prevent the import of damaged American cars is not possible at present, because large proportions of traders and consumers rely on this type of cars, because of the low purchasing power of citizens.

He said the used car is of American origin and does not exceed one-third the price of the new Korean or Chinese car, although the latter is more durable despite being used or damaged as a result of traffic accidents.

He stressed that the support of deputies and officials of the resolution is a great contradiction, most of the convoys of politicians and officials are American cars as they succeeded in dealing with Iraq's difficult climatic climate, considering that the decision will benefit the cars coming from other countries such as China, Iran and Korea.
