  Pursuant to Council of Ministers' Resolution No. (13) for the year 2019 concerning the study of the file "Unification of customs duties at all ports and facilitating the smooth flow of goods" in all governorates.

The Minister of Finance of the Kurdistan Region ,   Mr. Ribaz Mohammed Hamlan , met with the   Director General of the Legal Department at the Border Crossings Authority and the Head of the Ministry of Finance and the General Supervisor of the ports in the Region. In implementation of paragraph (II / I) The two sides agreed on a number of measures, which in turn will facilitate the implementation of the decision of the Council of Ministers on time and will be announced these details and procedures after the approval of the federal government.

It also discussed the issue of protecting the local product paragraph (II / IV), which included "the commitment of all border ports to all governorates and regions) to implement the decision to protect the local product issued by the federal government and the Kurdistan region, and will be held tomorrow with the Minister of Agriculture of the Territory for the purpose of control On the border ports of the territory to protect the local product.

issued the General Administration of Customs , on Friday, a special statement on the application of the decision the Council of Ministers No. (13) for the year 2019 concerning the unification of customs procedures and charges at the level of all border crossings, pointing out that the direct unification of procedures and fees with the territory of the date of Kurdistan will be starting on 17 This month. 

The Authority said in a statement received by Alsumaria News, a copy of it, "The General Authority of Customs and Federal Customs of the Kurdistan region will begin to implement the resolution as of Sunday, 17 February 2019, which is considered an important step to regulate trade and import and export activities," noting that " Customs tariff at all border crossings, including the ports of the Kurdistan region (Pervez Khan, Bashmakh, Ibrahim Khalil, Haj Omran, Erbil airport, Sulaymaniyah airport).

 


The decision also included "the adoption of a unified customs declaration (customs declaration) in Arabic and Kurdish according to the customs law," stressing that "all border ports in the provinces and the region comply with the decisions issued by the Council of Ministers on the protection of national product and agricultural calendar." 

The decision referred to "the commitment of all border ports in the provinces and the region to implement their part in the international agreements signed between the Republic of Iraq and other countries, especially with regard to customs exemption, and the abolition of the Council of Ministers Resolution No. (186) for the year 2018 on the clearance of containers on the volume of containers and return To the contexts adopted in accordance with the law. " 

The Commission also said that the decision also included "the abolition of the current customs points in both (Fayda) (Shiroh - north of Kirkuk) and (Lilan - east of Kirkuk)."


The Commission affirms that "the decision came to support the private sector through the realization of the principle of fairness in the imposition of fees and to encourage competition between companies on the basis of quality and services in the light of the equal costs among all with the offer that the decision included a significant reduction in imports and the proportion of customs duties of imported goods and goods and the adoption of Unified importation ".

Baghdad / Masala: The General Authority for Customs issued a special statement on the implementation of the Council of Ministers Resolution No. (13) for the year 2019 on the unification of procedures and customs fees at the level of all border ports.

According to a statement issued by the Authority on Friday February 8, 2019, "The General Authority of the Federal Customs and the Kurdistan Region of Kurdistan will begin to implement the decision as of Sunday 17 February 2019, which is considered an important step to regulate trade and import and export activities.

1- Consolidation of customs tariff fees at all border ports, including the ports of the Kurdistan Region (Pervez Khan, Bashmakh, Ibrahim Al Khalil, Haj Omran, Erbil Airport, Sulaymaniyah Airport).

2- Adopting a unified customs declaration (customs declaration) in Arabic and Kurdish according to the customs law.

3 - The obligation of all border ports in the provinces and the region to implement the decisions issued by the Council of Ministers on the protection of national product and agricultural calendar.

4 - The obligation of all border ports in the provinces and the region to apply the part of them in the international agreements signed between the Republic of Iraq and other countries, especially with regard to exemption customs.

5. Abolish the decision of the Council of Ministers No. (186) for the year 2018 concerning the clearance of containers on the volume of containers and return to the approved contexts in accordance with the law.

6 - Canceling the current customs points in Fayda (Shirawah - north of Kirkuk) and (Lilan - east of Kirkuk).

The Commission affirms that the decision came to support the private sector through the realization of the principle of fairness in the imposition of fees and to encourage competition between companies on the basis of quality and services in the light of equal costs among all with the offer. Hey Chris, no deadline to meet. Feb 19 is just the date I came up with after reading all news articles, most specially with CBI buying notes worth 20 trillions then CBI meeting CBI and signing agreement for use of dinars n euros, not to mention the passing of the budget and implementation of the 2018 to(forgot the year)..and the openings of ports for trades..and then this news: Baghdad announces the unification of customs duties with the Kurdistan region as of February 17

ERBIL, Kurdistan Region —  Iraq announced it will start implementing a decree by the prime minister to unify customs fees between the Kurdistan Region and Iraq and to lift Erbil-Kirkuk, Erbil-Nineveh, and Sulaimani-Kirkuk’s Iraqi customs points. 

“The General Federal Board of Customs and Kurdistan Region’s Customs [Directorate] will start implementing the decision [No. 13 of the Year 2019] on Sunday, February 17,” said Iraq’s General Board of Customs in a statement on Friday.

This is an “important step” in organization of trade, imports and exports, the board added.

The decision stipulates the unification of customs fees at crossings between Kurdistan Region provinces and others in Iraq, and at Sulaimani and Erbil’s airports, and issuing customs clearance forms in Kurdish and Arabic.

All customs points, in the Kurdistan Region and the rest of Iraq, also have to “commit” to decisions issued by the Iraqi Council of Ministers “related to protection of national products and the agricultural calendar.”

Also authorities must heed international treaties signed by Iraq, including those for customs fee exemptions.

The decision also includes the lifting of the Fayda customs point between Duhok and Mosul, Shirawa-Northern Kirkuk customs point and Laylan-Eastern Kirkuk customs points.

“The decision is for supporting the private sector through achieving the principle of fairness in imposing fees and to encourage completion between companies on the bases of quality and services,” added the statement.

The customs points between Iraq and the Kurdistan Region led to Kurdish businessmen having their products taxed twice, or Kurdish factories having domestically-produced products taxed by Iraq.

The disagreements mainly focused on the issue of customs fees revenue, as to whether it enters into the Iraqi treasury or the Kurdistan Region’s. Baghdad argues it is entitled to the revenues due to it paying the salary of employees and crossing points being exclusive federal authorities.

The customs points should not be confused with manned security checkpoints which are prevalent throughout the Kurdistan Region and Iraq. Many of the checkpoints are politically geared especially in more remote areas.
