The General Directorate of Customs in the Kurdistan Regional Government confirmed on Sunday that the unification of customs duties between the governments of Baghdad and Erbil, is the first in the history of Iraq. 
"The agreement on the unification of fees is one of the best in the understandings between the two governments, the federal and the Kurdistan region," Customs Director Samal Abdul Rahman told a news conference attended by Mawazine News. "Today we see the results of these understandings on the ground." 
He added: "We seek to complete all other needs in this file, with the Iraqi Customs Authority," noting that "the unification of fees between the two governments is the first of its kind in the history of Iraq." 
"We have agreed with the federal government that the fees collected should not be high," he said.
He pointed out that "there is no country in the world, obtained customs fees from within the country, so it was agreed with the federal government to obtain a unified fee from Umm Qasr to Ibrahim Hebron."

The Turkish ambassador to Baghdad Fatih Yildiz said on Sunday that he had discussed with the Iraqi Minister of Finance and Deputy Prime Minister for Economic Affairs Fouad Hussein the unification of customs tariffs at the Ibrahim al-Khalil crossing.

"I spoke a little while ago with the Assistant Prime Minister and Finance Minister Fouad Hussein," Yildiz said in a tweet on his Twitter account. "He supported the lifting of internal customs points in Iraq from the evening of February 16, 2019."

He explained that "henceforth, a unified customs tariff will be applied in the port of Ibrahim al-Khalil, whether the internal checkpoints have been removed or not," noting that "I informed him that we will follow up this matter and that the Turkish shipping companies that use the crossing confirmed what the Iraqi minister said."

The General Authority for Iraqi Customs announced the implementation of the agreement to cancel the customs points established on the border with the Kurdistan Region and to begin the unification of customs procedures at all border crossings as of Saturday.

The Directorate of General Customs in the Kurdistan Regional Government, on Sunday, that the unification of customs duties between the governments of Baghdad and Erbil, is the first in the history of Iraq. 

The Director of the General Customs in the Kurdistan Regional Government, Samal Abdul Rahman, told a news conference that 'the agreement on the unification of fees is one of the positive in the understandings between the two governments, the federal and the Kurdistan region', echoing 'we see today the results of these understandings on the ground'. 

"We are seeking to complete all the other needs in this file, with the Iraqi Customs Authority," he said, adding that 'the unification of fees between the two governments is the first of its kind in the history of Iraq'. 

"We have agreed with the federal government that the fees collected should not be high," he said.

He pointed out that 'there is no country in the world, obtained customs fees from within the country, so it was agreed with the federal government to obtain a unified fee from Umm Qasr to Ibrahim Hebron'.

I absolutely agree. Yes we originally got into following Iraq strictly for the dinar but one way or another we are learning about things we never would have know because this is not covered on the news at all. We are literally part of history. Watching a country coming out of the dust and reinventing themselves. As a self proclaimed history buff i will say this,is truly remarkable to watch.

This First ever action is Unheard of anywhere else in the world.  Very interesting they chose to initiate this Unheard of Action  Now .

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) and the Federal Government of Iraq’s new proposed tax and tariff system officially came into effect on Sunday at all border crossings as Baghdad removed domestic customs points in the Kirkuk and Nineveh provinces.

The new system includes a 27-point guideline, printed in both Kurdish and Arabic, laying out the details of the new taxation process.

The rules were agreed upon by both Erbil and Baghdad after their respective governments formed committees to unify their separate procedures and address challenges facing commercial trade and shipments of goods in the country.

The KRG and the federal government had differing tax and tariff system and the Iraqi one was viewed as inefficient for today’s trade demands in the Kurdistan Region and Iraq, Samal Abdulrahman, Director-General of the Kurdistan Region’s Customs, told reporters on Sunday during a press conference. As a result, the two sides agreed to implement a new system put forward by the KRG to help standardize the movement of goods.

Abdulrahman stated the new procedures would be applied at all border points and will boost trade and economic growth.

Iraqi authorities announced on Friday evening that they would begin consolidating customs procedures with the Kurdistan Region at all border gates “as of Saturday” and eliminate domestic customs points between Erbil and Baghdad.

“The agreement includes the unification of all practices and provisions of the customs tariff law and the adoption of customs interpreters in both Arabic and Kurdish languages to work at all border gates,” read the statement released by Iraq’s customs directorate.

Following tensions arising between Erbil and Baghdad as a result of the September 2017 independence referendum, the Iraqi government installed several customs points on the Kurdistan Region’s borders, including on roads between Erbil and Kirkuk, Sulaimani and Kirkuk, and Duhok and Mosul, charging fees on products brought to the area from the Kurdish region.

Over the past few months, people in the disputed province of Kirkuk increasingly voiced their concerns about stations on the Erbil-Kirkuk, and Sulaimani-Kirkuk roads, complaining that not only drivers fell victim to the policies, but the poor as well, who were forced to pay higher retail prices. 

Another result of the post-referendum increased reach of Baghdad in the Kurdistan Region is that immigration procedures and computer systems have also been consolidated, with federal immigration officials now having the final say at Kurdistan Region borders and airports for the first time.

I  am thinking the same thing. A bigger deal has been agreed upon and I  order for that to take place these others deals need to get done.

The head of the Border Crossing Authority, Kadhim al-Aqabi, said on Thursday that no person is allowed to practice customs work unless he is licensed by the General Authority of Customs. 

In a statement received by Al-Madar, Al-Madar said, "Within the field tours to the border port of Trebil, the head of the Ports Authority met with a group of customs clearance agents and listened to their problems which contributed to solving the dilemma of payment of customs duties and taxes in dollars. As a result of the absence of banking companies at the border crossing, Customs to the transfer of the dollar from the road and the prospects of exposure to risks and after contact with the Director General of Rafidain Bank Dr. Khawla Asadi '.

"It was agreed to accept the payment of Iraqi dinar or the dollar and the payment of service fees of 0.085% whether the payment of the customs clearance agent in Iraqi dinar or dollars, and thus brothers can lead agents to open accounts with Rafidain Bank and pay through Visa Card or payment by instruments. 

She pointed out that 'the penalty stressed that no one allowed to practice customs work unless it is licensed by the General Authority of Customs and charged the administration of the port and the departments responsible for the implementation of the instructions'.

It was agreed to accept the payment of Iraqi dinar or the dollar and the payment of service fees of 0.085% whether the payment of the customs clearance agent in Iraqi dinar or dollars, and thus brothers can lead agents to open accounts with Rafidain Bank and pay through Visa Card or payment by instruments.

 

at 1:1 that would be easy to figure..

So are they going to be transporting tons of dinar (or a few bucks) to pay the fees, or is this a HUGE HINT they're giving us?
