Reuters) - The United Nations on Friday welcomed measures to unify customs tariffs with the Kurdistan region, while the General Customs Authority announced that it would start implementing them as of tomorrow. 
"It welcomes the welcome of the UN envoy to Iraq and the head of the UNAMI mission to the UN Security Council," the statement said. "The agreement between the federal government and Kurdistan region on the unification of customs at all border crossings is welcomed." 
"We welcome this agreement and draw attention to the need for the implementation of the Convention to be a priority," Blachkhar said during a briefing to the UN Security Council on the Secretary-General's report on the latest developments in Iraq.
For its part, the General Administration of Customs confirmed that it "is continuing to implement this agreement by abolishing customs points established on the federal border with the region and will begin the unification of customs procedures at all border crossings as of Saturday, 2019/26." 
The Authority added that "the agreement included the unification of all procedures and provisions of the Customs Tariff Law and the adoption of a customs declaration in Arabic and Kurdish to work at all border crossings." 
 The Commission appreciated in its statement "the interest of the UN envoy to Iraq and the keenness of the UN Security Council to implement this agreement because the agreement is an important step in revitalizing the Iraqi economy and supports the private pollutant and activates the internal trade movement and creates stability in costs and prices."

This may be a file photo of some sort not related to Biraqi Iraqi imports or trade.

 

I may have missed something but I could not find a national or naval flag similar to the one being flown on what appears to be the Conning Tower of a submarine in the bottom center of the photo. Vertically and toward the top right side of the apparent Conning Tower appears to be an antennae at the typical position of antennae on submarines.

 

Hey, it would be nice if THESE shipping container ships were ACTUALLY shipping goods to Iraq. I am not sure if agreements are in place with Kuwaiti ports for subsequent rail and truck transfers to Iraq. Alternately, this could be a Jordanian or Saudi Arabian destination for these goods for subsequent rail and truck transfers to Iraq. I am not sure if the Bicraqi Iraqi port of Fao is ready to receive shipments with the rail and road infrastructure to transit these goods into Iraq. If, for example, these containers are destined for Iraq through a Kuwaiti port, THAT would be EXTREMELY good news with the customs enactment suggesting matters have stabilized with Kuwaiti for transiting goods bidirectionally.

News / As of Saturday, the implementation of the decision to cancel the customs points between the Kurdistan Region and Kirkuk.

The General Authority of Iraqi Customs is scheduled to begin today the unification of customs procedures at all border crossings.

It is noteworthy that the Commission announced on Friday, its commitment to the agreement between the federal government and the Kurdistan Regional Government on the unification of customs duties at all border crossings.

The Authority said in a statement that it is continuing to implement this agreement to cancel the customs points established between the province of Kirkuk and the Kurdistan region and will begin the unification of customs procedures at all border crossings as of Saturday 16/2/2019.

The Authority added that the agreement included the unification of all procedures and the provisions of the customs tariff law and the adoption of a customs interpretation in Arabic and Kurdish to work at all border crossings.

The Information Director of the Anbar Provincial Council, Mohammed Hamoud, has announced the start of the construction of a new border crossing complex with Saudi Arabia in the region of Arar funded by the Kingdom.

"A new government complex has been set up in the Arar border area with Saudi Arabia, funded by the Kingdom," Hammoud said in a press statement. "The project includes the construction of the complex on 547 dunums of land."

He added that "the complex includes all the governmental facilities of the departments concerned with its work in the ports, customs and passports and health and sanitary and veterinary and health center and university, as well as radiographs, squares and roads, very high specifications," asserting that 'the project is implemented by a company Masco Group Saudi Arabia'.

On Friday, 8-2-2019, the General Administration of Customs announced the start and direct implementation of the Council of Ministers Resolution No. (13) for the year 2019 concerning the standardization of tariffs and procedures with the Kurdistan Region and all border crossing points and the adoption of a unified customs declaration in both Arabic and Kurdish languages. As of Sunday 17 February 2019 ', which is an important step to regulate trade and import and export activities.

ERBIL (Kurdistan 24) – Iraq removed all the domestic customs points between the autonomous Kurdistan Region and areas administered by the federal government on Saturday after a recent agreement to unify customs procedures on the nation's border crossings.

Iraqi authorities announced on Friday evening that they would begin consolidating customs procedures with the Kurdistan Region at all border gates as of Saturday and cancel domestic customs points between Erbil and Baghdad. 

“The agreement includes the unification of all practices and provisions of the customs tariff law and the adoption of customs interpreters in both Arabic and Kurdish languages to work at all border gates,” read the statement released by Iraq’s customs directorate.

Kurdistan 24 Correspondent Soran Kamaran visited the site of customs stations between Erbil and Kirkuk, stating the points had been evacuated by Iraqi federal government staff following Friday’s statement. Trucks were seen passing freely without being stopped and taxed. 

Following the tensions between Erbil and Baghdad as a result of the September 2017 independence referendum, the Iraqi government installed several customs points on the Kurdistan Region’s borders, including on roads between Erbil and Kirkuk, Sulaimani and Kirkuk, and Duhok and Mosul, to charge fees on products brought to the area from the Kurdish region. 

Over the past few months, people in the disputed province of Kirkuk have repeatedly expressed their concerns about the stations on the Erbil-Kirkuk, and Sulaimani-Kirkuk roads, complaining that not only drivers fell victim to the policies, but the poor as well, who were forced to pay higher retail prices.  

Another result of the post-referendum increased reach of Baghdad in the Kurdistan Region is that immigration procedures and computer systems have also been consolidated, with federal immigration officials now having the final say at Kurdistan Region borders and airports for the first time.

The General Directorate of Customs in the Kurdistan Regional Government confirmed on Sunday that the unification of customs duties between the governments of Baghdad and Erbil, is the first in the history of Iraq.

The Director General of the General Customs in the Kurdistan Regional Government, Samal Abdul Rahman, told a news conference that "the agreement on the unification of fees is one of the positive in the understandings between the two governments, the federal and the Kurdistan Region."

"We are seeking to complete all the other needs in this file, with the Iraqi Customs Authority," he said, adding that "the unification of fees between the two governments is the first of its kind in the history of Iraq."

"We have agreed with the federal government that the fees collected should not be high," he said.

He pointed out that "there is no country in the world, obtained customs fees from within the country, so it was agreed with the federal government to obtain a unified fee from Umm Qasr to Ibrahim Hebron."
