The border crossings suffer from confusion and paralysis due to the return of traders to enter their goods without conditions, except for the provision of bribes to powerful Mafiat, some of which are linked to political parties.

And escalated accusations exchanged between trade unions and the Iraqi General Authority for border ports after the accumulation of containers of goods with the introduction of procedures and laws and import conditions on all goods.

Brigadier Ibrahim Sharhan, director of operations at the Border Crossings Authority, said that the authority has received all the land, sea and air ports and has unified the implementation of the laws, with the exception of the border posts in the Kurdistan region, which are working to subject them to the same laws.

He stressed that it is obvious, logical and fair that the same fees are collected on imported goods and goods, regardless of their entry, be it land or sea or through airports.

But some traders say there are even large differences between adjacent land and sea ports in Basra, not to mention differences with other outlets.

Sharhan acknowledged the imbalance in the standardization of procedures with the ports of the Kurdistan border region, and that the Commission and government officials are holding talks with officials of the territorial government to standardize tariffs and rules on goods in terms of qualitative standards, certificate of origin and other controls.

He pointed out in an interview on the channel "Eastern" Iraqi that the evidence to address many of the imbalances appear in the high customs revenues of the State Treasury more than 5 times what it was before the receipt of the Commission to border crossings.

But the head of the Federation of Iraqi importers Mohammed Darraji said in a television interview with Al-Sharqiya channel not to unify the mechanisms of work and laws on the management of border crossings throughout Iraq, especially the wide differences with the Kurdistan region.

He said that the problem of traders is not in the application of the new laws, but in the pockets of corruption, which hinder the clearance of goods, if traders did not bow to provide bribes to facilitate the receipt of their goods.

He also pointed out the weakness of infrastructure at the border crossings, such as the need for some containers of goods to electricity to sustain cooling operations and prevent the damage of the goods that contain them.

He stressed that the main obstacle is the administrative bureaucracy and the need for importers to obtain many approvals from many quarters in Baghdad, which delay the clearance of goods and keep them at the border crossings for long periods with the imposition of the traders on the fines of heavy.

He was surprised by the lack of offices for all customs departments and the Ministry of Commerce and quality control within each border port to facilitate the clearance of goods quickly and smoothly instead of disabling and often damaged.

Prime Minister Haider al-Abadi said last week that the government will impose the system and will allow only authorized customs clearance companies and owners of goods to enter the ports, to eliminate the cases of fraud and manipulation and pressures exerted on employees.

The Council of Ministers said in a statement that it began to apply all the laws of the entry of goods, but said that the Border Ports Authority will not require traders to provide import licenses for goods that arrived before the beginning of July.
