MP Mithal al-Alusi announced on Monday that the Iraqi Trade Bank (BBI) has stopped paying the dollar with its "Visa cards". 
Al-Alusi said in an interview with Al-Mawazin News that "the Iraqi Trade Bank refrains from paying customers' dollar bills from their Visa cards." 
"The reason for this is due to administrative failure and lack of respect for the contexts and citizens." 
It is noteworthy that the Visa cards were exposed last week to holidays in a number of countries[/ltr]

So, OK, if not the USD then what currency is the Iraqi Trade Bank (BBI) paying with the VISA card???!!! Iraqi Dinar???!!! If so, is this an imminent reflection of a non program Iraqi Dinar international rate???!!! Or, is the Iraqi Dinar shifting from a program USD peg to a program Special Drawing Rights (SDR) peg???!!! If the last question is best answered yes then I suspect www.xe.com will fluctuate around the Iraqi Dinar vs. USD rate of 1,190 consistent with the USD exchange relative to the other SDR currencies (Euro, British Pound, Japanese Yen, and Chinese Yuan/Renminbi).
