ERBIL, Kurdistan Region - President of the Kurdistan Region Nechirvan Barzani stressed the need for continued support from the UN to Iraq and the Kurdistan Regional Government (KRG) to combat terrorism in disputed areas, in a meeting on Saturday with the Security Council (UNSC) representatives in Baghdad.

Upon an invitation from the Iraqi government, the UNSC paid a one day "historic visit" to Baghdad on Saturday, according to a statement from the Iraqi Foreign Ministry.

 

Baghdad also invited a delegation from the Kurdistan Region, headed by Barzani, to participate in the meeting between Iraq’s leaders and the UNSC. 

“The United Nations Security Council highly valued the role played by the Kurdistan Region in confronting terrorism, accommodating refugees and internally displaced persons (IDPs), and protecting ethnic and religious communities”, read a statement from the KRG Presidency, adding that the delegation was also pleased with the "normalization and development of relations between Erbil and Baghdad”.

Erbil-Baghdad relations became strained when the KRG went ahead with its bid for independence in September 2017’s referendum, and then rejected Baghdad’s call to annul the results of the vote. Baghdad then retook control of Kirkuk and other disputed areas, and stopped international flights in and out of the region’s airports, creating further tensions between the two governments.
However, relations between Erbil and Baghdad have improved greatly since Prime Minister Adil Abdul-Mahdi took office in October 2018. 

Barzani, accompanied by Speaker of the Kurdistan Parliament Vala Farid, explained to the UNSC  the Kurdistan Region's "tough situation" during the battle against ISIS and highlighted that the Region adheres to the constitution to resolve its outstanding issues with Baghdad.

Barzani said any support from the UN to address the question of terror in the disputed areas is of importance and thanked the role of the international coalition and UNAMI in supporting the Kurdistan Region and Iraq in "destroying terror."

During his role as prime minister, Barzani had sent a letter to the UN in May, asking them to play a mediator role in Kirkuk, between Erbil and Baghdad.

 

However, this year’s draft resolution of UNAMI, extending the mission for another year, did not address the problem of Kirkuk and other disputed areas. 

The UN Security Council extends the term of UNAMI by passing a resolution determining its agenda every year. In recent years, the UN did not prioritize the problem of Kirkuk and article 140 of the Iraqi constitution due to protests by Baghdad.

In their foreign ministry statement, the Iraqi government hailed the UNSC visit to Iraq as "important" adding that the body plays a "pivotal role in the maintenance of peace, security and the resolution of international issues through political means."

Following his meeting with the UNSC representatives, Barzani met with Iraqi President Barham Salih, discussing enhanced coordination between Erbil and Baghdad.

In the meeting, a range of topics were discussed including the KRG-Baghdad relations, the situation of the disputed areas, fears of the re-emergence of ISIS and the two sides' continued cooperation.

Today's Barzani visit to Baghdad, follows a meeting he had on June 20 with President Salih, Prime Minister Abdul-Mahdi and Speaker Mohammed al-Halbousi in an effort to fix Erbil and Bagdad’s fractious relationship. 

One of the impending disputes is over the 2020 budget. The KRG has so far failed to keep its side of the deal agreed to in the 2019 budget to deliver 250,000 barrels of oil per day to central government in exchange for its share of the federal budget.

 

Abdul-Mahdi is under mounting pressure from Shiite leaders to take a harder line  to enforce on the Kurdistan Region in fulfilling its budgetary obligations. 

However, the KRG may continue to flout its oil transfer commitments unless Iraq shows its willingness to reach an agreement on oil.

Halabousi calls on the Security Council to continue support and fulfill international obligations towards Iraq
(Baghdad: Al Furat News) Speaker of the House of Representatives Mohamed Halbousi called on the UN Security Council to continue support and fulfill international obligations towards Iraq.
This came during a meeting with a number of leaders of political blocs and heads of parliamentary committees, in his office in Baghdad, on Saturday, representatives of the States members of the Security Council in the first visit to Iraq. 
A statement from his office, received by the {Euphrates News} copy, that "at the outset of the meeting welcomed Halabosi visiting delegation, expressing appreciation for this visit, which shows the support of the Security Council and interest in Iraq, after the Iraqis have achieved their victory on terrorism on behalf of the world. 
During the meeting, Al Halbusi expressed "Iraq's appreciation for the efforts of the international community, which has provided support to the Iraqi people both in its war on terrorism or in the aid of the file of displacement and the restoration of stability, hoping to continue support and fulfill international obligations towards Iraq."
The statement added that "Halabousi reviewed during the meeting the efforts of the House of Representatives in the adoption of important laws, which affect the lives of citizens," stressing that "the Council looks forward to enact laws that reflect positively on the lives of citizens, through reform programs and fight corruption and reduce poverty and give the disadvantaged classes greater care, As well as to address the consequences of terrorism. " 
"The meeting also reviewed the latest developments in the international and regional situation, the crises in the region and the need for joint action to end these tensions and maintain regional stability through constructive dialogue and peaceful means aimed at."
For their part, the members of the Security Council congratulated the Iraqis for their victory over terrorism, describing their visit as historic and a clear sign of support for Iraq's unity, sovereignty and efforts in restoring stability and development. The visiting delegation commended the important role of the House of Representatives in the political process in Iraq, To resolve the crises of the region and the openness to the Arab and international environment

Iraqi PM calls for international support for reconstruction

BAGHDAD: The United Nations Security Council supports the sovereignty and territorial integrity of Iraq, Kuwait’s Permanent Representative to the UN Mansour Al-Otaibi said yesterday. The Kuwaiti diplomat’s remarks came amid talks he held with Iraq’s President Barham Salih, according to a statement by the presidency. Iraq remains committed to UN Security Council resolutions as it forges a path towards political stability, the statement cited the Kuwaiti envoy as saying.

The Iraqi president spoke of his country’s earnest desire to support the UN Security Council’s efforts to preserve peace and security all over the globe, which can only happen through continuous dialogue. “Iraq has defeated terrorism but now stability can only be achieved with the help of our friends in the international community,” he said. The UN Security Council delegation arrived in Baghdad yesterday as part of efforts to “support the sovereignty and unity of Iraq,” said the foreign ministry. 
Iraqi Prime Minister Adel Abdel-Mahdi yesterday said Iraq is working in the framework of a policy of openness to the Arab and regional environment and hopes to obtain international support for its projects in the reconstruction of cities affected by terrorism. A government statement quoted Abdel-Mahdi as describing the UNSC visit as an indication of the Security Council’s support for Iraq and the changes it is witnessing in all areas and successfully overcoming the great political, economic and security challenges.


The Iraqi prime minister noted that his country has witnessed external and internal wars and campaigns of persecution and destruction and waves of terrorism and inherited the destruction of infrastructure and communal divisions and the destruction of wealth and human and material resources and large debts. “Despite all this, the Iraqis have been able to endorse the constitution and hold several legislative elections that led to a change and a peaceful transfer of power, a victory over terrorism and the liberation of their cities,” he added.


Abdel-Mahdi pointed out that the deep crises and major challenges faced by Iraq deserve great international support for the reconstruction of liberated and affected areas. He also highlighted the efforts of the Iraqi government in the areas of economic reform and sustainable development, investment of natural resources, increasing agricultural production, working on extending the rule of law, achieving justice among the people, equality of opportunity and attention to women’s rights and increasing their participation in political life.


Iraq’s foreign policy is based on non-interference in the neighboring policy and focus on the many participants with neighboring and regional countries, in order to preserve security and stability and achieve the interests and prosperity of all peoples of the region and avoid tensions, crises and wars, said Abdel-Mahdi. For his part, Otaibi expressed happiness at the visit, which he described as historic. He stressed that the delegation’s message is that they support Iraq, its unity and sovereignty, affirming that the international community stands by Iraq and supports the partnership with it through the efforts of the international mission in Iraq.


Iraqi Foreign Minister Mohammad Al-Hakim later said his country is willing to fulfill UN Security Council (UNSC) resolutions. He hailed the UN as the international umbrella of the rights of all people around the globe, according to a foreign ministry statement. However, Hakim said his country needs more backing from the UNSC following the defeat of the so-called Islamic State (IS), with the Iraqi government planning to pursue a reconstruction investment program. He elaborated that he had briefed the UNSC team on the current situation in Iraq and government efforts to ensure security and stability and to rebuild cities and towns retaken from the IS.


The UNSC delegation was in Kuwait Friday, where they met with Kuwaiti Deputy Prime Minister and Minister of Foreign Affairs Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah. During their second visit to Kuwait, Deputy Special Representative for Political Affairs and Electoral Assistance of the United Nations Assistance Mission for Iraq (UNAMI) Alice Walpole briefed the delegation on the status of Kuwait’s missing people in Iraq and the development within the file of Kuwaiti belongings stolen during the Iraqi invasion. Representatives of the International Committee of the Red Cross (ICRC) provided a similar briefing. – KUNA

The members of the UN Security Council on Saturday urged the federal government to apply Article 140 of the permanent Iraqi constitution.

"The council supports the international team to investigate the crimes committed by a sympathetic organization in Iraq," members of the council delegation told a news conference in Baghdad today.

Members of the UN Security Council voted to support the Security Council to rebuild the areas freed from the grip of the militant group, as evidenced by grants and loans at the Kuwait conference.

The members stressed the need to preserve the security and stability of Iraq and to play its role in the region and the world.

On Article 140 of the Constitution, members of the delegation said that "this subject was discussed with a number of Iraqi officials, as well as with the United Nations mission in the country."

"We support the implementation of the country's permanent constitution, and we encourage adherence to it."

Representatives of the UN Security Council (UNSC) in Iraq have reiterated their support for the war-torn nation's security, stabilization, and reconstruction efforts.

During a press conference on Saturday in Baghdad after the international delegation met with both senior Iraqi and Kurdish leaders, US acting ambassador to the UN Jonathan Cohen said the UNSC supports Iraq’s recovery and reconciliation as part of a plan to fulfill the needs of all Iraqis after years of fierce fighting against ISIS.

Moreover, Cohen reiterated support to the United Nations Assistance Mission to Iraq (UNAMI) encouraging the country to resolve internal problems through dialogue and commit substantial resources toward national reconciliation.

Meanwhile, the Kuwaiti Ambassador to the UN Mansour al-Otaibi, said “in general the message of the Security Council is clear,” and that the nations of the world stand with the country.

He also added that “the international community appreciates the great sacrifices made by Iraq and its people to defeat such terrorist organization that has committed heinous crimes against civilians in different areas in Iraq.”

ERBIL (Kurdistan 24) – Representatives of the UN Security Council (UNSC) in Iraq on Saturday reiterated their support for the war-torn nation's security, stabilization, and reconstruction efforts.

The comment came during a press conference in Baghdad after the international delegation met with both senior Iraqi and Kurdish leaders.

US acting ambassador to the UN Jonathan Cohen told reporters that the UNSC supports Iraq’s recovery and reconciliation as part of a plan to fulfill the needs of all Iraqis after years of fierce fighting against the Islamic State.

Cohen also welcomed some recent domestic developments, including the formation of the new Iraqi federal government and the recent reinstatement of the post of president in the autonomous Kurdistan Region, reaffirming the UNSC’s support to the sovereignty and security of Iraq.

The US diplomat also reiterated support to the United Nations Assistance Mission to Iraq (UNAMI) in encouraging the country to resolve internal problems through dialogue and commit substantial resources toward national reconciliation.

Kuwaiti Ambassador to the UN Mansour al-Otaibi, also the current rotating head of the UNSC, told reporters that “in general the message of the Security Council is clear,” and that the nations of the world stand with the country.

“The international community appreciates the great sacrifices made by Iraq and its people to defeat such terrorist organization that has committed heinous crimes against civilians in different areas in Iraq,” Otaibi said.

The Kuwaiti diplomat also added that “Iraq is now stable” and said he hoped such stability would continue to take root and grow.

His comments come as Islamic State sleeper cells continue to carry out insurgent attacks, ambushes, and kidnappings in multiple provinces of Iraq.

The UNSC delegates arrived in Baghdad on Saturday for the first time in nearly three decades. They met with the Prime Minister of Iraq Adil Abdul-Mahdi, Parliament Speaker Mohammed al-Halbousi, Iraqi President Barham Salih, and the President of the Kurdistan Region Nechirvan Barzani.

A member of the Foreign Relations Committee of the Iraqi Council of Representatives, Pierre Tahir Said, the UN Security Council to understand the situation of Iraq and take into account the circumstances and strengthen the construction of economic and political project.

"The visit of the UN Security Council delegation to Iraq came at the invitation of the Iraqi government to rally support for Iraq as a unified state," Said told the news agency on Sunday. Pointing out that "Iraq passed through a critical period in the previous period was to target gangs calling for the structure, but the Iraqi people managed to address this gang, and eliminate them out of Iraq from this stage."

Unfortunately, I have to agree with you, on it’s not out of the rim of possibility. I have stated my reasoning on another thread! I just hope we are wrong! Based on the facts of what they are saying July 2019 is a window for opportunity for an RV! JMHO!

Yep . . . like my daughter ( she's been in this as long as I ) says; " after 16 years of this " kinda pain " Dad - Its like being constipated and giving birth at the same time. " I have allot of respect for women. I don't EVER want to experience that much pain. 

. .  .and I thought getting hit with shrapnel in the back hurt like hell. . . apparently that ain't even close.
