Million documents, photographs and clips .. UN evidence showing the human tragedy in Syria by the Baathist thief

 

 

Since April 2018, a United Nations body has been collecting evidence of atrocities committed over the past eight years in Syria, in order to facilitate possible future sentences for those responsible. 

In a report to the UN General Assembly, "the international mechanism charged with facilitating investigations into the most serious violations of international law committed in Syria since March 2011" said it had opened two files in late 2018. No details were given on the files. 

The mechanism, which confirms that it is independent and impartial, indicated that it had not yet received any communications of receipt or replies from the Syrian authorities to its requests for information. 

The mission of the Mechanism, supported by a team of 30 criminal justice specialists, is to establish a central register of information and evidence on crimes committed, followed by analyzes and investigations.

In its report, the Mechanism recognized that it did not expect conclusions in the near future. 

To date, the Mechanism has received more than a million documents, including documents, photographs, video clips, satellite images and statements by victims and witnesses, according to the report, which will be officially presented on 23 April to the General Assembly. 

The evidence collected by the mechanism was stored in a modern information management system that had not been used previously in the United Nations.

The representative of the United Nations High Commissioner for Refugees in Iraq, Ayman Gharaibeh, on Tuesday decided to resolve the issue of displaced Iraqis in full during the next two years, pointing to the adoption of a mechanism developed by biometric registration, to distribute grants to returnees displaced.

"Secretary-General of the Council of Ministers Mehdi Al-Aalak received the representative of the United Nations High Commissioner for Refugees in Iraq, Ayman Gharaibeh, who said that Iraq is seeking to resolve the issue of the displaced through voluntary return," said a statement from the Secretariat General of the Council of Ministers.

"Iraq's readiness to facilitate the work of the UN organizations for reconstruction and stability in the areas affected by terrorism," he said, calling for "investigation and accuracy in the reports issued by international organizations on liberated areas."

"The UNHCR is focusing on the return of the displaced to their homes by providing the conditions for voluntary repatriation," the statement quoted Gharaybeh as saying. "The adoption of a sophisticated mechanism by biometric registration to distribute grants to displaced returnees, Non-governmental organizations on the preparation of displaced persons and returnees. "

The representative of the United Nations High Commissioner for Refugees in Iraq expressed his hope that "the issue of displaced persons will be fully resolved in the next two years." Ending / 25

International organizations confirm their commitment to provide comprehensive health coverage in Iraq

 

The World Health Organization (WHO), the United Nations Population Fund (UNFPA) and UNICEF have confirmed their commitment to providing comprehensive health coverage in Iraq. 

The United Nations Mission in Iraq ,  UNAMI in a press statement: "Both the World Health Organization and the United Nations Population Fund and UNICEF reaffirms its commitment to support the Iraqi government, to ensure that every person in this country to quality health care services, consistent with the objective of sustainable development To achieve universal health coverage by 2030 ". 

"Over the past 25 years, Iraq has gone a long way in seeking to provide high-quality and affordable health care services to its citizens," the statement said. 

The United Nations renewedReaffirmed its commitment to working with the Iraqi government to reach an Iraq where all people have the right to a variety of quality health care services.

The Information Office of the First Deputy Speaker of the Parliament said in a statement received by "Mawazine News" that "Al Kaabi received in his office, Manoj Matthew, Director of the Political Affairs Office of the United Nations Mission (UNAMI) and the delegation accompanying him," noting that " Political and parliamentary session of the current laws and decisions, in addition to address the status of completion of the ministerial cabin, provincial elections and ways to strengthen the relationship between the legislative authority and the United Nations.
"The current parliamentary session focused on the importance of this issue and strengthened the strategic partnership. We witnessed an active movement with a number of personalities and local and international organizations, especially the agreement concluded with the United Nations in Concerning the establishment of the Parliamentary Development Institute ". 
He stressed that "the partnership of strategic and immediate partnership with the UNAMI and other international organizations and civil society organizations should be strengthened and the programs and agreements concluded in various fields should be activated, especially in matters of parliamentary affairs, development plans, humanitarian affairs, development and others."

Iraq deletes entities and institutions from the Security Council sanctions list

 

 

BAGHDAD - The Committee for the Freeze of Terrorist Funds, 22 entities, institutions and installations, was removed from the list of sanctions imposed by the UN Security Council on Tuesday 16 April 2019.

According to the information obtained by the obelisk, the entities, establishments and institutions, including government institutions, and destinations of Iraqi ministries were deleted. The list begins with the General Authority for low-level projects, and ends with the General Organization of Hand Carpets.

The committee for the freezing of monies was distributed to ministries and non-affiliated bodies and provincial councils in order to take the necessary measures. This decision shall be published in the Official Gazette immediately.

Iraq deletes 22 official entities and institutions from the list of Security Council sanctions

 

The Terrorist Assets Freeze Committee, the deletion of 22 entities, institutions and facilities, was removed from the list of sanctions imposed by the UN Security Council . 
The document showed the deletion of entities, establishments and institutions, including government institutions, and agencies affiliated with Iraqi ministries. The list begins with the General Authority for Low-Thawker Projects, and ends with the General Establishment of Hand Carpets. 
The document pointed out that the Committee for the freezing of funds distributed uncles to ministries and non-affiliated with the Ministry, and provincial councils, in order to take the necessary action, to be published in the Official Gazette immediately. 
The Committee on the freezing of terrorist funds of the General Secretariat of the Council of Ministers decided earlier to delete 3 entities and companies from the list of financiers of terrorism.
The Committee published documents stating that: "Based on what was approved by the sanctions committee established by Security Council resolution 1514 (2003), the AML / CFT Act No. 39 of 2015 and the Terrorist Assets Freeze No. (2019) That "in accordance with the powers vested in the Committee decided the Committee on the freezing of terrorist funds uncircumcised amnesties in the consolidated list, which came from the International Sanctions Committee on Iraq."

The first deputy speaker of the House of Representatives Hassan Karim al-Kaabi, Thursday, that the resolution of the Presidency of the parliamentary committees and the cabinet will be in the next few days, 
and a statement by the Office of Al-Kaabi received a copy of the "Mawazine News," the latter received the head of the United Nations Mission Iraq to discuss the latest developments regarding the completion of the ministerial cabin and naming the presidencies of parliamentary committees, as well as the role of the legislative authority in monitoring the implementation of paragraphs of the government program and fight corruption and provide services to the Iraqi individual and address the most important proposals and Laws proposed projects during the current legislative term. ".
According to the statement, "Among the most important bills that receive the priority of the House of Representatives during the current session is the Federal Court and provincial elections and illegal gains, as well as integrity and crimes of informatics and domestic violence, and other proposals and draft laws important." 
He pointed out that "the Presidency of the House of Representatives worked on a continuous basis to hold a lot of seminars and workshops to discuss a lot of projects, with the views and aspirations of various bodies and personalities and trade unions and local and international organizations and experts with the aim of taking them in a legal form. 
Al-Kaabi said, "the completion of the naming of the presidencies of the parliamentary committees during the next few days, which contributes to strengthen the functions of the committees to play its legislative and oversight role."
He called on the UN mission "to take an active role in focusing on the core issues in Iraq and develop a plan of action to coordinate efforts and visions with the House of Representatives and its parliamentary committees, in addition to benefiting from the legislative - executive experience of Ms. Blaschart." 
In turn, the head of the UN mission expressed its "full support for the work of the Iraqi Council of Representatives and the approval of the laws of importance and its oversight role, and the effectiveness of the work of the parliamentary committees," stressing "the importance of resolving the presidency of the committees and the completion of the ministerial cabin as one package during the next few."

On 4/5/2019, MP Adnan Faihan received a UN delegation headed by Ambassador Manoj Mathieu and attended by Naim Al Aboudi and Saad Shaker Al Khazali. 
During the meeting, they discussed the economic issues of the country in addition to the legislation of the laws and votes in the House of Representatives, stressing the importance of resolving the ministerial cab to take the executive role in coordination with the House of Representatives, pointing to the near resolution during the holy month of Ramadan.

ERBIL (Kurdistan 24) – Improved relations between the Kurdistan Regional Government (KRG) and the Iraqi government, as well as an ongoing dialogue, led discussions on Monday in meetings between a United Nations envoy and senior Kurdish leaders.

UN Special Representative for the Secretary-General for Iraq, Jeanine Hennis-Plasschaert, met separately with Kurdistan Democratic Party (KDP) President Masoud Barzani, Chancellor of the Kurdistan Region Security Council (KRSC) Masrour Barzani, and KRG Prime Minister Nechirvan Barzani to discuss Erbil-Baghdad ties.

In her meeting with Masoud Barzani, the two sides addressed “the political situation and the latest developments” in Iraq and the Kurdistan Region, a statement on the KDP leader’s website read.

Hennis-Plasschaert highlighted the political process in the Kurdistan Region, particularly the steps to accelerate the government formation and elect a new president which she described as “good news for all parties.”

“The situation in the areas covered by Article 140 of the Iraqi Constitution, the relations between Erbil and Baghdad, and the role of the United Nations in helping the two sides address their problems were other subjects in the meeting,” the statement concluded.

The fate of disputed territories between the KRG and the Iraqi government, namely Kirkuk, was constitutionally determined based on Article 140, which requires a referendum to be held in the province for people to decide on the future of the province: whether it should be part of the KRG or the federal government.

The date of the referendum was set to December 2007, but over a decade has since passed. The article goes unimplemented and is one of the long-standing disputes between Erbil and Baghdad.

Indeed, in his meeting with Hennis-Plasschaert, Chancellor Masrour Barzani “welcomed UN engagement for a settlement that reflects the roadmap outlined in the Iraqi Constitution,” a KRSC statement read.

“He reiterated readiness to work closely with Iraqi authorities through the next KRG Cabinet,” it added.

Chancellor Barzani, who the leading KDP has elected as their candidate to become prime minister of the new KRG cabinet, “agreed that stability in the area can provide both governments the opening necessary to advance political agreements.”

Hennis-Plasschaert also discussed the issue of disputed areas and the normalization of the security situation in those areas in her meeting with Prime Minister Nechirvan Barzani.

The two sides noted that “the return of displaced people to those [disputed areas] requires close coordination between Erbil and Baghdad,” a statement on the KRG’s website read.

The UN envoy also “expressed satisfaction with the agreement of the Kurdish parties on the formation of the new KRG cabinet,” it added.

“Discussions on the situation in the region, in general, and several issues related to the situation in Syria and Iran were another aspect of the meeting,” the statement concluded.
