BAGHDAD - Prime Minister Adel Abdul Mahdi on Monday stressed the importance of the international community's support for Iraq in the next phase, while the head of the UN mission in Iraq Jan Kubic stressed the support of the United Nations for Iraq and the Iraqi government,

A statement issued by the Prime Minister's Office said that the latter "received the head of the UN mission in Iraq, Jan Kubic, and discussed during the meeting the political and security situation in the country and the processes of stability and reconstruction and future programs of the United Nations in Iraq."

"The UN support for Iraq and for the Iraqi government headed by Adel Abdul Mahdi and the ongoing work with the international community to help rebuild it," Kubic said.

"The importance of the international community's support for Iraq during the next stage after the victory over terrorism and move to the stage of reconstruction of the country and investment and the provision of services and employment opportunities."

It is noteworthy that the House of Representatives voted on the twenty-fifth of last month to give confidence to Prime Minister Adel Abdul-Mahdi and 14 ministers in a meeting held in the presence of nearly 220 deputies.

The vote on granting the new government the confidence of parliament, calls from political blocs and actors that said they did not vote for the president and his ministers, the need to audit the files of the new ministers to engage some of the "terrorist" and included the decisions of the accountability and justice, including Minister of Youth and Sports Ahmed Obeidi and Minister of Communications Naim Rubaie, according to those parties.

The calls for a re-examination of candidates for the rest of the ministerial cabins have escalated as activists in social networking sites have warned of signs of an alliance of terrorism and corruption and infiltration of the new government through the quota system.

In addition to the victory of figures accused of criminal misdemeanors also warned activists of attempts to buy positions, primarily the post of Minister of Defense, stressing that the ministries need to specialists and not those who sold their debts with money. "

"While UNAMI applauds Iraq's move on the lost property portfolio and its commitment to resolve all outstanding outstanding issues with Kuwait, the mission acknowledges that the search for the priceless Kuwaiti national archives should continue."

The Deputy Special Representative said that "despite the strong support shown by Kuwait and the commitment shown by Iraq to international and humanitarian obligations, the full normalization of relations will be achieved only after the resolution of all outstanding issues."

Recognizing that the situation that now exists in Iraq is significantly different from that which existed at the time of the adoption of resolution 661 (1990), and further recognizing the importance of Iraq achieving international standing equal to that which it held prior to the adoption of resolution 661 (1990),

Well, I like THIS language!!!

It doesn't say, though, that ALL the fifteen (15) or so UN Resolutions mentioned at the beginning of the article have all been satisfied. There may have been articles suggesting some of these have been resolved. 1990 - 2018 is nominally 30 years so there was a UN resolution nominally every two years on average. That is A LOT of UN Resolutions in a short period of time.

Maybe there is MORE emphasis on the "international standing" of Iraq so we'll see how much traction THAT gets.

Well, OK, I'd like to think this is an actual date in the PAST and we are golden here but LIKELY a typo. Maybe others articles will give the actual date.

I'm focusing here on the word "sovereignty" . Monetary sovereignty is the power of a country to excercise exclusive legal control over its currency. We all know that the US paid for the printing of the big notes .  the big notes will not be printed anymore ,but they will remain legal tender . The lower denoms will be printed and paid for by Iraq . Iraq must have these lower denoms if it wants to be among first world countries who  come complete with access to ATM's

Outgoing UN official praises Iraq’s ‘exemplary peaceful transfer of power’ at the top

13 November 2018

In his last briefing as the top United Nations official in Iraq, Ján Kubiš updated the Security Council on the country’s post-election political settlement, commending the “exemplary peaceful transfer of power” between Prime Minister Haider al-Abadi and his successor, Adel Abdul-Mahdi, who was sworn in at the end of October.

“The new Government intends to start immediately, particularly on the delivery of services and jobs, on reforming and energizing the economy, fighting corruption and administrative red-tape,” he said, calling on the international community for its continued support. “We must not let them down.”

He noted that during the government formation process, competition and differences had been “largely political and not sectarian,” calling it, “a break from the past.”

Pointing out that the main negotiations had been carried out by political factions including the influential cleric Moqtada Al-Sadr and Hadi al-Ameri on behalf of their respective Islah and Binaa blocks, Mr. Kubiš said it signified “that all of these primary partners and political forces now share a responsibility for creating an enabling environment for the new government to deliver on its programme, and for its stability.”

He told the Council that the new Government’s agenda, which includes UN advisory inputs, intends to improve the daily lives of Iraqi citizens, through job-creation reconstruction of liberated areas; and the return of more internally-displaced people.

“The programme aims at strengthening security, fighting terrorism, enhancing law and order and the rule of law…by putting all arms under the strict control of the State,” he elaborated, adding that special attention would be given to resolving challenges with the Kurdistan Region, including the issues of budget allocation and financial resources, oil and disputed areas.

Mr. Kubiš outlined the new government’s intention to implement robust measures for improved, sustainable security throughout the country, and to intensify efforts to uproot the remaining Da’esh, or ISIL terrorist cells.

Moreover, security measures place for the Arba’een pilgrimage were successful.

“Among the 15 million pilgrims, close to two million foreign visitors were recorded to have legally and safely entered Iraq,” he asserted. “Efforts to disturb this massive movement of people failed.”

Iraq now ‘a positive story’

Noting the discovery of 202 mass graves in former Da’esh-controlled territory, Mr. Kubiš asserted that UNAMI “continues to advocate for justice and accountability for international crimes,” pointing out to Council members that Karim Khan, Head of the UN Investigative Team to promote accountability for Da’esh crimes, arrived in Iraq last month.

He also stated that UNAMI had established a Women Advisory Group on Reconciliation and Politics in Iraq (WAG) to ensure that the voices, concerns and experiences of Iraqi women are included in political processes that shape national reconciliation, based on the principles of peaceful coexistence, respect for diversity and non-discrimination.

Acknowledging that this would be his last Council briefing, he summarized his tenure as having served the UN and Iraq “during a particularly difficult period that has against all odds and skepticism ended well, with a promising future prospect for the country and our role in assisting it.”

He called Iraq “a success, a positive story, in a region marked by many negative trends and developments” in which the UN has shown its relevance and “will continue to build on the firm foundations of its ongoing partnership with Iraq and its people.”

Mr Kubiš will be succeed by Dutch national Jeanine Hennis-Plasschaert, who has more than 20 years of political and diplomatic experience, including having served in several high-level Government and parliamentary positions.

UNITED NATIONS, New York – The United Nations head of mission in Iraq was optimistic about the future of the country in his final briefing to the UN Security Council.

“While the government formation process has not been without controversy, the political blocs have demonstrated a willingness to act in support of the prime minister. Competition and differences have been largely political and not sectarian, and in this way, a break from the past,” Jan Kubis told the Security Council on Tuesday.

He noted that Prime Minister Adil Abdul-Mahdi, cleric Moqtada al-Sadr, and Fatih leader Hadi al-Amiri – all Shiite leaders – have led negotiations that are heavily influenced by the main Shiite religious authority, Ayatollah Ali al-Sistani.

“This signifies that all of these primary partners and political forces now share a responsibility for creating an enabling environment for the new government to deliver on its programme, and for its stability,” said Kubis.

He expressed concern that the cabinet, though still incomplete with only 14 of 22 positions filled, does not include any women or minorities.

“The support of all the political forces represented in parliament will be essential, including those who will now be in the opposition, for the first time since 2003. Barring this, Iraq s political forces and leaders will fail their people,” he said.

Kubis encouraged the UN and the international community to remain committed to its support for Iraq as the new government focuses on creating jobs, delivering services, boosting the economy, and fighting corruption.

Iraq still needs help, “We must not let them down,” he said.

Kubis was appointed special envoy to Iraq of the UN Secretary-General in February 2015. The 66-year-old former Slovakian foreign minister had previously worked for the UN in Afghanistan and Europe.

He led the UN’s mission in Iraq (UNAMI) through the war with ISIS and conflict between Erbil and Baghdad after the Kurdistan independence referendum.

“I have had the honor of serving the UN and Iraq during a particularly difficult period that has against all odds and skepticism ended well, with a promising future prospect for the country and our role in assisting it. Iraq is a success, a positive story, in a region marked by many negative trends and developments,” Kubis concluded.

Jeanine Hennis-Plasschaert has been named the new head of the UN’s mission in Iraq. She was minister of defence for the Netherlands and served in both her national and the European parliaments.

France: The success of elections in Iraq shows his ability to recover quickly

The success of Iraq's parliamentary elections shows its ability to recover quickly, the French delegate to the UN Security Council said Tuesday (November 13th, 2018).

"Iraq is a strong country with good stability and we will continue to help them to rebuild the liberated areas," the envoy said in a speech at a UN Security Council session on Iraq's reconstruction and its follow-up. "Iraq can not be built if it falls into the trap of regional tensions."

"We hope that the Iraqi government will complete its formation quickly," she said. "The success of Iraq's parliamentary elections shows its ability to recover quickly."

"Iraq's stability needs to ensure a place for the Kurds," she said.

Kubic of the UN Security Council: Iraq's reconstruction is the priority of the new government's program

BAGHDAD (Reuters) - The UN representative in Iraq, Jan Kubic, said Tuesday (November 13, 2018) that Iraq's reconstruction was a priority in the new government's program.

"There are still some 1.9 million displaced people in Iraq, despite the passage of two years since the liberation of Iraq and the defeat of Saddam Hussein," Kubic said at a Security Council session.
