The UN Security Council renewed its support for Iraq's efforts in recovery, stability, reconstruction and reconciliation to meet the needs of all Iraqis .

"Council members visited the first of its kind in the period from 28 to 29 June last year to Iraq and Kuwait," the council said in a statement. "Members of the Council expressed their gratitude to the Government of Kuwait, United Nations, to facilitate the visit . "

The statement praised "the continued support of the Government of Kuwait in its efforts to achieve stability and prosperity." He noted "the challenges facing Iraq in the transition to a post-conflict environment, including the provision of basic services ."

Council members stressed "the need for economic reform, attracting more investment into the interior, and regional economic integration to better address the aspirations and concerns of the Iraqi people ."

"During the visit, the members of the Security Council discussed the humanitarian situation in Iraq and stressed the importance of a safe, dignified and voluntary return to all internally displaced persons affected by the conflict, including in areas liberated from a sympathetic organization," and stressed their support for the United Nations Assistance Mission for Iraq And the head of the United Nations Assistance Mission for Iraq, Jenin Hines Blachart .

"Members of the Security Council stressed the importance of supporting the efforts of the UN investigation team to enhance accountability for crimes committed by the Da'ash organization under resolution 2379 (2017), with full respect for Iraq's sovereignty and jurisdiction over crimes committed on its territory, " the statement said. President Trump signed for another year of EO-13303 at the end of May this year. As soon as the debt is fully paid to Kuwait "hopefully" the president will cancel EO-13303 and Iraq can enter the world market. A lot of moving parts are coming together and this is one of them that needs to happen as well.

) - The United Nations Development Program (UNDP) in Iraq announced on Monday the appointment of an international expert in coordination with the Iraqi parliament to build the capacity of its deputies. 
The program, in a letter to the First Deputy Speaker of Parliament Hassan al-Kaabi, it was decided "to bring an international expert to work with the Iraqi Council of Representatives to coordinate with the House of Representatives and to formulate an integrated project document." 
The paper added that "the document includes dialogue sessions to develop all the details related to the objectives to be achieved, including building the capacity of members of Parliament with regard to leaving the traditional budget or budget known as the balance and the transition to start preparing the budget programs and plans and the ability to follow the National Plan for Sustainable Development 2030, To cooperate with the legislative authority on related issues. "
The program appreciated Al-Kaabi's role in "supporting active cooperation with the UN mission in the interests of the Iraqi citizen."

UN Security Council makes First-ever Visit to Iraq

Five years on from ISIL ‘caliphate’ proclamation in Iraq, Security Council makes first-ever visit

The UN Security Council has concluded a first-ever visit to Iraq on Saturday, five years on from the proclamation, by the ISIL terrorist group, of a “caliphate” in the country.

The visit, which also took in a trip to Kuwait, saw the members meet senior government, UN and humanitarian officials to discuss the development of Iraq, the humanitarian situation, and the ongoing security challenges faced by the Government.

Council members noted that the visit underscored their support for Iraq’s continued post-conflict recovery, and reconciliation efforts to meet the needs of all Iraqis, and emphasized the importance of the sovereignty and security of Iraq.

They also addressed the importance of funding the recovery, in meetings with World Bank representative Ghassan Khoja, which covered the effective follow-up of international pledges, including those made at the 2018 Kuwait International Conference for the Reconstruction of Iraq.

Effective government and corruption issues raised

Recent political developments in Iraq, including progress towards the full formation of the Government, were welcomed by the Security Council members, who recognized the importance of an administration that upholds the values of the country’s constitution, responding to the needs of all Iraqis, including women, youth, children, displaced persons, and persons belonging to all ethnic and religious groups.

The engagement of the national Government in resolving outstanding issues with the Kurdish Regional Government, was also singled out for praise by the members, and the issue of corruption was raised, particularly efforts towards implementing the 2018-2022 National Government program, which includes addressing corruption, and strengthening viable state institutions.

Humanitarian and security concerns

The humanitarian situation, including the delivery of basic services, remains challenging in Iraq, and the members underscored the importance of all persons internally displaced by conflict, including in areas liberated from ISIL. The need for economic reform, investment, and regional economic integration to better address the aspirations and concerns of the Iraqi people, was also noted.

Support for the UN Assistance Mission for IRAQ (UNAMI) mandate to support and assist the Government of Iraq to promote inclusive political dialogue; national, regional and community-level reconciliation and cooperation; and security and justice reform, was reaffirmed by the Security Council representatives. They also commended the Government of Iraq’s efforts, in association with local and regional authorities, to counter terrorism and encouraged them to further their coordination.

A UN investigative team set up to hold ISIL accountable for war crimes, crimes against humanity, and genocide, must remain independent and impartial, ensure its Iraqi members benefit from international expertise on the team, and make every effort to share knowledge and technical assistance with Iraq, the members insisted.

They added that the team, UNITAD – the UN Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ISIL – must operate with full respect for the sovereignty of Iraq and its jurisdiction over crimes committed in its territory.

DUBAI: Iranian prosecutors are seeking the death penalty for several suspects arrested last year for spying for the United States in military and nuclear bodies, state media reported on Tuesday, as tensions rise with Washington over Tehran’s nuclear program.
Iran said in August it had arrested “tens of spies” in state bodies, many of whom were dual nationals.
In June, Iran said it executed a former contract employee of the defense ministry aerospace body on charges of spying for the US Central Intelligence Agency.
Judiciary spokesman Gholamhossein Esmaili said an unspecified number of suspects, arrested less than a year ago, faced possible death sentences in military tribunals, state television reported.
“Two of the defendants, who were not military, have received long prison terms,” Esmaili added, without giving details.
Iran announced on Monday it had amassed more low-enriched uranium than permitted under a 2015 nuclear deal, a move denounced by President Donald Trump as “playing with fire” amid concerns about deepening US-Iranian confrontation.
The initiative marked Tehran’s first major shift from the provisions of the pact since the United States pulled out of it more than a year ago.
However, Iranian Foreign Minister Mohammad Javad Zarif said the move was not a violation of the accord, arguing that Iran was exercising its right to respond to the US walkout.

BAGHDAD (Reuters) - A member of the Riyadh-Masoudi alliance announced on Wednesday the government's decision to organize a popular rally, saying members of the UN Security Council had told the government to make tough decisions to regulate the work of security forces.

"The visit of the UN Security Council to Iraq and its meeting with the three presidencies were motivated by Western countries, especially the United States and the European Union," Massoudi told local media.

"The Security Council has informed Iraq of the need for new changes in the security and political system and not to be dragged into the axis of Iran and stop attacks against Western interests and in the absence of an urgent resolution, the Security Council will take decisions against Iraq, including the return to the seventh item and even the withdrawal of oil companies from Iraq and even Impose some sanctions. "

Masoudi pointed out that "the government issued the order Diwani immediately after the visit to organize the work of the crowd and integration with the armed forces to ensure the survival of oil companies in Iraq and keep diplomatic missions."

Norway reaffirms commitment to stabilizing Iraq with new contribution

BAGHDAD (UNAMI) — The Government of Norway and the United Nations Development Programme (UNDP) signed a partnership agreement today for USD 9 million (NOK 75 million) to support stabilization and recovery efforts for Iraq post-ISIL.

Norway’s contribution will be channelled through UNDP’s Funding Facility for Stabilization (FFS) which finances fast-track initiatives in areas liberated from ISIL. This is Norway’s 10th contribution to FFS since 2015, bringing its total contributions to USD 45,000,000 (NOK 376,200,000). Norway is the 7th largest contributor of the 27 donors that fund the FFS.

Based on priorities identified by the Government of Iraq and local authorities, FFS helps quickly repair essential public infrastructure, boosts the capacity of local government, and provides short-term employment opportunities.

“Our biggest priority at the moment is to focus on areas that were the longest-held territories by ISIL and the last to be liberated,” says Resident Representative of UNDP, Zena Ali-Ahmad.

“These areas have experienced lower returns, and through UNDP and partners’ stabilization efforts we’re working hard to bring people back home. This generous contribution from Norway is critical in helping us achieve this important objective.”

“Our gratitude goes to the Government of Norway for all the support, and for reaffirming its commitment to not only stabilizing Iraq but securing long-term prosperity for its people,” adds Ms Ali-Ahmad.

At the request of the Government of Iraq, UNDP established the Funding Facility for Stabilization (FFS) in June 2015 to facilitate the return of displaced Iraqis, lay the groundwork for reconstruction and recovery, and safeguard against the resurgence of violence. This is done through rehabilitating essential infrastructure and restoring basic services. To date, UNDP’s Funding Facility has implemented more than 2,500 projects in key critical areas of Anbar, Salah al-Din, Diyala, Kirkuk and Ninewa, with another 600 in the pipeline, pending additional funds.
