Pursuant to the provisions of Article II of Article 56 of the Constitution, the new Council of Representatives shall be elected 45 days before the date of the end of the previous electoral cycle. 
According to the provisions of Article 7 / I of the Law of Elections of the Council of Representatives No. 45 of 2013, elections must be held in the House of Representatives 45 days before the date of the end of the previous electoral cycle at least. 
In accordance with Article 7 / III of the Law of Elections of the Council of Representatives No. 45 of 2013, the date of the elections shall be determined by a decision of the Council of Ministers and in coordination with the Independent High Electoral Commission. The Council of Representatives shall ratify it and issue by presidential decree and announce it by the media before the scheduled date for a period not less than 90 Days.

In accordance with the provisions of Article 93 / II of the Constitution, the Electoral Commission, in accordance with the principle of the Constitution and its supremacy over the laws, is obliged to conduct the elections within the time specified in Article 56 of Article II of the Constitution and Article 1 of Article 7 of the Constitution. Of the Law of Elections of the House of Representatives No. 45 of 2013 in the event that the House of Representatives does not approve the date set for elections by the Council of Ministers by the way prescribed in Article 7 / III of the above-mentioned election law.

The Court's interpretation, according to the documents, was as follows: "The above request, as formulated by the Federal Supreme Court, was subject to scrutiny and deliberation and found its subject matter to be governed by Article 56, paragraph 1, of the Constitution of the Republic of Iraq for 2005, In the first session and ends at the end of the fourth year », and the extrapolation of this text was found to be the text of the governor set the Constitution to start the duration of the electoral cycle of the House of Representatives and be effective from the first session and extends for four calendar years and the end of the fourth year of that session.

The interpretation of the court that "this period is the duration of the mandate of the electoral cycle to exercise the functions provided for in the Constitution and end of the mandate of the session ends and any action taken outside is not supported by the Constitution and the effects of this measure and its results are null because the voter when he gave his vote to those chosen by his representative in the Council The deputies, gave him specific authorization in terms of duration and ends this authorization by the end of its term allocated in the Constitution is four calendar years and no one may skip it to skip it means to overcome the will of the people.

He pointed out that "this period can not be exceeded because it is skipped based on any text in a law that is contrary to the provisions of Article 13 of the Constitution, which states, first:« This Constitution is the law of nominal and highest in Iraq and be bound in all the fold without exception », "It is not permissible to enact a law that contradicts this constitution and invalidates every text contained in the constitutions of the territories or any other legal provision that conflicts with it."

Reasons current members of parliament wish to extend their term:

 

1. they are currently stealing from the government, and want to keep stealing from the government as long as possible

 

2. they need more time to cover their crimes

 

3. they need to pass a couple of last minute items that favor their own agendas

 

4. they want the extra paychecks

 

5. they may stand to lose all immunity as of June 30th

 

6. they can't reserve a U-Haul all the way from Iran because all the local ones are booked already

In order to get that Quorum-why not file into chambers thru one door then exit thru another, circle right around and file back in and ithen re-enter the chambers from whence they came.

 

Pretty simple then to count everyone as many times as needed to get your Quorum..... I guess we gotta think of everything don’t we. Bunch O Monkeys 😄

This whole thing is so obvious. 😊  Everyone is screaming “Foul Play”, everyone but Abadi and Sadr. 🤔 I guarantee you this is the age ol trick of getting the world to watch this hand so as to not notice what the other hand is doing. I suspect there is a boatload of crap going in the background, and Abadi’s camp is responding to what ever the “Election Game” is being played by Abadi and Sadr’s opponents! 🤨 This whole circus has the media’s full attention right now!!!! This should all be over soon, as well as the election mess!!
