Tohma said in a statement received by "Al-Ghad Press" a copy of it, "it is not permissible for the parliament to continue and extend his mandate beyond four calendar years 365 days," for the following reasons:

1. Article 56 (I) of the Constitution provides that the electoral cycle of the Council of Representatives shall be four calendar years beginning with the first session and ending at the end of the fourth year. The first session of the current parliament was on July 1, the end of the fourth calendar year on June 30 marks the end of the term Parliament's mandate for the current electoral cycle. 

2. Article (56 / II) of the Constitution provides that the new Council of Representatives shall be elected forty-five days before the date of the end of the previous electoral cycle. It is an explicit provision in determining the end of the term of the Council of Representatives. Forty-five days after the election of the new Council of Representatives. The election of the Council of Representatives for the next (new) session took place on May 12, the date of July 1 will be the end of the current electoral cycle in compliance with this constitutional provision.

3. The decision of the Federal Court on January 1, which described the text of Article (56 / I) as a ruling text in determining the beginning and end of the electoral cycle of the House of Representatives and the end of his mandate shall be by the end of the fourth calendar year 365 days. In the Constitution, and every action taken by the House of Representatives outside these four calendar years to be endorsed by the Constitution and its results is null, because the voter authorized limited authorization of representatives in terms of duration and ends this authorization to end the mandate allocated in the Constitution, four calendar years 365 days.
He added the same decision of the Federal Court mentioned above that no one can skip this period, because skipping them means exceeding the will of the people, which proved this article in the Constitution. 

4. The decision of the Federal Court on March 14, which stipulated that the duration of the electoral cycle of the Council of Representatives is linked to the calendar year which is 365 days, and applied that decision to the House of Representatives between the date (2006) to 2010 and pointed out that the beginning is March 16, 2006 And its end is March 15, 2010, which is equivalent to (365) days to increase it. 

5. The decision of the Federal Court pointed out that the only text authorizing the extension under the Constitution is the text of Article 58 / II which is the possibility of extending the legislative term of the session to no more than 30 days. The extension of the legislative term is required to not exceed the period of the electoral cycle, Article (56 / I) of the Constitution.

Which surmounts to an agreement to delay doing anything for another 3 or more months ? Risking Iraqi power grabbers, the corrupt, to solidify their Deep State inside the GOI. Risking a further manipulation by outside forces like Russia, Iran, Syria, Saudi Arabia, and yes the US. But I support the US position on matters in Iraq. MP Ahmad Al-Masari called for the necessity of adhering to the law of the legislator, which confirmed the process of counting and sorting the full manual inside and outside Iraq, and canceling the previous electronic and not limited to the stations contested.
The MP Adel Nuri to the legitimacy of the law of the House of Representatives, which was supported by the Federal Court to re-counting and sorting in full and not in part, stressing the importance of monitoring the process of counting and sorting until the announcement of new results and ratification. 
For his part, MP Arshad Salhi pointed to the right of the House of Representatives to extend its work in order to follow up the important issues that the country is going through. 
MP Ibtisam al-Hilali suggested the presence of observers from political entities during counting and sorting to ensure the measures taken. 
MP Samira al-Moussawi noted the importance of investigating the voices of the inmates' voters in the prisons. 
For his part, stressed MP Mishan Jubouri to proceed with the fourth amendment to the law of the House of Representatives and obligate the Commission to count and count all the voters and stations throughout Iraq.
MP Mohammad Taqi al-Mawla called on the House of Representatives to ask the Federal Court to withdraw the hand of the Council of Commissioners in order not to allow them to interfere in the work of judges supervising the Commission. 
In turn, MP Salah al-Ajbouri pointed out that the move of the House of Representatives to correct the electoral process focused on restoring the people's confidence in the political process again, stressing the need to abide by the amended law to re-count and manual manual all stations inside and outside Iraq. 
In her response to the interventions of the ladies and gentlemen, the committee stressed its keenness to take all the comments made on the proposed law, noting that the competence of the Federal Court is limited to the interpretation of the constitutionality of laws issued by the House of Representatives and not the interpretation of regulatory procedures.

The meeting was then adjourned until Thursday, 28/6/2018.
