Jubouri .. The conclusion

Nuri Hamdan

Is it reasonable that the Speaker of the House of Representatives, Salim al-Jubouri, does not know that the parliament is not entitled to cancel the results of the elections (in whole or in part) and that this is the jurisdiction of the judiciary, not the House of Representatives, and went an exceptional decision issued a decision to postpone the elections abroad and conditional voting in the displaced camps in Anbar Salaheddine, Nineveh and Diyala. The decision excluded the votes of minorities covered by the quota.

Is it reasonable that al-Jubouri does not know that the extraordinary parliamentary session, which he chaired on Monday, 18-5-2018, did not reach the quorum, as confirmed by a member of the House of Representatives for the Liberal Liberal parliamentary bloc, Ghali Saidi, in a press conference, he did not attend the 165 deputies, Exceeded the 140 deputies, and went Jubouri in the announcement of a continuous session to avoid the need to quorum again, to take new decisions obliging the Electoral Commission, which confirmed legal experts that the decision of the Council in the need for the Commission to count and manual counting of less than 10% of the ballot boxes in the electoral centers and If a discrepancy of 25% of what has been identified is proved Dah are manually re-counting and sorting manually for all provinces and provide political entities, and immediately an electronic copy and photocopies of ballot papers and election results, non-binding them according to the law.

Is it conceivable that al-Jubouri does not know that what was done by the parliament in its said session is a violation of the legal powers of the judiciary according to the constitution in the independence of the authorities, and what he has done a violation of legal and constitutional and the right of the House of Representatives to cancel the election results where there is no constitutional or legal provision gives this right To the House of Representatives, in addition to the matter before the judiciary and therefore can not intervene in the judiciary according to the provisions of the Constitution by the legislative or executive power until the end of the judiciary.

If all this is not known to Mr. Jubouri, he is the head of the legislative authority that legislates the laws, this is a calamity, and comes to mind directly what a number of deputies and politicians say that the decision is intended to pressure and influence the Commission to bring back some of the losers and promised them winners and Jibouri.

If all this is not known to Mr. Jubouri, who is the head of the legislative authority that legislates laws, the greatest calamity.

Peace be upon the great Iraq ... and for every stage of them to make them catch and some of them (.........).

The election crisis is expanding .. Attempts to dismiss the president

Amid intensive contacts to prepare a comprehensive settlement

The political crisis in Iraq expanded after the recent parliamentary elections to reach the presidency recently, which entered on the escalating crisis line after sending President Fuad Masoum to the Federal Court, a constitutional challenge to the Parliament's decision to force the Commission to cancel the elections abroad and the manual counting and counting of 10% of the ballot boxes .

Despite the expansion of the crisis, political talks are still underway on a hoped-for political settlement that would ensure a breakout from the crisis through government quotas, but observers expect it to clash with the desire of the most powerful faction in parliament to form a government of technocrats.

The last infallible decision prompted deputies to collect signatures to dismiss him, arguing that his move was in support of his political party, the Patriotic Union of Kurdistan.

On the line of crisis also, the Electoral Commission in Iraq rejected the recent decisions of the Parliament, and its President Maan Haithawi said in a press conference on Wednesday that the Commission will not respond to the Parliament's decision to cancel part of the election results and the manual counting and counting of 10% of the ballot boxes.

The statement of the Commission coincided with an appeal submitted by the President infallible to the Federal Court by the decisions of the Parliament, which led the deputies to begin to collect signatures to dismiss the President of the Republic, which is accused by Kurdish political forces, aligned with the Kurdistan Democratic Party led by Massoud Barzani, the practice of fraud .

"The president of the republic is responsible for following up and monitoring everything that contradicts the principles of the constitution and the laws in force," he said.

Moussaoui commented on the special session of the House of Representatives, saying that there are "doubts generated the unconstitutionality of this meeting," adding that on the decision of the Council of Ministers to form a high commission to investigate irregularities and breaches, "asked the Office of the President of the Federal Court on the constitutionality of this committee, And its actions are contrary to the principles of separation of powers. "

However, saying: "" does not deny the presidency and does not confirm the possibility of manipulation of the electoral process and the ballot. "

The developments come amid reports of political contacts underway to prepare a comprehensive political settlement, based on proposals made by political parties (which did not reveal themselves).

These proposals are based on not dealing with the results of the elections in general, and the results of the Kurdistan region in particular, based on the weight of the political seats and the number in the formation of a government of national unity includes all, relying on internal Sunni, Shiite and Kurdish, guarantees this government, without going to a majority political government .

Sources from these parties said that there is a tendency among the Sunni forces to build alliances that fall within this context, especially after splits in the two main winning parties in the Sunni center, namely, "national" and "decision" Including those distributed in Shiite lists such as the list of "victory" led by Haider Abadi, in return for the establishment of Shiite political forces in similar actions, with the absence of Kurdish consensus so far .

But the proposed new formula, a clone of the mechanisms of forming the previous governments, will not be accepted at least by Sadr's leader, Moqtada al-Sadr, who has promised his supporters a technocrat government. His coalition is still in strenuous talks to win a majority to pass the hoped-for government .

The recent elections in Iraq took a surprise, led by Sadr, led by Muqtada al-Sadr, the results of the elections, despite all expectations that have already predicted the victory of the coalition of Hadi Amiri supported by the popular militia militias, and dissolved the coalition of Iraqi Prime Minister Haider Abadi III.
