They need to get their fact straight.

If you want a machined lower, you can purchase it but it must be sent to a FFL where you undergo a BG check.

You must follow Federal and State rules.

If you want what is called an 80% lower (needs machining) you can buy online and finish it yourself. 

Most people don't have the necessary tools or skills to finish one. Then you need to buy the rest. By the time your finished buying all the parts you can spend up to a $1000 dollars.
