ERBIL (Kurdistan 24) – Top delegations from the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) met in Erbil on Tuesday to reach an agreement on the formation of the future regional government, but sources have told Kurdistan 24 that the PUK has made new demands for senior leadership posts.

This comes just over a week after the two leading parties in the Kurdistan Region announced they had successfully inked a deal that laid out a framework for future negotiations, bringing an end to the PUK's boycott of parliamentary sessions in an attempt to kick-start the process of government formation.

The first step toward a new cabinet was the election of the leadership of the legislature on Feb. 18, in which lawmakers voted in an interim speaker and her two deputies. The speaker position had been previously allotted to the PUK, but since the party was boycotting the session, the KDP agreed to elect a temporary speaker that was to step aside after the PUK agreed on which of two candidates that were reportedly vying for the post it would put forward.

The PUK's plans seem to have shifted, with the party instead now seeking other senior positions such as the Kurdistan Region's deputy prime minister, currently held by leading member Qubad Talabani, the vice-president, formerly held by the party’s Kosrat Rasul, and interior minister, a position now held by the KDP’s Karim Sinjari.

The KDP was the top vote-getter of regional elections held in September, securing 45 seats in the 111-seat regional parliament, beating out the PUK's 21, slightly less than half the number of seats.

The second­–runner-up Change (Gorran) Movement, which got only 12 seats, entered an agreement with the KDP in late February.

The PUK and Gorran, however, are in more direct competition than either is with the KDP in cities like Sulaimani. Lingering party disputes continue to stall new Kurdistan government

ERBIL (Kurdistan 24) – Just under six months after the Kurdistan Region’s parliamentary elections, the runner-up party has yet to reach a concrete deal with the leading one on the formation of the future government.

In an attempt to restart the process, the Kurdistan Democratic Party (KDP), which holds 45 seats in the 111-seat legislature, seeks to reinstitute the now-suspended office of regional president. 

The office has not existed since November 2017 when then-President Masoud Barzani announced he would end his already-extended term in the aftermath of the Kurdistan Region's referendum on independence and as Kurdish parties failed to agree on a date for regional elections. Since then, the powers of the president have been delegated to the prime minister and parliamentary speaker.

“The efforts of the [KDP] are aimed toward amending the Kurdistan Region Presidency Law at the soonest [opportunity],” Rizgar Issa, a lawmaker from the party told Kurdistan 24 on Wednesday. Upon ratification, Issa explained, the post will be reactivated, following which lawmakers will hold a session to vote on candidates put forth by their caucuses. 

This appears to follows trends in recent years in Iraq's federal government in which disputes are sometimes resolved by the introduction  – or in this case, resumption – of additional posts, allowing more party officials to secure positions and therefore kickstart stalled negotiations. 

The KDP announced in late 2018 that it was nominating outgoing Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani to take the post. 

As is the case with the federal government, a president is charged upon being voted in to call on the largest parliamentary coalition to name its candidate to lead the government and form a cabinet within an allotted period of time. Lawmakers would then vote on the PM-designate’s cabinet. 

The KDP has said it will present current Chancellor of the Kurdistan Region Security Council (KRSC) Masrour Barzani as its nominee.

To facilitate the process, the KDP has been negotiating with other Kurdish parties to increase the chances of a smooth transition. With 12 seats, the Change (Gorran) Movement is the third–place-holder and has said it has already agreed on a joint political program with the KDP for the next four years.

The KDP also signed what appears to have been a memorandum of understanding with runner-up Patriotic Union of Kurdistan (PUK), which holds 21 seats. KDP politburo member Fazil Mirani said during a press conference on Wednesday that he "has heard" the PUK's demands to sign on for government formation, but gave no specific details.

PUK officials continue to insist that a comprehensive deal is first reached with the KDP, not only on regional posts but also for federal ones in Baghdad's still incomplete government formation following national elections held in May 2018. Sticking points include which party will secure the post of justice minister in Baghdad and the governorship of Kirkuk.

The Patriotic Union of Kurdistan (PUK) on Saturday revealed the results of its political bureau meeting today.

The spokesman for the Patriotic Union of Kurdistan, Latif Sheikh Omar said in a press conference held in the city of Sulaymaniyah that his party emphasizes the active participation in the formation of the Kurdistan Regional Government, and participate seriously in important files, such as security files, economy and financial and other, and in all administrative units and cities of the Kurdistan Region.

ERBIL - The ruling Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) met on Tuesday in Sulaimaniya province to resume the talks on the next cabinet formation with the former saying that "good steps were taken" in the discussions.

"Our meeting was one of the most successful ones. We discussed the interpretation of our political agreements and better cooperations. We’ve taken good steps," Dillshad Shahab, a member of the KDP delegation, said at a joint press conference after the meeting.

He further said that the two major parties would continue on the next government establishment after the Kurdish New Year (Nawroz) holiday which falls on 21st of March.

The PUK spokesperson Latif Sheikh Omer, meanwhile, hailed his party's meeting on Tuesday morning, noting that they are optimistic about the process.

The KDP and PUK have already signed a political agreement while the two have intensified their efforts to reach a final agreement on the formation of the next Kurdistan Regional Government (KRG).

Shankali said during his "news" that "all issues related to Kurdistan and Baghdad will not be resolved unless it is agreed on the formation of the Kurdistan Regional Government between the Kurdish parties that have returned to search for positions and ministries inside and outside Kurdistan," noting that "the issue of the Ministry of Justice will not Resolve unless the new Kurdistan government is announced. "

He said that "the Prime Minister Adel Abdul-Mahdi left the large political blocs are working as desired and nominate from the wish to manage the ministries," noting that "the political blocs got 14 ministries in the government of Abdul Mahdi without technocrats or anything else related to what Abdul Mahdi put conditions for Lakhitar Ministers of his government. "

"There is an agreement between the Democratic and Nationalist parties to nominate an agreed figure to the Ministry of Justice, but this agreement may be frozen because of the recent problems and the conflict between the Kurdish parties on positions in the Kurdistan region," he said.

A spokesman for the Patriotic Union of Kurdistan (LNT), Latif Sheikh Omar, said on Saturday that the two negotiating delegations of the Patriotic Union and the Democratic Party would hold a meeting this week.

The website of the Union of Latif Sheikh Omar said that the two negotiating delegations will resume their meetings this week to discuss the formation of the new government in the Kurdistan Region.

There is no meeting between the two delegations today, Sheikh Omar said.
