ERBIL - The two major parties, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), are expected to meet on Monday and resume talks on the formation of the new cabinet.

They will hold the meeting in Sulaimaniya province where they will discuss the subject of appointing a new governor for Kirkuk city as the two parties have so far failed to agree on the issue and the PUK has reportedly offered a few new nominee to the KDP, according to the information BasNews has learned.

The KDP and PUK have previously held several meetings to establish a new government in Erbil, but the two have not been able to do so due to the latter's determination on securing the post of Kirkuk governor for itself.

ERBIL — Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) delegations met on Monday to discuss the formation of the new cabinet and the issues pertaining to Kirkuk.

Dilshad Shahab, a member of the KDP negotiating team, told reporters after the meeting that the leading Kurdish parties are “closer than ever” to a final agreement on appointing a new governor for Kirkuk and form the cabinet of Kurdistan Regional Government (KRG).

He noted that the future governor of Kirkuk will be for a Kurdish figure who would represent all different components of Kirkuk, including Kurds, Arabs, Turkmens, and others.

“We are working in parallel on the formation of the ninth cabinet [in Kurdistan Region] and appointing a governor [in Kirkuk],” Shahab said.

PUK Spokesperson Latif Omar said his party is ready to help the formation of the new KRG cabinet before its legal deadline (12th July).

“We are ready to take part in the ninth cabinet as a real partner, and preparations have already begun in this regard.”

Shafaq News / The National Council for Change Movement held on Friday a meeting was dedicated to submit the names of candidates for the positions of four ministers within the entitlement of the movement in the new government of the Kurdistan Region.

The Council had previously formed a specialized committee to nominate candidates for government positions in the new formation of the provincial government, and received 400 autobiographies, of which 18 were selected.

"We had previously set up a committee to study candidates' biographies," said Hakim Obaid, a member of the movement's national council, at a press conference held today in Sulaymaniyah. "The committee presented its report on the candidates today and we listened to it."

He added that the Council and the majority of those present voted to entrust the General Coordinator of the movement Omar Sayed Ali to choose the four candidates for the ministries, which is the eligibility of the movement in the new formation of the Government of Kurdistan.

According to the information available to the Twilight News, Syed Ali will present in the next few days the names of the four candidates to the charge of forming a new Kurdistan government pleased Barzani.

ERBIL (Kurdistan 24) – Senior officials of the Gorran (Change) Movement, the third largest Kurdish party in Iraq, on Friday agreed that their leader would decide which nominees will be selected for ministerial posts allotted to the party in the next Kurdistan Regional Government (KRG).

The Kurdistan Region held a parliamentary election in late September in which the Kurdistan Democratic Party (KDP) secured 45 seats out of a total of 111 in the regional legislature, beating out the Patriotic Union of Kurdistan’s (PUK) 21 seats. Gorran halved their gains from the previous vote with only 12 seats.

Stalled negotiations to form a government have ramped up since last month when the Kurdistan Region Parliament named Masrour Barzani as Prime Minister-designate of the KRG. President Nechirvan Barzani later issued a formal letter asking him to form his cabinet.

Since then, parties that agreed to form a coalition government under the KDP have been working on establishing their list of candidates to take various posts in Masrour Barzani’s government.

On Friday, Gorran’s National Assembly—a body that is made up of elected senior party members, includes the Executive Assembly, and which decides official party policy—held a meeting chaired by General Coordinator Saeed Ali to settle the issue.

“With a unanimous vote in the National Assembly, [Gorran] decided that electing nominees of the movement is to be put in the hands of the General Coordinator,” party-affiliated news agency KNNC reported following the meeting. 

According to informed party sources who spoke to Kurdistan 24, the agreement reached with the KDP gives Gorran the ministries of finance, trade, reconstruction, and social affairs.

The National Assembly had previously formed a specialized committee to select those who would lead the four ministries, as well as a deputy to the PM and a deputy to the regional president, which Gorran also reportedly secured. The committee has received about 400 resumes, of which it has reportedly approved 18. It is from these that General Coordinator Ali will presumably pick the final candidates for the various posts. 

“The meeting of the National Assembly of the Gorran Movement today was one of the excellent and successful ones, and in the coming one or two days, the names of the candidates would be sent to Erbil,” Executive Assembly member Jalal Jawhar told KNNC. 

In late June, the Kurdistan Parliament delayedby 15 days its summer recess that was due to begin on July 1 to allow for more time for parties to reach an agreement on the government.

The PUK, whose erratic alliance with the KDP seems to have stabilized recently after both sides resolved a lingering dispute between them, must also send its nominees to Barzani prior to the July 15 deadline.

A topic that has been a significant point of contention, and which the PUK insisted would have to be settled along with government formation talks, was that of naming a governor for the disputed province of Kirkuk. The two parties recently held a meeting and reportedly reached a conclusive resolution on the issue.

Once Barzani puts together his list of candidates and submits his portfolio to parliament, lawmakers will then vote to approve or reject prospective members of the PM-designate’s cabinet.

The Change Movement (Gorran) has almost finalized the list of candidates for the ministerial posts in the next cabinet of the Kurdistan Regional Government (KRG).

Gorran’s  National Assembly convened on Friday to select the candidates from the shortlisted applicants.

The assembly agreed to authorize Gorran leader Omar Sayd Ali to make the final decision about the candidates.

The party is granted four ministries in the new cabinet: Ministry of Finance and Economy, Ministry of Trade, Ministry of Housing, and Ministry of Labor and Social Affairs.

All political parties who are taking part in the next cabinet are required to submit the list of their candidates before the cabinet formation on July 11.

"The agreements that resulted from the negotiations of the Democratic Party with the National Union and other parties resolved political differences and the benefits of parties from government positions." 
He pointed out that "technical matters related to the names of candidates for ministerial portfolios constitute an obstacle to the formation of the new cabin and announce it."

ERBIL — The Change Movement (Gorran) will send the finalized list of candidates for the next cabinet of Kurdistan Regional Government (KRG) to Prime Minister-designate Masrour Barzani within the next 24 hours, said MP Jalal Mohammad Amin.

Gorran National Assembly decided on Friday to authorize the party leader to select the candidates from the shortlisted figures.

PM-designate Barzani is expected to send his cabinet’s lineup to the Kurdistan Region Parliament before 12 July, the legal deadline he has for forming the new KRG cabinet.

BasNews previously reported that Gorran will hold ministries of finance and economy, housing and construction, trade, and labour and social affairs.

Also, the party will have the posts of Vice President of Kurdistan Region, and Prime Minister Assistant for Reforms.

The Kurdistan National Union (PUK) announced on Saturday that it had reached an agreement with the Kurdistan Democratic Party (KDP) on a candidate for governor of Kirkuk.

"We have reached an agreement with the Kurdistan Democratic Party on the issue of the governor of Kirkuk," party spokesman Shaykh Latif Sheikh Omar told a news conference after a meeting of the party's leadership council in Sulaymaniyah late Saturday, without giving further details.

SULAIMANI, Kurdistan Region — The Patriotic Union of Kurdistan’s (PUK) Leadership Council announced its nominees for top positions in the new Kurdistan Regional Government (KRG), keeping incumbent deputy PM Qubad Talabani in his position, according to PUK official media. 

Samir Hawrami, the media advisor to Talabani, told PUK Media that the Council had “officially” nominated Talabani for the position. Talabani, himself, did not immediately comment on the news which has been widely speculated. 
 
In a farewell ceremony with the KRG cabinet in Erbil, newly-elected President Nechirvan Barzani said he was glad to hear that the PUK has nominated "my brother" Qubad Talabani as deputy PM. The two politicians from rival parties worked closely together to hold the government together through a budget crisis with Baghdad, global drop in oil prices, the conflict with the Islamic State (ISIS), and the hosting of 1.8 million Iraqi IDPs and Syrian refugees.
 
The party also nominated Sheikh Jaafar Sheikh Mustafa, the commander of the PUK’s 70 Unit Peshmerga forces, to be vice president of Kurdistan Region, and Rewaz Fayeq as the speaker of parliament, reported Kurdsat News. 

Talabani, 41, won the most votes of any party list leader in the Kurdistan Region’s parliamentary election on September 30, 2018. The UK-educated politician and son of late PUK founder Jalal Talabani campaigned on modernizing and streamlining the government.
 

Mustafa, 69, is a veteran Peshmerga commander who served through the conflict with ISIS. Germany, the United Kingdom and United States are leading efforts to professionalize and train a more diverse Kurdish force that is not so politically-aligned. The office of the president officially commands all security forces in the Kurdistan Region.


Kosrat Rasul, 67 and also a PUK commander, had served as a vice president until Masoud Barzani’s presidential term ended in November 2017 and the office’s powers were delegated to government by the parliament. Rasul has served as acting PUK leader until the party can hold its next congress.

Fayeq, a 42-year-old woman, heads the Finance and Economic Affairs Committee in the parliament. She has stressed the need for KRG to have a modern model of budgeting that is “more transparent, honest and detailed in order to be able to prevent corruption.” 
 

The party also announced the nomination of Shorash Hajji to lead the Ministry of Peshmerga, Dara Rasheed for the Ministry of Higher Education and Scientific Research, and Hama Saeed for the Ministry of Culture. 

 

The announcements came after PUK’s Leadership Council met on Saturday. It was attended by Rasul and other key members like Iraqi President Barham Salih. 

 

The news signals the KRG and political parties are now closer to forming a new cabinet headed by PM-Designate Masrour Barzani. He was tasked by his predecessor and the President of Kurdistan Region Nechirvan Barzani. 

 

Parliament delayed its summer recess, scheduled for July 1, for 15 days on Sunday to buy more time for Masrour Barzani and the political parties to offer candidates to the legislature.

 

Latif Sheikh Omar PUK’s spokesperson appeared for a press conference later on Saturday in Sulaimani. He said the nominees will submit their CVs to PM-Designate Barzani by Sunday. 

 

The PUK had previously stated that they would not join the cabinet unless they reach a final agreement over Kirkuk with the Kurdistan Democratic Party (KDP). On Wednesday, the PUK after meeting with a KDP delegation said they would nominate Tayb Jabar, a 65-year-old engineer, for the strategic governorship. 

 

Asked about the issue, Omar said “Yes, we have reached an agreement.” 


Barzani’s KDP holds 45 seats in the 111-seat parliament.

The PUK won 21 seats in last year’s election to reclaim its status as the second-largest party in the Kurdistan Region, beating out the Change Movement (Gorran) which won 12. Gorran, also expected to be given a vice presidency, is planning to announce its candidates on Sunday.

ERBIL (Kurdistan 24) – Not long after stepping into his new role as regional president, Nechirvan Barzani gave a farewell speech on Saturday night as outgoing prime minister of the Kurdistan Region, thanking his former constituency and cabinet for how they faced serious difficulties in recent years.

The comments came during a meeting with the ministers of the Kurdistan Regional Government's (KRG) last term, days before the new prime minister-designate is expected to announce his proposed cabinet for the next one.

Barzani thanked all the ministers for their teamwork and praised incumbent Deputy Prime Minister Qubad Talabani for his programs of reform and efforts to develop regional government institutions.

Since the beginning of 2014, he said, his cabinet faced a dire situation due to major cuts to the Kurdistan Region’s share of the national budget from Baghdad, the emergence of and fight against the Islamic State, the flow of two million displaced people and refugees to the autonomous region, and the dramatic drop of oil prices internationally, all of which resulted in a critical financial crisis.

President Barzani stressed two factors that led the Kurdistan Region to overcome the trying times.

“First, the understanding and patience of people for the situation and, second, the teamwork of the ministers,” he said. “Without the understanding of people and public employees of the Kurdistan Region, it would’ve been impossible to overcome the crisis this way.”

Barzani noted that the most difficult decision of the cabinet and of his political career were hugely unpopular austerity measures which the KRG announced in Feb. 2016 to overcome the drastic economic shortfalls. The policy substantially decreased the salaries of public employees, often halving money households took in, with a promise to reimburse them in the future. The measures led to mass protests in multiple cities and ended in March 2019.

The official also repeated his common promise that the Kurdistan Region is keen to resolve longstanding disputes with the federal government of Iraq through dialogue.

“What’s important today is that Baghdad should recognize that the Kurdistan Region is a federal region of Iraq, as it is designated in the constitution, and [Iraq's] treatment of the Kurdistan Region should be on that basis,” Barzani said, adding that, should such mutual understanding be reached, issues between Erbil and Baghdad can be addressed.

He finished by promising that “a bright future is ahead of the people of the Kurdistan Region,” and highlighted his support, as its new president, for the upcoming KRG cabinet.  

Prime Minister-designate Masrour Barzani, in the process of taking the helm of the KRG, is expected to submit his new list of ministers before the deadline of July 12.
