Senior Peshmerga commanders support new KRG reform efforts

ERBIL (Kurdistan 24) – Senior Peshmerga commanders on Sunday extended their support to the new Kurdistan Regional Government (KRG) led by Prime Minister Masrour Barzani and said they look forward to the reform of the autonomous Kurdish region’s security apparatus.

During his inauguration speech on July 10, Prime Minister Barzani underlined the importance of reform in all sectors of the Kurdistan Region, including security and economy.  

Jaafar Sheikh Mustafa, a commander of the Peshmerga’s 70th Brigade, highlighted the sacrifices the Kurdish forces have made throughout history, which has paved the way for the Kurdistan Region to prosper.

“Peshmerga forces have sacrificed a great deal to get to where we are now, to the point where we gained a strong government,” Mustafa told Kurdistan 24.

“We will honor those who sacrificed their life by supporting the new [KRG] cabinet, especially in terms of positive reform.”

General Sirwan Barzani, a Peshmerga Commander at the Gwer-Makhmour front line, said the Kurdish troops believe in the government and are “expecting a great deal from the new KRG cabinet.”

“Reform is a necessity, and essential in all countries across the world, even the developed ones,” General Barzani told Kurdistan 24.

“Hence, we support the new cabinet in its positive implementation of reform in all the different sectors of the government,” he added.  

According to the Iraqi Constitution, the Peshmerga are part of Iraq’s national defense apparatus, but the central government in Baghdad has often neglected and marginalized them.

However, recent steps by the new KRG cabinet indicates the two sides – Erbil and Baghdad – are attempting to enhance cooperation regarding the security of the country as a whole.

Peshmerga forces were the first line of defense against the so-called Islamic State when it emerged in northern Iraq in 2014. Over 1,700 Peshmerga were martyred, and more than 10,000 injured in the fight against the terror group.

Long-serving Iraqi Kurdish natural resources minister, Ashti Hawrami, will take up an advisory role of Assistant Prime Minister for Energy Affairs in Prime Minister Masrour Barazani’s newly-formed cabinet, Kurdish lawmakers said on Sunday.

Hawrami, the Kurdistan Regional Government’s (KRG) energy minister since 2006, is seen as the mastermind behind the semi-autonomous region’s plans to have an energy industry free from the Baghdad central government’s control.

“Hawrami has been appointed as an assistant to Prime Minister Masrour for energy affairs. He will help run the energy portfolio until a new minister is appointed,” said regional Kurdish lawmaker Sirwan Baban.

Hawrami will be entitled to “carry out and implement decisions, authorities and policies of the Kurdistan Regional Government (Iraq) in relation to the oil and gas sector”, a copy of the prime minister decision reviewed by Reuters showed. The copy was verified by multiple regional officials.

The natural resources portfolio in the new regional cabinet is vacant and several sources said Kurdish political parties are yet to reach an agreement over who should fill the position.

“There are still differences between the key political parties over who will succeed Hawrami,” said Baban.

Barzani, told Reuters in an exclusive interview that under his leadership, the KRG’s focus would be to establish a “strong and constructive” relationship with Baghdad.

Chief among issues that strained relations between the regional capital Erbil and Baghdad is a disagreement over independent regional oil exports and revenue sharing.

Baghdad demands that the region’s oil sales must be handled by the federal oil ministry and regional authorities contest that they have the power to sell oil and gas produced from oilfields located inside the region.

The cabinet of ministers of Kurdistan, on Monday, the second meeting to discuss a file on Baghdad. 
An informed source told Mawazine News that "the Kurdistan Regional Council of Ministers will hold its second regular meeting on Monday." 
The source added that "the meeting will discuss the general guidelines for the implementation of the government program and the current situation in the Kurdistan region, as well as the results of the recent visit of the delegation of the Kurdistan region to the capital Baghdad."

ERBIL (Kurdistan 24) – A joint committee between the Kurdistan Regional Government (KRG) and the Federal Government of Iraq will meet soon to discuss mechanisms on how to resolve longstanding issues between both sides, the KRG said on Monday.

The statement came following a KRG Council of Ministers meeting headed by Prime Minister Masrour Barzani. The autonomous Kurdish government did not mention the date of the joint committee meeting but noted it would take place soon.

During Monday’s meeting, Prime Minister Barzani highlighted the recent high-level KRG delegation’s visit to Baghdad which met with senior Iraqi officials.

In the past few months, Erbil and Baghdad formed a joint committee to address the deep-rooted problems between the two sides within the framework of the Iraqi Constitution. The key issues are related to oil and gas, budget, and the disputed territories.

The digitalization of public services for citizens, which aims to reduce bureaucracy in the government sector and speed up the process, was another topic the ministers underlined in Monday’s meeting.

Among the missions of the new government outlined on the KRG website is the renewal of Erbil-Baghdad relations as the Kurdistan Region works to improve governance and conduct key reforms in the public sector.

Ties between Erbil and Baghdad were considerably depleted following the Kurdistan Region’s historic independence referendum in September 2017. Relations began to improve namely after the formation of the new Iraqi government in late 2018 headed by Prime Minister Adil Abdul Mahdi.

and the regional council of ministers held its second meeting under the chairmanship of Marzur Barzani, who stressed the need to clarify the constitutional rights of the citizens of the Kurdistan region in figures and statistics for government officials Iraq. 
"The Council stressed that the dialogue will begin soon and that the joint committee is to determine the mechanisms to resolve the differences between the region and the federal government in Baghdad." 
The Council of Ministers pointed out that the location of the new government of the Territory has become more like a university platform for the activities of all ministries and departments in a professional manner, containing all necessary information and documents, and is available to all citizens of the Kurdistan region.

Erbil, Kurdistan Region, Iraq (GOV.KRD) - Presided over by Prime Minister Masrour Barzani, the Council of Ministers of Kurdistan Region held its second regular meeting on 22 July 2019.

The Council of Ministers strongly condemned the terrorist attack at a restaurant in Erbil on 17 July 2019. It commended the security forces for their prompt response that led to the capture of the perpetrators. The council also expressed condolences to the families of the victims.

The importance of digital government was reiterated. It was announced that the new KRG portal (GOV.KRD) will serve as a single platform consolidating information from all government bodies. In time, and through a phased programme, GOV.KRD will host and provide e-services to both reduce bureaucracy and ensure a first-rate experience for citizens accessing government services.

Ministers also discussed ways to implement the governmental reform programme as laid out in the first meeting of the Council of Ministers on 15 July. The Prime Minister empowered ministers to issue new regulations as necessary, in order to speed up the processing of applications and paperwork across a range of services; this will ensure fair and timely treatment for all. The Department of Coordination and Follow-up was mandated to ensure these changes were carried out.

Prime Minister Barzani also briefed the Council on his visit to Baghdad last week, during which the rights of the peoples of the Kurdistan Region, as enshrined in the constitution, were discussed in detail. Both sides will soon engage high-level committees to embark on serious dialogue to settle ongoing disputes.

ERBIL, Kurdistan Region – United States Secretary of State Mike Pompeo made a telephone call to Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani on Tuesday, with Pompeo affirming the US’ support for the new KRG government and encouraging improved Erbil-Baghdad relations.


Pompeo congratulated Barzani on the formation of the KRG’s new cabinet and gave backing to his promises of anti-corruption reform, according to a Tuesday readout from the KRG website.

Barzani informed Pompeo that Erbil and Baghdad are working to solve contention surrounding security, territory, budget and oil and gas using the Iraqi constitution - for which the US Secretary of State pledged his assistance.

Relations between the KRG and Iraqi federal government hit their lowest ebb in the immediate aftermath of the Kurdish independence referendum in September 2017. 

While relations between the two have shown significant improvement, Erbil and Baghdad are currently locked in a tussle over the Region’s independent oil sales, which had led Baghdad to scrap Erbil’s share of the federal budget. 

A January 2019 bill requires the KRG to export 250,000 barrels of oil per day through Iraq’s state oil-marketing company SOMO and hand over all revenues to the central treasury. However, the KRG has so far failed to keep its end of the deal.

Both Barzani and Pompeo agreed that Islamic State (ISIS) remain a “regional threat”, for which continuous, coordinated action between Washington, Baghdad and Erbil is needed, according to the readout.
 

Though declared defeated in Iraq in December 2017, ISIS remnants operate as sleeper cells in areas blighted by security vacuums due to dispute over their control by Erbil and Baghdad. The group has since resorted to insurgent tactics including bombings, ambushes, kidnapping, extortion, and arson.

 
Barzani insisted on the importance of continued US security and economic support to Iraq, including the Kurdistan Region.

The US has led the Global Coalition to Defeat the Islamic State (ISIS) and provided support in weapons and training to Iraqi and Peshmerga forces through Baghdad. The coalition’s air force is currently engaged in Operation Will of Victory, an Iraqi-led mission to eradicate ISIS remnants from provinces blighted by its continued violence.

The United States also continues to support Iraqi and Peshmerga forces through training and professionalization efforts.

Washington directly funds two Peshmerga brigades, and Congress is reviewing a $750 billion defense budget for Fiscal Year 2020. It includes a $126 million allocation for Peshmerga salaries and $95 million for Peshmerga reforms.
