ERBIL (Kurdistan 24) – On Wednesday, senior Kurdish and Iraqi leaders and foreign diplomatic missions congratulated Masrour Barzani on lawmakers' approval of his nearly-complete newly-formed government and of his official ascendency to the post of Prime Minister of the Kurdistan Regional Government (KRG).

Earlier that day, eighty-eight members of the Kurdistan Region Parliament confirmed Barzani’s nomination as the new PM and voted in his chosen cabinet.

The crucial post of the Minister of Natural Resources, the equivalent to an oil ministry, remains vacant for now as the candidate has yet to be chosen by the leading Kurdistan Democratic Party (KDP).

“My commitment now is to work together with every party and every part of our nation to build a strong KRG that serves the people, not the other way around,” Barzani said during a speech he gave before the legislature, where he promised widespread reforms aimed at tackling chronic issues in the federal region that also plague Iraq as a whole: increasing transparency, reducing bureaucracy, and modernizing the economy.

Iraqi President Barham Salih and Parliament Speaker Mohammed al-Halbousi both separately called Barzani to congratulate him on the occasion. A statement from Salih’s office said he voiced his “support” for the new PM and his cabinet and wished him success in his tenure at the top regional post. Speaker Halbousi also welcomed Barzani on his new role and said that he hoped it would lead to “improving” Baghdad-Erbil ties, a key part of Barzani’s agenda for the future of the two administrations.

The prime minister's father and head of the KDP, Masoud Barzani, tweeted, “I will completely support him in pursuit of the interests of the people of the Kurdistan Region,” 

Kurdistan Regional President Nechirvan Barzani, who just left the prime minister post, praised Masrour Barzani for his capabilities as a leader and assured that he would deliver “good and desired results” and wished for the best as the two work forward to “reconstruct and further advance” the region.

The Consulate-General offices in Erbil of the United States, France, Greece, and South Korea also all issued similar sentiments. All said they looked forward to working together, with the French mission stressing Erbil-Baghdad talks to continue to improve ties between the two governments.

“Congratulations on the formation of the new Kurdistan Regional Government. The #United_States looks forward to working with the new government to advance our shared interests,” the US Consulate in Erbil tweeted.

Two years after a failed independence bid plunged Iraq's Kurdistan Region into months of instability, the new regional prime minister said his priority was strengthening ties with Baghdad, dreams of self-rule should be put on hold.


Masrour Barzani, sworn in as regional prime minister on Wednesday, told Reuters in an exclusive interview that under his leadership, the Kurdistan Regional Government's focus would be to establish a "strong and constructive" relationship with Baghdad, leaving the question of independence aside for now.


"This (independence referendum) happened in the past and it's a reflection of the enduring aspiration of a nation," said Barzani, speaking at his palace in the hillside village of Salaheddine, near regional capital Erbil.


"However, the focus of my government will be how to build a stronger relationship and partnership with Baghdad," he said, adding he would look to fix "those issues that were actually keeping us apart."


The independence bid was led by Barzani's father Masoud, who stepped down as Kurdish president in 2017 after the referendum backfired and prompted a military offensive from Baghdad.


At stake for the new premier are long-running disputes over independent oil exports, revenue sharing, security, and territory which have plagued ties between Erbil and Baghdad since a U.S.-led invasion toppled Saddam Hussein in 2003.


Barzani was instrumental in orchestrating the September 2017 referendum, which was held over the objections of Baghdad and regional powers. It was seen as the culmination of years of oppositional politics by the semi-autonomous region.


The backlash was swift and pushed the country to the brink of civil war, threatening to undo the years of unprecedented autonomy the region had enjoyed. Relations eventually improved, cemented by a change of government in both capitals.


'A WIN-WIN SITUATION'


The region's oil exports have long been a source of contention with Baghdad. The Kurds, who control Iraq's only northern pipeline, had been exporting oil independently since 2013. Exports from Kirkuk were restarted in 2018, after a year-long freeze amid post-referendum disputes. Exports from smaller oilfields under the regional government's control continued.


As part of the 2018 and 2019 budgets, the Kurdistan Regional Government (KRG) agreed to send 250,000 barrels per day (bpd) to federal authorities in exchange for Baghdad paying civil servants' salaries.


However, Iraqi officials, including the prime minister, complain that the KRG has not kept up its end of the bargain, having not sent a single barrel to Baghdad.

said negotiations on oil and gas were already underway and he sees room for "quick progress" on the file.


"There is great potential for a win-win situation," he said. "Working together in cooperation with each other, we can increase the production of oil."


Mutual benefits for both sides is a theme Barzani echoed regarding regional security.


Nearly two years since Iraq declared victory against ISIS militants, the country has seen a deterioration in security in the areas bordering the Kurdistan Region.

SECURITY


Barzani, formerly the region's security chief, said the threat from ISIS isn't yet over. The group exploited the rift between the Kurds and Baghdad, he said, who fought side by side to defeat the militant group in 2017.


He is looking to establish a joint security mechanism in the so-called disputed territories, areas claimed by both Baghdad and Erbil, "to close that gap".


Masrour is the latest Barzani to head the regional government. His father Masoud, himself the son of a veteran Kurdish leader, still holds considerable sway over its politics.


His cousin Nechirvan held the premiership until last month when he was sworn in as president, following a regional parliamentary election in September 2018.


The Barzanis are one of two families that have dominated regional politics for decades. Though they enjoy continued support among their respective bases through extensive patronage networks, their continued grip on power has opened them up to allegations of mismanagement and corruption from voters, many of whom are owed years of back pay from the government.


Barzani said winning back hearts and minds was therefore a leading priority, as was tackling graft. "I'd like to see reform," he said. "To make sure that people have more trust in the government.

The new government cab in the Kurdistan region of Iraq, headed by Marsur Barzani, announced its government program immediately after it was given confidence by the Kurdistan parliament on Wednesday.

The government program for Prime Minister of Kurdistan Region Masrud Barzani was set up by a committee of the Kurdistan Democratic Party, the Patriotic Union of Kurdistan and the Movement for Change, which includes the general lines of the government, which includes resolving some of the outstanding and controversial questions with the federal government in Baghdad, most notably the issue of normalizing the situation in disputed areas on her.

According to the program announced by the new government of the territory, the disputed areas placed priorities to resolve them in line with the road map provided for in Article 140 of the Iraqi Constitution, according to the program of the provincial government.

"Until this map is implemented, priority must be given to joint security and administrative coordination with the federal government in the disputed areas," the provincial government said.

As for the military and security cooperation with Baghdad, the Kurdistan government confirmed in its program that "we will strengthen our ability to combat common threats and address the security changes in the disputed areas and ensure the inclusion of Peshmerga in the defense system of Iraq."

With regard to political cooperation, she noted that it will work to strengthen political cooperation with the government in Baghdad, with emphasis on the principles of partnership and harmony and balance based on the Constitution, as described.

To this, the provincial government promised that it will compensate the Kurdish martyrs and victims of Anfal and affected by the former Baath regime in line with Article 132 of the permanent Iraqi constitution.

It is noteworthy that the Parliament of Kurdistan, granted on Wednesday (10 July 2019), confidence for the ninth cabinet of the Kurdistan region, and became pleased Barzani, Prime Minister of the Territory, and Qubad Talabani as his deputy, and led with 21 ministers right after the parliament vote to give them confidence.

Erbil, Kurdistan Region, Iraq (GOV.KRD) - The Kurdistan Parliament has confirmed Mr Masrour Barzani's appointment as Prime Minister of the Kurdistan Regional Government (KRG), together with the ministerial cabinet.
 
Following his inauguration, Prime Minister Barzani vowed to make Kurdistan stronger, improve ties with Baghdad and diversify the region's economy.
 
The Prime Minister said, "After working since September 2018 to put together a truly inclusive government, my commitment now is to work together with every party and every part of our nation to build a strong KRG that serves the people, not the other way around. We cannot succeed in building a strong government if we allow petty divisions and small disagreements to drive us apart."
 
The Prime Minister called for further progress in developing a stable and constructive partnership with Iraq's federal government.
 
"Erbil and Baghdad both want security and prosperity, built on a foundation of mutual respect and cooperation," he said. "This will include securing our rightful share of government revenue, by settling once and for all the division of revenue formula that determines the annual budget allocation for Kurdistan."
 
Concerning Kurdistan's economy, Prime Minister Barzani highlighted the region's over-reliance on oil and gas, and promised to overhaul the public sector.
 
"We must ensure our government serves the people of Kurdistan in a fully transparent and accountable manner," he said. "This will include securing the public finances to pay down our debts, introducing regulatory reforms that allow businesses to thrive, attracting more foreign investment and enabling the development of new infrastructure."
 
The Prime Minister called on the international community to support Kurdistan's new government and its reform program, while helping to protect the region's status as a haven for persecuted and displaced people.
 
"Today, around 1.25 million internally displaced people from elsewhere in Iraq live in Kurdistan, alongside almost 275,000 refugees from neighboring countries," he said. "We hope our friends and allies will continue offering their support to Kurdistan, as we remain a haven of tolerance in an uncertain part of the world."

Kurdistan’s Parliament has announced that it is determined to elect a new speaker on Thursday following the formation of the new government.

Sources said that due to an agreement between the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK), the latter will hold the post.

The Change Movement (Gorran) has announced that it almost finalized its list of candidates for the ministerial posts in the next cabinet of the Kurdistan Regional Government (KRG).

Gorran’s National Assembly convened on Friday to select the candidates from the shortlisted applicants.

The assembly agreed to authorize Gorran leader Omar Sayd Ali to make the final decision about the candidates.

Gorran is granted four ministries in the new cabinet: Ministry of Finance and Economy, Ministry of Trade, Ministry of Housing, and Ministry of Labor and Social Affairs.

All political parties who are taking part in the next cabinet are required to submit the list of their candidates before the cabinet formation on July 11.

Washington looks forward to working with the new KRG
The US consulate in Arbil said on Wednesday that Washington looks forward to working with the new government of the Kurdistan region.
And voted the Kurdistan Regional Parliament today, to give confidence to Barzani pleasure and his ministers after about a month on his mandate to form a coalition government. 
"We congratulate the formation of the new government of the Kurdistan region, and the United States looks forward to working with them to promote our common interests." 
The new prime minister won the confidence of 88 deputies out of 111 deputies, the total number of members of parliament, before the ministers take the oath of law. 
The new government included 22 ministerial portfolios, three of them for women. 
With the presidency of the government, nine ministries went to the Kurdistan Democratic Party as well as the post of head of the Office of the Prime Minister and the Investment Authority, and six ministries of the Patriotic Union of Kurdistan with the post of Deputy Prime Minister, which was carried by Qubad Talabani, as well as three other bodies.

The Kurdistan Regional Parliament (KRG) voted on Thursday to name Riwaz Faeq as its president during the current election session.

The parliament began its session today in the first paragraph in the performance of the new parliamentarians to be sworn in: Lengah Ibrahim Abdel Rahman instead of Vala Farid Ibrahim, Shirin Younis Abdullah instead of Begard Talabani, Haidad Sabah Bilal instead of Idan Maarouf Salim, Instead of Abdullah Mahmoud Mohammed.

In the second paragraph, the parliament held the election of a new president, in which Rywaz Faiq of the Kurdistan National Union bloc and Shadi Nowruz competed for the new generation.

A parliamentary source told Shafak News that parliamentarians had voted by majority to choose Faqih as president.

The source added that Fayek received 72 votes, while Norouz received only 16 votes.

During the meeting, Barzani spoke about the priorities of the new government's work and called on the ministers to stay away from partisan and focus on serving the citizens.
A formal meeting of the Kurdistan Regional Council (KRG) is due to take place next Monday.

Lebanese PM, German FM Congratulate Masrour Barzani on Premiership

ERBIL — Lebanese Prime Minister Saad Hariri and German Foreign Minister Heiko Maas sent congratulations to Masrour Barzani on his election as the Prime Minister of Kurdistan Region.

Hariri wished Barzani success in his new position, and told the Kurdish counterpart during a phone conversation that they will work to further foster ties between Lebanon and Kurdistan Region.

Meanwhile, German Foreign Minister Heiko Maas said his country welcomes the formation of the new cabinet under the leadership of PM Barzani, and that Berlin would remain committed to supporting Erbil.

He also encouraged the new KRG cabinet to work closer with Baghdad and address the prolonged disputes.

Revealed a Kurdish source high in the Kurdistan region, the files to be discussed by the Prime Minister of the region, pleased Barzani, with Iraqi Prime Minister Adel Abdul Mahdi.

The source told "The Covenant News", on Thursday, that "Barzani will discuss the oil agreement, and work on the legislation of the federal oil and gas law."

He added that "Barzani will open the file of Article 140 and disputed areas, and will try to resolve during the current session, noting that" will discuss the powers combined, whether in the region or common powers. "

He continued, "The other file is to discuss the formation of joint forces of the army and police and the province and deployed in the disputed areas."

US Welcomes Formation of New KRG Cabinet by PM Barzani

ERBIL — The United States welcomed the formation of the Kurdistan Regional Government’s new cabinet under the leadership of Prime Minister Masrour Barzani, saying that they already enjoy a close partnership.

“We congratulate the prime minister and the Kurdistan Regional Government on their successful government formation,” State Department Spokesperson Morgan Ortagus said on Thursday. “We of course enjoy a close partnership with the prime minister and with the Kurdistan Regional Government.”

She noted that Washington is in contact with Erbil to work on several important issues, “including regional security, economic reform, and repairing relations between the KRG and the Government of Iraq”.

“We are of course confident that we will remain a close partner on these priorities moving forward,” Oragus concluded.

A constructive and stable partnership with Baghdad

This government marks a new era for the Kurdistan region and that means renewing our relationship with our partners in the government of the Federal Republic of Iraq. The administration’s priority is to develop a constructive and stable partnership with Baghdad built on a foundation of mutual respect and meaningful cooperation. This includes a clear understanding of both parties’ rights and duties.

We share a set of mutual interests with Baghdad covering trade, the security of our borders and the economic prosperity of our citizens. Those interests can only be realised through partnership, not ongoing contestation. There are long-term issues that need to be addressed and this government is committed to exploring new avenues of dialogue. The aim must be to leave behind past disputes in favour of developing new approaches to shared challenges.

The constitution will be the fundamental basis of negotiations with Baghdad, which will be led by a dedicated, high-level KRG negotiation team. Engagement will focus on the following issues:

Annual budget allocation for Kurdistan

We settle the division of revenue formula that determines the annual budget allocation, securing a fair and lasting deal for Kurdistan.

Distribution of oil and gas resources

We will seek the full implementation of Articles 111 and 112, reinforcing Kurdistan’s rights regarding the equitable distribution and development of oil and gas resources. If supported, our agenda will result in increased transparency and investment in the oil and gas sector, as well as an expansion in oil exports for both Iraq and Kurdistan.

Military and security cooperation

We will work to strengthen our capability to combat shared threats, address security dynamics in disputed territories and ensure the Peshmerga are included in Iraq’s defence policy.

Territorial disputes

We will work to resolve territorial disputes in line with the roadmap laid out in Article 140 of the constitution. Until that roadmap has been implemented, the government will prioritise joint-coordination of security and administration in those disputed areas with Baghdad.

Political cooperation

We will work to consolidate our political cooperation with the government in Baghdad, emphasising the principles of partnership, consensus and balance that underpin the constitution.

Compensation for martyrs

In line with article 132 of the constitution, we will reinforce our constitutional right to compensation for martyrs, victims of Anfal and those affected by the previous regimes.

Our plans to reform Kurdistan's economy

The new Kurdistan Regional Government will create a stronger, diversified economy that delivers more prosperity for everyone.

The elements of this plan are:

Reducing debt

The government is committed to encouraging investment and development opportunities across the whole of Kurdistan. However, changes won't happen overnight. Firstly, we must take control of the region's finances and reduce our debts.

This will involve working constructively with Baghdad to gain the federal government's help in tackling our debts, while gaining a fairer share of all revenues.

Promoting economic diversity

Kurdistan's economy has benefitted greatly from oil and gas reserves. However, times change, and we must create new opportunities for ourselves.

One of the government's priorities involves putting in place economic diversification measures. In addition to exploiting our wealth of sustainable energy sources, these initiatives will also encourage investment in three key sectors: industry, agriculture and tourism.

Making it easier to do business in Kurdistan

We will create the right regulatory framework to encourage foreign and domestic entrepreneurs, make it easier to do business in Kurdistan and invest in infrastructure across the region. The Kurdistan Regional Government has proved itself a valuable international partner, across trade, the economy and security. Most recently, we shouldered the burden of the fight against ISIS, on behalf of free nations everywhere.

Kurdistan has become a haven of tolerance in this region. We have welcomed millions of refugees at their moment of greatest need. We require the international community's support to protect and preserve this haven.

Kurdistan embraces religious and ethnic diversity, and promotes peaceful coexistence. We maintain good relations with our neighbours and allies, based on mutual understanding. The new government will build a strong and outward-looking Kurdistan. Above all, it will dedicate itself to serving the people of this region.

More transparency

That is why we will transform the civil service to ensure it delivers – making it more accessible,more professional, more transparent and more modern.By exercising stricter control over Kurdistan's finances, and increasing transparency, we will ensure that funds are allocated where they are needed, and that those responsible for delivery are held to account.

Tackling corruption

According to opinion polls, fighting corruption is a top priority for our citizens. Consequently, the government will do all it can to eradicate this problem. Our position is clear; civil servants must serve, not exploit their position. Therefore, all government appointments will be based solely on merit and expertise. We will reward and promote government employees who demonstrate skill, hard work and a commitment to produce results.

Looking to the future
