The plan includes: 
Debt reduction 
The government is committed to encouraging investment opportunities throughout Kurdistan, but the changes will not happen quickly, as the government seeks to control financial resources and reduce debt. 
The new government will work constructively with Baghdad to get the federal government's help in tackling the region's debt, with a fair share of the country's revenues. 

A diversified economy 
The economy of Kurdistan has benefited greatly from oil and gas reserves. But the variables make it imperative for us to create new opportunities.
One of the priorities of the government is to diversify the economy and to exploit our wealth from sustainable sources of energy. These initiatives will encourage investment in three key sectors: industry, agriculture and tourism, which will in turn facilitate trade in Kurdistan. 
We will create the right regulatory framework to encourage foreign and local businessmen, and facilitate business movement and infrastructure investment throughout the region. 
We are also working to create a reduction of red tape and bureaucracy and ensure that entrepreneurs have the support and advice they need to succeed quickly. 
Prospects for a bright future for the economy of Kurdistan. Investors and business partners will benefit from the new government's determination to meet its financial challenges in a strong and transparent manner, laying the foundations for sustained and broad economic growth. 
The electronic government
The government is committed to providing public services for all, and we are determined that this mechanism is transparent. Perhaps the most important aspect of this plan is the transition to electronic governance. 
We will do it carefully. Permanent transformation needs time and proper planning. Thus, this process will be phased in. Citizens and companies will need time to adapt to new ways of communicating with their government. Thus, digital transformation will not replace the traditional approach to services, but will complement them. 
Principles 
The Digital Transformation Strategy relies on three basic principles: 
1. User-centric: Citizens and employees are clients of government digital services. We will consult to understand their needs and provide services that are accessible through a range of devices.
2. Common Statute: The common platform approach will reduce costs, protect data and enhance the availability and consistency of services. Our strategy for digital transformation will be centrally planned and delivered across ministries, ensuring cost efficiency and consistent results. 
3. Security and Privacy: The Internet can be exploited to hurt others. A robust security infrastructure will be established to secure citizen data. 
The first year 
in the first year, citizens will see: 
• One government portal allows them to access services and information through the cartoonish one site. 
• Electronic notary systems and the registration system of the Ministry of Justice 
• The system of registering companies online.
Long-term digital transformation will change the government's working style, making it affordable, transparent and accountable. Although it will take time, we are committed to doing so. 
The government will build a strong, open-air Kurdistan. 
Above all, it will devote itself to serve the citizens. 
More transparency 
This is why we will be moving to e-government, making it easier, more professional, more transparent and modern. 
We will exercise stricter control over Kurdistan's finances, enhance transparency, and ensure that funds are allocated where needed and hold those responsible accountable. 
Fighting corruption Corruption 
is a top priority for our citizens. Consequently, the Government will do everything in its power to eliminate it.
Our position is clear; employees must serve the citizens, not exploit their jobs. Therefore, all government appointments will be based solely on competence and experience. 
We will reward and encourage government employees who demonstrate skill, hard work and commitment to results. 
Looking to the future, 
we will not stop there: reforms in the public sector, including new oversight mechanisms, new digital services, and bureaucracy reduction are at the heart of our agenda. 
Change takes a long time. And ask everyone to be realistic and optimistic, as we work together to build a safe and prosperous Kurdistan. 
A constructive and stable partnership with Baghdad
This is a new era for the Kurdistan Region, which means renewing our relationship with our partners in the Federal Republic of Iraq. The priority of the administration is to develop a constructive and stable partnership with Baghdad based on mutual respect and cooperation. This includes a clear understanding of the rights and duties of the parties. 
We share a range of mutual interests with Baghdad that cover trade, the security of our borders and the economic prosperity of our citizens. These interests can be achieved only through partnership rather than constant competition. There are long-term issues that need to be addressed and this Government is committed to finding new ways of dialogue. The goal should be to leave past conflicts in favor of developing new approaches to common challenges. 
The constitution will be the core of the negotiations with Baghdad, which will be led by a high-level negotiating team from the Kurdistan Regional Government. Participation will focus on the following issues: 
Annual budget allocations for Kurdistan
We resolve the sharing of the import equation that sets the annual budget and secure a just and lasting agreement for Kurdistan. 
Distribution of oil and gas resources 
We will seek the full implementation of Articles 111 and 112 of the Constitution, which enhances the rights of Kurdistan in relation to the equitable distribution of oil and gas and development. If supported, the government program will increase transparency and investment in the oil and gas sector, which works to increase oil exports in Iraq and Kurdistan. 

Military and Security Cooperation 
We will strengthen our ability to combat common threats, address security changes in disputed areas and ensure that the Peshmerga is included in Iraq's defense system. 
Disputed areas
Our priority is to resolve the issue of disputed areas in line with the road map provided for in Article 140 of the Constitution, otherwise this map is implemented, priority must be for joint security and administrative coordination with the federal government in the disputed areas. 
Political Cooperation 
We will work to strengthen our political cooperation with the government in Baghdad, with emphasis on the principles of partnership, harmony and balance on which the constitution is based. 
Compensation of martyrs 
In line with Article 132 of the Constitution, we will strengthen our constitutional right to compensate the martyrs and victims of Anfal and affected by the former Baath regime. 
The provincial parliament voted in the meeting held today, to give confidence to the Prime Minister in charge of the ninth composition of the provincial government Marzur Barzani and ministers of his government.

The new prime minister of the Kurdistan region pleased Barzani, Wednesday, the introduction of large-scale reforms in the region, which will contribute to the strengthening of all sectors of government. 
"He has worked hard to form a comprehensive government since he was nominated by the Democratic Party in September 2018," Barzani said in a speech after his swearing-in, saying he had worked with all parties and forces to form a "strong government" serving the people. 
"We can not succeed in forming a strong government if we divide divisions and differences," he said, adding that he "will work to secure a fair share of the Kurds from the federal budget." 
With regard to the economy of the Kurdistan region, Barzani highlighted the "dependence of the region wholly and" excessively "on oil and gas," pledging to "reform the public sector."
"We have to ensure that our government serves the people of Kurdistan in a transparent and responsible manner," he said. "I will work to repay the region's debts and introduce regulatory reforms that will allow companies to grow, attract more foreign investment and strengthen infrastructure." 
Barzani called on the international community to "support the government and its reform program, and help protect the status of the region as a haven for the oppressed and the displaced."

Erbil (Kurdistan 24) — The new Prime Minister of the Kurdistan Region, Masrour Barzani, on Wednesday promised to strengthen the autonomous region and introduce reforms in all government sectors.

Barzani on Wednesday took his oath of office, confirming him as the new Prime Minister of the Kurdistan Region following parliament’s majority vote, 88, approving his appointment and his cabinet

After working since September 2018 to put together a truly inclusive government, my commitment now is to work together with every party and every part of our nation to build a strong Kurdistan Regional Government (KRG) that serves the people, not the other way around,” Barzani said during his inauguration.

“We cannot succeed in building a strong government if we allow petty divisions and small disagreements to drive us apart.”

The former Chancellor of the Kurdistan Region Security Council (KRSC) called for further progress in developing a stable and constructive partnership with the federal government of Iraq.

“Erbil and Baghdad both want security and prosperity, built on a foundation of mutual respect and cooperation,” he continued.

“This will include securing our rightful share of government revenue by settling once and for all the distribution formula that determines the annual budget allocation for Kurdistan.

Regarding the Kurdistan Region’s economy, Barzani highlighted the region's over-reliance on oil and gas, and promised to overhaul the public sector.

“We must ensure our government serves the people of Kurdistan in a fully transparent and accountable manner,” the senior Kurdish official added.

“This will include securing the public finances to pay down our debts, introducing regulatory reforms that allow businesses to thrive, attracting more foreign investment and enabling the development of new infrastructure.”

Barzani also called on the international community to support the new KRG and its reform program, while helping to protect the region’s status as a haven for persecuted and displaced people.

SHORT BIO ON MASROUR BARZANI

Born in 1969 in Erbil’s Balakayati area, Barzani became a Kurdish Peshmerga fighter at the age of 16 in 1985.

He is married and has three sons and a daughter.

Barzani earned a degree in International Studies at the American University in Washington DC, and continued his post-graduate studies in Peace and Conflict Resolutions at the same university.

In 1998, he returned to the Kurdistan Region and was elected as a member by the Kurdistan Democratic Party’s (KDP) 12th Congress to the Central Committee.

In 2010, he was elected to the Leadership Council and then selected as a KDP Politburo member.

In 2012, he was appointed by then-President Masoud Barzani as Chancellor of the Kurdistan Region Security Council (KRSC) to oversee the region’s security, military intelligence, and intelligence services.

Masrour Barzani founded the Barzani Charity Foundation (BCF) in 2005, which has played a key role in providing humanitarian aid to displaced people, refugees, and people in need across the Kurdistan Region, Iraq, and abroad.

He played a crucial role in the fight against the Islamic State since 2014.

Barzani is the founder of the American University of Kurdistan (AUK) in Duhok, which opened in 2014, and acts as the AUK’s Chair of the Board of Trustees.

He speaks Kurdish, English, Persian, and Arabic.

Masrour Barzani officially was sworn in as the new prime minister of the Kurdistan Regional Government (KRG) shortly after 11:30 a.m. on Wednesday before lawmakers and government officials.

"This cabinet considers itself the servant of people and the top priority of the new government will be to provide services to the people," Barzani said.

Formally, the head of the Kurdistan Region Security Council (KRSC), the 50-year-old will be holding a governmental post for the first time.

"My top objective is to combat corruption and carry out reform," Barzani added.

 

 

 

Corruption in Iraq and the Kurdistan Region has been a challenge for successive governments.

"We will show no tolerance to the corrupt," he added, vowing to be "transparent with our people."

Ministers will not be allowed to work outside the framework and agenda of the government, according to Barzani. He warned they should be the ministers of all the people in any corner of Kurdistan.

He hailed developed relations between the Kurdistan Region and Iraq

"[Iraqi PM] Adil Abdul Mahdi has practically shown his goodwill for resolving issues between Erbil and Baghdad," he said.

The Parliament of the Iraqi Kurdistan Region convened at 11 a.m. on Wednesday. Masrour Barzani received 88 votes to become the new prime minister of the Kurdistan Regional Government. 

 

Incumbent Deputy PM Qubad Talabani received 73 votes to keep his post in the new KRG. 

 

Barzani is presenting his cabinet to the parliament for approval.

Kurdistan Region parliament to hold vote on new ministers Wednesday

 

ERBIL, Kurdistan Region – New cabinet ministers of the Kurdistan Regional Government (KRG) will be sworn in at the parliament on Wednesday after nine months of negotiations on power sharing among ruling parties.

 

Prime Minister-Designate Masrour Barzani, 50, submittedhis cabinet nominations on Monday. Parliament and the KRG Integrity Commission have reviewed the nominations and will hold a vote of confidence on the nominations today.


The new cabinet will have three women ministers. The previous KRG had one. 

Begard Talabani of the Patriotic Union of Kurdistan (PUK) will be Minister of Agriculture and Water Resources. The other two are Gorran's Kwestan Mohammed and the Kurdistan Democratic Party's (KDP) Vala Fared, for the roles of Minister of Labor and Social Affairs and Region Minister, respectively.

Fared is the parliament’s incumbent speaker, but will be replaced by PUK’s Rewaz Fayaq in line with a bilateral agreement on cabinet positions between the two parties.

 

The Yezidi, Turkmen and Christian minorities will also be represented in the new cabinet. The Yezidis will have the posts of adviser to the parliament speaker, adviser to Prime Minister-Designate Masrour Barzani, undersecretary for an unspecified ministry, and a director-general in the Ministry of Endowments and Religious Affairs, Shingal Mayor Mahma Khalil told Rudaw on Tuesday. 


The Region’s Turkmen and Christian minorities have also been granted a ministry each. Turkmen will run one of the Region Ministries and the Christians will have the Ministry of Transport and Communications.

Today, Barzani will present his agenda for the next four years as prime minister. The blueprint has reportedly been prepared jointly with key cabinet partners, the PUK and Gorran.

The new cabinet reportedly aims to diversify Kurdistan Region’s revenues, minimize bureaucratic procedures in the government, conduct economic and administrative reforms, and further strengthen security and stability.

Protection of the rights of minority groups, Peshmerga reforms and development of diplomatic relations with the outside world will also feature importantly in the agenda of the new cabinet.

The Kurdistan Region held parliamentary elections on September 30, 2018, with the ruling KDP winning 45 seats in the 111-seat legislature. The PUK won 21 seats, and the Change Movement (Gorran) 12.

No party won an outright majority to form the government alone, forcing the KDP to negotiate a coalition deal with its nearest rivals, the PUK and Gorran.

To date, the Kurdistan Region was run by a caretaker government for over nine months.

Erbil ushers in a new era of governance with a new cabinet and a new president in place. The KRG will from now on be in a much stronger position to address relations with Baghdad, resolve outstanding issues on oil sales, agree its share of the federal budget, and solve territorial disputes with the federal government.

A new government will also reinvigorate the political and economic atmosphere in the Kurdistan Region as it emerges from a costly war with the Islamic State (ISIS) and a crippling financial crisis following a budget cut by Baghdad in 2014 and subsequent falling prices of oil.

BAGHDAD (Reuters) - Iraq's Kurdistan regional parliament voted on Wednesday to give confidence to the new government nearly a month after Barzani's son, Massoud Barzani, was named prime minister and acting oil minister until a candidate was named.

The prime minister won the confidence of 88 deputies out of 111, before the ministers were sworn in.

The new cabinet includes 21 ministerial portfolios with four bodies, nine of which went to the KDP with the premiership, the head of the prime minister's office and the investment authority, six PUK ministries, and the deputy prime minister of Qubad Jalal Talabani and three others.

The Goran (Change) Party won four ministries, one for the Kurdistan Socialist Party and another for the Christian component.

A minister of natural resources and oil has not been appointed, and the prime minister will run the ministry by proxy until a candidate is nominated.

The oil file, one of the most thorny issues in the relationship between Baghdad and Erbil, especially with questions about the mouth of oil revenues in the region.

After giving him confidence, Barzani said that his government's first task was to send a delegation to Baghdad to improve relations with it.

He added that "Prime Minister Adel Abdul Mahdi, expressed his willingness to actually solve the problems between Baghdad and Erbil ... and soon we will lead a delegation to Baghdad."

Barzani also touched on the financial crisis in the region, noting that "the government of the region is currently owed about 14 billion dollars (...) I think we will face difficult financial conditions."

In September 2017, the KDP held a referendum on the independence of the province, which ended in failure and called for punitive measures from Baghdad.

The two parties, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), have shared influence over Iraq's Kurdistan region for decades. They have been fighting at some point in recent years.

The arrival of former Prime Minister Nechervan Barzani to the presidency of the Kurdistan region and then the naming of his cousin as prime minister, the ruling Barzani family in the Kurdistan region of Iraq, which shares the influence of decades of competing teams.

The arrival of the cousins of the Kurdistan Democratic Party (KDP), founded by their grandfather, the historic Kurdish leader Mustafa Barzani, is based on tribal domination of the party and full domination of the region's public institutions.

After giving him confidence, Barzani said that his government's first task was to send a delegation to Baghdad to improve relations with it.

He added that "Prime Minister Adel Abdul Mahdi, expressed his willingness to actually solve the problems between Baghdad and Erbil ... and soon we will lead a delegation to Baghdad."

Barzani also touched on the financial crisis in the region, noting that "the government of the region is currently owed about 14 billion dollars (...) I think we will face difficult financial conditions."

In September 2017, the KDP held a referendum on the independence of the province, which ended in failure and called for punitive measures from Baghdad.

The two parties, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), have shared influence over Iraq's Kurdistan region for decades. They have been fighting at some point in recent years.

The arrival of former Prime Minister Nechervan Barzani to the presidency of the Kurdistan region and then the naming of his cousin as prime minister, the ruling Barzani family in the Kurdistan region of Iraq, which shares the influence of decades of competing teams.

The arrival of the cousins of the Kurdistan Democratic Party (KDP), founded by their grandfather, the historic Kurdish leader Mustafa Barzani, is based on tribal domination of the party and full domination of the region's public institutions.

Reforming the economy of Kurdistan

The plan includes:

Debt reduction

The government is committed to encouraging investment opportunities throughout Kurdistan, but changes will not happen quickly, as the government seeks to control financial resources and reduce debt.

The new government will work constructively with Baghdad to get the federal government's help in tackling the region's debt, with a fair share of the country's revenues.

 

A diversified economy

Kurdistan's economy benefited greatly from oil and gas reserves. But the variables make it imperative for us to create new opportunities.

One of the priorities of the government is to diversify the economy and to exploit our wealth from sustainable sources of energy. These initiatives will encourage investment in three key sectors: industry, agriculture and tourism, which will in turn facilitate trade in Kurdistan.

We will create the right regulatory framework to encourage foreign and local businessmen, and facilitate business movement and infrastructure investment throughout the region.

We are also working to create a reduction of red tape and bureaucracy and ensure that entrepreneurs have the support and advice they need to succeed quickly.

Prospects for a bright future for the economy of Kurdistan. Investors and business partners will benefit from the new government's determination to meet its financial challenges in a strong and transparent manner, laying the foundations for sustained and broad economic growth.

The electronic government

The government is committed to providing public services for all, and we are determined that this mechanism is transparent. Perhaps the most important aspect of this plan is the transition to electronic governance.

We will do it carefully. Permanent transformation needs time and proper planning. Thus, this process will be phased in. Citizens and companies will need time to adapt to new ways of communicating with their government. Thus, digital transformation will not replace the traditional approach to services, but will complement them.

The digital transformation strategy is based on three basic principles:

1. User-centered: Citizens and employees are customers of government digital services. We will consult to understand their needs and provide services that are accessible through a range of devices.

2. Common Statute: The common platform approach will reduce costs, protect data and enhance the availability and consistency of services. Our strategy for digital transformation will be centrally planned and delivered across ministries, ensuring cost efficiency and consistent results.

3. Security and Privacy: The Internet can be exploited to hurt others. A robust security infrastructure will be established to secure citizen data.

First year

In the first year, citizens will see:

• One government portal that allows them to access services and information through one website.

• Electronic notary systems and registration system in the Ministry of Justice

• Online company registration system.

Long-term digital transformation will change the government's working style, making it affordable, transparent and accountable. Although it will take time, we are committed to doing so.

The government will build a strong, open-air Kurdistan.

Above all, it will devote itself to serve the citizens.

More transparency

That is why we will be moving to e-government, making it easier, more professional, more transparent and modern.

We will exercise stricter control over Kurdistan's finances, enhance transparency, and ensure that funds are allocated where needed and hold those responsible accountable.

Fighting corruption

Fighting corruption is a top priority for our citizens. Consequently, the Government will do everything in its power to eliminate it.

Our position is clear; employees must serve the citizens, not exploit their jobs. Therefore, all government appointments will be based solely on competence and experience.

We will reward and encourage government employees who demonstrate skill, hard work and commitment to results.

Look forward to the future

We will not stop there: reforms in the public sector, including new oversight mechanisms, new digital services and bureaucracy reduction, are at the center of our agenda.

Change takes a long time. And ask everyone to be realistic and optimistic, as we work together to build a safe and prosperous Kurdistan.

A constructive and stable partnership with Baghdad

This is a new era for the Kurdistan Region, which means renewing our relationship with our partners in the Federal Republic of Iraq. The priority of the administration is to develop a constructive and stable partnership with Baghdad based on mutual respect and cooperation. This includes a clear understanding of the rights and duties of the parties.

We share a range of mutual interests with Baghdad that cover trade, the security of our borders and the economic prosperity of our citizens. These interests can be achieved only through partnership rather than constant competition. There are long-term issues that need to be addressed and this Government is committed to finding new ways of dialogue. The goal should be to leave past conflicts in favor of developing new approaches to common challenges.

The constitution will be the core of the negotiations with Baghdad, which will be led by a high-level negotiating team from the Kurdistan Regional Government. Participation will focus on the following issues:

Annual budget allocations for Kurdistan

We resolve the sharing of the import equation that sets the annual budget and secure a just and lasting agreement for Kurdistan.

Distribution of oil and gas resources

We will seek the full implementation of articles 111 and 112 of the Constitution, thus enhancing the rights of Kurdistan in relation to the equitable distribution of oil and gas and their development. If supported, the government program will increase transparency and investment in the oil and gas sector, which works to increase oil exports in Iraq and Kurdistan.

Military and security cooperation

We will strengthen our ability to combat common threats, address security changes in disputed areas and ensure that the Peshmerga is included in Iraq's defense system.

Disputed areas

Our priority is to resolve the issue of disputed areas in line with the road map provided for in Article 140 of the Constitution, otherwise this map is implemented, priority must be for joint security and administrative coordination with the federal government in the disputed areas.

Political cooperation

We will work to strengthen our political cooperation with the government in Baghdad, emphasizing the principles of partnership, harmony and balance on which the constitution is based.

Compensation of martyrs

In line with Article 132 of the Constitution, we will strengthen our constitutional right to compensate the martyrs and victims of Anfal and affected by the former Baath regime.

And voted the provincial parliament in the meeting held today, to give confidence to the Prime Minister in charge of the ninth composition of the provincial government Marzur Barzani and ministers of his government.

After receiving the ninth round of the Kurdistan Regional Government (KRG) confidence by parliament on Wednesday, its first session is due to be held next week.

A source familiar with the twilight news, that the Council of Ministers of the region headed by pleased Barzani will hold its first session on the 16th of July.

The Kurdistan Regional Parliament voted in its session on Wednesday to give confidence to the prime minister in charge of the ninth formation of the Kurdistan Regional Government, pleased with Barzani and members of his government.

ERBIL — After receiving confidence with 88 votes from the 111-seat parliament to become the new Prime Minister of Kurdistan Region, Masrour Barzani introduced the agenda of his cabinet in front of the lawmakers.

Barzani’s cabinet with 19 ministers and three additional posts as Minsters of State, was approved by the parliament during a session on Wednesday, 10th July.

He delivered a speech before introducing that agenda of his cabinet, saying he was committed to work with all political parties and components to build Kurdistan Region and serve the people.

“We cannot succeed in building a strong government if we allow petty divisions and small disagreements to drive us apart,” Barzani noted.

He also touched upon the relations between Erbil and Baghdad, emphasizing that the sides need to further develop a stable and constructive partnership and address the remaining differences, including KRG’s share from the federal budget.

Concerning economy, PM Barzani pointed out that his cabinet will work for a diverse source of revenue as Kurdistan Region currently is heavily reliant on oil revenues.

He also called on the international community to support the new KRG, especially with regard to its reform plan.

Later as Barzani introduced the agenda of his cabinet, he emphasized on reform as one of the main duties. The reform plan, as Barzani said, will address issues in different areas, including oil and gas, administration, public services, roads, human rights, the rights of laborers, investment, education, and environment. 

Barzani, who previously served as the chancellor of Kurdistan Region Security Council, succeeded to form his cabinet within the 30-day legal limit after he was tasked by President of Kurdistan Region on 12 June.

ERBIL (Kurdistan 24) – After being sworn in as the new Prime Minister of the Kurdistan Region, Masrour Barzani outlined the vision for his new government, underlining that one of its priorities will be to strengthen ties with the central government in Baghdad.

Barzani took his oath of office on Wednesday, confirming him as the new prime minister of the autonomous Kurdish region following a majority vote by parliament to approve his appointment and cabinet.

In an interview with Reuters at his office in Erbil, the Kurdish leader said the Kurdistan Regional Government (KRG) would work to build a “strong and constructive” partnership with the Iraqi government.

“The focus of my government will be how to build a stronger relationship and partnership with Baghdad,” Barzani said, adding his government would look for ways to mend the disputes that are “keeping us apart.”

The Kurdistan Region held a historic independence referendum in September 2017 where nearly 93 percent of voters chose secession from Baghdad.

The central government, though, rejected the legality of the vote and responded with a set of punitive measures including a flight ban and the use of military force to regain control of disputed territories between Erbil and Baghdad.

Ties between the two governments have considerably improved, thanks heavily to a change in government on both sides.

Among some of the outstanding disputes between the KRG and the Iraqi government are negotiations on oil and gas. The autonomous Kurdish government has exported its oil independently since 2013. Following the post-referendum fallout, the KRG agreed to send 250,000 barrels of oil per day (bpd) to Baghdad in exchange for the payment of civil servants’ salaries. Officials in Iraq complain that the Kurdish leadership has failed to hold its end of the bargain.

According to Barzani, he sees room for “quick progress” on the matter as talks between Erbil and Baghdad on oil and gas disputes are ongoing.

“There is a great potential for a win-win situation,” he told Reuters. “Working together in cooperation with each other, we can increase the production of oil.”

During his inauguration speech at the Kurdistan Parliament on Wednesday, Barzani, who served as the former Chancellor of the Kurdistan Region Security Council (KRSC), called for further progress in developing a stable and constructive partnership with Iraq.

“Erbil and Baghdad both want security and prosperity, built on a foundation of mutual respect and cooperation,” he said.

Among the missions of his new government outlined on the KRG website is the renewal of Erbil-Baghdad relations as the Kurdistan Region enters “a new era.”

Good governance and reforms are also listed on the mission statement, which promises that the KRG “will dedicate itself to serving the people of this region.”

Masrour Barzani officially was sworn in as the new prime minister of the Kurdistan Regional Government (KRG) shortly after 11:30 a.m. on Wednesday before lawmakers and government officials.

"This cabinet considers itself the servant of people and the top priority of the new government will be to provide services to the people," Barzani said.

Formally, the head of the Kurdistan Region Security Council (KRSC), the 50-year-old will be holding a governmental post for the first time.

"My top objective is to combat corruption and carry out reform," Barzani added.

 

 

 

Corruption in Iraq and the Kurdistan Region has been a challenge for successive governments.

"We will show no tolerance to the corrupt," he added, vowing to be "transparent with our people."

Ministers will not be allowed to work outside the framework and agenda of the government, according to Barzani. He warned they should be the ministers of all the people in any corner of Kurdistan.

He hailed developed relations between the Kurdistan Region and Iraq

"[Iraqi PM] Adil Abdul Mahdi has practically shown his goodwill for resolving issues between Erbil and Baghdad," he said.

In a statement published on Facebook, Kurdistan Region President Nechirvan Barzani congratulated his cousin Masrour on his confirmation as prime minister. 

“I am assuring the Kurdistan nation, your excellency, and the ninth cabinet of the Kurdistan Regional Government that as the president of the Kurdistan Region, I will fully support and contribute to the success of your work and the ninth cabinet of the government,” President Nechirvan Barzani wrote to PM Masrour Barzani. 

Nechirvan also congratulated Qubad Talabani on his return to the government as deputy prime minister. 

“It was a pleasure working with you in Kurdistan Regional Government in the last years. I am sure you will serve Kurdistan sincerely and responsibly and do your duty,” he said in a separate Facebook statement

“As the President of Kurdistan Region, I will continue supporting you to succeed in your work in the new cabinet.”

Kurdistan Region parliament to hold vote on new ministers Wednesday

 

ERBIL, Kurdistan Region – New cabinet ministers of the Kurdistan Regional Government (KRG) will be sworn in at the parliament on Wednesday after nine months of negotiations on power sharing among ruling parties.

 

Prime Minister-Designate Masrour Barzani, 50, submittedhis cabinet nominations on Monday. Parliament and the KRG Integrity Commission have reviewed the nominations and will hold a vote of confidence on the nominations today.


The new cabinet will have three women ministers. The previous KRG had one. 

Begard Talabani of the Patriotic Union of Kurdistan (PUK) will be Minister of Agriculture and Water Resources. The other two are Gorran's Kwestan Mohammed and the Kurdistan Democratic Party's (KDP) Vala Fared, for the roles of Minister of Labor and Social Affairs and Region Minister, respectively.

Fared is the parliament’s incumbent speaker, but will be replaced by PUK’s Rewaz Fayaq in line with a bilateral agreement on cabinet positions between the two parties.
 

The Yezidi, Turkmen and Christian minorities will also be represented in the new cabinet. The Yezidis will have the posts of adviser to the parliament speaker, adviser to Prime Minister-Designate Masrour Barzani, undersecretary for an unspecified ministry, and a director-general in the Ministry of Endowments and Religious Affairs, Shingal Mayor Mahma Khalil told Rudaw on Tuesday. 


The Region’s Turkmen and Christian minorities have also been granted a ministry each. Turkmen will run one of the Region Ministries and the Christians will have the Ministry of Transport and Communications.

Today, Barzani will present his agenda for the next four years as prime minister. The blueprint has reportedly been prepared jointly with key cabinet partners, the PUK and Gorran.

The new cabinet reportedly aims to diversify Kurdistan Region’s revenues, minimize bureaucratic procedures in the government, conduct economic and administrative reforms, and further strengthen security and stability.

Protection of the rights of minority groups, Peshmerga reforms and development of diplomatic relations with the outside world will also feature importantly in the agenda of the new cabinet.

The Kurdistan Region held parliamentary elections on September 30, 2018, with the ruling KDP winning 45 seats in the 111-seat legislature. The PUK won 21 seats, and the Change Movement (Gorran) 12.

No party won an outright majority to form the government alone, forcing the KDP to negotiate a coalition deal with its nearest rivals, the PUK and Gorran.

To date, the Kurdistan Region was run by a caretaker government for over nine months.

Erbil ushers in a new era of governance with a new cabinet and a new president in place. The KRG will from now on be in a much stronger position to address relations with Baghdad, resolve outstanding issues on oil sales, agree its share of the federal budget, and solve territorial disputes with the federal government.

A new government will also reinvigorate the political and economic atmosphere in the Kurdistan Region as it emerges from a costly war with the Islamic State (ISIS) and a crippling financial crisis following a budget cut by Baghdad in 2014 and subsequent falling prices of oil.

ERBIL — Kurdistan Region President Nechirvan Barzani congratulated Masrour Barzani after the parliament approved him as the new Prime Minister of Kurdistan Regional Government (KRG).

The Kurdish president wrote in an official statement that the formation of the new KRG cabinet is another achievement in the process of developing democracy in Kurdistan Region “which has came true with the support of the people, the political factions of

Kurdistan, and the friends of our nation”.

He emphasized that PM Barzani deserves the leadership of the KRG to serve the people and their interests.

“Throughout the years, we have gone through many difficult situations to preserve the constitutional rights of our people and take their cause forward. I hope that we will not face these difficulties again so we will be able to focus our entire efforts on further developing Kurdistan,” reads the statement.

President of Kurdistan Region noted that PM Barzani is highly skilled to lead his team, face the challenges, and overcome the obstacles.

“As the president of Kurdistan Region, I reiterate my full support for you and your cabinet’s success.”

Masrour Barzani presented his cabinet line-up at the parliament of Kurdistan Region on Wednesday, 10 July. He was approved as the prime minister with 88 votes before his entire cabinet receive the confidence from the lawmakers.
