The parliamentary parliament ended on Sunday the first reading of the proposal to amend the law of the provincial councils in the Kurdistan Region, is scheduled to be the second reading of the proposed law on Monday.

The Parliament of Kurdistan had held earlier in the day, Sunday, its regular session to discuss the proposal to amend the law of provincial councils in the Kurdistan Region.

The National Union website quoted parliamentary MP Haori Star as saying that the proposed law refers to the extension of the life of the provincial councils in the Kurdistan region, pointing out that the parliament will be on Monday, the second reading of the proposed law.

He pointed out that the law allows the nomination of people from outside the provincial council to fill the position of governor, while the previous law stipulates that the governor must be a member of the provincial council.

And on the formation of the new government in the Kurdistan Region, he made clear that the parliament did not set a date for a special session to form the Kurdistan Regional Government until now, noting that after the submission of all parties involved for their candidates to fill ministerial positions, the Parliament of Kurdistan will hold a meeting to form a new government.

He pointed out that the meeting on the formation of the government, it is necessary to be before the date of the 15th of July.

ERBIL — Change Movement (Gorran) officially submitted on Sunday the finalized list of its candidates for the next cabinet of Kurdistan Regional Government (KRG).

According to media reports confirmed by Gorran, the party has sent the list if future ministers to Prime Minister-designate Masrour Barzani.

Gorran will hold four ministries of Finance and Economy, Labour and Social Affairs, Housing and Construction, and the ministry of Trade and Industry.

PM-designate Barzani is expected to send the structure of his cabinet to the parliament for recognition before 12th July.

ERBIL — The Patriotic Union of Kurdistan (PUK) made an official announcement to nominate Qubad Talabani for the post of prime minister deputy, Sheikh Jafaar Mustafa as Vice President, and Rewaz Fayaq as Parliament speaker of Kurdistan Region.

Latif Omar, a PUK spokesperson, told reporters that his party will submit the list of its nominees for consideration on Monday to PM-designate Masrour Barzani.

Omar also revealed the nominees for the ministerial posts the PUK will hold at the next cabinet. According to Omar, the nominees are as follows:

  • Shorish Ismail: Ministry of Peshmerga
  • Dara Rashid: Ministry of Planning
  • Aram Mohammad Qader: Ministry of Higher Education and Scientific researches
  • Mohammed Saeed ali: Ministry of Culture and Youth

ERBIL (Kurdistan 24) – Yezidis (Ezidis), a religious minority group in the autonomous Kurdistan Region and northern Iraq, have secured four posts in the new Kurdistan Regional Government (KRG) cabinet, a Ezidi source claimed on Sunday.

One of the posts is reportedly the KRG’s deputy minister, a source from the Ezidi’s spiritual heartland, Lalish, told Kurdistan 24 on condition of anonymity.

This comes as the Prime Minister-designate, Masrour Barzani, prepares to present his cabinet to the Kurdistan Parliament in the coming days, before July 12.

“Sheikh Shamo will serve as an adviser to the KRG’s Minister for Ezidi affairs,” the source continued.

“Mahma Khalil, the current Mayor of Shingal (Sinjar), will serve as an adviser to the Kurdistan Parliament’s leadership for Ezidi affairs.”

The source also mentioned that the Ezidis would continue to hold the post of Director-General of Ezidi Affairs within the KRG’s Ministry of Endowment and Religious Affairs.

The emergence of the Islamic State in Iraq and its violent assault on Shingal in 2014 led to the displacement of hundreds of thousands of Ezidis. Most of them fled to the Kurdistan Region, while others resettled in neighboring countries in the region or Western states.

Others were not as lucky and remained stranded in the war zone, where they experienced atrocities and mass executions at the hands of the extremist group for years. Militants subjected women and girls to sexual slavery, kidnapped children, forced religious conversions, executed scores of men, and abused, sold, and trafficked women and girls across areas they controlled in Iraq and Syria.

Before the 2014 attack, there were roughly 550,000 Ezidis in the Kurdistan Region and Iraq. As the militants took over large swaths of territory in Nineveh province, 360,000 Ezidis escaped and found refuge elsewhere, according to the KRG’s Ezidi Rescue Office.

Kurdish and Ezidi Peshmerga forces, with the support of the US-led coalition, retook Shingal from the Islamic State in November 2015.

Shingal, an area disputed by Erbil and Baghdad, is currently under the control of Iraqi forces and Shia-dominated militias. These forces, plus a limited number of Peshmerga and other Kurdish fighters, are present in Shingal and its outskirts. It is often reported there are tensions between them over who will control the strategic town that lies near the Syrian border.

Although Shingal was fully liberated from the Islamic State by late 2017, around 200,000 Ezidis remain displaced in the Kurdistan Region due to insecurity and the lack of basic services in their hometown, which was left in ruins. Haha

ERBIL (Kurdistan 24) – The Kurdistan Parliament is set to convene on Wednesday to vote on the proposed cabinet of the new Kurdistan Regional Government (KRG) headed by Prime Minister-designate Masrour Barzani.

The presidency of the Kurdistan Parliament on Monday invited lawmakers to attend an 11:00 am session, Erbil time, on Wednesday to vote on the proposed cabinet roster.

The Prime Minister-designate, deputy Prime Minister, and ministers would also be taking their oath of office should they be approved by a majority of members of the parliament.

After the Kurdistan Region's Parliament named Masrour Barzani as prime minister-designate, with 87 votes out of 97 attending lawmakers, President of the Kurdistan Region Nechirvan Barzani on June 12 issued a formal letter asking him to form the new KRG cabinet within 30 days.

The Kurdistan Region on Sept. 30 held parliamentary elections, which saw the Kurdistan Democratic Party (KDP) increase its number of seats to 45, the Patriotic Union of Kurdistan (PUK) win 21 seats, and Gorran (Change) Movement secure 12.

All the three parties have already agreed to take part in the new KRG cabinet along with minority groups in the Kurdistan Region.

The agenda of the meeting included "the granting of confidence to the Prime Minister, which was named under Resolution No. 7 of 2019   by the Parliament of Kurdistan and was assigned according to Order No.   1 of 2019 issued by the Presidency of the Territory to form the ninth government cab in Kurdistan."

The meeting will also witness the "reading of the names of ministers according to the mandate of the Prime Minister in accordance with paragraph (4)   of Article   (56) of Law No. 1 of 1992 amended, and granting them confidence by the Parliament of Kurdistan - Iraq."

The agenda also included "the performance of the Prime Minister and his deputy and the ministers of the ninth ministerial cab in the Kurdistan Region legal section, in accordance with Article 6 of the law of the Council of Ministers of the Kurdistan Region No. 3 of 1992 amended."

It is scheduled to witness the parliament session on Wednesday, "read the outlines of the program of the ninth ministerial cab by Mr. Prime Minister of the Kurdistan Region - Iraq."

ERBIL (Kurdistan 24) – The Prime Minister-designate of the Kurdistan Region, Masrour Barzani, on Monday sent the CVs of the candidates for the new Kurdistan Regional Government (KRG) cabinet to parliament, Barzani’s press office announced.

The cabinet will have 22 ministerial posts, and the list of all candidates has been submitted to the parliament, “except the name of the candidate for the Ministry of Natural Resources, which will be filled later in a near future,” the statement reads.

“We hope all the ministerial candidates will gain the confidence of Parliament” to start serving the people of the Kurdistan Region as soon as possible, the statement added.

The following are the list of the candidates:

Earlier on Monday, the Kurdistan Parliament invited lawmakers to attend Wednesday session to vote on the proposed cabinet of the new KRG, which now include two more female ministers than the previous one.

The Kurdistan Region on Sept. 30 held parliamentary elections, which saw the Kurdistan Democratic Party (KDP) increase its number of seats to 45, the Patriotic Union of Kurdistan (PUK) win 21 seats, and Gorran (Change) Movement secure 12.

Based on the list of the candidates sorted above, the KDP will have 10 ministers, including in the Ministry of Natural Resources, the PUK, six, and five for Gorran.

Prime Minister-Designate Masrour Barzani submitted a full list of 19 ministers and other leaders to parliament for approval in new Kurdistan Region Government on Monday. 

The legislature will review the nominations during their session on Monday and may vote on some of the candidates Tuesday.

Kurdistan Region parliament meeting may affect provincial council law

 

ERBIL, Kurdistan Region – The Kurdistan Region's parliament is due to vote on an amended version of the current provincial council law on Monday. New amendments would allow parties of winning provinces to bypass the provincial council to appoint governors.

 

Additionally, Rudaw has learned that Prime Minister-Designate Masrour Barzani is expected to submit his cabinet nominations on Monday. Parliament will review the nominations and may vote on some of the candidates Tuesday.

With Iraq’s already delayed provincial elections unlikely to be held soon, the dominant Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) want to appoint new governors for Erbil, Duhok, and Sulaimani, capitalizing on an amended version of the existing provincial council law.

“Political, security and economic conditions in the Kurdistan Region are not suitable for provincial elections. That is why governors will be appointed until next provincial elections are held. But provincial councils will vote on appointed governors,” KDP MP Hevidar Ahmad at the Kurdish parliament told Rudaw on Sunday.

The KDP wants to appoint new governors in their strongholds of Erbil and Duhok as a new cabinet of the Kurdistan Regional Government (KRG) is due to be sworn in Wednesday.

“After the existing provincial council law is amended, new governors will be appointed for Erbil and Duhok and candidates for these two positions are now ready,” a KDP official requesting anonymity told Rudaw.

The province of Sulaimani has now been run by a Change Movement (Gorran) governor for two-and-a-half years following a bilateral agreement in 2014 with the PUK to run the posts of Sulaimani and Halabja governors by turn with each taking the post for two years.

Six months have now passed over the completion of the term of the Gorran governor in Sulaimani, but the PUK has not yet officially asked for the post due to its preoccupation recently with settling the post of Kirkuk governor with the KDP, Hoshyar Ismael, PUK member at Sulaimani provincial council, told Rudaw.

“The PUK will decide on this matter after the new KRG cabinet is formed,” Ismael said.

But Gorran has said it will not hand over the post to the PUK.

“This is not a PUK share,” Sewa Khidir, a Gorran member of the Sulaimani Provincial Council, told Rudaw.

The PUK against Gorran in the 2018 election in Sulaimani than it did in the 2013 election. In the Kurdistan Region, voters are free to vote for any candidate regardless of their home province.

The Kurdistan Region held parliamentary elections on September 30, 2018, with the ruling KDP winning 45 seats in the 111-seat legislature. The PUK won 21 seats, and the Change Movement (Gorran) 12.

No party won an outright majority to form the government alone, forcing the KDP to negotiate a coalition deal with its nearest rivals, the PUK and Gorran.

The Kurdistan Region has been run by a caretaker government for the past nine months.

The PUK Leadership Council announced its candidates for vice president, deputy prime minister, speaker of parliament, and three ministers on Saturday.

Parliament delayed its summer recess, scheduled for July 1, for 15 days on Sunday to buy more time for Prime Minister-Designate Masrour Barzani of the KDP and political parties to offer candidates to the legislature.

Kurdistan PM-designate Masrour Barzani and his cabinet ministers will take the oath of office after the Kurdish parliament officially set Wednesday for the session to vote on the new cabinet of the Kurdistan Regional Government (KRG).

The lawmakers will give confidence to the cabinet, the prime minister and the ministers on July 10, according to the parliament’s session agenda.

Barzani will introduce his cabinet agenda to lawmakers after taking oath as the prime minister, an official statement by the parliament said.

In previous remarks, spokesperson for the region's leading Kurdistan Democratic Party (KDP) said all party participants of the new cabinet have already submitted the list of their nominees for the new KRG cabinet.

The cabinet lineup, according to the spokesperson, will be sent to the parliament today as part of the legal preparations for Wednesday’s session.

The Presidency of the Kurdistan Parliament announces the order of business for the fifth term’s 13th normal sitting on Wednesday 10th July 2019, at 11am:

1) Giving confidence to the Prime Minister of the Kurdistan Regional Government, who was nominated by the Kurdistan Parliament per Resolution No. 7 of 2019, and who was tasked by the President of the Kurdistan Region to form the ninth cabinet, under Presidential Order No. 1 of 2019.    

2) i) Announcement of the names of the ministers nominated by the Prime Minister of the Kurdistan Regional Government, according to Article 56, paragraph 4, of amended Law No. 1 of 1992, and giving confidence to the ministers by the Kurdistan Parliament.

ii) Administering the oath of office to the Prime Minister, Deputy Prime Minister and ministers of the ninth cabinet of the Kurdistan Regional Government, per Article 6 of Law No. 3 of 1992, the Law of the Council of Ministers of the Kurdistan Region.

iii) The Prime Minister of the Kurdistan Regional Government’s announcement of the main points of the ninth cabinet’s programme.

The Presidency of the Kurdistan Parliament decides and announces the order of business of this sitting according to Parliament’s Rules of Procedure, Articles 16 (paragraphs 1, 2 and 3), 18 (paragraph 3), 54 (paragraphs 1 and 5) and Articles 47, 48, 52, 55, 56, and 57.
