The Democratic and National Democratic parties signed on Sunday a political agreement to form the new Kurdistan Regional Government. 
A spokesman for the National Union, Latif Sheikh Omar, said in a statement to the Union and his follower / Mawazin News / that "is scheduled to sign the Patriotic Union and the Kurdistan Democratic Party, on Sunday, a political agreement between the two sides." 
Sheikh Omar added that "the agreement is related to the formation of the new government in the Kurdistan region."

ERBIL — Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) will ink another political agreement on Sunday to lay the ground for the formation of the new cabinet, said PUK spokesperson Latif Omar.

BasNews previously reported that a high-level delegation will visit Sulaymaniyah tomorrow where it is scheduled to meet with the PUK leadership.

Omar confirmed that a special ceremony is organized during which the agreement will be inked.

The KDP delegation will be led by party’s deputy president, Nechirvan Barzani.

It is also set to meet with Change Movement (Gorran) to discuss the latest agreements and the formation of the new cabinet.

KDP, PUK, and Gorran respectively came the first, second and the third in the last parliamentary elections.

ERBIL (Kurdistan 24) – A high-level delegation of the Kurdistan Region’s leading party, the Kurdistan Democratic Party (KDP), on Sunday will visit Sulaimani to meet with officials from its rival, the Patriotic Union of Kurdistan (PUK), to sign a new agreement which would finalize the formation of the next regional cabinet, a senior PUK official said on Saturday. 

According to the member of the PUK's leadership council who spoke to Kurdistan 24 on condition of anonymity, the KDP will also conduct a separate meeting with the Gorran Movement while in Sulaimani.

He added that the KDP delegation will be headed by Nechirvan Barzani, the incumbent Prime Minister of the Kurdistan Region, specifying, “The KDP and the PUK will sign the final deal on Sunday about the formation of the new government.” 

Various meetings continue between the three factions, seven months after last year’s parliamentary election that was held in the autonomous Kurdistan Region.

Previously, the KDP signed separate agreements with the PUK and Gorran that were also described as final deals, but disagreement grew after the PUK demanded additional posts in the cabinet, a move which also strained relations with Gorran.  

On September 30, the Kurdistan Region held its parliamentary election, with parties competing for representation in the 111-seat parliament. The KDP came out on top by securing 45 seats, followed by the PUK with 21 seats and Gorran with 12.

The KDP has already nominated Masrour Barzani, the current Chancellor of the Kurdistan Region Security Council (KRSC), as the prime minister to form the new KRG cabinet and Nechirvan Barzani as their candidate for the newly reinstated post of President of the Kurdistan Region.

The Kurdistan National Union (PUK) said on Saturday that a political agreement between the party and the Kurdistan Democratic Party (KDP) was imminent on the new government in the province.

The Patriotic Union of Kurdistan (PUK) is expected to sign a political agreement between the two sides on Sunday to form a new government in the Kurdistan region, the PUK spokesman said.

A Kurdish political source on Saturday unveiled a planned visit by a delegation of the Kurdistan Democratic Party to the city of Sulaymaniyah. The source said in a press statement briefed by the "Covenant News" that "a delegation from the Kurdistan Democratic Party will visit on Sunday to the city of Sulaimaniya, to meet the Patriotic Union of Kurdistan," noting that "will be during the visit to sign the agreement to form the Kurdistan Regional Government and the distribution of positions Governmental organizations. "The Democratic delegation will also visit the headquarters of the Movement for Change to resolve and finalize the remaining line on the formation of the provincial government to end the long-awaited file for more than seven months since the elections," said the source, who asked not to be named.

A member of the Kurdistan Democratic Party, Saleh Omar has confirmed, on Friday, that the agreement on forming a government and the distribution of positions with the National Union has been completed and awaits the official signature only. Saleh Omar, said in an interview that "more than 90% of the file of the formation of the Kurdistan Regional Government has been completed, and remained only finalizing," noting that "the agreement with the National Union has been completed and we await only the official signature during the next meeting." He added that "the formation of the provincial government will not be delayed and will be the start of a new government before the Eid," pointing out that "the issue depends on the completion of the amendment of the law of the presidency of the province and the election of the President by Parliament to assign our party's candidate headed by the government." A member of the Political Bureau of the Patriotic Union of Kurdistan, Adnan Mufti, confirmed Tuesday (April 16, 2019), that the dialogues on the formation of the new government in the Kurdistan region, has reached the final stages. The Mufti said in a televised statement that "dialogues between the political parties on the formation of the new government in the region has reached the final stages and left only a few paragraphs to resolve between the Kurdistan Democratic Party and the Movement for Change."

The Kurdistan Democratic Party has announced earlier this month, its intention to hold a new round of negotiations with Kurdish parties to "compromise" on the creation of a second deputy to the President of the Kurdistan region, while stressing that "the completion of the issue of the presidency of the Kurdistan region will facilitate a lot in forming a new government For the region. "

differences and obstacles are still in front of the exit of the Kurdistan Regional Government of Iraq to light, to end the state of political vacuum, experts believe that it requires unconventional consensus between the two major parties National Union and the Democratic Party to get out of the current crisis. 
Tariq Jawhar, a member of the Patriotic Union of Kurdistan, denied that his party is obstructing the formation of the new government in the region. He pointed out that the main reason behind the delay of the formation process is that the negotiations between the two major parties during the past period did not reach during the previous negotiations and consultations a comprehensive agreement. 
"In view of the failure to reach the required consensus, all things were negotiable between the two parties after the retreats that took place. Moreover, there is a third party in the equation, the party of change that may be compatible with the Democratic Party.
He explained that it now depends on the consensus between the three parties on how to contribute and participate in the positions and ministries that each party has the right to receive, and the process of delay may be due to differences and differences of views within the parties on many issues.   
Jouhar stressed that there is a trend to hold an extended meeting during the days and perhaps in the coming hours between the two major parties in the province of Sulaymaniyah in order to finalize the final agreement between the two parties, "Union and Democratic" and perhaps between change and democratic as well. 
Jawhar believes that things are moving towards the signing of the final agreement between the National Union and the Democratic Party within a few days to come. 
Jowhar pointed out that without the signing of the final agreement no future government can succeed, if responsibility falls on the three major parties in the region and not the National Union alone.
The two major parties in the region, the National Union and the Democratic Party have held a series of consultations and negotiations in order to reach a consensus on the distribution of positions and portfolios, all of which failed because of the lack of a final agreement between the two sides, which restarted the process of consultations again and delay the exit of the government To the light

A high-ranking delegation from the Democratic Party led by the party's deputy head, Nejirvan Barzani arrived in Sulaymaniyah to discuss the formation of the new Kurdistan Regional Government (KRG) with the National Union and the Movement for Change.

The Kurdish media reported that the delegation arrived at the headquarters of the Movement for Change to meet with the movement's officials.

The Democratic Party delegation is due to visit the Political Bureau of the National Union to sign the agreement to form a government.

A political source told Mawazine News that a senior delegation of the Kurdistan Democratic Party led by Kurdistan Regional Government President Najirvan Barzani will meet at 11 am at the change headquarters to discuss with the leaders of the movement the issue of forming a new government in Kurdistan. 
He added that "the delegation of the Democratic will be held at three in the afternoon, a second meeting with a delegation of the Patriotic Union of Kurdistan, also on the formation of the government."

ERBIL — Kurdistan Democratic Party (KDP) and Change Movement (Gorran) agreed on Sunday that all of the involved sides are required to urgently finalize the talks over the formation of the new cabinet.

KDP sent a high-level delegation to meet with Gorran on Sunday and finalize the negotiations. During a press conference by spokespersons from both sides, they said there remains no disputes between KDP and Gorran over the arrangement and structure of the next cabinet.

Gorran spokesperson Shorish Haji said his party is committed to a previous political agreement it signed with the KDP.

Kurdistan Democratic Party is leading the negotiations after it emerged victorious in the last parliamentary election with 45 seats.

KDP spokesperson Mahmoud Mohammed thanked Gorran leadership for showing understanding during the talks so to help the acceleration of the government establishment.

He also hoped that the Patriotic Union of Kurdistan (PUK) will not put forward additional demands to reach the final agreement, which, if so, could further delay the formation of the government.

KDP is set to meet with PUK later today and they will possibly sign a new deal.

The agreement comes after months of talks over the next cabinet of Kurdistan Region and the involvement of each political party.

SULAIMANI, Kurdistan Region – The Kurdistan Democratic Party (KDP) and Gorran have reached a final understanding regarding the next Kurdistan Regional Government, settling outstanding concerns between them and is now looking towards concluding discussions with the Patriotic Union of Kurdistan (PUK). 

Nechirvan Barzani, leading a delegation from the Kurdistan Democratic Party (KDP), arrived in Sulaimani Sunday morning to meet with the PUK and Gorran, and end months of discussions over formation of the next government. 

“We have reached an understanding and we hope that in the next few days we will start the process of forming the next cabinet by initially reviving the Kurdistan presidency law,” KDP spokesperson Mahmoud Mohammed told reporters Sunday afternoon after the meeting between his party and Gorran. 

The KDP first reached a deal with Gorran in February with Gorran agreeing to enter the government and pushing a package of institutional reforms. 

“We have emphasized that the main issue in this agreement is reform in every field of power, administration and governance in particular in the unification of the Peshmerga force and Interior [Ministry] forces as well as the independence of the judiciary system,” said Gorran spokesperson Shoresh Haji at the Sunday press conference in Sulaimani.

Another of Gorran’s priorities is amending the presidency law, calling for the president to be elected by parliament not a public vote. 

The government-formation process has dragged on for more than seven months. Parliamentary elections were held on September 30, 2018, with the KDP coming out on top, winning 45 seats in the 111-seat legislature, but not securing an outright majority. It has spent more than half a year trying to build a governing coalition with the PUK, which won 21 seats, and Gorran, which has 12 seats. 

After signing its agreement with Gorran, KDP then arrived at a similar pact with the PUK in March, but disagreements over distributing cabinet positions lingered. Gorran and PUK also disagreed over the president's deputies. 

PUK, which shares control of the security forces with the KDP, wanted the creation of a second deputy president who would be responsible for military affairs. Gorran, which does not have an armed force, objected, arguing that the new post would be a financial drain and, if created, should be solely an administrative position.

Speaking on Sunday, Haji said that, amid the disputes, forming the government must be the priority, for the sake of the people and the market. 

"The interest of the Kurdish people and the revival of the bazaar is our main responsibility and we believe, given the circumstances which the wider region is facing, the sooner the government is formed is in the interest of the Kurdish people and the bazaar,” he said. 

KDP’s Mohammed thanked Gorran “for being understanding in relation to our agreement.”

KDP is now in a meeting with PUK. A PUK member told their party’s media that they will sign their final agreement with the KDP on Sunday. 

“It is important that the three parties sit down to lay down the program of the next government,” said Mohammed. 

Gorran, which formed as a breakaway group from the PUK and has had on-and-off relations with its parent party, is depending on the KDP to bring PUK on board. 

“For a few months, we have not had any official relations with the PUK. Unofficially maybe we have received some messages, but there have been no official contacts,” Shunas Sherko, an official with Gorran’s diplomatic relations department, told Rudaw TV after the press conference. 

“We hope that the PUK and Komal (Kurdistan Islamic Group) take part in the next cabinet, but given that the KDP is the main winner of the last election it is their responsibility to approach these parties,” he said.

ERBIL (Kurdistan 24) – A delegation from the leading party in the Kurdistan Region on Sunday arrived in Sulaimani to meet with the city’s largest parties and discuss the formation of the future government.

The Kurdistan Region held its parliamentary election on Sept. 30, with the Kurdistan Democratic Party (KDP) securing 45 seats in the 111-seat legislature. The Patriotic Union of Kurdistan (PUK) and Change Movement (Gorran) came in second and third place with 21 and 12 seats respectively.

The KDP has already nominated Masrour Barzani, the current Chancellor of the Kurdistan Region Security Council (KRSC), as their candidate for prime minister, who would form the new regional government’s cabinet. Nechirvan Barzani, the current prime minister, has also been nominated as the KDP’s candidate for the newly reinstated post of President of the Kurdistan Region. 

Seven months since the vote, disputes continue to stall government formation. Previously, the KDP signed separate agreements with the PUK and Gorran that were described as final deals, but disagreement grew after the PUK demanded additional posts in the cabinet, a move which also strained relations with Gorran.
