Talabani, in a statement received / Mawazin News / a copy of it: "as promised previously, and gladly announced the head of the provincial government, Nechirvan Barzani instead of the Council of Ministers the decision to abolish the system of saving the salaries of all employees in Kurdistan. 
"I have said many times that we did not want to make a decision to save employees' salaries, but the war against Da'ash, cutting off the region's budget, the collapse of oil prices and the massive wave of displaced people forced us to make it a temporary solution."
Talabani said: "All we say a little to thank and appreciate the position of the staff and the Peshmerga and security forces and retirees and families of innocent martyrs and political prisoners and beneficiaries of social security and people with special needs, everything we say to the level of patience and sacrifice, where they proved their loyalty in the past. 
And the deputy head of the Kurdistan Regional Government, that "the Kurdistan government will make all efforts to spend those financial allocations saved from the salaries of employees to them within the framework of dialogue and negotiation with the federal government." 
He pointed out that, "however we have today to delight the hearts of employees, we will also work and we will commit to the relentless efforts to create employment opportunities for young people, and we will work day and night to restore the movement to markets and strengthen the private sector and open the doors of investment to return the smile to everyone, Our employees only, but to serve all the people of Kurdistan. "

The Kurdistan Region Council of Ministers met Friday afternoon under the chairmanship of the Prime Minister Nechervan Barzani and his deputy Qubad Talabani.

A government statement said that the agenda of the meeting was devoted to the discussion and decision on the previous decision of the Council of Ministers, the decision (64) on February 3, 2016 to save a proportion of the financial dues of employees of the Kurdistan Region.

He added that during the meeting, the Minister of Finance and Economy, Rabaz Hablan, presented to the Council of Ministers a report on the financial and economic situation of the Kurdistan Region, the improvement of the financial situation and the approval and disbursement of the share of the Kurdistan Region of the Iraqi General Budget Law for the year 2019.

The Secretary-General of the Council of Ministers, Amang Rahim, presented a legal report on this matter to the Council of Ministers. Following a careful examination of the two reports by the Council of Ministers and their discussion and exchange of views, the Council decided:

1. Cancellation of Decision No. (64) of the Council of Ministers issued on 3 February 2016 to follow the system of saving a percentage of the financial dues of employees of the Kurdistan Region.

2 - Regarding the percentage of financial benefits of the employees that have been saved, under the name of (paid secretariats), the Kurdistan Regional Government will make the necessary efforts to disburse those financial dues for employees of the Kurdistan Region in the framework of talks and dialogue with the federal government.

3- The ministries and concerned authorities shall implement this decision and publish the decision in the newspaper (facts of Kurdistan).

The statement pointed out that another aspect of the meeting was devoted to discuss the decision of the Council of Ministers to initiate dialogue and negotiations with the federal government to reach a radical solution to the outstanding financial and oil problems between the Kurdistan Regional Government and the federal government. The Council of Ministers decided to mandate the Regional Council for Oil and Gas Affairs to start these negotiations and talks in quickly.

He stressed that: "I am optimistic about the good relations between Arbil and Baghdad and that something of this kind will not be repeated."
The Kurdistan Regional Government, announced on Friday the abolition of the system of saving the salaries of staff of the region, and the mandate of the Regional Council for oil and gas to hold serious talks with Baghdad. 
"I thank Prime Minister Adel Abdul Mahdi for his understanding and his efforts to solve the problem of the salaries of employees of the Kurdistan region, like the rest of the staff of Iraq. We hope that we will achieve good results in our negotiations with Baghdad and that our citizens will not be affected in the future by political relations, no matter how bad," Prime Minister Nechervan Barzani told a news conference. ERBIL — The Kurdistan Democratic Party (KDP) will resume talks on the next cabinet as it has already laid the ground with political agreements.

The party, which emerged victorious in the last parliamentary election, recently signed separate agreements with the Patriotic Union of Kurdistan (PUK) and Change Movement (Gorran).

KDP politburo advisor Arif Rushdi told BasNews on Saturday that his party will resume government-formation talks in the upcoming days.

“There is almost no obstacle remaining on the way to establish the new government,” Rushdi pointed out, noting that the parliament will soon proceed with its task which will further help the process to form the new cabinet.

“KDP hopes the agreements will be implemented properly,” he added.

ERBIL (Kurdistan 24) – The leadership council of the leading Kurdistan Democratic Party (KDP) is to convene on Sunday to discuss the latest developments in negotiations with parties in the autonomous Kurdistan Region over the formation of a new government cabinet.

“The Council will discuss the current political developments, negotiations with parties, and steps toward the formation of the new government,” a member of the Council told Kurdistan 24.

The recently signed KDP agreements with the Gorran (Change) Movement and the Patriotic Union of Kurdistan (PUK) will be one of the key topics discussed in the meeting, the source added.

In late September, the Kurdistan Region held its parliamentary election, with parties competing for 111 seats in total. The KDP won the election by securing 45 seats and was followed by the PUK with 21 seats, and Gorran with 12.

On Feb.18, the leading party inked a 24-point agreement with Gorran, and followed with a 18-point agreement with the PUK on March 4, securing a cooperation agreement with both parties for the next four years.

The KDP has already nominated Masrour Barzani, the current Chancellor of the Kurdistan Region Security Council (KRSC), as the new Prime Minister to form the new KRG cabinet.

The post of the Kurdistan Region’s presidency has been suspended since November 2017, when then-President Masoud Barzani announced he would end his already-extended term in the wake of the referendum and as Kurdish parties at the time failed to agree on a date for the next regional election.

The KDP aims to re-activate the post soon and has already nominated Nechirvan Barzani, the current prime minister of the Kurdistan Region, for the position.

Political sources told Mawazine News that "the negotiations between the two Kurdish parties are close to clearing all differences between them," adding that "the Talabani party is the governor of Kirkuk, but the debate continues on the fate of the Ministry of Justice." 
"The two parties reached an agreement to resign the Kurdish parliament speaker from the Movement for Change and the re-election of a candidate from the National Union to fill this post." 
She stressed that "the leader of the Democratic Party Massoud Barzani made some concessions to the rival party in order to ensure its comprehensive support for the positions taken by Erbil in Baghdad, or what is known as (the unity of the Kurdish class federally).

On Monday, March 4, 2019, the Kurdish and Democratic Nationalist parties announced an agreement on participation in the Kurdistan Parliament meetings, the Governor of Kirkuk and the Minister of Justice in the Federal Government.

Kurdish sources said on Sunday that the Kurdistan Democratic Party will hold an important meeting to resolve several files, especially the formation of the Kurdistan Regional Government.

According to the sources, that "the Kurdistan Democratic Party will hold today in the city of Birmam, located in Arbil, an important meeting to resolve several files, including his talks with the National Union and the Movement for Change and other political parties, on the formation of the new Kurdistan Regional Government."

ERBIL — The Patriotic Union of Kurdistan (PUK) decided on Sunday to send its lawmakers back to the Kurdistan Region parliament.

The party previously boycotted the parliament sessions, as the result of which, other factions elected a speaker which was reserved for the PUK.

The ruling Kurdistan Democratic Party (KDP) won the interim parliament speaker position, but made it clear immediately that its candidate will step down as soon as the PUK decides to return to the legislative.

According to the information obtained by BasNews, the PUK bloc will participate in a meeting today between the parliamentary blocs and board of presidency to discuss permanent committees at the parliament.

KDP and PUK reached an agreement earlier this month over their disputes on next government, parliament, Kirkuk governor and Iraqi justice minister post.

It is now expected that the Kurdish political parties will soon form the new cabinet led by the election winner, the KDP

ERBIL — Permanent parliamentary committees were established on Sunday almost three weeks after the election of the parliament speaker.

The legislative is now setting the plan to vote on the committees during a session on Thursday this week, according to Kurdistan 24.

There are permanent and temporary committees at the Kurdistan Region parliament. Each permanent committee is based on duty area of one of the ministries in the government.

According to the reports, the Kurdistan Democratic Party (KDP) and Kurdistan Socialist Party will together have 69 representatives in different committees.

The Patriotic Union of Kurdistan (PUK) has 30 representatives, and the Change Movement has 18.

ERBIL (Kurdistan 24) – Kurdistan’s parliamentary leaders on Sunday reached an agreement on the allotment of seats in the body’s permanent committees.

In a meeting overseen by the parliamentary leadership, the heads of all factions discussed the issue of allocating seats to each faction in the 11-member 15 permanent committees of the legislature. A lawmaker can be a member on up to three different committees.

The committees are those of legal affairs, financial affairs, Peshmerga affairs, agricultural affairs, education, health affairs, martyrs’ affairs, communication affairs, Kurdistan areas (disputed territories), energy and natural resources, municipality affairs, cultural affairs, integrity commission, religious and endowment affairs, and social affairs.

The influential Legal Affairs Committee has already been voted in, during the legislature’s first session since the election of its three leadership posts.

The leading Kurdistan Democratic Party (KDP) took four seats, with the second runner-up Change (Gorran) Movement, the Kurdistan Islamic Group (KIG), and New Generation party taking one seat each.

This left two seats allocated to minority groups. Another two, reserved for the Patriotic Union of Kurdistan (PUK), were left vacant, as the party had boycotted the session amid disagreements with the KDP over a deal on the future government.

According to an official document Kurdistan 24 received following the meeting between the caucus leaders, the KDP, in coalition with the Kurdistan Socialist Party (KSP), will have 69 seats on the various committees.

The PUK will have 30 seats, while 18 are slated to go to Gorran. Kurdistan Islamic Group (KIG) will have 11 seats, Kurdistan Islamic Union (KIU) eight seats, Turkmen Alliance six seats, Christian coalition nine seats, and Azadi two seats.

All factions have presented their candidates for the committees which will be voted on for approval in parliament’s upcoming session.

ERBIL, Kurdistan Region – The Patriotic Union of Kurdistan (PUK) attended a meeting of political blocs at the parliament on Sunday, but has not yet made a decision on its participation in the cabinet. 

The meeting on Sunday brought together the leaders of all the political blocs to set up the legislature’s committees. It was chaired by the parliament speakers.

This is the first time the PUK has attended a meeting or session of the new parliament, but is not an indication the party is ready to take a seat in the government, a spokesperson said.

The parliament convened on February 18 to elect a speaker and two deputies. The PUK did not attend and the Kurdistan Democratic Party (KDP) filled the speaker role “temporarily” until they can hand it over to the PUK.

“The PUK has not said that it will receive the post of parliament speaker,” Latif Omer, spokesperson for the party’s politburo, said in a press conference reported on by PUK Media. 

“We are awaiting the PUK-KDP meeting in the coming days,” he added. 

After long negotiations, the two traditional ruling parties signed a four-year agreement last week that unites them on major issues of power sharing and reforms, and paves the way for the formation of the next Kurdistan Regional Government (KRG). 

The PUK, which came second in September’s parliamentary election with 21 seats, still wants to discuss divvying up government posts before it officially joins the KDP-led government. 

Omer also said that they have established some committees for talks with the KDP.

The two parties lead the outgoing government, headed by KDP’s Prime Minister Nechirvan Barzani and PUK’s Deputy Prime Minister Qubad Talabani. 

The PUK was given 30 out of 165 seats on 14 committees on Sunday, coming after the KDP, which took 69 seats in partnership with the Kurdistan Socialist Democratic Party. The 15th committee, legal affairs, was established on February 18.

Gorran, which came third in the elections, took 18 committee spots.

The Kurdistan Region’s newest party doesn’t agree. 

New Generation, which has 12 committee seats, objected to being shut out of the security and finance-related committees – Peshmerga, Interior, Finance, and Natural Resources. They had specifically requested spots in these key bodies. 

The party’s leader, Shaswar Abdulwahid, warned in a tweet that if the KDP and PUK “continue to degrade the legislative branch, prevent New Generation from overseeing government and hold it accountable, then the democratic process will end tragically. Respecting democratic principles is not voluntary, it is obligatory.” 

The parliamentary committees are responsible for introducing legislation and following up on issues that fall under their purview. There were 11 people nominated for each committee established on Sunday. 

The parliament will vote on the nominees on Tuesday. 

Most committee members are selected based on their experience and expertise, though this is not always the case

ERBIL - The Patriotic Union of Kurdistan (PUK) said on Sunday that it has made all the preparations for participating in the next Kurdistan Regional Government (KRG).

Earlier the day, the PUK held a meeting, led by Deputy Secretary General Kosrat Rasoul, after which, the party's spokesperson Latif Sheikh Omer pointed out that they have formed a number of committees to meet with the Kurdistan Democratic Party (KDP) in the near future for talks on the formation of the next cabinet.

The position of the parliament speaker, according to an agreement between the KDP and PUK, will be held by the latter.

However, Sheikh Omer noted that the PUK has not demanded to receive the top parliamentary post, explaining that they are waiting for the KDP-PUK meeting which is expected to happen in a few days.

ERBIL - The Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) will meet on Tuesday for talks on the formation of the next cabinet, including the posts that the latter would hold in the future Kurdistan Regional Government (KRG).

A source from the KDP told Kurdistan 24 that the two major parties will meet in the capital Erbil.

BasNews has learned that the meeting will be led by the KDP Vice President Nechirvan Barzani and Deputy Secretary General of the PUK Kosrat Rasoul.

The KDP and PUK signed a political agreement last week, according to which, the disputes over the future KRG, post of Kirkuk governor, and the Iraqi justice minister position, will be addressed.

BAGHDAD - Mawazine News 
The Kurdish Democratic Party and the National Union held Tuesday their meeting on the distribution of positions in the Kurdistan government. 
A political source told Mawazine News that "the Kurdish Democratic Parties and the Patriotic Union held, today, their meeting on the distribution of positions in the Kurdistan government." 
A political source told Mawazine News earlier in the day that "the meeting is looking at the mechanism of distribution of positions between the two parties within the Kurdistan Regional Government." 
The source stressed that "the distribution of positions will include positions of sovereign ministries and deputy ministers and independent bodies and heads of parliamentary committees." Ended 29 / a 43

BAGHDAD - 
A political source said on Tuesday that members of the new generation movement would be expelled from the Kurdistan parliament session. 
The source told Mawazine News that "the session of the Kurdistan Parliament held today, saw the expulsion of members of the mobility of the new generation outside the hall after the chaos during the session." 
The Kurdistan Parliament held its regular session on the formation of its parliamentary committees
