ERBIL - The United States has paid tribute to the Kurdistan Region and its Peshmerga fighters' bravery during the deadly war against the Islamic State (IS) and hosting a large number of IDPs and Syrian refugees in the past few years, according to a message conveyed by a delegation from Washington on Thursday.

The US delegation, led by US Assistant Secretary of State for Conflict and Stabilization Operations Denise Natali, paid a visit to the Kurdistan Region's Prime Minister Nechirvan Barzani in Erbil on Thursday where the Kurdish premier, meanwhile, thanked the US for its continuous assistance to the region, Barzani's office said in a statement.

The Kurdish leader further briefed the US delegates with the latest developments on the war against IS in the region and ways to eliminate the ideology of the militant group which is still a threat to Iraq.

The US delegation additionally praised the role of the Kurdistan Region in preserving the coexistence of the diverse ethnic and religious groups in the area.

The Cabinet of Ministers of the Kurdistan Regional Government, on Friday afternoon, a meeting described as "important" to discuss a number of issues in the region. 
"The meeting will discuss the abolition of compulsory savings for salaries of employees and financial reform and decisions aimed at improving the lives of citizens," the reporter said. 
He added that "this meeting may be the last of the current provincial government headed by Nigervan Barzani, in the event of completion of the agreement between the Kurdish parties to share positions in the government and parliament of the region."

Baghdad / Masala: The Kurdistan Regional Government announced, Friday, March 8, 2019, the abolition of savings of salaries of employees as of this month.

The head of the regional government, Nechirvan Barzani, told a news conference that "it was decided to cancel the savings of salaries of staff of the region," stressing that "the salaries of employees for the month will be spent in full and without saving."

He added that "the implementation of savings began three years ago to the conditions of financial conditions, and expressed the government's thanks to all employees, teachers and Peshmerga for understanding and cooperation for reasons of saving decision."

ERBIL, Kurdistan Region — The Kurdistan Region's salary-saving system will be abolished because of improved Erbil-Baghdad relations, Kurdistan Region Government (KRG) Prime Minister Nechirvan Barzani announced on Friday.

 

“Today’s meeting was exclusive to salary saving system in Kurdistan Region. I am glad to announce that starting from this month, the  salary savings decision in Kurdistan Region will be removed and the salaries will be paid as they are — in full," said Barzani, referring to the unpopular move by Erbil in 2016.

 

 

Barzani made the statement at a press conference in Erbil.
 
“It [the salary saving system] was the worst decision of our political lives,” said Barzani while standing next to his deputy Qubad Talabani.

The latter has championed reforms as the Patriotic of Kurdistan (PUK) list head in last year's elections.

But, Barzani said that the decision to save the salaries was compulsory since 2014 — when Baghdad cut Erbil's share of the federal budget.

He added that certain things contributed to the implementation of the system including the Kurdistan Region's hosting of 1.8 million IDPs and refugees through the ISIS conflict.

Barzani spoke positively of Kurdish MPs in Baghdad for helping them ensure the funds for the salaries, while also thanking new Iraqi Prime Minister Adil Abdul-Mahdi for his “understanding."

He thanked Iraqi Finance Minister Fuad Hussein, a fellow member of the Kurdistan Democratic Party (KDP), who has worked on the issue since assuming the office last fall. 
 
Barzani also thanked teachers, doctors, the Peshmerga and other civil servants who kept working through the salary saving system. 

We hope we will reach a good conclusion in our talks with Baghdad and the Kurdistan Region’s people will no longer pay the price for any political crises with Baghdad,” he added, hoping that the people's salaries won't be used for political gain between Erbil and Baghdad in negotiations.

Amanj Rahim, the secretary of the KRG Council of Ministers, elaborated that two decisions were made.

First was for the "dissolution" of the system, in that light, the KRG will do its best to repay "saved" salaries.

“It was decided to dissolve the Council of Ministers Decree No. 64, issued on 3 February 2016, about the implementation of saving a portion of civil servants’ financial entitlements," said Rahim.

The KRG will “do its best to pay those financial entitlements for Kurdistan Region’s civil servants in the framework of talks with the federal government," he added.

Secondly, the decision directs the KRG Oil and Gas Council to resolve oil issues with the Iraqi government based on constitution. 

This is to "radically resolve pending issues regarding oil and finance between Kurdistan government and the federal government within the framework of Iraqi Constitution and in the direction of the provision of the budget and financial entitlements of Kurdistan Region," according to Rahim. 

Last year, the KRG partially abolished the salary system, notably salary cuts for low-earners in the public sector.

The measures in 2018 were in response to anti-government protestors, calling for an end to the unpopular salary system introduced by the KRG in 2016.

ERBIL (Kurdistan 24) – Security developments in Iraq, including stabilization efforts following the military defeat of the so-called Islamic State, led discussions on Thursday between a United States delegation and senior Kurdistan Region officials in Erbil.

Assistant Secretary for the Bureau of Conflict and Stabilization Operations, Denise Natali, and an accompanying delegation met separately with Kurdistan Democratic Party (KDP) President Masoud Barzani and Chancellor of the Kurdistan Region Security Council (KRSC), Masrour Barzani.

In her meeting with the KDP president, Natali conveyed “the greetings of US Vice President Mike Pence to President Barzani,” a statement released by Masoud Barzani’s office stated.

As a congressman, Pence visited the Kurdistan Region and met with senior Kurdish officials, including Barzani.

During Thursday’s meeting, “President Barzani and Dr. Natali spoke of the latest political developments in Iraq and in the Kurdistan Region,” the statement from Barzani’s office explained.

Both sides also addressed the issues of Internally Displaced Persons (IDPs) and “the ongoing threat of terrorism from the Islamic State,” and they “explored avenues forresolving such issues.”

Additionally, they discussed “the improved relations between Baghdad and Erbil and how that is seen as a promising step toward further stability and prosperity for the Kurdistan Region and the rest of Iraq,” the statement concluded.

Chancellor Masrour Barzani also received Natali and her delegation, which included Andrew Peek, the State Department’s Deputy Assistant Secretary for Iran and Iraq, as well as Consul General to Erbil, Steve Fagin.

“During their meeting, they discussed in detail security developments in Iraq, including the situation in the Nineveh Plains, Kirkuk and Sinjar,” a statement published on the KRSC website read.

“Both sides stressed the need to normalize the areas, continue stabilization efforts and promote the safe and dignified return of displaced families.”

On ties between the Kurdistan Regional Government (KRG) and the Federal Government of Iraq, Masrour Barzani highlighted the need for “reconciliation, as well as coordination” between Erbil and Baghdad “to allow local communities to manage their security affairs.”

Regarding the Islamic State, both Natali and Chancellor Barzani “underscored the continued, serious threat ISIS ideology poses in Iraq,” the KRSC statement said.

Despite its military defeat in Iraq, the terrorist group continues to pose a security threat with insurgency-style attacks in formerly liberated areas, like the disputed province of Kirkuk, and even in areas it never controlled, such as the Iraqi capital of Baghdad.

In that regard, Chancellor Barzani and Dr. Natali “underscored their shared support for joint security mechanisms between the Peshmerga Forces and Iraqi Security Forces.”

Natali’s visit to the capital of the Kurdistan Region follows her meeting with Iraqi President Barham Salih on Wednesday.

During her eight-day trip to Iraq and the Kurdistan Region, she has met with various Iraqi and Kurdish government officials and was also a speaker on a panel at the Sixth Annual Sulaimani Forum at the American University of Iraq-Sulaimani.

This came at a press conference held by the Kurdistan Regional Government (KRG), Nijairvan Barzani, following the meeting of the Council of Ministers of the Region to discuss the issue of salaries of employees .

Barzani said that the abolition of the system of saving the salaries of employees, noting that "salaries will be distributed in full without any deduction starting this month ."

For his part, said Secretary of the Council of Ministers of the Kurdistan Region, Amang Rahim, that "it was decided to mandate the Regional Council for oil and gas to negotiate with the Iraqi government to resolve outstanding financial and oil issues with Baghdad ."

HEWLÊR-Erbil, Iraq’s Kurdistan region,— Iraqi Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani announced Friday that the salary withholding system would end as of this month and that salaries would be paid in full from now on.

“Today’s meeting was exclusive to salary saving system in Kurdistan Region. I am glad to announce that starting from this month, the salary savings decision in Kurdistan Region will be removed and the salaries will be paid as they are — in full,” said Barzani, referring to the unpopular move by Erbil in 2016.

“I thank employees for tolerating it and we hope to reach a good outcome with Baghdad so that the Region’s people will not pay the price for political problems.” Barzani said at a press conference in Erbil.

 

The announcement followed a meeting of the Council of Ministers on the issue.

Barzani also said that the KRG is serious about resolving its problems with Baghdad in the frame of the Iraqi constitution.

“It [the salary saving system] was the worst decision of our political lives,” said Barzani while standing next to his deputy Qubad Talabani.

The latter has championed reforms as the Patriotic of Kurdistan (PUK) list head in last year’s elections.

After the 2019 federal budget law was passed, many had hoped that the withholding system would be abandoned. The budget law included a provision that mandated that the central government continue to transfer funds to pay the salaries of public sector workers and Peshmerga, even in the event of a dispute between Erbil and Baghdad.

The secretary of the Kurdistan Region Council of Ministers Amanj Rahim said that they would try their best to repay the employees’ saved salaries through discussions with Baghdad.

Over the past year thousands of people protested over reduced salaries and delayed payments.

The Kurdistan Regional Council on Friday issued a resolution to resolve disputes related to the oil and financial sector between Arbil and Baghdad .

"The Council of Ministers has taken two decisions during today's meeting," said Secretary of the Council of Ministers of the Region Amang Rahim in a joint press conference with the spokesman of the government of Kurdistan Sven Dzai.

He added that "the first decision is to repeal the decision in 2016 to save the salaries of employees in addition to that the Kurdistan Regional Government will make serious efforts to pay the dues that it gave to the employees to save in dialogue with the federal government . "

The Ministry of Finance and Economy of the Kurdistan Regional Government decided to save the salaries of employees for the last three months of 2018.
