She explained that five people applied to run for the presidency of the region. 
The five candidates are:

A political source revealed on Sunday the names of candidates for the presidency of the Kurdistan region.

The source said in an interview for Alsumaria News, that "the names nominated for the presidency of the region of Kurdistan are Najirvan Barzani, Omid Abdul Salam Kader, and Mohammed Hama Saleh Omar, and Rbwar Aziz Mustafa, and Hawa Abdullah Khader. 

The source added that "Barzani is the favorite to take over the post."

The presidency of the region set two days to submit appeals, noting "to set the date of the session of the Parliament of Kurdistan to vote on the election of one of the candidates for the post of President of the region.

The statement said that "in accordance with the third paragraph of Article 4 of the law to re-activate the Presidency of the Kurdistan region and amend the election of the President until the amendment of the Constitution No. 1 of 2019." / End2

Five Candidates Approved for Kurdistan Presidential Race: Parliament

ERBIL — Kurdistan Region Parliament announced the names of five candidates running for Kurdistan Region president.

According to an official statement by the parliament, Nechirvan Barzani, the current prime minister of Kurdistan, is among the candidates.

Omed Abdulsalam Qader, Mohammed Hamasalih Omer, Rebwar Aziz Mustafa, and Hiwa Abdullah Khidir are the other candidates.

Legal procedures will give the rejected candidates the chance to appeal to the court within two days.

After another two days of revision, the parliament will be required to elect the president within three days.

This is the first time Kurdistan Region president is being elected by a parliament vote. Previously, major Kurdish factions at the legislative passed an amendment to alter the presidential election method from public to parliamentary vote.

ERBIL (Kurdistan 24) - Five candidates have nominated themselves for the post of President of autonomous Kurdistan Region, parliament announced on Sunday.

The candidates are incumbent Prime Minister Nechirvan Barzani, Umed Abdulsalam Qadir, Mohammed Hama-Salih Omar, Rebwar Aziz Mustafa, and Hiwa Abdullah Khidir.

According to the Parliament’s earlier announcement, the candidate should not be younger than 40 years old, must be a resident of the Kurdistan Region, and maintain all civil and political rights.

The nominations came after Parliament on May 8, by majority vote, approved the draft bill entitled the Reactivation of the Office of the President of the Kurdistan Region – Iraq and Amending the Method of Electing the President Till the Ratification of a Constitution.

The key amendment in the presidency law is about the way the President is elected. Until now, the President of the Kurdistan Region was elected directly, by the people through a popular vote. The amendment, however, changes the mechanism and instead, allows for the president to be elected by parliament, with a 50+1 vote.

This process would continue until parliament is able to ratify its constitution for the Kurdistan Region, which would outline the official procedure for appointments to the post and the powers it would wield.

In November 2017, then-President Masoud Barzani announced he would end his already-extended term in the aftermath of the referendum on independence and as Kurdish parties failed to agree on a date for regional elections. Since then, the powers of the president have been delegated to the prime minister, parliamentary speaker, and the regional judiciary.

The Kurdistan Region held its parliamentary election on Sept. 30, with the Kurdistan Democratic Party (KDP) securing 45 seats in the 111-seat legislature. The Patriotic Union of Kurdistan (PUK) and Change Movement (Gorran) came in second and third place with 21 and 12 seats, respectively.

The KDP has already nominated the current Chancellor of the Kurdistan Region Security Council (KRSC) Masrour Barzani as their candidate to form the new Kurdistan Regional Government (KRG) cabinet as a Prime Minister.

The leading party previously stated that Nechirvan Barzani is their sole candidate for the post of the Kurdistan Region President, a candidate that expects to secure around 90 votes in the parliament due to agreements his party has signed with the PUK and Gorran, as well as the minority parties.

The previous session of the parliament witnessed a wide debate after the resumption of its work in late July 2017, after nearly two years of the suspension of meetings, and was the first decisions to approve the law to hold a referendum on independence from Iraq on September 25 of the same year, which caused a severe crisis in the relations of the province with Baghdad. 
After the referendum and the announcement of the approval of the majority of voters for the independence of Kurdistan, the federal government in Baghdad took a number of actions against the region, most notably the prohibition of air navigation to and from airports Erbil and Sulaymaniyah, and other measures considered by the government of the Territory "arbitrary." 
The Parliament of the Territory consists of 111 seats, 11 of which are allocated to ethnic and religious components, while the various political parties compete for 100 seats.

ERBIL, Kurdistan – Mending ties between Erbil and Baghdad and preserving the unity of Kurdistan must top the agenda of the Region’s next president, a panel organized by Rudaw Research Center said Sunday. 

The panel, titled “The President of the Kurdistan Region in the next four years,” took place in Erbil shortly after the Kurdistan regional parliament’s presidency board announced the nomination of five candidates for the top job.

The five nominees include outgoing KRG Prime Minister Nechirvan Barzani, Omed Abdulsalam, Mohammed Hamasalih, Rebwar Aziz Mustafah, and Hiwa Khidir Abdullah.

Nechirvan Barzani, nephew of former president Masoud Barzani who resigned in October 2017, is widely expectedto secure the job with 90 votes in the 111-seat legislature. 

Paul Landry, head of the French Cultural Institute, said the greatest challenge facing the Region’s next president is “preserving” the territorial unity of the Region.

Mamand Rozha, head of Rudaw’s Research Center, agreed that the primary challenge for the next president’s rule is the current division of the Region, mainly caused by party control over armed forces.

“The first duty of Kurdistan Region’s president in these coming four years is for the constitution to be passed through the parliament,” argued Rozha, who said this would help to further unify the Region.

Dr. Mohammed Askar, a Saudi political expert, agreed the next president faces “truly difficult tasks” in addressing Iraq’s unity, maintaining the unity of the Region, and establishing connections with the Kurdish populations in Iran, Syria, Turkey, and the diaspora.

The Kurdistan Region provinces of Erbil and Duhok are dominated by the Kurdistan Democratic Party (KDP), while Sulaimani and Halabja are dominated by the Patriotic Union of Kurdistan (PUK). Both command Peshmerga units, which champions of reform say undermines the Region’s democratic institutions. 

The two parties were locked in negotiations since the September 30 parliamentary election to strike a power-sharing deal. Failure to reach a compromise could have seen the Region geographically break in two. 

Dr. Nadim al-Jabiri, previously head of the Islamic Virtue Party (Fadhila) of Iraq, argued that the main task for the regional president is to mend relations with Baghdad.

He warned the condition of the relationship between the center and the Region is still vague. The main issue is Baghdad’s urge for centralization and in the Region’s impulse for decentralization.

The “growth” of a nationalist Kurdish project towards independence both among the ruling elite and the population is one side of the problem, while an urge for authoritarianism in Baghdad is the other side of the problem, Jabiri said.

“That is the main problem in my opinion … Reassuring messages need to be sent to Baghdad,” he added.

Relations between Erbil and Baghdad hit their lowest ebb in the immediate aftermath of the Kurdistan independence referendum in September 2017. Tensions had already been running high in a spat over the Region’s independent oil sales, which had led Baghdad to scrap Erbil’s share of the federal budget. 

Angered by the vote for independence, Baghdad imposed an embargo on the Region’s international airports. Then in October 2017, Iraqi forces and Iran-backed paramilitias seized control of the territories disputed between the federal government and the Kurdistan Region, including oil-rich Kirkuk. 

Relations have since thawed and improved dramatically since Adil Abdul-Mahdi became Iraqi prime minister.

The Regional president is the highest executive authority in the Region and is the commander-in-chief of armed forces. For the first time in the Region’s history, the president will be elected by the parliament and not by the electorate

The Kurdistan Regional Government is expected to be formed in mid-June, after the selection of the region's president, said Safeen Dizayee, Kurdistan Regional Government (KRG) Spokesperson.

The names of candidates who applied for the post of the president of the Kurdistan region will be checked, Dizayee said, noting that this process will last for a week.

The Kurdistan Parliament will then vote on the names of the candidates, then the chosen candidate will be sworn in as president, the spokesman said.

After the new president starts his work, he will assign the prime minister to form the new government, Dizayee said, stressing that the prime minister-designate would only be given one month to form the government.

Deputy head of the Kurdistan Regional Government Qubad Talabani will head the government until the new government is formed, added the spokesman.

"Parliament of the region will meet early next week to elect a new president of the region from among the five candidates for the post," said Rep. Rifwar Babakai, a member of parliament for the Kurdistan Democratic Party. 
He stressed that "the decision will be for our candidate, Nigervan Barzani, who has more than 90 votes in parliament under political agreements, and at the same meeting will be assigned to the candidate of prime minister and give a deadline of thirty days to provide his cabinet." 
Babekai pointed out that "all things are okay and there is no obstacle to the formation of the government, and will be submitted more than 3 names for each ministry so that the Prime Minister to choose the most appropriate."

MP: Kurdistan lawmakers to vote on presidential nominees ‘next week’

ERBIL (Kurdistan 24) – The Kurdistan Region's parliament will soon hold a session to elect a candidate to the recently-reactivated post of the regional presidency, a lawmaker said Thursday.

Lawmakers will convene “next week” to vote in the region's next president, MP Zana Khalid told Kurdistan 24 on Thursday. Khalid is a member of the Kurdistan Democratic Party's (KDP) caucus in the legislature. 

It has been almost eight months since the Kurdistan Region held its parliamentary election on Sept. 30, with the KDP securing 45 seats in the 111-seat legislature. The Patriotic Union of Kurdistan (PUK) and Gorran came in second and third place with 21 and 12 seats, respectively. 

The presidential candidates are incumbent Prime Minister Nechirvan Barzani, Umed Abdulsalam Qadir, Mohammed Hama-Salih Omar, Rebwar Aziz Mustafa, and Hiwa Abdullah Khidir. Resumes for all five will be officially handed over to parliament for lawmakers to review at least 48 hours before the vote is to take place.

The nominations came after lawmakers approved a draft bill on May 8 entitled, “The Reactivation of the Office of the President of the Kurdistan Region – Iraq and Amending the Method of Electing the President till the Ratification of a Constitution.”

The key provision in the new law outlines how the president is to be elected. Until now, the position was chosen directly by the people through a popular vote. The amendment, however, changes the mechanism and instead hands the vote to the parliament, where the winner must achieve a 50+1 majority.

Once lawmakers elect a candidate, the presidential office will be inaugurated for the first time since its suspension in late 2017. According to Khalid, this will take place following the post-Ramadan holiday of Eid Iftar which will conclude in the first week of June.

The leading KDP previously stated that Nechirvan Barzani is their sole candidate for the post of the regional president, who it is expected will secure roughly 90 votes due to agreements his party has signed with the PUK and Gorran, as well as additional smaller minority parties.

Following this, the new president is charged with calling on the largest parliamentary coalition to present their nominee for the post of the next regional prime minister, for which the KDP favors incumbent security chief Masrour Barzani. He would then be required to form a cabinet within a month from being approved by parliament.

The Council of Ministers of the Kurdistan Region, on Thursday, a decision to cancel the previous decision to transfer the grades of the special staff of the Patriotic Union of Kurdistan working in the presidency of the Kurdistan Region.

A statement issued on the website of the PUK said that the decision to transfer the grades of the employees of the National Union of Kurdistan in the Office of the Presidency of the Kurdistan Region to other ministries in the provincial government has been canceled.

He pointed out that after the President of the Office of the Presidency of the provincial government on May 12 issued a book number 319 B, the text of the transfer of 28 employees of the National Union to other ministries in the provincial government, which had many reactions, issued on Thursday, May 23 A decision to cancel the transfer decision, and is scheduled to remain the staff referred to in their former places and were informed of their permanence as of next week.

The Presidency of the Parliament of Kurdistan, announced last Sunday, the names of the five candidates for the post of President of the Kurdistan Region, they are each of Nigirvan Idris Mustafa Barzani, Omid Abdul Salam Qadir, Mohammad Hama Saleh Qadir and Ripwar Aziz Mustafa and Hawa Abdullah Khader.

It is noteworthy that the Prime Minister of the current Kurdistan Region, Nechirvan Barzani, is the candidate of the Democratic Party of Kurdistan for the presidency of the region, and enjoys broad support from the other parties.

After his election, the president of the region will mandate the prime minister to form a government within 30 days.

ERBIL (Kurdistan 24) – The Kurdistan Parliament’s leadership announced lawmakers were to attend Tuesday’s session to elect a new President for the autonomous Kurdistan Region. 

Five candidates have been presented or nominated for the key executive post.

“The new president will not take their oath on the same day they are elected by a 50+1 vote by lawmakers. It will happen after the Eid al-Fitr holidays, and will be marked by a special ceremony,” Umed Khoshnaw, the head of the leading Kurdistan Democratic Party (KDP) parliamentary faction, told Kurdistan 24 on Saturday during a live interview.

It has been almost eight months since the Kurdistan Region held its parliamentary election, with the KDP securing 45 seats in the 111-seat assembly. The Patriotic Union of Kurdistan (PUK) and Gorran came in second and third place with 21 and 12 seats, respectively.

The candidates to the presidency are incumbent Prime Minister Nechirvan Barzani, Umed Abdulsalam Qadir, Mohammed Hama-Salih Omar, Rebwar Aziz Mustafa, and Hiwa Abdullah Khidir.

KDP lawmakers previously stated that Nechirvan Barzani was their sole candidate for the post, and he is expected to secure roughly 90 votes thanks to agreements his party has signed with the PUK and Gorran, as well as smaller minority parties.

On May 8, lawmakers passed a draft bill entitled, “The Reactivation of the Office of the President of the Kurdistan Region – Iraq and Amending the Method of Electing the President till the Ratification of a Constitution.”

Key provisions in the new law outline how the president is to be elected. Until now, the position was determined directly by the people through a popular vote. The amendment, however, changed the mechanism, and instead hands the decision-making process to the parliament, where the winner must achieve a 50+1 majority.

Once lawmakers elect a candidate, the presidential office will be inaugurated for the first time since its suspension in late 2017.

Following this, the new president will be charged with calling on the largest parliamentary coalition to present their nominee for the post of regional prime minister, for which the KDP favors the current Chancellor of the Kurdistan Region Security Council (KRSC), Masrour Barzani. He would then be required to form a new cabinet within a month of being approved by parliament.

In November 2017, then-President Masoud Barzani announced he would end his already-extended term in the aftermath of the referendum on independence and as Kurdish parties failed to agree on a date for regional elections. Since then, the Kurdistan Region Presidency have been suspended and powers of the president have been delegated to the prime minister, parliamentary speaker, and the regional judiciary.

The Patriotic Union of Kurdistan (PUK) put a condition for voting on the candidate of the Kurdistan Democratic Party (KDP), Nechirvan Barzani, to head the Kurdistan region in the Kurdistan parliament session next Tuesday.

"The bloc's vote on the post of president of the Kurdistan region depends on the commitment of the Kurdistan Democratic Party to implement the terms of the political agreement concluded between him and the National Union," said the deputy of the National Union bloc in the provincial parliament, Sarko Azad, on Sunday. "The bloc will not participate in the vote on the post of president of the Kurdistan region without the commitment of the Democratic Party to agree to resolve the post of governor of Kirkuk of the Patriotic Union of Kurdistan." He added that "the vote of the Patriotic Union of Kurdistan is dependent on the commitment of the Kurdistan Democratic Party to implement the terms and paragraphs of the political agreement." "We are in the bloc waiting for the guidance of the Political Bureau of the Patriotic Union of Kurdistan," pointing out that "special decrees will be held on the hall (Saad Abdullah) after Eid al-Fitr to elect the President of the Kurdistan region." He stressed that "the naming of the President of the Kurdistan region officially will be on June 10 next."

The Presidency of the Parliament of Kurdistan has sent a call today to the deputies of parliament to attend its regular session at exactly 11 o'clock next Tuesday, to announce the candidates and the election of the President of the Kurdistan Region in accordance with the provisions of articles 5 and 6 of the first paragraph of Article 4 of Law No. 1 of 2019 Activate the institution of the presidency of the Kurdistan region and amend the mechanism of electing the president until the ratification of the Constitution.

It is noteworthy that a member of the Parliament of Kurdistan from the National Union bloc (Hauri Mulla Star) had announced in a press statement earlier, that is scheduled to participate in the National Union bloc in the parliament session on Tuesday, adding that the bloc waiting for the decision of the Political Bureau and the Council leadership on the vote on the election of the President Territory.
