KDP and PUK Sign Final Political Agreement on New Cabinet
 

ERBIL — Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) inked a new political agreement on Sunday to lay the ground for the formation of the new government.

The deal came after months of meetings which were concluded on Sunday when a high-level KDP delegation visited Sulaymaniyah to meet with PUK leadership.

The agreement was was signed by KDP deputy president Nechirvan Barzani and PUK’s deputy secretary general Kosrat Rasoul.

The two officials both emphasized that the deal was a landmark progress in forming the new government after more than seven months from the last parliamentary election.

They also noted that the Kurds will succeed only if united.

“After a long time, we have reached an agreement on the roadmap for the new government of Kurdistan Region… It is important that the deal is reached through talks and mutual understanding,” Barzani said.

The KDP delegation met with Change Movement (Gorran) earlier the day where they said no obstacles remain in the process of government formation.

Barzani said the KDP, PUK and Gorran are all winners in the talks as their shared goal is to help the political process succeed.

Navira I almost agree Lol. PP just posted an article that alludes to it ending in May and early June. I read that the session lasts around 105 days. Too early for me to do the math but I'm hoping that these guys do what they said they would. That would be so good for all of us.

Here to hoping for an expeditious end to this more than decade long ride.

SULAIMANI, Kurdistan Region – The Kurdistan Democratic Party (KDP) has reached a final understanding regarding the next Kurdistan Regional Government (KRG) in separate deals signed with the Change Movement (Gorran) and the Patriotic Union of Kurdistan (PUK) in Sulaimani on Sunday. 

 

Nechirvan Barzani, leading a delegation from the KDP, arrived in Sulaimani on Sunday morning to meet with the PUK and Gorran, hoping to end months of discussions over the formation of the next government. 


“We have reached an understanding and we hope that in the next few days we will start the process of forming the next cabinet by initially reviving the Kurdistan presidency law,” KDP spokesperson Mahmoud Mohammed told reporters Sunday afternoon after the meeting between his party and Gorran. 

The KDP first reached a deal with Gorran in February with Gorran agreeing to enter the government and pushing a package of institutional reforms. 

“We have emphasized that the main issue in this agreement is reform in every field of power, administration and governance in particular in the unification of the Peshmerga force and Interior [Ministry] forces as well as the independence of the judiciary system,” said Gorran spokesperson Shoresh Haji at the Sunday press conference in Sulaimani.

Another of Gorran’s priorities is amending the presidency law, calling for the president to be elected by parliament not a public vote. 

The government-formation process has dragged on for more than seven months. Parliamentary elections were held on September 30, 2018, with the KDP coming out on top, winning 45 seats in the 111-seat legislature, but not securing an outright majority. It has spent more than half a year trying to build a governing coalition with the PUK, which won 21 seats, and Gorran, which has 12 seats. 

After signing its agreement with Gorran, KDP then arrived at a similar pact with the PUK in March, but disagreements over distributing cabinet positions lingered. Gorran and PUK also disagreed over the president's deputies. 

PUK, which shares control of the security forces with the KDP, wanted the creation of a second deputy president who would be responsible for military affairs. Gorran, which does not have an armed force, objected, arguing that the new post would be a financial drain and, if created, should be solely an administrative position.

Speaking on Sunday, Haji said that, amid the disputes, forming the government must be the priority, for the sake of the people and the market. 

"The interest of the Kurdish people and the revival of the bazaar is our main responsibility and we believe, given the circumstances which the wider region is facing, the sooner the government is formed is in the interest of the Kurdish people and the bazaar,” he said. 

KDP’s Mohammed thanked Gorran “for being understanding in relation to our agreement.”

 

Gorran, which formed as a breakaway group from the PUK and has had on-and-off relations with its parent party, is depending on the KDP to bring the PUK on board. 


“For a few months, we have not had any official relations with the PUK. Unofficially maybe we have received some messages, but there have been no official contacts,” Shunas Sherko, an official with Gorran’s diplomatic relations department, told Rudaw TV after the press conference. 

“We hope that the PUK and Komal (Kurdistan Islamic Group) take part in the next cabinet, but given that the KDP is the main winner of the last election it is their responsibility to approach these parties,” he said.

ERBIL (Kurdistan 24) – The Kurdistan Region’s top parties, the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK), on Sunday inked a final deal on the government formation to end gridlock on ministerial posts.

In the presence of many senior party members from both sides, the agreement was signed in Sulaimani by the deputy leader of the KDP, Nechirvan Barzani, and the acting Secretary-General of the PUK, Kosrat Rasul.

The two leaders praised the people of Kurdistan for their patience and expressed their hope that the new Kurdistan Regional Government (KRG) cabinet will bring more economic prosperity and positive development to the autonomous Kurdish region.

The agreement came hours after meetings between a KDP delegation with members of the Gorran movement and the PUK.

The designation of posts in the new KRG cabinet was one of the main reasons the government formation had been delayed despite the aforementioned parties having signed prior deals.

The KDP previously signed separate agreements with the PUK and Gorran that were described as final deals. However, disagreements grew after the PUK demanded additional posts in the cabinet, a move which also strained relations with Gorran.

The Kurdistan Region held its parliamentary election on Sept. 30, with the KDP securing 45 seats in the 111-seat legislature. The PUK and Gorran came in second and third place with 21 and 12 seats respectively.

The KDP has already nominated Masrour Barzani, the current Chancellor of the Kurdistan Region Security Council (KRSC), as their candidate for prime minister who will form the new regional government’s cabinet. Nechirvan Barzani, the current prime minister, has also been nominated as the KDP’s candidate for the newly-reinstated post of President of the Kurdistan Region.

The Gorran Movement (literally: Movement for Change) (Kurdish: Bizûtinewey‌ Gorran / بزووتنەوەی گۆڕان‎) or just Gorran (Change) is an Iraqi Kurdish political party[3] under the leadership of Omar Said Ali, founded in 2009 by Nawshirwan Mustafa. Gorran is the third largest political party by votes after the Kurdistan Democratic Party and Patriotic Union of Kurdistan.

According to the BBC Gorran had "already shaken the political landscape in Kurdish areas" in March 2010.[4] support for the Movement for Change "stems from the simple fact that it is the new, dynamic, fresh option in Kurdistan"[5] and its "calls for an end to monopoly control of power".[6] One of Gorran's main objectives is to "uproot rampant corruption".[7] The party is particularly popular with the youth of Kurdistan and campaigns against patronage.[8] It consists of a mix of (former) PUK/KDP members, Peshmerga, and academics.[9] Gorran supporters have often faced "violent intimidation".[10] Gorran have stated in The Economist that "the KDP and PUK have done a poor job of promoting the Kurds’ interests at the federal parliament in Baghdad".[11] The party in the 2009 and 2010 elections "won in the city and the province of Sulaimaniyah".[12]

The Change List won a total of 25 seats in the July 2009 elections,[13] making it the second-most successful list in the election after the Kurdistani List. The party viewed the election results as a huge victory. The movement's platform for the 2009 election was to de-politicise the regional government, strengthen the judiciary, limit political interference in the economy and make the budget more transparent. Supporting federalism for Iraqi Kurdistan, it said disputes with the central government could be solved through dialogue based on the Iraqi Constitution.[14] Considered to be the main opposition to Kurdistan List, particularly in areas dominated by the Patriotic Union of Kurdistan. The campaign focused on addressing what it sees as corruption undertaken by the Kurdistan Democratic Party and Patriotic Union of Kurdistan. It managed to win eight seats.

2013 Iraqi Kurdistan parliamentary election and 2014 Iraqi parliamentary election

Gorran won 24 seats[15] in the 2013 Iraqi Kurdistan parliamentary election and 9 seats[16] in the 2014 Iraqi parliamentary election.

2011 Kurdish protests in Iraq

In 2011 the party called for the resignation of the Cabinet and the disbanding of the Kurdistan Regional Government during the protests in Kurdistan that followed the 2011 Egyptian protests.[17] This was accompanied by protests against the Kurdistan Regional Government and the Kurdistan Democratic Party.[18][19][20] Some[who?] have criticized the party for causing unnecessary unrest, arguing that there is no need for the Kurdish government to step down.[21] Amnesty International and the Human Rights Watch have urged protests to be allowed. February 17, 2011, Human Rights Watch reported security guards firing on protesters in Sulaimaniya, killing at least one person and wounding more than 33 others after the crowd threw rocks at the political headquarters of the KDP.[22] Since there were shootings which led to deaths, Amnesty International and Human Rights Watch called for an independent investigation into the killings.[23][24][22]

Gorran under Omar Said Ali

Following death of the party leader, Nawshirwan Mustafa, in May 2017 an internal ballot was held to elect a new leader Omar Said Ali and six other executive assembly members.[25]

2018 Iraqi Kurdistan parliamentary election and 2018 Iraqi parliamentary election

Under the new leadership of Omar Said Ali, Gorran failed to present a lasting challenge to the KDP-PUK duopoly[26] and the movement’s popularity has been declining[27], as a result Gorran suffered a harsh blow winning only 12 seats in the 2018 Iraqi Kurdistan parliamentary election and only 5 seats 2018 Iraqi parliamentary election,[28] the total number of votes for Gorran has shrunk by 60 percent since the previous elections,[29] Gorran has lost a significant number of followers and prominent members[30]. Gorran officials are also concerned to an extent about the future of the party, saying it “faces a deadly failure”[31] and has been dogged with infighting[32]. Gorran leadership were criticised for their handling of the referendum, they had initially opposed the timing of the referendum but eventually supported holding it in September 2017 amid intense political pressure[33]. New Generation, a movement founded by Shaswar Abdulwahid, has taken in Gorran defectors[34], New Generation has been described as stepping forward as Gorran has fallen back [35].

The biggest crisis facing Gorran and the source of many of its recent failings and resulting loss of popularity, is the ongoing dispute over the parties assets worth hundreds of millions of dollars which include shares in several ongoing projects including Gasin cement company and metro supermarket as well as 305,000 square meters of land property including Gorran party headquarters[36] which were secretly seized by Nawshirwan Mustafa's two sons after his death during the funeral while party supporters were in mourning.[37] The brothers’ ownership of the property is seen by many in a negative light and drew allegations of hypocrisy[38] and nepotism, one of the things Gorran was established against.[39] The decision caused a public and political backlash when it was exposed in the independent newspaper Awena,[40] and a growing number of middle- and high-ranking officials as well as grass-roots supporters are adding their voices to the uproar within the party.[41] Mariwan Kanie a former supporter of the party has said their claims have damaged the principles of the party and this issue could lead to a disaster which will bring Gorran to its political end.[42]

As a result of Gorran's political direction and subsequent failings after the death of Nawshirwan Mustafa, the party is now spilt between two main rival factions, the first faction which is responsible for all decisions post 19th May 2017 and is seen as wanting to turn Gorran into a family based party is led by Omar Said Ali, Mustafa Said Qadir, Mohammad Tofiq Rahim and Nawshirwan's two sons, the second faction which rejects Gorran becoming a family based party is led by Othman Haji Mahmud, Qadir Hagi Ali, Aram Ahmad and Abdulay Mala Nuri.[43]

Latif Sheikh Omar, spokesman for the Patriotic Union of Kurdistan, Sunday, not to resolve the names of candidates for ministerial positions in the new government. 
"The share of the Union in the government's ninth cab, 6 ministries, in addition to the post of Speaker of the Parliament of Kurdistan and Vice-President of the Kurdistan region and a number of other bodies and undersecretaries of ministries," Sheikh Omar said in an interview conveyed to his party's media and received a copy of the report. 
He added that "his party has not yet decided the name of any candidate for the new government positions," pointing out that "the resolution of nominations will not be a hindrance, and the Union will meet to resolve the names of candidates for ministries in the ninth government cab." 
On the PUK's share of the new ministries, Latif Sheikh Omar said that "the ministries of Peshmerga, higher education, agriculture, planning, sports and culture, and minister without portfolio, share the Patriotic Union of Kurdistan."

Not trying to be negative cause this is great news but, I as well as many others here, have been on this ride far too long to think this is gonna be the catalyst that makes it pop.

Sit back, enjoy Ramadan and let's see what happens towards the end of May and into June. I did read an article here that stated that the exchange rate would be liberalized by the end of the second legislative session, which started on March 2 and is around 105 days long.

I'm seeing a window between now and the middle to end of June.

And the activation of the Presidency of the Kurdistan Region ends an important stage in the process of forming a regional government, and after the election of the President of the Kurdistan Region, the candidate for the presidency of the provincial government to submit his proposed cabin to parliament within 30 days only.

The National Union of Kurdistan, on Sunday, the nature of the positions that will receive in the new government in the province, denying at the same time that has been resolved the names of candidates for those positions. 
Party spokesman Latif Sheikh Omar said in statements to sites close to his party that the National Union will receive six ministries, as well as the receipt of positions of the President of the Parliament of Kurdistan and vice-president of the region and Vice-President of the provincial government and a number of bodies and agents of ministries. 
"So far, they have not given a definite name to the ministries and ministries," he said. "But this is not a problem, and when necessary, they will give names to those positions in the new government."
On the ministries that have become part of the Patriotic Union, he stressed that it is the ministries of Peshmerga, higher education, agriculture, planning and culture and the Ministry of one province, in addition to a number of agencies of ministries and bodies, pointing out that in order to resolve positions and ministries, the political bureau and the leadership council will hold a meeting in this regard. 
He said that in addition to signing the agreement with the Democratic Party, there are a number of other details that have not been discussed, pointing out that it will be discussed during the formation of the government. 
On Sunday afternoon, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) in Sulaymaniyah reached an agreement to form the new government. 
The agreement came after rounds of meetings and talks between the parties, ended with the official agreement that was between the Barzani Nechirvan Democratic Party, and Kuzrat Rasul on the Democratic Union.
He went on holding the legislative elections in the Kurdistan Region more than seven months, and it is the signing of the agreement to push the approval of the Parliament of Kurdistan on the law to amend the presidency of the region, where this is the most important towards the formation of the new provincial government. 
The Kurdistan Democratic Party gets 45 seats in the Kurdistan Parliament, followed by the Kurdistan National Union with 21 seats, then the Change Movement, and the other Kurdish parties. 
The Democratic Party was pleased with Barzani to head the new government, and Nijervan Barzani as head of the region.
