The Patriotic Union of Kurdistan (PUK) has urged a unified Kurdish front in the Kirkuk provincial elections.

In remarks, Arez Abdullah, a leading member of the PUK, said "we have no choice but to participate in the provincial elections, especially in Kirkuk, but we think that it is better for the Kurdish parties to take part [in the elections] as a unified Kurdish front to have a stronger presence.”

Meanwhile, the Kurdistan Democratic Party (KDP) said it would not participate in the vote, unless the situation is normalized in the province.

Khasro Goran, a KDP official, said "the KDP is ready to take part in the elections at any time, but the situation in Kirkuk is different and we cannot make any steps towards elections unless the situation is normalized.”

Baghdad:

Kurdish MP Najibah Najib revealed on Tuesday the existence of a political agreement between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan to distribute all ministerial and administrative posts in Baghdad and Arbil and to end the state of differences between them.

Najib said in an interview that "there is an agreement between the parties Barzani and Talabani on the distribution of all ministerial administrative positions between the parties to end the situation of disagreement between them and other Kurdish political forces."

"According to the agreement, the Patriotic Union of Kurdistan will receive the Ministry of Justice and other administrative positions will be distributed among the Kurdish parties, both at the level of the central government or the new Kurdistan Regional Government."

ERBIL (Kurdistan 24) – The Kurdistan Region’s Parliament on Wednesday postponed a session for the third reading to approve the amendment of the presidency law, which allows the president to be elected inside the parliament rather than by the people.

The session has been delayed for three days as the legal committee demanded the bill be drafted “in better and clearer language,” Jalal Mohammed, the decision-maker of the committee, told Kurdistan 24 on Wednesday.

Another lawmaker, who asked to remain anonymous, told Kurdistan 24 the postponement of the third reading session is related to disagreements about the bill between the Patriotic Union of Kurdistan (PUK) and Gorran (Change) movement.

The leading Kurdistan Democratic Party (KDP) and Gorran previously agreed that the latter party would receive the post of vice-president of the Kurdistan Region.

“Now, the PUK demands another deputy is added for the president post, and that it be given to them,” the lawmaker said. “Gorran rejects this idea.”

Signed by 68 lawmakers, the introduction of the legislation came on March 28 to reinstitute the suspended post of regional president and amend the method of its election until lawmakers ratify a regional constitution.

Following the required three readings of the bill, lawmakers would vote on the passage of all of its articles. Upon approval, the parliament would then have the authority to elect a president.

In the past, the Kurdistan Region has held separate elections to select a president, but parliament seeks to alter this process temporarily in hopes to facilitate the formation of a new regional government.

According to the stated plan, this process would continue until parliament is able to ratify its constitution for the Kurdistan Region, which would outline the official procedure for appointments to the post and the powers it would wield.

The regional presidency was suspended in November 2017 when then-President Masoud Barzani announced he would end his already-extended term in the aftermath of the referendum on independence and as Kurdish parties failed to agree on a date for regional elections.

Since then, the powers of the president have been delegated to the prime minister, parliament speaker, and the regional judiciary.

Once a new president is elected, he would call upon the leading coalition to name its candidate for prime minister – for which the KDP has nominated the region’s incumbent security chief Masrour Barzani – who would then go on to form the future regional government.

In late September, the Kurdistan Region held its parliamentary election as parties competed for representation in the 111-seat parliament. The KDP won the election, securing 45 seats, followed by the PUK with 21 seats, and Gorran with 12.

ERBIL, Kurdistan Region – Rivalry between old foes the Patriotic Union of Kurdistan (PUK) and Gorran has dragged out negotiations on the formation of the next Kurdistan Regional Government (KRG). "We have no other option besides reaching agreement," Qubad Talabani said on Thursday at the opening ceremony of the 22nd annual Galawej Festival. 

Talabani, deputy prime minister in the outgoing government, topped PUK’s list in the election and received the most votes of any candidate in the September 30 election. He is the son of PUK founder and beloved Kurdish leader Jalal Talabani and was speaking at the festival organized by veteran PUK official Mala Bakhtiar. 

"The festival takes place in spring, a season of bad and happy times for the Kurdish nation. This should encourage us to rise above disagreements and work for national and service questions," he told the crowd of mainly intellectuals, adding the government should be formed soon. 

The Kurdistan Democratic Party (KDP) won the election, but failed to secure an outright majority. It has signed agreements with second place PUK and third place Gorran for a coalition government, but still cannot bring its two allies to the table together. 

The main stumbling block is over control of the security sectors, which are effectively controlled by KDP and PUK – not the government – as both parties have their own forces. The PUK recently said it wants to see the creation of a second vice presidency position that would oversee military affairs. The president is the commander-in-chief of the armed forces. 

Jaafar Sheikh Mustafa, head of PUK’s Peshmerga, has vowed that his forces won’t take orders from a Gorran vice president. 

KDP spokesperson Mahmoud Mohammed told Rudaw that in a recent party meeting, they agreed to the idea of two vice presidents. "In the meeting, we have had no issue with adding it or not," he said, but added the issue should be broached through negotiation and not ultimatums. 

Nechirvan Barzani, KDP’s nominee for president, and his cousin Masrour Barzani, KDP’s nominee for prime minister, were both present at the meeting. 

What the KDP does take issue with, however, is dragging out the process. "Both sides should be considerate of the situation, that further delay is not in the interest of the Kurdistan Region," Mohammed said. 

According to information Rudaw has obtained, Nechirvan Barzani has met with the leadership of both PUK and Gorran, asking them to stop hampering political negotiations. 

While Talabani sounded conciliatory in his speech on Thursday, PUK has not publicly stated whether or not they are ready to ease up on their demands. They have previously rejected the offer of a second deputy for the prime minister. 

Gorran, which initially rejected outright the PUK’s proposition for a second deputy president, seems to be mellowing, albeit with conditions.

"If they insist on this position, then maybe we will, for the sake of the interests of the people, agree to a second vice," Hemin Sheikhani, member of Gorran's National Council, told Rudaw this week.

Gorran, which has no armed forces, has traditionally advocated for abolishing party control of the Peshmerga and Asayesh (security forces). No "single party" should be holding two senior security positions, said Sheikhani, referring to PUK’s desire to hold the Peshmerga ministry in addition to the new vice presidency. 

The second vice president should have administrative roles instead, he said. 

The KDP is losing patience with its would-be coalition partners. Head of the party, and former president of the Kurdistan Region, Masoud Barzani said earlier this month that there is “no justification” for further delays.

The spokesman for the Union, Latif Sheikh Omar, said that "the Political Bureau of the Patriotic Union of Kurdistan, will hold its regular meeting in the city of Sulaymaniyah."

MP from the Patriotic Union of Kurdistan bloc in the parliament of Kurdistan, Abbas Fattah, Saturday, that the parliamentary blocs are waiting for an agreement between the political parties on the formation of the new government in the region to hold a meeting of the Kurdistan Parliament. 
Fattah said that "there is no official date for the convening of the parliament of Kurdistan to vote to reactivate the institution of the presidency of the Kurdistan region." 
He added that "the parliamentary blocs are waiting for an agreement between the political parties on the formation of the new government in the Kurdistan region." 
Fattah said that "the legal committee has completed the legal procedures for the draft law to activate the institution of the presidency of the Kurdistan region, and is waiting to set a date for the meeting of the Parliament of Kurdistan to view the project to read the third and vote on it."

KDP, Gorran to Hold “Decisive” Meeting on New Government
 

ERBIL — Kurdistan Democratic Party (KDP) and Change Movement (Gorran) are expected to meet during the coming week and hold “decisive” talks on the formation of the new government, a lawmaker said.

The meeting will come after more than six months since the last parliamentary election, in which the KDP emerged victorious with 45 seats, the PUK (Patriotic Union of Kurdistan) took the second place with 21 seats, and Gorran came in third place with 12 seats.

“There is also a high possibility for the [Kurdistan] parliament to convene the coming week and vote on the amendment to the Presidency Law,” said MP Reving Harouri.

He explained to BasNews that KDP, PUK and Gorran will possibly reach the final agreement before the parliamentary session.

The PUK and Gorran are in dispute over the position of deputy president of Kurdistan Region. The KDP has suggested having two deputies for the next president each of which will go to one of the parties.

However, Gorran insists that the second deputy for PUK should have very limited and ceremonial power, while the PUK says Gorran cannot enjoy power in the position especially over the Peshmerga affairs.

The KDP has signed political agreements separately with both sides, but it will seemingly ink other deals to resolve the situation.
