(Baghdad: Al-Furat News) The Parliament of Kurdistan held its regular session on Wednesday.
The meeting followed the agreement of the Patriotic Union of Kurdistan and the Kurdistan Democratic Party on the formation of the new government in the Kurdistan region. 
A source in the National Union bloc in the parliament of Kurdistan said that the talks between the two sides lasted more than 12 hours, adding that the two sides agreed to form a new government, confirming the conditions of the National Union in the new government. 
He added: According to the agreement, the PUK bloc participated in the parliament session of Kurdistan, on the amendment of the law of the presidency of the Kurdistan region. 
In a related development, a senior official of the Patriotic Union of Kurdistan: a new ministry will be added on behalf of "the provincial ministry for the affairs of Baghdad," pointing out that the National Union will get three ministries of the President.
He added: "Nigirvan Barzani, deputy chairman of the Kurdistan Democratic Party and the candidate for the post of president of the Kurdistan region, made great efforts to reach an agreement, so as to expand its powers throughout the Kurdistan region. Ended

ERBIL, Kurdistan Region – The political deadlock preventing the establishment of a new government in Erbil may finally be over as the Region’s two biggest parties reportedly struck a deal.

Details of the latest agreement between the Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP) will be released on Wednesday evening, PUK spokesman Latif Sheikh Omer told Rudaw, confirming the party will participate in the next parliamentary session. 

The announcement came just hours after KDP leader Masoud Barzani warned his party will not wait any longer for an agreement and would soon press ahead with forming a government alone. 

“Now we have reached a stage where we can’t wait and there is no justification for doing so. The time for waiting has ended,” Barzani told a ceremony inaugurating a book fair in Erbil on Wednesday. 

“We hope the government is formed by all the winning parties. But frankly, from today onwards, we will not wait any longer. We will form the government soon,” he added.

Efforts to form the new cabinet have dragged on for months as rival parties squabble over their share of power in the new government.

The KDP emerged as the biggest party in the September 30 parliamentary election securing 45 seats – just shy of an outright majority in 111-seat chamber. 

The PUK secured 21 seats and the Change Movement (Gorran) 12.

The three parties may now have achieved consensus on who will hold the top jobs and ministries of government.

Mosul ferry disaster 

Speaking in Erbil, Barzani also commented on the recent ferry disaster in Mosul, in which more than a hundred people died when their boat capsized in the Tigris River on March 21.

“This disaster was the result of bad situations in Mosul along with its system and bad security conditions, especially after its liberation,” he said, describing the incident as “a national and humanitarian disaster which shook our hearts.”

Barzani said Mosul was “left with an unknown fate after its liberation,” adding “the focus was unfortunately on how the money allocated for the reconstruction of Mosul should be distributed and how the parties should distribute the money rather than spend it on services and the reconstruction of Mosul.”

Mosul was under the rule of the Islamic State group (ISIS) for three years. The battle to retake the city left much of it in ruins.

Despite its territorial defeat, Barzani warned ISIS still poses a threat to the region. 

Ayad Allawi, a prominent Iraqi politician who was prime minister of the post-2003 transitional government, also attended the ceremony.

Echoing Barzani’s warning, Allawi said: “Iraq has seen military victory [over ISIS], but we haven’t fully achieved peace yet. There is still no peace between the main parties of Iraq.”

Allawi said Iraq has one chance remaining to overcome its challenges.

“It surely is the final chance for Iraq to succeed and for Iraqis to achieve their rights without discrimination and marginalization,” he said. 

“This government should stabilize Iraq.”

Erbil-Baghdad relations 

Barzani struck an optimistic tone about Erbil-Baghdad relations, which collapsed over independent oil sales and the Kurdistan Region’s referendum to break away from federal Iraq in 2017. He credited Iraqi Prime Minister Adil Abdul-Mahdi with salvaging the relationship. 

Having Adil Abdul-Mahdi as prime minister provides a new opportunity and this might be the final opportunity. That is why this opportunity shouldn’t be wasted,” Barzani said.

“We will seriously coordinate and cooperate with his Excellency Adil in order to resolve all the problems, not only problems between the Kurdistan Region and Baghdad, rather all the problems concerning every citizen,” he said.

Barzani also called for the constitution to be implemented and for Iraq to be truly democratic and federal.

ERBIL — The Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) reached a final agreement on the formation of the new government, an official confirmed on Wednesday.

A source from PUK, with knowledge on the issue, told Kurdistan 24 that his party agreed with KDP’s last proposal for the lineup of the next cabinet.

The two parties were in a political deadlock over the past few weeks as the PUK disagreed with its share of key positions in the government.

The PUK faction at the parliament, following the announcement, said it will attend today’s session which is to discuss an amendment to Kurdistan Region Presidency Law.

The amendment is aimed to reactivate the presidency, elect the new president at the parliament, and lay the ground for the formation of the new government.

ERBIL (Kurdistan 24) – The Kurdistan Region’s leading Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) reached an agreement on the formation of the new regional government after series of meetings between the two sides, a PUK spokesperson announced on Wednesday during a press conference.

The deal came on Wednesday after a phone conversation between KDP President Masoud Barzani and the acting leader of the PUK, Kosrat Rasul, according to Latif Sheikh Omar, the PUK’s spokesperson.

“We reached a joint and basic understanding regarding the role and share of the PUK in the Kurdistan Regional Government (KRG),” he told reporters.

The Kurdistan Region held its parliamentary election in late September as parties competed for representation in the 111-seat parliament. The KDP won the election, securing 45 seats, followed by the PUK with 21 seats, and Gorran with 12.

Omar mentioned that the two parties would officially sign a final agreement in the coming days.

According to the spokesperson, the PUK parliamentary faction attended the Kurdistan Parliament session on Wednesday for the first time to discuss the re-activation and amendment of the Kurdistan Region Presidency bill.

On Feb. 18, the leading party inked a 24-point agreement with Gorran and followed it up with an 18-point deal with the PUK on March 4, securing a cooperation agreement with both parties for the next four years.

The agreement between the KDP and the PUK on Wednesday came hours after Barzani delivered a speech at the 14th Erbil International Book Fair, stating that the KDP had given enough time to other parties regarding the formation of a new KRG cabinet.

We have reached a stage now where we can no longer wait, and there are no more excuses,” he said.

“The waiting time is over. Parliament will start enacting its programs, elect the president of [the Kurdistan] Region, and the new KRG cabinet,” Barzani added.

The KDP has already nominated Masrour Barzani, the current Chancellor of the Kurdistan Region Security Council (KRSC), as the prime minister to form the new KRG cabinet.

Parliament of Kurdistan raises its meeting after the completion of the second reading of the proposal to activate the presidency of the region
(Baghdad: al-Furat News) The parliament of the Kurdistan region ended its regular session held on Wednesday.
"The Parliament of Kurdistan in its fourth session for the first year of the fifth electoral cycle held today 3/4/2019, the second reading of the proposal to re-activate the Presidency of the Kurdistan region and amend the wording of the election of the President of the Territory until the ratification of the Constitution." 
After the legal committee followed the proposal and the report thereon, there was extensive discussion by members of Parliament on the paragraphs and articles of the proposal. Their observations and interventions confirmed the importance of consensus among all parties and this step is a good start for parliamentary work and the future of governance in the region. 
The Speaker of the Parliament then invited the Legal Committee to register those observations and proposals submitted by the members to enrich the proposal and prepare it in its final form for the purpose of presenting it to the vote and approving it at the next session.
After the meeting, Abdel-Sattar Majid, head of the Islamic Group in Parliament, said at a press conference that they had made their comments on the amendment of the law, expressing the hope that the vote on the bill at the next session of Parliament, taking into account the views and observations of all parties.

Political sources revealed on Saturday that Qubad Talabani will take over the post of deputy head of the new government of Kurdistan, while will take over the presidency of the provincial parliament of the region. 
The sources told Mawazine News that "Qubad Talabani will assume the post of deputy prime minister, while Rywaz Faiq, MP from the Union bloc, presides over parliament." 
The spokesman of the Union, Latif Sheikh Omar, said earlier that the leadership of the party will hold an urgent meeting at the weekend to formally nominate candidates for those portfolios and positions allocated to him, which will be in accordance with a mechanism depends on the voting.
