He added the Union has several leaders who have what it takes for the post.

fit

Parliamentary sources said that the dispute over the definition of "the largest parliamentary bloc" caused the lifting of the first session of the House of Representatives and postponed to Tuesday morning .

She explained that after the start of the session on Monday morning, September 3, the deputies withdrew the blocks of the rule of law and Fatah in addition to the deputies of the Kurdish Democratic Party and the National Union, and the failure of the Parliament to elect a president and two deputies as stipulated in its rules of procedure, in the competition of the political blocs, each claiming the majority Which has the right to form a new government .

Several parliamentary blocs have announced the most prominent of which are moving led by Moqtada al - Sadr and the victory led by Prime Minister Haider al - Abadi, on the eve of the first meeting of the formation of a coalition "reform and reconstruction" and said it would give them a majority in parliament , about 180 deputies, and hours later response bloc competitor , led by Chairman of the Alliance Conquest Hadi al - Amiri and Chairman Former Prime Minister Nuri al-Maliki said that they formed an alliance will be the largest bloc by 145 deputies .

But the disagreement that occurred during the first session is how to calculate the number of members of the largest bloc, the first camp believes that the number of members depends on the names that won the elections in the electoral list, regardless of the withdrawal of some of them later, while insisting the rival camp on the need to count the actual deputies Within the alliance of the largest bloc and that their personal signatures be adopted on the formation document of the largest bloc .

In the hours leading up to the first session of the parliament, some alliances witnessed a break in their contract, especially the "victory", which was withdrawn by the national security adviser Faleh al-Fayadh and some of his supporters and joined the rival camp .

Sources also reported that the National Coalition led by Iyad Allawi and the coalition of the decision led by Vice President Osama Najafi also witnessed some withdrawals towards the Amiri-Maliki bloc .

For his part, the legal expert Ali al-Rafi, that the Iraqi constitution or the rules of procedure of the House of Representatives did not go much in detail the definition of the largest bloc, adding that "the Constitution stated only that the largest bloc number is the cost of forming a new government ."

Al-Rafi'i expected that "the Federal Court will respond to the inquiry sent to it, by asking the two competing parties to send a list of the names of the joined deputies and their real signatures to resolve the dispute ."

But the response of the Federal Court may not end the dispute over the formation of the new government, according to al-Rifai, who believes that the court will issue an opinion and not a decision, and therefore will not be binding on the parties to the dispute .

He pointed out that the party affected by the opinion of the Federal Court to file a case to the same court in which a decision is required to issue a dispute and at that time the decision is binding and Bata and can not be challenged .

It is noteworthy that the Federal Court issued in 2010 a resolution to resolve the dispute over the definition of the largest bloc, which is entitled to form a government and stated at the time that it is a bloc that is formed within the parliament and not necessarily the winner in the elections, has taken the court's decision this after a dispute between the bloc winning in the 2010 elections The Iraqi coalition led by Iyad Allawi after it got 91 seats, while got the list of state law led by Nuri al-Maliki on 89 seats, where the coalition of state law then formed the government after its alliance with various Shiite forces and the formation of the National Alliance, which gathered about 140 deputies .
