Thanks Pitcher for your usual good input.  IMHO this sounds like another Iran directed attempt to promote and push through their Shiite cohorts in Iraq to take over the new government.  With those numbers it certainly includes at least their infamous "Thief in Chief" Maliki and his remnants of the State of Law.   I

(My bad, got cut off).  don't believe they have anywhere near 190 votes, especially with Sadr being a sworn enemy of Maliki.  Hell, just yesterday Sadr was calling out for Maliki to soon be brought up on trial for his crimes.

ERBIL (Kurdistan 24) – Influential Iraqi Shia figure Muqtada al-Sadr vows to restore political and popular opposition if the country’s political parties reject his 40 conditions for the new premiership.

Sadr, who also heads the election-winning Sairoon Coalition, warned in a statement on Thursday that he would consider political and popular opposition if Iraqi parties did not respond to his 40 conditions, calling them to join an alliance named “Saving the Nation.”

Regarding the recent wave of protests in Iraq, Sadr said timid steps had been taken to respond to peoples’ complaints. He also said there are attempts by corrupt parties to manipulate their power and politicize the protesters’ demands.

Addressing the people of Iraq, the Shia cleric noted the 40 conditions he presented to the political parties are meant to remove immoral people from power and replace them with brave, strong, and decisive ones who can prosecute the crooked.

He warned that some politicians are trying to keep the sectarian, ethnic-based government and distribute the country’s wealth among themselves.

Sadr vowed to use every possible effort to foil conspiracies against the people through the power they granted him from the popular vote as well as the 40 conditions.

“If the conditions are not met, I swear to God I will not partake in your sectarian government and division of wealth,” Sadr said, adding he would “take the path of constructive political and popular opposition.”

According to the document, Sadr set a deadline for the implementation of his 40 conditions and the demands of the protesters.

“The authentication of final elections results or 15 days is the deadline between me and [political parties]; after that, I will not allow any attacks on the protesters or disregard their demands.”

The results announced by the Board of Commissioners of the Electoral Commission, on Friday, that the leader of the Sadrist movement Moqtada al-Sadr retained the lead of the parliamentary elections held on May 12 after the manual counting of votes .

On August 10, 2018, the Independent High Electoral Commission (IHEC) issued the results of the manual counting ordered by parliament in June after widespread allegations of irregularities cast a shadow over the integrity of the electoral process .

The Commission said that the results of counting and manual counting in 13 of Iraq's 18 governorates are identical with the preliminary results .

Three months after the elections, winning parties are still negotiating the formation of the next ruling coalition, with no sign of an impending outcome .

The partial counting and sorting process was launched on July 3, following the decision of the Federal Court issued under the appeals submitted to the third amendment to the law of the elections of the House of Representatives voted on June 6 last year .

The results of the recent parliamentary elections have generated considerable controversy among the political circles, which called on the Council of Representatives to hold an emergency session on 6 June, during which voted on the third amendment proposal to the Law of the elections of the House of Representatives No. 45 of 2013, which included the re-counting and manual counting of all polling stations and the assignment of nine Judges for the administration of the Electoral Commission .

Countdowns began in early parliamentary elections in early July, bringing Iraq closer to a new government that was delayed weeks.

BAGHDAD (Reuters) - A
coalition of Sadrists backed by Iraqi leader Moqtada al-Sadr has announced the results of the legislative elections in Iraq with 54 seats, after a manual recount of the Supreme Court ruled in June on suspicion of fraud, the Electoral Commission announced Friday.

Thus, the Fatah list retains second place with 48 seats instead of 47, the nine-judge panel said.
The list of Prime Minister Haider al-Abadi remained in third place with 42 seats, followed by each list of Iyad Allawi, which includes many Sunni figures (21 seats) and the list of "wisdom"

BAGHDAD

Iraqi Prime Minister Haider al-Abadi’s Victory Bloc reportedly reached an agreement on Friday to form the country’s next government.

According to a statement released by the bloc, the agreement includes Moqtada al-Sadr's Sairoon coalition (frontrunner in Iraq’s May 12 parliament polls), Ammar al-Hakim’s National Wisdom Movement and Iyad Allawi’s National Coalition.

In a statement, Khaled al-Obeidi, the Victory Bloc’s chief negotiator, said preliminary talks with the Wisdom Movement and the National Coalition had “led to positive results and common understandings, laying the groundwork for a viable government program”.

“We are now in close agreement with Sairoon, Wisdom and the National Coalition, and have also forged understandings with the Kurdistan Democratic Party,” al-Obeidi added.

On Thursday, Iraq's official electoral commission announced that a manual recount of the May 12 poll results were more or less the same as the initial electronic vote count.

According to the commission, only one seat from Iraq’s Baghdad Coalition had moved to the Al-Fatih Bloc, which is part of a Hashd al-Shaabi-led coalition (giving the latter 48 -- instead of 47 -- assembly seats).

For the last two months, results of the poll had remained the subject of bitter dispute amid widespread allegations of vote-rigging.

According to those initial results, al-Sadr's Sairoon coalition clinched 54 seats, followed by Al-Fatih (47 seats) and al-Abadi's Victory Bloc (42 seats).

Once Iraq’s Federal Court approves the results of the manual recount, incoming MPs will hold a first session to elect a new assembly speaker.

Within 30 days of that first session, the assembly will elect -- by a two-thirds majority -- the country’s next president.

The president will then task the largest bloc in parliament with drawing up a government, which must be referred back to parliament for approval.
