With 2 of 18 Territories (or legacy Governorates) remaining to have the manual election results provided along with the Iraqi in foreign country votes to be completed, the confidence appears to be high on how the election results will turn out with, maybe, 10 seats of 329 changed.

 

This may be an Iraqi and foreign bell weather to test to see the compatibility of internal and foreign disposition on the proposed government.

Baghdad has nominally 21% of the Parliamentary seats whereas Diyala has nominally 4% of the Parliamentary seats. The potentially complicating issue is the manual count of the Iraqi foreign country votes in 8 or so countries. These votes may need to be added to the territory votes since the Iraqis in foreign countries may originate from an Iraqi territory.

 

With all the reasonably stabilized unrest, this may all come to a stable and tractable conclusion in the next couple weeks to one month.

 

I am hopeful that the CBI considers the Political and National conditions to be stable enough to complete the necessary financial reforms. My simple mental model infers a strong internationally valued Iraqi Dinar needs to be in place before the reconstruction, construction, economic development, and foreign investment can begin to satisfy the “Popular Crowd” and prevent Sectarian Strife that may lead to Civil War. I am of the opinion that the “opiate of prosperity” in necessary for the Iraqi citizens to provide for the necessary local environment and rocket the local and international economies.

ERBIL (Kurdistan 24) – The formation of a new government like the previous one will not resolve the “very dangerous” state the country is experiencing, Iraqi Vice-President Ayad Allawi said on Saturday.

Allawi’s repeated warnings come at a time when Iraqi politicians are trying to form a new government cabinet following the country’s national elections on May 12.

As the winning parties plan to negotiate the formation of a new government, anger mounts in central and southern Iraq with people protesting a lack of public services and high unemployment in the oil-rich country.

Iraqis, especially in the south, have long protested poor services the government provides. However, today’s country-wide demonstrations have backing from Iraq’s top Shia cleric Ali al-Sistani, who recently warned the protests could expand, become more complicated, and, as a result, more challenging to handle.

The Shia cleric has called for the formation of a new government “as soon as possible” to address corruption and poor basic services in the country.

“Iraq is going through a very dangerous stage that threatens its present and future, which requires swift and firm action that puts its interest above all other considerations and interests as well as change the path of the current political process,” Allawi’s office said in a statement.

He warned that “the formation of a government like its predecessors will not be the solution.”

“Decisions that do not address the roots of the problems have contributed to the current situation and will further complicate the situation [in the future] and widely increase the tension.”

An alternative is to form a government that sets priorities and renormalizes the situation with strong visions and decisions that will bring safety and stability to Iraq, Allawi suggested.

According to the Iraqi politician, the new government has to have “the ability to make necessary decisions and implement them.”

Iraq remains high on Transparency International’s Corruption Index as widespread fraud and mismanagement in state institutions are the most significant challenges the country has faced since the fall of the former regime nearly 15 years ago.

In 2017, Iraq ranked 166 out of 176 as the most corrupt country in the world.

Nechirvan Barzani, Abadi meet in Baghdad to discuss Erbil-Baghdad relations

ERBIL (Kurdistan 24) – Iraqi Prime Minister Haider al-Abadi on Monday received his counterpart from the Kurdistan Regional Government (KRG), Prime Minister Nechirvan Barzani, to discuss relations between Erbil and Baghdad.

Both prime ministers spoke about the political situation in the country in general and some other common dossiers between the Federal Government of Iraq and the KRG, the Iraqi Prime Minister’s Office said in a statement.

“The meeting reiterated the importance of continued communication and exchange of dialogue in a way that strengthens joint national work,” it added.

Barzani and Abadi also emphasized maintaining cooperation between Iraqi security forces and the Kurdistan Region’s Peshmerga to eliminate any terror threats after efforts to achieve victory against Islamic State extremists.

According to the statement, both leaders shared similar views on dealing with the challenges facing the country.

They also addressed ways to move forward with the formation of the next government that meets the demands of the Iraqi people through support for the economy, construction, provision of services, and employment opportunities.

Fuad Hussein, the Chief of Staff to the Kurdistan Region Presidency, accompanied PM Barzani on his visit to Baghdad.

Relations between the Kurdistan Region and Iraq are slowly improving since ties deteriorated when Kurdistan held a historic independence referendum last September.

Baghdad rejected the legitimacy and results of the vote, despite an overwhelming 93 percent voting for secession from Iraq.

In response, the Iraqi government imposed a set of punitive measures on the KRG, including border closures, an international flight ban, and the use of military force on Oct. 16, 2017, to regain control of disputed territories.

ERBIL - Kurdistan Region PM Nechirvan Barzani met on Monday evening with his Iraqi counterpart Haider al-Abadi in Baghdad for talks on Erbil-Baghdad relations and political process in Iraq.

During the meeting, where the country's president Fuad Masum was also attending, officials reiterated that discussions between the sides should be continued until reaching a resolution for the issues, according to the statement.

The statement added the current collaboration between the Peshmerga and Iraqi forces have to be protected so as to fight against terrorism across the country.

They also exchanged views on the formation of the future Iraqi government, stressing on building a government that will serve all Iraqis equally.
