Thanks Yota/Butifldrm....Between the crybaby US snowflakes that still riot the streets over not getting a participation trophy in Killary's lose...to these Shiites doing everything they can do in keeping political immunity to avoid a rope necktie...there's seems to be a need for an adjustment to the victor's side of future elections...Something between a rule of law that makes the questioning party of any suspected election a criminal act...that upon recalculations...the results are and were accurate...Then the set criminal charges are automatically implimented and the questioning parties are taken to prison...or simply shot...

BAGHDAD / The obituary: The Office of Vice President Iyad Allawi, on Sunday, July 8, 2018, that Allawi suffered a health defect transferred to a hospital in Baghdad, while he indicated that his health is stable.

Allawi's office said in a statement that "Vice President Iyad Allawi was exposed this morning to a simple health emergency was transferred to a hospital in the capital Baghdad."

"The health situation of Allawi is now stable, and he is leaving the hospital after completing the necessary tests," the office said, adding "thanks to officials and all official and popular actors who contacted to check on Allawi's health."

It is noteworthy that Iyad Allawi, who is the Vice President of the Republic was born in 1945, a graduate of the College of Baghdad in Iraq and a graduate of the Faculty of Medicine at the University of Baghdad in 1970, and obtained a master's degree from the University of London in 1975, and a doctorate from the same university in 1979.

A coalition of state law headed by Nuri al-Maliki said on Sunday that his relationship with the Fatah alliance led by Badr Hadi al-Ameri secretary-general was stronger than the Catholic marriage.

Coalition spokesman Abbas al-Moussawi said in a press statement that "the relationship between the conquest and the law is stronger than the Catholic marriage, and our relationship has long years of work to see this rapprochement between the two sides. We want to build a relationship with all political blocs to respect the Constitution."

Al-Musawi said: "There is no such alliance now, but there are political understandings between the forces, and the rule of law seeks to be an essential part of the largest bloc so we are with the participation with Baghdad To be the center of dialogue. "

He accused Saudi Arabia of trying to exclude the rule of law from participating in the formation of the largest bloc. He said.

Shafaq News / The leader of the Sadrist movement Moqtada al-Sadr renewed his call for political blocs to form a new government away from interference by neighboring countries. 
Sadr's speech comes after the mobility led by the rule of law led by Nuri al-Maliki, with the coalition of conquest and victory and other forces to form the largest blocs in parliament. 
The Sadr alliance, backed by Sadr, won the highest vote in the legislative elections but did not inspire him to form a government alone.

Third: The people are free and no electricity with water scarcity .. If the government is not able to do so, seek the neighboring countries to improve the reality of electricity and water and the health sector and education immediately instead of using them to form a government. 
And I declare my solidarity and sympathy with the people and demand the cutting of all emergency lines under the light and Brdha corrupt politicians. " 
One person was killed and wounded in protests in Basra and Kut on the deterioration of services, including electricity.

My hope is that there are no large quantities of Dinar in Iran, as that might cause even more hesitation for the powers-that-be to continue to slow walk the RI/RV process.  My thinking is that there was such a hullabaloo (word of the day) over USD flowing through the auctions to the wrong people that the dollar is the preferred smuggled currency (of current value) of the bad guys.

With increased sanctions, Iran's sources for "cashing" in Dinars would be limited to their trade with Iraq, or going through third party allies to exchange it for Yuan, Rubles or Euros - with many expensive middle men.  Any of their other trade partners may be hesitant to accept IQD directly for goods for fear of restrictions/retaliation from the US for dealing with a sanctioned terrorist state.  (maybe Trump's recent increase in sanctions is partially a preemptive move regarding the IQD increase?)

If I recall, Rohani declared he was going to expose the JCPOA partners who do not secure Iran’s demands subsequent to The United States Of America pull out from the JCPOA. If so, could the deal go bust for them if they hold Iraqi Dinar AND individuals and entities are banned from any financial system that they use to convert their Iraqi Dinar???!!! Maybe their Iraqi Dinar is confiscated as they try to convert it before and after the Iraqi Dinar reinstates or revalues???!!! Direct and indirect terrorist funding to include non aggression to terrorist sponsored activities by Iran may be a key reason to keep the heat on Iran and those amenable to Iran (The United States Allies) and their terrorist sponsored activities. With Saudi Arabia weighing in against Iran in the region AND Israel being the target of Iran (suddenly amenable relations with Israel and Saudi Arabia???), the tide could be turning against the decades old terrorist machine Iran has used so prolifically and against Saudi Arabia and Israel. There may be a list of Iraqi Dinar serial numbers for Iraqi Dinar in Iran and those who are amenable to Iran so those may be disallowed from going digital or being converted to another currency. Likely a difficult thing to do but there may be ways to make the restrictions happen. So, the Iraqi Dinar is smuggled into Iraq from who knows where. I suspect the smuggling would be for those entities not able to convert the Iraqi Dinar to digital or another currency outside of Iraq. Due to my conjecture here, I am watching the Iraqi News articles for news of caches of large sums of Iraqi Dinar being confiscated from entities associated with terrorism (IMIS, IRGC, etc.) who are in Iraq and maybe countries like Syria or Yemen.

ERBIL (Kurdistan 24) – The leader of the Sairoon Coalition has called on political parties in Iraq to end all negotiations with the United States and neighboring countries over the formation of the next government.

Muqtada al-Sadr, leader of Sairoon, in a tweet on Sunday called on all Iraqi political parties to distance themselves from sectarian and ethnic-based coalitions, expressing his readiness to cooperate with the parties.

“The political parties have to cut talks regarding the formation of coalitions [and government] with the US and neighboring countries. This is an internal Iraqi affair only,” he said.

Instead of relying on foreign countries for the formation of a government, the political parties should rely on other nations to improve electricity, water, health, and education services, Sadr stated.

Advising the political parties, Sadr called all sides to distance themselves from sectarian and ethnic-based coalitions, adding he was “personally against any Sunni or Shia or Kurdish entrench” in the formation of the government.

“I am ready to cooperate to form a coalition away from partisan, sectarian, and ethnic divisions,” Sadr added.

On June 23, Iraq’s parliamentary election winner Sadr and current Prime Minister Haider al-Abadi announced that their political blocs would form an alliance.

Earlier this month, Sairoon and Iran-backed Hashd al-Shaabi’s al-Fatih Coalition, who finished runners-up in the polls, said they had reached an agreement to create the largest alliance in the next Iraqi Parliament.

During a visit to the Kurdistan Region, and following a meeting with the Kurdistan Democratic Party, the Nouri al-Maliki-led State of Law and Fatih revealed intentions to create the biggest coalition in the next Iraqi Parliament with Kurdish and Sunni factions to form the new government.

After years of sectarianism, violence, instability and corruption, exacerbated by a protracted and costly battle against Daesh that reduced a number of cities to rubble, many looked to the recent Iraqi national elections as a turning point in Iraqi fortunes.

However, a disappointing election turnout, controversy over alleged election malpractices, an upsurge of Daesh attacks, and the tough task of cobbling together a workable coalition amongst several divergent electoral alliances illustrates the difficult task that looms ahead for Iraq.

At least the election threw a surprise, with the Sairoon (On the Move) coalition of influential Shiite cleric Muqtada al-Sadr attaining 54 seats, well ahead of incumbent Prime Minister Haider al-Abadi's Nasr (Victory) alliance that was widely tipped for victory.

With al-Sadr running on an anti-Iranian, pro-Arab nationalist and cross sectarian platform, many analysts viewed his electoral success as a rejection of Iranian interference and thus as a setback to Tehran. There was also hope for a nonsectarian government that could heal the fractured Iraqi divide, deal with corruption and serve the long-suffering working class.

However, as symbolic as it seems, 54 seats is far from a winning position. It needed to form a broad coalition amongst a number of other lists. Many had predicted various permutations for an al-Sadr alliance, but the surprise announcement to form a coalition with Iran-backed Fateh (Conquest) alliance, a political umbrella of Shiite Hashd al-Shaabi militia forces, or Popular Mobilization Forces (PMF), came unexpected.

Fateh, led by veteran paramilitary commander Hadi al-Amiri, won 47 seats. Al-Sadr had previously criticized the proposed pre-election alliance between al-Abadi's Nasr alliance and Fateh even though it never came to fruition.

Whilst al-Sadr hailed this alliance as "this move comes from a spirit of patriotism," the move draws many questions towards al-Sadr. What about the anti-Tehran rhetoric that was a hallmark of his campaign? Was it Iranian pressure that resulted in this coalition, and what does it mean for the coalition within Sairoon as well as al-Sadr's proposed coalition government with Iyad Allawi's al-Wataniya bloc that comprised of a number of Sunni groups and Ammar al-Hakim's National Wisdom Movement? In addition, does this bring a sectarian government back on the agenda?

Even if al-Sadr could entice all the aforementioned groups under the same umbrella, these groups still lack the majority needed to form a governing coalition (165 out of 329 seats). Al-Sadr would then have to reach out to the main Kurdish parties or other Shiite lists.

Both the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), who together polled 43 seats, have expressed initial positivity towards the Sairoon-Fateh alliance, but the Kurdish vote, that would be enough to form a majority government, would inevitably be tied to key concessions to the cautious Kurds.

Whilst al-Sadr has indicated his coalition is open to all lists, the already broad coalition is a recipe for infighting, instability and indecisiveness. For example, each electoral alliance, even without more coalition partners, was already comprised of a number of political parties that would be difficult to placate long-term.

Ironically, the latest coalition dealings potentially leave al-Abadi or his bloc without a role in the future government of Iraq.

Al-Sadr's decision to align with Fateh drew criticism from a number of circles. Far from the defeat for Tehran, that some heralded, it signals the continuation of Iranian influence over Baghdad. It also places the spotlight on future relations with the U.S.-led coalition support vital to defeating Daesh and stemming the tide after Daesh took over large swathes of land in 2014.

However, the animosity between Tehran and Washington, and U.S. goals to curb growing Iranian influence in Iraq and the wider region is hardly a secret.

The focus on coalition building should not distract from the lofty challenges that await the future government. With the rise of the PMF, Iraq now has a number of influential armed groups with debatable control from Baghdad even if the PMF were enshrined as part of state forces. Both al-Sadr and Amiri control sizable militia forces.

A recent military skirmish between Iraqi police and militia fighters from Hezbollah Brigades, a part of PMF, in Baghdad underscore the brittle reality on the ground.

The recent bombing of PMF forces in Syria, close to the Iraqi border, also brings into question al-Abadi's pledge that Iraqi forces would not intervene in regional affairs.

Whether PMF will continue to support Iranian forces in Syria, and who has greater influence over the PMF, Baghdad or Tehran is another question.

Then there is the crucial factor of the disenchanted and long-suffering Sunni population. It was Sunni areas that were largely the theater for initial Daesh tyranny and later the bloody battle between Daesh and Iraqi forces.

Can al-Sadr and his coalition partners truly entice the Sunnis into the political fold? What about the billions of dollars needed for reconstruction and will they provide arms to Sunni tribes, as some tribal leaders urge, to protect their communities?

The rise of Daesh attacks in Sunni areas indicates that the battle against Daesh is far from over, whilst Sunnis remain wary of both PMF and state forces.

Keeping the impossible balance between so many coalitions, sectarian groupings, ethnicities and influence from religious authorities both within and outside of Iraq, not to mention foreign meddling, just goes to demonstrate the tough battle ahead for Iraq.

For example, revered Shiite cleric Grand Ayatollah Ali al-Sistani deeply opposed the participation of the PMF in elections, and yet, not only did they come second in overall polling, but they are about to form an unpredictable partnership with al-Sadr.

Your corrupt GOI an many other government officials have robbed enough money from the states coffer to furnish half of the Middle East with electricity, water an schools. A well-informed source revealed on Monday that outgoing Speaker of Parliament Salim al-Jubouri will return to parliament after one of his party's winners has relinquished his favor.

The source told Basnews that "one of the members of the Jabouri party will give up his seat in parliament in exchange for giving him a ministry in the next government."

He explained «and therefore the party has the right to nominate a replacement for him and will be Jubouri is the alternative MP»,

Sadr did not give further details.
