The Independent Electoral Commission (IECI) announced Saturday (12 May) that the participation rate in the elections was 44%. 
The elections were contested by 320 political parties, coalitions and electoral lists, as follows: 88 electoral lists, 205 political entities and 27 electoral alliances, through 7,367 candidates. 
The parliamentary seats are distributed to the 18 Iraqi provinces based on their respective census. Baghdad receives 71 seats, Ninawa 34, Basra 25, Dhi Qar 19, Sulaymaniyah 18, Babylon 17, Erbil 16 and Anbar 15. 
Diyala has 14 seats , Kirkuk 13, Najaf, Dahuk and Salahuddin 12 seats each, Diwaniyah, Karbala and Wasit 11 seats in each province, Maysan 10 seats, and Muthanna 7.

As for Sunnis, their resentment towards their "parties" is also great. The policies of these parties focused on provoking sectarian tendencies and conflicts, which led to the disaster of the occupation «Daashi». The resentment of the Sunni parties was further exacerbated by the occupation, which caused the displacement of most of the Sunni population, and living in miserable camps that lacked the most basic conditions of life. Adding to the feeling of hostility to these parties is that their leaders have exploited the ordeal to seize a portion of the money flowing from home and abroad, dedicated to the relief of the displaced.
In the Kurdistan region, the picture was not better. The majority of the Kurds found that their parties were not at the level of their gains and what was hoped to consolidate these gains. The leaders of the Kurdish parties have also been involved in administrative and financial corruption, and have engaged in the struggle for power, influence and money among themselves. The lack of appreciation (in terms of timing in particular) in organizing the referendum on the right to self-determination last year, has greatly affected the increase of resentment on these parties, practically lost the Kurds much of their gains achieved over half a century.

My take away is that the general dissatisfaction with "governments as usual" everywhere..... continued with this election in Iraq.

 

Sadr represents the poor in Iraq, and therefore his influence will be good......as this government is formed, the poor won't be left behind.

 

Some months ago Sadr endorsed Abadi, saying he should have a second term.  Sadr is not fond of Maliki.

 

Sadr Is Pro Iraq, and believes Iran and the US need to back off a bit in their attempts to control Iraq.

 

Abadi still may have the largest coalition.........but Sadr is set up to have some major influence in putting the team together, which I believe will be good for the average citizens in Iraq......

Abadi seems like a warm, friendly, "rally-around" type of person from his platform, and quite the diplomat. It appears the trickle down effect of his taking over as PM has definitely been tangible, and Iraq is better off because of it.

 

Sadr seems to have...softened/compromised (?) his take since 2003-2004. Will he be a diplomat for change ie. be willing to work with others as time moves on? 

 

Corrupt politics will always be around, but the people get it...boycotting the elections...man...even a non-vote with less than 50% was a message. They want change but probably want to see it to believe it. And who can blame them?

 

Maliki and his ilk will have less influence but only if corruption becomes the exception rather than the norm. 

 

They gotta work together, kill the rampant sectarianism of the past, and not look back. Tough for any Middle East country probably, tons of history, etc.

ERBIL, Kurdistan Region – Masoud and Nechirvan Barzani called Muqtada al-Sadr on Tuesday to extend their congratulations on his election win, Sadr’s office stated. 

They wished “his eminence success,” the statement said. 

Masoud Barzani is former president of the Kurdistan Region and current leader of the Kurdistan Democratic Party (KDP). 

Nechirvan Barzani, his nephew, is KRG prime minister and deputy leader of the KDP.

Sadr thanked them for their wishes and expressed his hope that “the brotherhood of the Iraqi people be strengthened and for the love ties be solidified between the different sects, components and ethnicities.”

A Shiite cleric, Sadr ran on a non-sectarian platform pledging to tackle corruption. His movement joined forces with the Communist Party on the Sayirun alliance.

They have emerged as the surprise leader after the release of preliminary results. 

Fifteen days after final election results are released, the new parliament must hold its first session during which the speaker will be chosen. A new president will be elected within three days of the legislature convening and the president will then ask the largest parliamentary bloc to form a cabinet. 

Traditionally, the speaker of the parliament has been a Sunni Arab, the prime minister a Shiite, and the president a Kurd. 

Sadr and Erbil have frequently taken a similar stance with respect to Iraqi politics over the past decade, including opposition to Nouri al-Maliki during his tenure as prime minister.

Looks like things are progressing nicely. I especially love Sadr’s determination to get someone to finally hold Maliki accountable as the Chief Commander when ISIS rolled into town!!!  Seriously doubt the country could even be in better hands right now!

To me this is the best news.  Abadi and Sadr will bring this home.  Yes, Sadr has always been anti-USA, but he has always been pro Iraqi people and getting oil profits to the people. With these two teaming up, I feel we will get Maliki in the ground and HCL/RV post haste.  JMHO.  Im liking these election results big time.

Here is an interesting excerpt that is scheduled to take place during Ramadan beginning nominally today and ending nominally a month from now on or about Thursday, June 14 with the Eid Celebration starting on or about Friday, June 15 that may last three days and end on or about Sunday, June 17.

 

Ramadan is a required time of fasting from food and water during the daylight hours with consumption of food and water occurring during the non daylight hours. As a result, although a time of fasting, normal functions should occur during Ramadan. There may be some Ramadan restrictions affecting the GOI functions but at least other normal activities should go on as usual.

 

Looks like the final election results are now available or will be available in the next day. So, as I understand it from this excerpt:

  • The Speaker Of The Parliament will be chosen with the newly elected Parliament by or on Thursday, May 31 (fifteen days from now).
  • The New President will be elected by the convening legislature by or on Sunday, June 3 (three days later).
  • The New President will then ask the Largest Parliamentary Bloc to form a New Cabinet - establishment date to be known on upcoming events.

To me, the indication is prospects are exceedingly good if Haider al-Abadi is indeed installed as the next Prime Minister. The cabinet formation will likely be heavily underway once the Prime Minister is voted in and may move rapidly to formation and installment once the New President requests the formation of the Cabinet. This may or may not move quickly. However, with the related issues pertaining to corruption removal, reconstruction, construction, economic development, and foreign investment, the GOI as well as the Iraqis will want to get this show on the road quicker and more securely than in the past. Not to mention the potential foreign investment pressure with possibly the Strategic Framework Agreements with The United States Of America and France to need to be implemented so the international goals and transactions are adequately facilitated.

 

Probably remains to be seen who will be the next Parliament Speaker and President. I am looking for the news of the fate of the filling of the Vice President positions if at all. If these positions are eliminated, then Nouri al-Maliki will simultaneously have his immunity striped. This would be good for corruption removal. However, there may still be Iraqi Constitutional requirements for the existence and filling of these Vice President positions.

 

Just my thoughts, opinion, and :twocents:
