So if I'm reading this correctly it appears the crooked losers have convinced the crooked judges to stall the release of the democratic elections for another 2 weeks. The UN, Trump or somebody better send some adult supervision to Iraq before they start burning tires an buildings...There seems to be more corrupt people running the country than honest ones...

This is utter insanity-we have just taken a hard turn into the Surreal- they try to rig the elections from both ends. The Global Community must be disgusted by this infantile display. Sure doesn’t do a thing to bolster and inspire confidence in investors does it.

Manual count allows for corruption. It is why a manual election was not wanted.  This is a waste of time.

No doubt they made an “ offer to the Judges they couldn’t refuse “ - if the outcome of the BS recount goes to the corrupted - the streets will erupt in fire 🔥 and fury. The Corrupt high Jacked the process and the results. I could see some corrupt politicians getting double tapped over this if the recount goes in their favor.

Iraq's top judicial authority on Thursday took over the Independent Elections Commission as stipulated by a law passed in response to complaints of widespread fraud in last month's national elections, according to a statement.

On Wednesday, lawmakers approved amendments to the election law that include annulling results from balloting abroad and camps for displaced people in four Sunni-dominated provinces, and call for a manual recount of all ballots.

Supreme Judicial Council spokesman Abdul-Sattar Bayrkdar said the group of top jurists, who are appointed by parliament, will meet on Sunday to select judges who will run the commission and supervise the manual recount requested by the law. Bayrkdar said the council will act in a "fair and impartial way."

Hours later, the elections commission in a statement defended its procedures as "professional and transparent" and expressed readiness to fully cooperate with judicial authorities. But commission said it will challenge the amendments in court, arguing they are unconstitutional and against the law.

Hundreds of thousands of Iraqis, mainly Sunnis, were driven from their homes during the war against the Islamic State group, with many unable to return because their homes and neighborhoods were destroyed. It's not known how many of them voted in the election, or what impact the cancellation of their ballots could have on the results.

The divide between the Sunnis and Iraq's Shiite majority, which rose to power following the 2003 U.S.-led invasion, was a key factor behind the violence that followed the invasion and the eventual rise of the Islamic State group. But those tensions appear to have eased following the war with IS, and many Shiite politicians openly campaigned in Sunni areas.

Last month's elections — the fourth held in the last 15 years — saw low turnout, reflecting widespread anger at the country's dysfunctional political class.

Supporters of the populist Shiite cleric Muqtada al-Sadr, whose forces once battled U.S. troops, emerged with the most seats, followed by a coalition of mostly Shiite paramilitary forces and another led by Prime Minister Haider al-Abadi. The dispute over the election could prolong the process of forming a new government.

A government commission set up to investigate the election found "unprecedented" violations by the Independent Elections Committee, according to al-Abadi. The elections commission has not responded to the report, and officials could not be reached for comment on Thursday.

Maliki reveals his demand, "the foundation": to refrain from correcting the great betrayal

The coalition of state law, led by Vice President Nuri al-Maliki, said on Monday that his main demand is to correct the effects of "treason" in the rigging and burning of funds.

The coalition said in a statement to the twilight news that "it is inevitable to conduct a comprehensive match of what in the funds with what appeared in the results of the electronic counting system, and we reject the formation of a government with fake introductions and blatant manipulation."

He called on the coalition to "address the issue in defense of the political process and the integrity of Iraq from collapse, and can not forget the prosecution of perpetrators of treason, who distorted the image of Iraq and caused this sedition."

The Iraqi parliament decided, earlier, to oblige the Independent High Electoral Commission to re-count and count the whole of Iraq, as the parliament decided to assign nine judges to run the Electoral Commission, and voted on the abolition of Article 38 of the election law, and that the Commission is committed to re-counting and manual sorting across Iraq, Accelerate results.

Article 38 states: The counting and counting process shall be carried out using the electronic results accelerator. Political party agents shall be provided with an electronic copy of the results forms and ballot papers at each polling station.

He announced earlier the full report of the government committee set up by Prime Minister Haider Abadi for the elections, as it confirms the fraud and manipulation of the electoral process, and called for legal action to discuss the directors of the Commission.

The committee called for the cancellation of the results of the elections abroad to prove that there were "serious and deliberate violations and frauds and collusion," in addition to canceling the voting results in the polling centers and stations for the displaced in several governorates.

According to the report, the committee called for "the manual counting and counting by not less than 5 percent for all polling stations in all governorates to conduct an audit and the intersection."

Iraq has been the subject of controversy over suspicions of fraud in the parliamentary elections held on May 12 amid calls for cancellation of the results and the re-election.

The Federal Supreme Court confirmed that the Constitution subjected the companies to the public policy of the state, noting that the provincial councils control them under the law. 
"The Supreme Federal Court held its session under the chairmanship of Judge Medhat al-Mahmoud and the presence of the judges of the members and considered an appeal unconstitutional text in the third amendment to the law of the provinces not organized in the region No. 21 of 2008, Public companies from the concept of senior positions, which the Council of the province nominate their owners ». 
He added that "the court found that the removal of some of the positions is not a new text, and the third amendment added another address is the public companies, and there was no objection before or now."
"The Supreme Federal Court said that these companies follow the general policy of the state drawn by the Constitution and exercised by the Council of Ministers, and therefore not in the text challenged by the violation of the Constitution from the administrative side, either from the control, the text does not lose the Council of the province control of companies (7 / VII) of the Law of Governorates not organized in the said region.

After ballot box fire, Iraqi cleric Sadr warns of civil war

BAGHDAD (Reuters) - Shi’ite cleric Moqtada al-Sadr urged Iraqis on Monday to unite rather than squabble over a possible rerun of the election his bloc won last month, a message apparently meant to defuse political tension after a ballot box storage depot caught fire.

Certain parties are trying to drag Iraq into civil war, Sadr said, adding that he would not participate in one.

Parliament has mandated a manual recount of the election in which a number of parties alleged fraud. A storage site holding half of Baghdad’s ballot boxes went up in flames on Sunday in what Prime Minister Haider al-Abadi denounced as a “plot to harm the nation and its democracy”.

An Iraqi court ordered the arrest of four people accused of setting fire to the storage site, state television reported. Three of them were policemen and one an employee of the Independent High Elections Commission.

Iraqi authorities said the ballot boxes were saved but the fire has added to fears of violence.

“What Moqtada said about (Iraq) being close to some sort of armed conflict is concerning. The situation is tense and it seems to be on the brink of conflict,” said Renad Mansour, research fellow at Chatham House in London.

Sadr, a Shi’ite cleric who once led violent campaigns against the U.S. occupation that ended in 2011, has emerged as a nationalist opponent of powerful Shi’ite Muslim parties allied with neighboring Iran.

“Stop fighting for seats, posts, gains, influence, power, and rulership,” he wrote in an article published by his office.

“Is it not time to stand as one for building and reconstruction, instead of burning ballot boxes or repeating elections just for one seat or two?”

Sadr has in the past mobilized tens of thousands of followers to protest government policies he opposed.

The election, which was the first since the defeat of Islamic State militants who seized a third of Iraq in 2014, raised hopes that Iraqis could put aside sectarian divisions to rebuild.

One of Sadr’s top aides said on Sunday the fire was intended either to force a rerun of the election or to conceal fraud.

 

ELECTION REPEAT UNLIKELY

But a repeat of the election is unlikely, analysts say, as none of the top parties have endorsed this step, and many incumbent lawmakers have lost their seats and thus lack legitimacy in the eyes of the public.

The Supreme Federal Court is the only entity that has the right to decide on a repeat, not the government or parliament, Abadi’s spokesman said on Monday.

A spokesman for Hadi al-Amiri, whose Fatih alliance of groups linked to pro-Iran Shi’ite militias came second in the election behind Sadr’s bloc, said he did not favor a repeat.

“The middle of the road solution is a manual recount,” said Karim al-Nuri, referring to the fraud allegations.

Some of Iran’s other supporters, such as former prime minister Nuri al-Maliki, whose bloc performed below expectations in the election, would benefit.

At the same time, a recount might harm Iran in other ways. Tehran is accused by some parties in two provinces of helping a Kurdish party allied with it commit election fraud.

“Iran would have preferred if Fatih and (Maliki’s) State of Law (list) had done better than Sadr so any kind of redo where a different scenario comes out is better for Iran,” said Mansour.

“It is not an ideal situation for Iran and they might support a redo, but actually a recount might implicate them if the allegations in the north are correct.”

 

VOTING EQUIPMENT

In the election, Iraq used an electronic vote-counting system for the first time. Some Iraqi politicians had argued that the manual recount was necessary to make sure that the electronic system did not hide fraud.

Miru Systems, the Korean company that provided the electronic equipment, said there was nothing wrong with it.

“We have checked our election device provided to Iraq after the fraud allegation erupted, and found out that there have been no malfunction in the device nor its system,” said a spokesman.

Abadi has blamed the Independent High Elections Commission, which introduced the electronic system, for what he said were dangerous violations, and parliament voted to suspend the board of commissioners and replace them with judges.

The commission opposes the recount decision and has appealed against it but the judiciary has already started implementing parliament’s measures, naming a new head for the commission from within its ranks on Monday.

“There is a lack of clarity as to who is in charge, what procedure is the legal procedure. Everyone is doing their own thing. The government institutions meant to monitor this process are neither independent nor powerful,” said Mansour.
