In a step consistent with US policy in the Middle East, US President Donald H. Trump and US ambassador to Yemen, Matthew Toler, are expected to hold the same post but in Iraq. 
Toller is the US ambassador to Yemen since 2014, and has been ambassador to Kuwait between 2011 and 2014. He has worked at Washington embassies in Cairo, Baghdad, Kuwait and Riyadh, moving between different positions.
According to the White House statement, Toller is a deputy director of the North Gulf office and an official in the Egyptian office. He is fluent in Arabic, holds a bachelor's degree from Brigham Yang University, a master's degree from Harvard University, Two Presidential Presidential Awards and the Baker Wilkins Prize from the State Department. " 
Toller is a senior member of the US Department of State's Senior Diplomatic Service and served before the US ambassador to Iraq as a political advisor to the US Embassy in Baghdad, deputy head of the diplomatic mission at the US Embassy in Kuwait, In Cairo, in addition to being the political affairs advisor at the American Embassy in Riyadh, and deputy ambassador to Doha.

Washington confirms optimism about the future of Iraq

BAGHDAD (AP) - US Ambassador to Baghdad Douglas Seelman on Wednesday, January 30, 2019, expressed his optimism about the future of Iraq .

"Today, Fouad Hussein received in his office in Baghdad the US ambassador to Baghdad, Douglas Silliman, on the occasion of the end of his duties," the Information Office of the Minister of Finance said in a statement received by the Minister of Finance.

 During the meeting, Fuad Hussein stressed "the importance of strengthening relations between the two countries, which Suleiman had an important role in promoting and developing," while expressing his "appreciation and thanks for the efforts made by the ambassador during his tenure in Baghdad."

 "He is proud to be working in Iraq as head of the diplomatic mission, " he said , expressing optimism about a "better future, not building Iraq through the new government and its promising program of reconstruction, construction, service delivery and economic development."

US Ambassador to Iraq Douglas Seelman on Friday sent a message to the Iraqis on the occasion of the end of his diplomatic missions. 

"I have had the honor and gratitude to be an American ambassador in Iraq for the past two and a half years, and with the end of my mission, I would like all Iraqis to know that I see great potential for a truly democratic, sovereign, independent and prosperous Iraq," he said in a video broadcast by the US Embassy. 

"Throughout my stay here, our unparalleled security cooperation with the 
Iraqi security forces has united Iraq and contributed to its stability," he said, noting that the United States will continue 
its partnership with Iraqi forces to provide advice and training to its troops and equip them to ensure permanent defeat 
and security. And the rule of law for all Iraqis', 

Explaining that 'our economic relationship in the ongoing development with the desire of US companies to invest 
in Iraq,' noting that 'the most important is the increased opportunities for the Iraqi private sector',

Stressing " the need to eliminate corruption and to remove bureaucratic obstacles, the burden of businessmen
