WASHINGTON DC (Kurdistan24) - “I think what the Kurds have been able to do,” US Senator Tammy Duckworth said earlier this week, “sets an example” for the rest of Iraq.

Duckworth fought in the US Army in the early years of Operation Iraqi Freedom OIF), as the pilot of a Blackhawk helicopter. In 2004, her helicopter was shot down near Taji. Badly wounded, she lost both legs. But nothing ever damaged the spirit of this amazing woman, and she is now one of two Democratic senators from Illinois.

Last month, Duckworth led two other senators, Angus King (Independent, Maine) and Johnny Isakson (R, Georgia) in a fact-finding mission to Iraq. She spoke about that trip on Monday at Washington’s Center for Strategic and International Studies.

That was her first trip back to Iraq, including the Kurdistan Region, in fifteen years, and she was struck by the difference.

“When I used to go up to the Kurdish Region, there was one fancy hotel on top of a hill and that was it,” she said, recalling the early days of OIF. “We landed on a hillside and parked our helicopters and walked up to the one hotel.”

Now, there are “high-rises, it’s gleaming, it’s modern”—in sum “an international cosmopolitan city,” Duckworth said.

Baghdad, however, has not seen the same changes, although Duckworth did note significant improvements. Many of the blast protection “T-walls” have been taken down by the new government. There is traffic on the roads and significant commercial activity.

She attributed the difference between Erbil and Baghdad in major part to different rules and regulations in the Kurdistan Region and the rest of Iraq. Kurdistan is open to the world, while Iraq is closed, perhaps, retaining the habits and practices of Saddam Hussein’s regime.

For example, there is a vast difference in the processing of visas for the Kurdistan Region and for Iraq. A US businessman can get a multi-entry visa to Erbil “pretty quickly,” Duckworth said, but a visa to Baghdad takes three months, and then it is a single-entry visa. Of course, no foreign business can operate under such circumstances.

Moreover, Iraq’s financial sector needs to be brought up to international standards. “I heard from young people, especially in the Kurdish area, ‘I want to be able to buy stuff from Amazon too, but I can’t get a credit card, because the banking system here isn’t good enough,’” Duckworth explained.

She also noted that in Africa, people have managed to figure out how to do banking on their phones. “If you can solve this problem in Africa, why can’t you solve this problem in Iraq?”

Duckworth is very impressed by Iraq’s new Prime Minister, Adil Abdul Mahdi, as well as its new Speaker of Parliament, Mohammed al-Halbousi, describing them as “very dynamic” and “brilliant men.”

Abdul Mahdi told the Senator that he would address the visa problem. Also, he had just returned from Europe, where he signed a major contract to build a facility to process Iraq’s natural gas.

Iraq has been flaring its gas while importing gas from Iran—just one of many irrationalities in Iraq’s economy that Duckworth hopes the new government will address. Indeed, she believes it is very important for the US to press it to do so.

In addition to Iraq’s considerable economic problems, the country faces a major security threat: the Islamic State has not been defeated.

Duckworth was clear, unequivocal, and concerned. Before visiting Iraq, “I was of the belief that ISIS had been defeated,” she said. “ISIS is defeated in the sense that it no longer holds territory,” she continued, “but the personnel, those fighters, are still there.”

“Many of them,” I learned, “have been ordered to be intentionally captured, so they can use some of the camps to reset, get fed, get stronger” and “be able to fight another day,” she explained.

Moreover, the terrorist organization still has considerable financial resources. The wives, widows, and children of Islamic State fighters—some 30,000 people—are housed in what are essentially internment camps.

The Islamic State is making “widow’s payments” to those women. “They are actually able to enter successfully into these camps and make payments,” Duckworth said. “They don’t hold territory, but they’re still very powerful, and they still very much have resources.”

Bayan Sami Abdul Rahman, Kurdistan Regional Government Representative (KRG) to the United States, attended the discussion with Duckworth and spoke afterward to Kurdistan 24.

“I’m really happy” that Senator Duckworth “mentioned that she visited Erbil,” the KRG Representative explained. “She gave Kurdistan as an example for the rest of Iraq” and she described Erbil “as modern and cosmopolitan,” which was “wonderful for us.”

Abdul Rahman has met regularly with Duckworth as part of the KRG’s outreach to the US Congress. “I think I’ve met her three, maybe four times,” Abdul Rahman said. “I thanked her for her service in Iraq, and I told her of how admiring we are of people like her, who made sacrifices in Iraq for liberating our people.”

“She’s a very smart, very dynamic senator, who wants to get things done,” Abdul Rahman continued. In January, Duckworth became a member of the Senate Armed Services Committee, which has made her role “even more important,” she said.

Abdul Rahman also noted that the Senator had been “very clear in setting out all the challenges” that Baghdad faces: “the re-emergence of ISIS,” including the camps housing Islamic State families—a “ticking time bomb;” as well as more mundane problems, like providing sufficient electricity to the south in the coming summer months.

“Honestly, these are huge challenges for any government,” Abdul Rahman said. “Definitely it’s a huge challenge for Baghdad.”

A similar perspective prompted a question to the Senator from Kurdistan 24. Can the Iraqi government really address the array of major challenges that it faces, without a significant restructuring?

Perhaps along the lines of the US Senate’s call, a decade ago, for a decentralized, federal government in Iraq? A non-binding resolution to that effect was sponsored by Senators Sam Brownback (R, Kansas) and Joe Biden (D, Delaware), and supported by Les Gelb, Professor Emeritus of the Council on Foreign Relations.

The Senate, including Sen. Hillarious Clinton (D, New York), approved the measure in September 2007, by a vote of 75 to 23. As the last twelve years in Iraq have not gone so well, maybe, it’s time to start thinking of something different.

Duckworth, however, has confidence in the new Iraqi government, particularly Abdul Mahdi and Halbousi. She responded that it would be better to keep “pushing them, being very firm and pushing them” to undertake the necessary reforms.

If they would undertake “some of these very simple liberalization” efforts, “I think what the Kurds have been able to do up north sets an example of the type of progress that can be made,” she said.

The governor of Anbar province Ali Farhan on Saturday pledged the United States to provide $ 100 million to restore basic services in the province.

The Senate on Thursday approved President Donald Trump's nomination of Matthew Toller as US ambassador to Baghdad.

Toller was the US ambassador to Yemen for five years, before leaving office a few days ago to prepare for his new post, at a time of increasing tension between the United States and Iran neighboring Iraq.

The United States on Wednesday asked its non-essential staff to leave its embassy in Baghdad because of an "imminent" threat from Iraqi factions linked to Iran.

America’s new man in Baghdad: Who is Matthew Tueller?

ERBIL, Kurdistan Region – Matthew Tueller was confirmed on Thursday as the new US ambassador to Iraq. He assumes the post against a backdrop of escalating tensions between the US and Iran, which could have serious repercussions for Baghdad. 

“Our long standing principle objective is to bolster Iraq as a sovereign, stable, and democratic partner of the United States,” Tueller told his confirmation hearing in the Senate back in March. 

“We must remain engaged to ensure that Iraq can fend off the internal, external threats, including threats from Iran to its sovereignty and territorial integrity.”

Prescient words from a US diplomat who will arrive in the Iraqi capital just as many of America’s non-emergency personnel are making for the exit, following the raising of the threat level posed by neighboring Iran and its Iraqi proxies. 

Tueller joined the Foreign Service in 1985 after earning a BA in international relations from Brigham Young University and a master’s in public policy from Harvard. 

He has spent most of his career in the Middle East. His early overseas assignments include Kuwait, Jordan, and Qatar. He went on to work in Saudi Arabia, Egypt, and Iraq. His first appointment as ambassador came in 2011 to Kuwait.

Ryan Crocker, a former US diplomat, has said Tueller “probably has the best Arabic of anyone in the Foreign Service”. 

The seasoned diplomat is now leaving his post as ambassador to Yemen, where he has served from 2014 and was involved in negotiations between the Saudi-led coalition and Houthi forces. 

He has earned a reputation for his steadfast support for Saudi Arabia and ardent criticism of Iran – accusing it of fomenting instability in the region. 

“I’m not saying that Iran is the source of all of the instability – but we see that opportunistically, they’re going in,” Tueller told the Associated Press last year while posted in Yemen. “They’re throwing gasoline on the fire in an area of the world that’s so important to all of us.” 


During his Senate hearing, Tueller said in order for Iraq to stabilize it needs to “move towards a vision for national unity in which all its communities play a part”. American determination to see Iraq as a “pillar of stability” stands in direct contrast with “Iran’s agenda, which seeks to exploit divisions, weaken state institutions and foster extremism,” he added.  

Tueller’s appointment to Iraq comes as the Trump administration turns up the heat on Iran, which enjoys deep political, economic, military, and religious ties with its Iraqi neighbour. 

He told his Senate hearing the administrations moves are not an attempt to sever the relationship between Iraq and Iran”. 

“What we want to see is a normal, healthy relationship based on respect of sovereignty and Iraq wanting to build an Iraq that is strong, stable, and sovereign,” Tueller said. 

Tueller called the US-Kurdish relationship “an historic one, a long-lasting one” and said he intends “to make sure that relationship is one that’s solid”. He also emphasized that a good, solid relationship” between Baghdad and Erbil is important for the US, and that he intends to  “ensure that the relationship is a positive one”. 

He added that the safety of religious minorities that had been targeted by the Islamlic State (ISIS) would be a priority and that he would “work diligently to promote prospects for their survival in Iraq”.


Tueller is entering a hostile diplomatic environment as tensions with Iran deepen. 

The US withdrew from the Iran nuclear deal in May 2018, arguing the Obama-era accord failed to prevent Tehran from developing nuclear weapons and from interfering in Middle East conflicts. 

Washington imposed a raft of sanctions targeting Iran’s economy and oil sector and designated the powerful Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization. Tehran responded in kind by designating US Central Command (CENTCOM) as a terror group.

In recent days, the US has withdrawn non-emergency personnel from its Baghdad and Erbil missions and urged US citizens to leave the country, citing an unspecified threat from Iran and its proxies. The US has also deployed an aircraft carrier group and B52 bombers to the Gulf.

Trump hopes the move will bring Iran to the negotiating table, but observers fear such brinkmanship threatens plunging the region into war.

On May 22, 2003, by Executive Order 13303, the President declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706) to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq.

The obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  For this reason, the national emergency declared in Executive Order 13303, as modified in scope and relied upon for additional steps taken in Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, Executive Order 13438 of July 17, 2007, and Executive Order 13668 of May 27, 2014, must continue in effect beyond May 22, 2019.  Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the stabilization of Iraq declared in Executive Order 13303.

This notice shall be published in the Federal Register and transmitted to the Congress.

"Bellingly discussed the developments in the political landscape in the region and the measures taken by the United States to impose sanctions on the Islamic Republic of Iran," the statement said.

For his part, Hussein said that "the situation in the region is complex and sensitive at the same time," hoping that "resolving the outstanding problems by peaceful means, diplomacy and dialogue and negotiations, because any tension or conflict will affect negatively on all countries in the region, especially Iraq and will negatively affect the economy and the Iraqi market "He said. 

The two sides agreed to "continue cooperation and exchange views in order to protect the Iraqi economy and ensure its stability from any repercussions in the region." 

The statement said that "the meeting was attended by Joe Hood, acting US embassy in Baghdad and a number of advisers from both sides."

Iraq's President Barham Salih highlighted the region's need to activate constructive dialogues between all parties to reach solutions that help stabilize the security and political situation.

This came during his meeting with Turkey's ambassador to Baghdad Fatih Yildiz.

During the meeting, Salih stressed the importance of expanding cooperation between the two friendly countries to ensure meeting the common interests of the peoples of Iraq and Turkey.

For his part, the Turkish ambassador reiterated his country's support for Iraq at various levels, stressing the importance of strengthening joint efforts to overcome obstacles to the development of relations between the two countries.

 




Separately, Salih told CBS News correspondent Roxana Saberi that he's talking to both the United States and Iran to keep Iraq from becoming a battleground.

A senior Iraqi official revealed the most important of the visit of Assistant US Treasury Secretary Marshall Billingsley to Baghdad, stressing that Washington has provided a file of Iraqi officials containing a list of Iranian companies and banks that are defying US sanctions across Iraq, and is required to stop dealing with her. 
The Iraqi official, who declined to be named, said the Americans want to ensure that the dollar does not infiltrate from Baghdad to Tehran, and they have a list of Iranian companies and banks operating in Iraq with high investments and involved in large conversions of the US currency pulled from the Iraqi market and pumped to Tehran.

The Assistant Secretary of the Treasury visited Baghdad, since last Monday, and met during his visit to President Barham Salih, Speaker of Parliament Mohammad Halboussi, and Finance Minister Fouad Hussein.

The Iraqi official said that the US Treasury Secretary had ordered sanctions against Baghdad if it did not stop the activities of the banned Iranian entities, adding that the Americans had a full picture of ways to transfer hard currency to Iran through Iraq and Iranian fraud. 
He pointed out that the Americans considered that these operations will harm the Iraqi dinar for the very near future.

A statement by the Minister of Finance, Fuad Hussein, after his meeting with the Assistant Secretary of the Treasury, that "Billingsley" touched on developments in the political landscape in the region, and actions taken by Washington to implement sanctions on Iran.

"A brief explanation of the future US policy and bilateral relations between Iraq and America, especially in the areas of economy and finance," Billingsley said.

The Minister of Finance, "The situation in the region is complex and sensitive at the same time," and expressed the hope that the outstanding problems will be resolved through peaceful, diplomatic, dialogue and negotiations.

He considered that any tension or conflict will affect negatively on all countries in the region, especially his country, and will reflect negatively on the economy and the Iraqi market.

There are branches of four Iranian banks operating in the country for years, notably Barisan Bank, Iran Bank, and Mali, along with six other banks with Iraqi businessmen, most of whom have ties with Iraqi politicians and party leaders, with more than 70 offices and a convertible company But officials and observers say the biggest risk is the primitive transfer of dollars by land from Iraq to Iran, something Washington is trying to stop.

According to parliamentarians, the United States is monitoring the status of Iraq and its position on the sanctions imposed on Iran.

"Iraq will have a role in Washington's sanctions against Iran," said MP Talal al-Zobaie. "The Americans are keen on imposing strict control over all revenues from and out of Iraq, so Iraq has become the focal point of the targeted sanctions. From the United States against Iran.

The expert on the Iraqi economic, Ibrahim Sayah, that the visit is a preliminary warning to Iraq, and that officials in the government must understand that the Iraqi dinar is too weak to resist a single statement to Trump if the sanctions against Iraq.

A senior Iraqi official revealed the most important of the visit of Assistant US Treasury Secretary Marshall Billingsley to Baghdad, stressing that Washington has provided a file of Iraqi officials containing a list of Iranian companies and banks that are defying US sanctions across Iraq, and is required to stop dealing with her. 
The Iraqi official, who declined to be named, said the Americans want to ensure that the dollar does not infiltrate from Baghdad to Tehran, and they have a list of Iranian companies and banks operating in Iraq with high investments and involved in large conversions of the US currency pulled from the Iraqi market and pumped to Tehran.

The Assistant Secretary of the Treasury visited Baghdad, since last Monday, and met during his visit to President Barham Salih, Speaker of Parliament Mohammad Halboussi, and Finance Minister Fouad Hussein.

The Iraqi official said that the US Treasury Secretary had ordered sanctions against Baghdad if it did not stop the activities of the banned Iranian entities, adding that the Americans had a full picture of ways to transfer hard currency to Iran through Iraq and Iranian fraud. 
He pointed out that the Americans considered that these operations will harm the Iraqi dinar for the very near future.

A statement by the Minister of Finance, Fuad Hussein, after his meeting with the Assistant Secretary of the Treasury, that "Billingsley" touched on developments in the political landscape in the region, and actions taken by Washington to implement sanctions on Iran.

"A brief explanation of the future US policy and bilateral relations between Iraq and America, especially in the areas of economy and finance," Billingsley said.

The Minister of Finance, "The situation in the region is complex and sensitive at the same time," and expressed the hope that the outstanding problems will be resolved through peaceful, diplomatic, dialogue and negotiations.

He considered that any tension or conflict will affect negatively on all countries in the region, especially his country, and will reflect negatively on the economy and the Iraqi market.

There are branches of four Iranian banks operating in the country for years, notably Barisan Bank, Iran Bank, and Mali, along with six other banks with Iraqi businessmen, most of whom have ties with Iraqi politicians and party leaders, with more than 70 offices and a convertible company But officials and observers say the biggest risk is the primitive transfer of dollars by land from Iraq to Iran, something Washington is trying to stop.

According to parliamentarians, the United States is monitoring the status of Iraq and its position on the sanctions imposed on Iran.

"Iraq will have a role in Washington's sanctions against Iran," said MP Talal al-Zobaie. "The Americans are keen on imposing strict control over all revenues from and out of Iraq, so Iraq has become the focal point of the targeted sanctions. From the United States against Iran.

He pointed out that there is strong control of remittances between the two countries, pointing out the presence of Iraqi banks are still dealing with the Iranian side.

He added: "What matters to us is that Iraq is far from the sanctions on Iran, and must be fortified banks and financial transfer companies of Iraq from the dangers of US sanctions, to be the country is safe, the interest of Iraq above all."

To this, the member of the House of Representatives, Raad Dahlaki, that Washington is not unaware of what is happening in the Iranian file.

He pointed to the development and clarity of the vision of the Americans, expected to occur harsh repercussions against anyone who tries to break sanctions on Iran.

"We have to distance ourselves from being a battlefield, and not pay the bill and tax of the conflict between the United States and Iran," Dahlaki said. 
"We must take care of Iraqi affairs and put in place a strategic or tactical vision at least during the current stage," he said, stressing the need to give the country's interest to the interests of other countries in the event of a conflict.

The expert on the Iraqi economic, Ibrahim Sayah, that the visit is a preliminary warning to Iraq, and that officials in the government must understand that the Iraqi dinar is too weak to resist a single statement to Trump if the sanctions against Iraq. 
"The visit of Assistant US Treasury Secretary represents a clear message indicating the existence of interventions by Iran in the economic affairs of Iraq through local banks that deal financially with Tehran," adding that this angered the United States, which led to this The delegation.

WASHINGTON (Reuters) – US Treasury Secretary Marshall Billingsley has confirmed that his country is presenting a list of Iranian companies and banks to the ethnic government to stop dealing with it immediately because it is circumventing US sanctions using strong ties to Iraq, local media reported.

These are the American orders to Baghdad, which aims to ensure that the dollar does not infiltrate from Iraq to Iran. In order for Washington to confirm to Baghdad that it has the full facts, the American official presented a list of Iranian companies and banks operating in Iraq with high investments and involved in large dollar transfers drawn directly from the Iraqi market to Iran .
