ERBIL (Kurdistan 24) – The US Special Presidential Envoy for the Coalition against the Islamic State, Brett McGurk, on Monday emphasized the key Kurdish role in Iraq’s political process and encouraged the leadership to participate actively in governing the country through the new government of Iraq.

McGurk’s comments came during a meeting in Erbil with the Prime Minister of the Kurdistan Region,Nechirvan Barzani.

During the meeting, which was attended by the US Ambassador to Iraq,Douglas Silliman, and the Consul General in Erbil, Steven Fagin, the delegation discussed the process of electing the speaker of the Iraqi Parliament and his deputies, according to a statement issued by the press office of the Kurdistan Regional Government (KRG.)

They also discussed the ongoing talks among the Iraqi political parties for the formation of the new Iraqi government, Erbil – Baghdad relations, and the Sep. 30 parliamentary election in the Kurdistan Region.

“The delegation expressed its support for the influential role of the Kurdish parties in Baghdad, their strong participation in the political process, and governance in Iraq,” the statement reads.

The Kurdish parties altogether have secured about 60 seats out of a totalof 329 in Iraq’s Parliament. They continue to negotiate with Iraq’s largest parliamentary blocs over the formation of the new government, but they have yet to decide which bloc they will join, as that decision is based on which bloc is prepared to go furthest in addressing Kurdish political concerns.

Barzani highlighted the continuing efforts of the Kurdish parties inparticipating actively in Iraq’s political process, determining government posts, and forming a new government.

He mentioned that talks continue between the Kurdish parties in general, and the leading two parties, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) in particular, to establish a unified position in their negotiations with Baghdad.

McGurk’s meeting with Barzani follows after Iraqi politicians have begun to take the initial steps toward forming the new government.

On Saturday, parliament chose as its new speaker, Mohammed al-Halbousi, former governor of Anbar Province and a member of the Fatih (Conquest) bloc, which is supported by Iran. Halbousi beat out the former Iraqi Defense Minister, Khalid al-Obaidi, whom the US had backed for the post.

Commentators have begun to suggest that Iran is winning over the US in the battle for influence in Iraq. Ranj Alaaldin, a Brookings Institution scholar, suggested that “Iran’s favored candidates are also set to get the presidency and premiership,” while the Middle East news magazine, Al-Monitor, titled its report on Halbousi, “Iran 1, US 0.”

(Reuters) - US special envoy to the International Anti-Dictatorship Alliance in Iraq and Syria on Tuesday predicted that Iraqi political forces would resolve the formation of a new federal government in the coming days.

"We are confident that the Iraqi political forces will be able to form a strong, professional and national government," McGork said at a news conference with leader of the Patriotic Union of Kurdistan (MNF) Mullah Bakhtiar in Sulaymaniyah today.

He added that "America attaches importance to the decisions that will be issued by the political forces in Iraq and the Kurdistan region on the issue of forming a federal government."

"There is no doubt that the parties are committed to the constitutional times," he said, adding that he would "make an important decision on the issue of forming the government in the coming days."

The U.S. Special Presidential Envoy for the Global Coalition to Defeat the Islamic State, Brett McGurk, anticipated on Wednesday that leaders of Iraq’s political parties “will participate actively and resolve the issues of the formation of the new government during the upcoming days.

McGurk added during his meeting with Secretary of the Patriotic Union of Kurdistan (PUK) Politburo, Mala Bakhtyar, in Sulaimani, “We are very confident that the Iraqi government is moving forward to a strong, sovereign, new government in Baghdad.”

The U.S. envoy also added that during a meeting with Bakhtyar, developments and issues of the formation of a new Iraqi cabinet were discussed

“We are very confident that the Iraqi government is moving forward to a strong, sovereign, new government in Baghdad. We are very confident that Iraqi friends and partners will get together and make other decisions to stick to the constitutional timeline to forming a new government,” he said.

He also noted that the aforementioned decisions are for the Iraqis, Iraqi political leadership, and the leadership in the Kurdistan Region.

“The Iraqis will form a new government in the legally mandated period,” McGurk added.

Moreover, he affirmed that the United States will assist the Iraqis in the election of a new president.

Cabinet to be formed without foreign influence: Halbusi

New Parliament Speaker Mohamed al-Halbusi highlighted Wednesday the necessity of forming the next cabinet through national will, away of foreign influence.

During a telephone call with the U.S. Secretary of State  Mike Pompeo, Halbusi discussed the political situation in Iraq and the ongoing full financial support to Iraq to provide services to all Iraqi cities, according to a statement by Halbusi's media office.

Halbusi also praised the role played by the International Military Intervention against ISIS, along with its efforts in restoring safety and security in the liberated cities.

The US State Department announced on Thursday that its minister, Michael Pompeo, had made a phone call with the new Iraqi parliament speaker Mohamed Halboussi.

The ministry said in a statement today that Pompeo congratulated Halaboussi on his new position and stressed that the United States looks forward to working with him in this new and more important role.

The statement added that "Pompeo pledged to continue the detainee with the Iraqis as they seek security, prosperity and stability."

A member of the political bureau of Asaib Ahl al-Haq, Mahmoud al-Rubaie, condemned the US sanctions on the two gangs as "aggression" against Iraq, pointing out that the timing of the sanctions is "purely political."

"The timing of the US sanctions against al-Ubeibah is purely political and evidence that we have defeated them politically," al-Rubaie said in televised remarks. "The US sanctions were the result of the failure of the Trump envoy's efforts."

"The sanctions came after the failure of the sedition of Basra thanks to the wisdom of the Islamic resistance factions," he said.

I do believe that with many years in this investment-what is expected to happen and when it finally does happen are 2 distinct Camels of different colors.

 

One of which, just to keep the KAOS full steam ahead, happens to be a Rainbow colored a Unicorn Camel ( amazingly rare) what poops rainbow smoothie ice cream for the kids. 

 

I think I upped my Lithium dose a bit too high.

U.S. Secretary of State Mike Pompeo on Sunday stressed the role of the Iraqi northern region governed by Iraq’s Kurdish Regional Government (KRG) in the country’s politics and shaping the country’s leadership.

In a phone call that KRG Prime Minister Nechirvan Barzani received from Pompeo, the latter “pointed to the significant role" of the Kurdish region in Iraq's political process, said a KRG press office statement on Sunday.

The two officials discussed, according to the KRG statement, “political developments in Iraq, including the process of the election by the parliament of the new Iraqi president and the formation of the new government.”

Pompeo stressed, during the call, the KRG’s “significance and active role it holds in the political process of Iraq and how they will help shape the country’s branches of leadership, in Parliament, in the government, and in the presidency,” read the press statement.

U.S. relations with Iraq and the Kurdish region as well as the latest developments in the wider region were also discussed, said the statement.

Since Saturday, Barzani has been holding meetings in Baghdad on the formation of an anticipated new Iraqi government.

The Iraqi parliament, elected in 2012, is scheduled to hold its second session on Tuesday, but the agenda of the session does not include voting to elect a new president.

Separately, a source in the Kurdistan Democratic Party (KDP) headed by former KRG Premier Massoud Barzani said on Sunday that the party will nominate Fuad Hussein, former chief of staff to the KRG presidency, for the raq’s president.

Current KRG Premier Nechirvan Barzani is also the KDP’s deputy leader.

On Thursday Pompeo called Mohammed al-Halbousi, Iraq’s recently elected parliament Speaker.

Within 30 days of its first session, which was held earlier this month, parliament should elect -- by a two-thirds majority -- the country’s next president, according to Iraq’s Constitution.

The new president will then task the majority bloc in parliament with drawing up a government, which must be referred back to the assembly for approval.

Baghdad / obelisk: Books Bilal Wahab and Barbara A. On 15 September, members of the Iraqi Council of Representatives voted by secret ballot to elect a new speaker and two deputies. The former Sunni politician and governor of Anbar, Mohamed Halboussi, won 169 votes out of 298, beating his well-known rival, former defense minister Khaled al-Obeidi.

Following this vote, the Iraqi constitutional clock began to move before the 90-day deadline for forming the next government ended. The House of Representatives must now elect a president by the end of September. Then the new president calls the largest parliamentary bloc to nominate the prime minister and form a government. All of these steps must be completed by mid-November if things go as planned, but different complications are already emerging.

Radical changes in alliances

The vote on the House of Representatives came after another sudden change in political alliances, bringing together two unlikely partners together after an election that left no one with a major victory. (54 seats) and the Al-Fateh alliance led by Hadi al-Amiri (47 seats) ranked first and second in the May elections. They were competing against each other to form the largest parliamentary bloc. Led by Prime Minister Haider al-Abadi (42 seats), the two main Kurdish parties (44 seats in total) and various Sunni groups. Both alliances also knew that they were capable of disrupting any government they were not part of because Iraqi politicians had not yet learned the art of acting as a loyal opposition.

Amidst these behind-the-scenes relations, the repercussions of popular protests and violence in Basra have emerged.Abbadi's chances of securing another term have been reduced. That unexpected thunderstorm prompted Sadr and al-Amiri to unite rather than compete. The Saarun Alliance, Al-Fath, the National Axis under the leadership of the Sunnis, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan agreed to choose Halabousi as Speaker of the House of Representatives and Saaroun candidate Hasan Karim Al-Kaabi as First Vice- And KDP candidate Bashir al-Haddad as a second deputy (a traditional Kurdish post).

This combination has led to the dismissal of the Islamic Dawa Party, the joint opponent of the Surun and Al-Fateh alliances, from which the two former prime ministers emerged. It also recorded a remarkable victory for Tehran, which exerted pressure in favor of Halbusi.

Now the chaotic part - the choice of president

Although Sunni parties were eyeing the presidency, Iraqi political traditions still exist: the country will again be headed by a Sunni speaker, a Kurdish president and a Shiite prime minister. But the middle step will be complicated, because the Kurds are very divided. The two former Iraqi Kurdish leaders came from the Patriotic Union of Kurdistan, which wants to retain the post. However, his opponent, the Kurdistan Democratic Party (KDP), is demanding the presidency for a candidate of his own who still has to appoint him, considering that he won a larger number of seats (26 versus 18 for the Patriotic Union of Kurdistan) and deserves a fair chance because the Patriotic Union of Kurdistan In 2006.

Congress is once again trying to reduce Iran's influence in Iraq in a way that could jeopardize the country's efforts to form a new government following May legislative elections.

The House Foreign Affairs Committee is scheduled to vote Thursday on bipartisan legislation that would block the assets of Iranians found to pose a threat of violence in Iraq. Meanwhile Sen. David Perdue, R-Ga., has introduced a bill to sanction two Iran-backed Shiite militias in the upper chamber.

“I’m proud to introduce this legislation and send a strong message that we will not tolerate the destabilizing efforts of the Iranian regime when it comes to the government of Iraq,” the House bill's sponsor, Rep. Adam Kinzinger, R-Ill., said in a statement when he introduced the Preventing Iranian Destabilization of Iraq Act in December.

The House unanimously passed similar legislation to Perdue's earlier this year as an amendment to the defense authorization bill. But the provision from Rep. Ted Poe, R-Texas, was dropped when the bill was merged with the Senate version.

“My amendment sanctioning Asaib Ahl al-Haq and Harakat Hezbollah Nujaba, two of the most destabilizing Iranian-backed militias in Iraq with American blood on their hands, passed the House unanimously,” Poe told Al-Monitor in an emailed statement today. “Removing the provision was a mistake and only emboldens these Iranian-backed terrorist groups.”

The Iraqi Embassy in Washington declined to respond to repeated requests for comment.

However, public disclosure forms indicate that Iraq's lobby shop, the Livingston Group, met with Kinzinger in January to discuss his bill. And Iraq's former ambassador, Lukman Faily, told Al-Monitor that the Perdue bill in particular could complicate Baghdad’s struggles to form a governing coalition.

“This will be seen as another example of the geopolitical increase in tension between the US and its allies on one side and Iran and its supporters on the other side,” said Faily.

The House initially passed its version of the Perdue legislation a few weeks after one of the targeted militias, Asaib Ahl al-Haq, won 15 seats in Iraq’s May parliamentary elections. The group is part of the pro-Iran Fatah coalition, which came in second and is in talks to form a coalition government with the top vote-getter, Shiite cleric Muqtada al-Sadr's nationalist Sairoon coalition. The other targeted militia, Harakat Hezbollah al-Nujaba, did not field any candidates.

“At the very least, [Asaib Ahl al-Haq] bought one Cabinet member in the Iraqi government,” Michael Knights, a senior fellow at the Washington Institute for Near East Policy, told Al-Monitor. “Not a major one like defense, interior, finance, none of those. The worst that can happen is that [the group] will control a junior ministry in the Iraqi Cabinet.”

Still, the Perdue bill could place the United States in the unenviable position of sanctioning an Iraqi government official.

“They are no longer in the fringe of politics,” Faily told Al-Monitor. “Such a legislation, if implemented, will have ramifications within our internal politics too. It will enhance polarization and will push parties and blocs to take sides with or against such sanctions. [Asaib Ahl al-Haq] is now part of our democratic setup and hence its effect will be visible and for all to see and feel, more so if they take part as ministers within the next Cabinet formation.”

Knights confirmed that the potential sanctions have caused considerable consternation among Iraqi politicians across multiple sects and ideologies. Knights himself favors holding off on the sanctions until Baghdad forms a new government and recommends narrowly targeting figures such as Asaib Ahl al-Haq leader Qais al-Khazali, who is a member of parliament himself.

Knights said he asked every single Iraqi official he met during a June trip to the country — from Prime Minister Haider al-Abadi on down — about the wisdom of sanctioning Asaib Ahl al-Haq and Khazali himself.

“They were nervous about the prospect, less nervous about sanctioning Khazali personally and more anxious about sanctioning all the members of his movement,” Knights told Al-Monitor. “They felt it would drive the rank and file to Khazali if they were to be lumped with the same label as being a terrorist.”

Knights also said that many fighters were not involved in the surge of violence targeting US soldiers following the 2003 invasion of Iraq and joined the group more recently in 2014 to fight the Islamic State. He said the Trump administration has the authority it needs to enact the sanctions laid out in both the Kinzinger and Perdue bills.

“People in the Middle East take this stuff seriously,” said Knights. “Even though we might know that it’s just completely duplicative … they don’t know that in the Middle East. It sends a kind of signal of continuing and intensifying intent on behalf of the US government.”

Indeed, the Trump administration has started to ratchet up the pressure on Tehran’s proxies throughout the Middle East as part of a hard-line strategy against Iran.

Following two separate rocket attacks earlier this month — one on an airport in Basra, which hosts a US consulate, and another in Baghdad’s Green Zone, where the US Embassy is located — the White House placed the blame on Iran and its Iraqi militias, without offering evidence.

“Iran did not act to stop these attacks by its proxies in Iraq, which it has supported with funding, training and weapons,” White House Press Secretary Sarah Sanders said in a statement. “The United States will hold the regime in Tehran accountable for any attack that results in injury to our personnel or damage to United States government facilities.”

Asked today about US plans to counter Iranian influence in Iraq, Pompeo said the United States has “been working to achieve a government that is an Iraqi national government.” He added, “We are working diligently to make sure that the Iraqi people — that voice they gave during the election — is who ends up in leadership.”

The rocket attacks came after Reuters reported in August that Tehran had given ballistic missiles to its Iraqi proxies, citing Iranian, Iraqi and Western officials.

“Iran’s willingness to transfer these missiles to its Iraqi agents is a measure of its involvement in these forces,” Behnam Ben Taleblu, a research fellow at the hawkish Foundation for Defense of Democracies, told Al-Monitor. “The US should determine which militias received these weapons and designate them” for liaising with the Islamic Revolutionary Guard Corps.

Ben Taleblu also noted that the missiles may end up in Syria “since much of Iran’s infrastructure has gone up in smoke there.”

Both militias targeted by Perdue's bill fight alongside Iran in Syria on behalf of the Bashar al-Assad government.
