TOMINVEGAS
I really have to conclude that Iraq has lost a huge amount of credibility with other governments of the world. Maybe the countries of the Middle East don’t see it that way, but the rest of the world does for sure. Their lack of progress and continued corruption is appalling to any modern or even half modern country or person. The GOI needs an extremely severe adjustment or nothing will get done. Iraq is currently the land of thieves, liars, and conmen. The CBI is absolutely corrupt and ineffective as a central bank. More of the same blah blah blah and nothing ever changes. The perpetual con. 1

Butifldrm
2018-04-22 BY SOTALIRAQ The presidency of the parliament exceeds the law with deputies among the dismissed Repeated deputies' absence caused the House of Representatives to stop two months before its end. The legal committee in parliament recognizes that the slack of the presidency of the House of Representatives against absentee MPs and the non-lifting of their immunity paralyzed the House of Representatives for a long time. In the meantime, the report pointed out that the presence of female parliamentarians was more than men, and that the repeated absence of members comes because of the failure to take action against members whose absences exceeded the limit. The internal order of the House of Representatives in its Article (18 / II) requires the Presidency of the Council of Representatives to issue a written warning to the absent member inviting him to abide by the presence. In case of non-compliance, the Presidency shall be subject to the Council. In February 2016, Speaker of the House of Representatives Salim al-Jubouri promised to announce the names of deputies absent during the legislative term and threatened to withdraw the membership of those who exceeded their "acceptable absence". The chairman of the Legal Committee in the House of Representatives Mohsen al-Sadoun said in a statement to (the extent) that "the House of Representatives was unable to abolish the membership of MPs whose absences exceeded the limit allowed, causing irregular meetings," saying that "the meetings of the House of Representatives stopped before the end of constitutional terms Is a violation of the Constitution and the rules of procedure. " The Presidency of the House of Representatives is unable to hold accountable the absentees from the meetings or who apologize under the pretext of illness or full time to work with the popular crowd, after exceeding the absences in each session of the 150 deputies. The House of Representatives had voted in January last to double the financial penalty for the absence of a member of the House of Representatives to one million dinars after the parliamentary sessions of cases of absenteeism continued to prevent the completion of the quorum for a large number of meetings. In June, the Presidency of the Council of Representatives was forced to reconsider the mechanisms of monitoring the parliamentary sessions, after the crisis of the absence of deputies increased to 100 deputies per session. The Presidency of the Parliament assigned a special media committee to monitor the presence of deputies through the camera system in the parliament building, in addition to activating the financial penalty. He called on the veteran parliament speaker to "double the deductions of absenteeism from one million dinars for each session to two million dinars in order to oblige members of the House of Representatives to attend the meetings of the current legislative term, which will end at the end of April." On the other hand, a parliamentary source has revealed to the (range) in May last list of 16 deputies called on the judiciary to lift their immunity for the existence of lawsuits on charges of defamation and insult and defamation, and some of them are wanted on charges of wasting public money and terrorism. The list consists of 12 Shiite deputies and 4 deputies a year, as some parliamentarians face more than a lawsuit. At the end of last year, the committee to lift parliamentary immunity announced that it had received 16 applications, noting only one of these requests met the legal requirements. The Commission has speculated that there is a "political targeting" behind that request. And the best speaker of parliament, Salim al-Jubouri, the deputies required between resolving the issue with the judiciary or else offer to lift immunity before the House of Representatives after the Eid holiday. Article 20 (II) of the rules of procedure states that "the arrest of a member during the term of the legislative term, The head of the Legal Committee in the House of Representatives said that "the parliamentary committee competent to review the requests to lift immunity did not submit its report to the Presidency of the Council of Representatives to decide to lift the immunity of the deputies" , Pointing out that "most of these Requests (lifting immunity) related to statements made by these deputies against the judiciary or executive. " Al-Saadoun said that "Parliament will enter in May next holiday the last legislative term before resuming its work in June next to end the life of the current parliament on the first of next July," saying that the disruption of parliament because of electoral propaganda is not true. In the meantime, monitoring the parliamentary observatory of the institution of MADARC to study the mechanisms of intellectual advancement in the report on the first chapter of the fourth legislative year, from July until last November, "the average attendance of the meetings was (185) Which was the average of 196 deputies, while the lowest attendance was the session (17) where the number of attendance was 168 deputies. " The report attributed the repeated absence of members to "failure to take action against those whose absences exceeded more than one third of the sessions of the first legislative term of the fourth year." According to the report, the province of Anbar recorded the highest percentage of governorates with absenteeism reaching 7.45%. Salah al-Din governorate came second with 6.9%, while the governorate of Dohuk was 4.5%, while Wasit governorate was the least absent among Iraqi governorates by 2.6%. , Followed by Muthanna (2.62%) and Babil (2.76%). According to the report, "the democratic civil current was the highest percentage of absenteeism among the other entities as it came at 20%, and ranked second, the Iraqi free bloc and the national assembly by 15%, and the third place was the share of the new stream of the new 14%. The report documented that "women are more committed and present in the Council sessions, where the percentage of absenteeism for women compared to the absence of men is as follows: the percentage of women's absence is 36% and the absence of men is 51%." (The range shows a table of the names of the most absent deputies with the number of meetings that were absent during the legislative term). However, the Chairman of the Parliamentary Legal Committee on the achievement of the current parliament achievements, saying that "the last two years enabled the House of Representatives to pass a package of important laws after the study by the parliamentary legal committee," noting "one of the most important laws that initiated is the law of amnesty, Controversial and disobedient laws ". In August, the House of Representatives voted on the second amendment to the amnesty law that exempted abductions and some of the beneficiaries of the previous amnesty measures. "In addition to the controversial and important laws that began the current parliamentary session, the Supreme Judicial Council, , Judicial supervision, political parties, the Judicial Institute, the State Consultative Council, the elections of the Council of Representatives and the provinces and the Electoral Commission, "recognizing" difficulties and challenges represented by reservations expressed by the parliamentary blocs on their approval. " "The most important laws that have been hampered by disagreements between the various parliamentary powers are the Federal Court Law, which was postponed to the next parliamentary session despite its being submitted to the vote," Saadoun said, adding that "all amendments to the laws passed to the next session will be canceled." In the opinion of the MP for the province of Nineveh, delayed adoption of the law of the Council of the Union, "a violation of the Constitution being the only body that can veto the laws initiated by the House of Representatives," likely "the existence of more than thirty laws were submitted to the next parliamentary session." https://www.sotaliraq.com/2018/04/22/رئاسة-البرلمان-تتجاوز-على-القانون-مع-ن/ 1

TexasMike1958
If the CBI keeps waiting on the Parliament to pass the HCL before the RV, the RV will never happen in our lifetime. I think the GOI has proven that. They are in absolutely no hurry to do anything. I believe the CBI needs to take the camel by the hump and just RV their currency and then watch the GOI try to hop on along for the ride. Then you will see those little hairy sphincter tubes get into action. 1
