Iraqi Defense Minister Najah al-Shammari said on Wednesday that US troops withdrawing from northeast Syria to Iraq would leave the country within four weeks.
Al-Shammari's comments came after meeting in Baghdad with his US counterpart, Mark Esper, who arrived as Iraqi leaders were inspecting reports that the United States wants to increase the number of troops stationed in Iraq, at least temporarily.
The United States has no plans to leave those forces in Iraq "endlessly," he said, adding that he planned to talk to Iraqi leaders about the matter.
Al-Shammari said Esber traveled to Iraq at the invitation of the previous, and pointed out that the two sides agreed in talks on Wednesday, that US troops crossing from Syria "will pass" through Iraq, and then will leave within a period of no more than four weeks.
The Iraqi minister said that the planes, which will transport US troops out of Iraq, have already arrived.

Turkish President Recep Tayyip Erdogan has reached an agreement he described as "historic" with his Russian counterpart, Vladimir Putin, on Syria.

Speaking at a joint news conference with Putin, Erdogan said after their meeting in the Russian city of Sochi that the main aim of the peace process is to get terrorists out of the region and to secure the return of Syrians to their territory.

Erdogan said that the memorandum of understanding, reached with Putin, provides for the withdrawal of the Kurdish "YPG" with its weapons from the region to a depth of 30 kilometers within a period of 150 hours starting midday on Wednesday, in addition to its exit from Tal Rifaat and Manbij.

The Turkish president said that his country hosts three million six hundred and fifty thousand Syrians, including three hundred and fifty thousand Kurds, in this context, Erdogan stressed the agreement
with the Russians, to take measures that will facilitate the voluntary return of Syrian refugees and prevent the infiltration of terrorists.

Iraqi defense minister gives US troops 4 weeks to leave Iraq

US troops withdrawing from northeastern Syria to Iraq are “transiting” and will leave the country within four weeks, Iraq’s defense minister said Wednesday.


Najah al-Shammari made the remarks to The Associated Press following a meeting in Baghdad with visiting US Defense Secretary Mark Esper, who arrived as Iraqi leaders chafed over reports the US may want to increase the number of troops based in Iraq, at least temporarily.


Iraq’s military said Tuesday that American troops leaving northeastern Syria don’t have permission to stay in Iraq in a statement that appeared to contradict Esper, who has said that all US troops leaving Syria would continue to conduct operations against ISIS group from Iraq to prevent its resurgence in the region.


He later added that the troops would be there temporarily until they are able to go home, but no time period has been set.


Esper said earlier on Wednesday that the US has no plans to leave those troops in Iraq “interminably” and that he plans to talk with Iraqi leaders about the matter.
Al-Shammari said Esper traveled to Iraq based on an invitation from the Iraqis. In Wednesday’s talks, he said the two sides agreed that the American troops crossing from Syria are “transiting” through Iraq and will then head to either Kuwait, Qatar or the United States “within a time frame not exceeding four weeks.”


The Iraqi minister said the planes that would transport the American troops out of Iraq have already arrived.


Esper’s visit to Baghdad came a day after Russia and Turkey reached an agreement that would deploy their forces along nearly the entire northeastern border to fill the void left after President Donald Trump’s abrupt withdrawal of US forces from the area, a move that essentially cleared the way for the Turkish invasion earlier this month.


It was unclear Wednesday what that means for US forces.
Trump ordered the bulk of the approximately 1,000 US troops in Syria to withdraw after Turkish President Recep Tayyip Erdogan stated in a phone call that his forces were about to invade Syria to push back Syrian Kurdish fighters whom Ankara considers terrorists.


The pullout largely abandons the Kurdish allies who have fought ISIS group alongside US troops for several years. Between 200 and 300 US troops will remain at the southern Syrian outpost of Al-Tanf.


Esper said the troops going into Iraq would have two missions, one to help defend Iraq against a resurgence of ISIS militants and another to monitor and perform a counter-IS mission.


The US currently has more than 5,000 American forces in Iraq, under an agreement between the two countries. The US pulled its troops out of Iraq in 2011 when combat operations there ended, but they went back in after ISIS group began to take over large swaths of the country in 2014.


The number of American forces in Iraq has remained small due to political sensitivities in the country, after years of what some Iraqis consider US occupation during the war that began in 2003. Iraqi leaders may privately condone more US forces to battle IS, but worry if it’s widely known that there will be backlash from the citizens.


US troops in Syria fought for five years alongside Kurdish-led forces in northeast Syria and succeeded in bringing down the rule of IS militants — at the cost of thousands of Kurdish fighters’ lives. Under the new agreement, much of that territory would be handed over to US rivals.


The biggest winners are Turkey and Russia. Turkey would get sole control over areas of the Syrian border captured in its invasion, while Turkish, Russian and Syrian government forces would oversee the rest of the border region. America’s former US allies, the Kurdish fighters, are left hoping Moscow and Damascus will preserve some pieces of the Syrian Kurdish autonomy in the region.

A week after first refugees crossed from northeast Syria into Iraq, the arrivals to northern Iraq continue. UNHCR, the UN refugee agency, teams on the ground report that of this morning more than 7,100 have arrived since last Monday. Most of them - just under 7,000 - are sheltered at the Bardarash refugee camp, some 140 kilometres east of the Iraqi-Syrian border.

Most of the Syrian refugees come from cities and villages from northeast of Syria. Three out of four are women and children. There are unaccompanied children among the arrivals. Some refugees, especially children, require psycho-social first aid, and psycho-social support as they fled in fear in the midst of fighting. Some witnessed explosions and shelling. Refugees with relatives living in the area are allowed to leave the camp and join their families.

UNHCR and partners, together, with local authorities are providing a range of services that start from the border. These include reception, provision of hot meals, transportation to the camp, registration, shelter and protection services. Teams also conduct protection monitoring, child protection and identification of unaccompanied children and persons with specific needs, already at border reception centres.

The Bardarash camp has a water network, an electricity grid and a sewage system. These networks need expansion as more refugees arrive to the camp. The camp has a reception centre, a registration centre and storage units for humanitarian supplies. UNHCR partner, the local Board of Relief and Humanitarian Affairs, is in charge of camp management.

UNHCR is working with other aid agencies in support of the response led by the local authorities to deliver relief and services.

Prior to the latest arrivals, some 228,000 Syrian refugees have found shelter in Iraq, forced from their homes by more than eight years of conflict and destruction in Syria.

US Convoy In Syria Attacked By Turkey-Backed Militants: Russian MoD

Russia’s Ministry of Defense announced Sunday that a US military convoy came under attack by Turkey-backed militants in Syria.

"American troops heading toward the Iraqi border have been attacked from land held by Turkish-backed militants in northern Syria, Russia’s Ministry of Defense has claimed," according to a breaking report by RT.

Russian military sources, who have this week been seen in close vicinity with US troops amid a Pentagon draw down from border areas, reported no casualties as a result of the alleged incident.

Though the Pentagon did not immediately confirm the report, there's been increasing tensions between Washington and Ankara over proposed Congressional sanctions on Turkey, also as the 'US withdrawal' from northern Syria became in reality a mere 'partial' draw down with American forces redeployed to 'secure' oil fields in partnership with the Kurdish-led SDF. 

According to details from the Russian Defense Ministry (MoD), the American convoy was attacked near the town of Tell Tamer on the M4 highway, which runs parallel to the Turkish border near areas captured by pro-Turkish forces as part of 'Operation Peace Spring'. 

An official statement from the Russian MoD reads as follows:

“As part of deconfliction exchange, information has been received from the US side that on November 3 a convoy of American servicemen...was fired upon from the territory controlled by the pro-Turkish Syrian National Army.” 

This follows an incident last month which involved American troops in the Syrian Kurdish town of Kobani coming under Turkish artillery fire.

Since Trump's declared US withdrawal from the border areas due to Erdogan's Turkish military incursion, American and Russian convoys have been seen passing each other on the roadways.

Multiple media reports have lately documented the presence of former ISIS and al-Qaeda fighters swelling the ranks of Turkish-backed Sunni militias currently serving as the main ground force for Erdogan's 'Operation Peace Spring'.

Strong letter by House Foreign Affairs Committee members urges withdrawal of White House invitation

Residents of northeastern Syria are fearful and the humanitarian situation is a cause for concern

ERBIL, DUBAI: In a humiliating rebuke to Turkish President Recep Tayyip Erdogan in the lead-up to his visit to Washington, members of the Foreign Affairs Committee of the US House of Representatives have written a strong letter urging US President Donald Trump to withdraw the White House invitation.

The letter says Erdogan’s “decision to invade northern Syria on Oct. 9 has had disastrous consequences for US national security, has led to deep divisions in the NATO alliance, and caused a humanitarian crisis on the ground.”

The Congress members said: “Turkish forces have killed civilians and members of the Syrian Democratic Forces (SDF), a critical US partner in the fight against (Daesh), and displaced over one hundred thousand people from their homes in northern Syria.”

The committee’s concerns are well founded. After weeks of instability and violence following the Turkish incursion, the situation in northeastern Syria remains tense despite the implementation of a ceasefire and an agreement between Russia and Turkey that compelled Kurdish-led SDF troops to withdraw from the border.

According to multiple sources, residents of this part of Syria are fearful for their future and the humanitarian situation is a cause for concern.

Since Turkey launched its assault, shortly after the US troop withdrawal from the border, approximately 180,000 Syrian civilians, primarily Kurds, have been displaced from their homes.

Turkey, with the help of its Syrian militia proxies, has carved out a large swath of territory — about 120 kilometers wide — that extends from Tal Abyad to Ras Al-Ayn (known by Kurds as Serekaniye).

On Oct. 31 at a gathering in Istanbul, Erdogan boasted that the “safe zones” were the most peaceful and livable places in Syria today. “We did not provide all these services with any expectation, but as our human and moral responsibilities,” he said, adding “when we look around, we see only humans, souls and life.”

Most Kurds of northeastern Syria see the situation very differently. In their view, what Erdogan has undertaken in the name of resettling millions of Syrian refugees in the so-called safe zone is a giant demographic-engineering exercise.

What has reinforced their suspicions have been incidents of Turkish-backed Syrian militias looting civilian homes and businesses, clips of which have flooded social media since the first days of the Turkish invasion.

Sounding a direct warning via Twitter, Mazloum Abdi, the SDF’s general commander, said: “There are efforts by Turkey to achieve its demographic-change goals in Northeast Syria through international organizations. The UN head’s willingness to form a team to study the proposal and engage in discussions with Turkish authorities on the issue is deeply worrying and dangerous.”

Dr. Nemam Ghafouri heads a charity called Joint Help for Kurdistan that is distributing humanitarian aid in the region. As someone who is familiar with the facts on the ground, she says “the humanitarian situation could not have been worse.”

She says because northeastern Syria has been practically under an embargo for years, “it’s very hard to find even the most basic items in significant quantities. Even finding and buying simple clothing for the displaced is very difficult and expensive.”

Ghafouri has talked to many people displaced from different areas. Some spoke of how they tried to return to their homes but the presence of the militias, whose roadside executions of Kurds have been filmed and posted on the web, acted as a deterrent.

Among the displaced Syrians Ghafouri spoke to were a pharmacist and a doctor from Ras Al-Ayn who tried to return to their homes.

“They told me about another pharmacist they knew who was arrested along with his son by these militias, who demanded a large ransom for their release,” she said. After being detained for eight hours, both were released without the ransom being paid. Instead, the militiamen “stole everything they could find in their home and their pharmacy.”

The general atmosphere, as inferred by Ghafouri, is one of “suffering and hopelessness.”

Alluding to the resettlement of Arabs on confiscated Kurdish land by Syrian President Hafez Al-Assad back in the mid-1970s, she said: “This is not the first time efforts have been made to change demographics.”

Ghafouri said that even today, on the road from Hasakah to Derik, “you can see where Arab villages have been built on the best agricultural lands in the region.”

On Oct. 24, in an interview to Turkey’s state broadcaster TRT, Erdogan came close to making the case for ethnic cleansing. “What is important is to prepare a controlled life in this enormous area, and the most suitable people for it are Arabs,” he said. “These areas are not suitable for the lifestyle of Kurds … because these areas are virtually desert.”

In actual fact, northeastern Syria, where the country’s largest Kurdish-majority areas are located, is also where Syria’s best agricultural lands happen to be. The region is often referred to as the country’s “breadbasket.”

Ghafouri believes the events of the past several weeks are “all about destroying the landscape and demography of the Kurdish regions for good,” adding: “It has been partially accomplished already.”

Besides Turkey, Russia and the Syrian regime have also sent troops to the Turkey-Syria border, but locals Ghafouri spoke to “don’t see the Russian deployment as a cause for hope.”

She said: “Despite feeling betrayed by America, people I’ve talked to there trust Russia even less. It seems that with Russian support, the Syrian regime has achieved what it wants — namely the ‘Arabization’ of predominantly Kurdish areas with the help of Turkey.”

In recent weeks, more than 14,000 Syrians have fled the conflict in the country’s northeast to neighboring Iraqi Kurdistan, which already hosts a huge refugee population.

Jotiar Adil, a spokesperson for the Kurdistan Regional Government (KRG), said the KRG “does not have the capacity to handle and care for a new wave of refugees coming across the border on its own.

“Therefore, we ask the international community to take a serious stance on this and assist us in sheltering and providing for these refugees.”

While the Russian-Syrian deployment along the border in northeastern Syria is expected to lessen the likelihood of a total Turkish takeover, the agreement with Russia permits Turkey to retain forces in Syrian territories under its control and states: “Joint efforts will be launched to facilitate the return of refugees in a safe and voluntary manner.”

Nevertheless, Joshua Landis, a Syria expert and head of the Middle East department at the University of Oklahoma, rules out the worst case scenarios, saying: “Erdogan’s resettlement plan is dead. The Russians will fight it and so will the Syrians. There may be some resettlement around Tal Abyad and Ras Al-Ayn, but beyond that, it is hard to imagine that right now. Even in this area, it is doubtful there will be any large-scale refugee resettlement.
