  MOSCOW, Jan 30 (KUNA) - Iraqi Foreign Minister Mohammed al-Hakim announced on Wednesday his government's support for the return of Syria to its seat in the League of Arab States.

"We discussed three main axes: the bilateral relations between the Russian Federation and Iraq, the second axis regional issues related to Syria, Palestine and Iran, and the third part on international relations," Hakim said during a joint news conference with his Russian counterpart Sergei Lavrov.

"We must resolve the Syrian crisis and try to find a solution to Syria's return to the League of Arab States," he said, adding that Baghdad supports the return of Damascus to the Arab League "once again."

Asked if Iraq would enter the alliance, which the United States intends to form against Iran, Hakim said: "Iraq will not enter any alliance against Tehran."

Hakim said he discussed in Moscow "cooperation in the military file and support provided by the Russian government to Iraq in its war against Daqash, as well as increase the volume of cooperation in the economic field."

The Foreign Minister said that his talks with his Russian counterpart dealt with "in detail the Syrian situation and defeat terrorism in Syria."

He said that the two sides agreed on "the need to implement international resolutions, and that Syria be a stable and sovereign state on its territory."

 

Hakim also said he had invited his Russian counterpart to visit Baghdad.

 

For his part, Lavrov said: "We have military cooperation with Iraq in the fight against terrorist groups," revealing that Moscow will help Iraq to develop its military capabilities.

Asked about the US military presence in Iraq, Lavrov said: "We respect Iraq's sovereign right to determine how it cooperates with other countries, and the government must decide for itself how to defend its security."

"The US presence is based on the approval of the government, so from here we see it as a legitimate presence," he said.

About 5,000 US troops have been deployed in Iraq since the formation of the US-led coalition in 2014 to fight the Da'ash organization.

Political blocs close to Iran are drafting legislation in the Iraqi parliament to remove foreign combat troops from the country, led by America, following the end of the war against the Da'ash organization.

In contrast, Washington says it does not intend to withdraw its troops from Iraq in the near term.

There has been much talk in recent months of Russia’s taking over the reins in Syria on conditions from the US, notably that Moscow undermines Tehran’s influence in Syria and brings about the withdrawal of pro-Iran Shiite Lebanese, Iraqi and Afghan militias.

However, it is difficult to confirm that Russia has promised the US to expel Iran from Syria, as reported after the Helsinki summit between US President Donald Trump and Russian President Vladimir Putin. It is also difficult to confirm that the US trusts that Russia can do this, especially since Iran has deeply penetrated Syrian society and Russia alone cannot uproot it.

There are doubts that the Syrian regime can simply abandon its ties to Iran, especially since thousands of Iranians have been granted Syrian citizenship, key economic privileges have been handed to Iran and military bases across Syria given to it.

In January, Iran accused Russia of intentionally jamming air-defence systems during Israeli air strikes on military installations belonging to Iranian militias inside Syria. Tehran said Russia had refused to allow regime forces to operate S300 air-defence systems given by Russia to the regime after Israel shot down a US fighter jet.

Iran viewed the Russian move as creating a conducive environment for the Israeli air raids. However, it is difficult to ascertain whether there is a real conflict between the two sides.

There were recently clashes in northwest Syria between Iranian-backed forces and Russian-backed fighters, namely the Fourth Armoured Division led by Maher Al-Assad, the brother of Syrian President Bashar Al-Assad, who is considered pro-Iran, and the Fifth Corps led by Suhail Al-Hassan backed by Russia.

The Iranian-backed troops suffered losses in this clash between the presumed allies who share common goals in maintaining the Al-Assad regime in power.

US policy in the Middle East has changed much since Trump took office, and the new US administration believes Iran is a serious threat to US interests in the region and must be expelled from Syria and Iraq. If the White House has indeed handed over the Syrian issue to the Kremlin to solve, then a power struggle between Russia and Iran seems inevitable.

Russia may not succeed in expelling Iran from Syria, but it will try to downsize the Iranian presence. Iranian troops without Russian air cover will be targeted by Israel, and even though the two countries’ interests intersect right now, they will eventually clash as they each have different final goals for Syria.

Al-Assad will not abandon Iran’s support because it is essential for the regime to remain in power. Russia’s interests in Syria are strategic ones, and they do not exclusively rely on the incumbent regime. Russian Foreign Minister Sergei Lavrov has said that Russia is not holding onto Al-Assad per se, though it will support any regime that allows it to stay in the country.

Strong ties between Syria and Iran began in 1979 when Ayatollah Khomeini took power in Iran and former Syrian president Hafez Al-Assad was the first head of state in the world to recognise the Islamic Revolution in Iran. 

They began building strategic ties in many fields, especially military, security and economic. During the Iran-Iraq War in the 1980s, Damascus was the only Arab capital to side with Tehran against Baghdad. In 1982, during Israel’s war on the Palestinian Liberation Organisation (PLO) in Lebanon, the Syrian regime played a key role in facilitating the arrival of the Iranian Revolutionary Guard Corps in Lebanon.

Later, these formed the Hizbullah militias that marginalised the nationalist Lebanese forces and for decades held Lebanon hostage to Iran’s political and military agenda.

In 1991, Syrian troops fought alongside the US against Iraq to liberate Kuwait. After the US occupation of Iraq in 2003, relations between Syria and Iran grew stronger, dividing their roles in Iraq. At the outset of the Syrian Revolution in 2011, Iran’s supreme guide Ali Khamenei said the demonstrations in Syria were a “US-Zionist conspiracy aiming to break the strong axis of resistance and boycott [of Israel] in the region.”

The Syrian regime would almost certainly have fallen had it not been for Tehran’s political, economic and military support. Iranian officials have said that supporting the Syrian regime is part of Iran’s strategic interest in the Arab region, stretching from Iraq, ruled by a pro-Iranian regime, passing through Syria, ruled by a pro-Iran strategic ally and ending in Lebanon where the Shia group Hizbullah is in control.

“If the enemy attacks and wants to occupy Syria or [Iran’s] Khuzestan Province, then we must defend Syria before Khuzestan,” said Iranian cleric Mahdi Tayeb.

Iran has spent tens of billions preventing the Syrian regime from toppling, which would have meant the toppling of Iran’s religious and sectarian influence in the Arab region. It has suffered huge military losses while supporting the regime, formed more than 20 militia groups in Syria, and even represented the regime politically at regional and international conferences, including Astana.

Iran is not standing by silently, however, as the US ratchets up the tension on the regime in Tehran, and it has been trying to open a dialogue with the West and Israel through multiple parties.

Some believe the Iranian-Russian clash has already started, especially after the US announced the withdrawal of its troops from Syria and with the weakness of the Syrian opposition. Russia will likely win militarily, not least because its air force can eradicate Iranian militias in Syria.

However, it is more likely that Russia will work on curbing Iran’s role in Syria, which will mean not intercepting Israeli attacks on Iran-backed forces. Moscow does not want to diminish Iran’s presence in Syria altogether because it does not want to lose a strong regional ally and a large economic market.

Russia will likely focus on repositioning Iran in Syria as a result without any political or military confrontation in the hope that it can complete this delicate task under US and Israeli scrutiny.

The US Defense Department on Friday warned of a possible return to the terrorist organization in Iraq and Syria despite the announcement by US President Donald Trump that the organization was completely defeated in Syria. 

Pentagon officials said that "the organization has returned to guerrilla tactics in its recent attacks on Iraqi and Syrian territory, expressing concern that it could take control within a few months on parts not under the control of security forces in Syria, 

The head of US national intelligence, Dan Coates, explained earlier that 'the organization still supports thousands of fighters in Iraq and Syria,' warning that 'the organization will use the pressure on terrorism to strengthen its secret presence and accelerate the reconstruction of its capabilities in these two countries'.

(CNN)"They broke us, I swear to God. [ISIS] broke us," the tall man said. He was thin, in his mid-thirties, his face drawn with exhaustion, his eyes hollow. He had just walked with his extended family out of the town of Marashida, one of the last strongholds of ISIS in Eastern Syria.

"You're Da'ish!" shot back a Kurdish fighter with the US-backed Syrian Democratic Forces (SDF), using the Arabic acronym for ISIS.

On a remote stretch of the Euphrates River in eastern Syria, the so-called Islamic State is fighting its last stand. A realm that once stretched from western Syria to the outskirts of Baghdad is, according to a senior SDF commander who spoke to CNN on condition on anonymity, a mere four square kilometers.
 
 
"With the help of artillery and airplanes we were able to take control of this place," one SDF soldier said, walking down the rubble-strewn main drive of Susa, one of the latest villages to be liberated from ISIS. "Within ten days, God willing, we will finish."
The end of the war against ISIS is in sight, but the difficulty of the current battle is clear in footage shot in the Syrian villages of Susa and Marashida and provided exclusively to CNN by freelance warzone cameraman Gabriel Chaim. He has spent years covering the war on ISIS in Iraq and Syria, and spent the last four months embedded with the SDF.

Two weeks ago, Chaim entered Susa with a mixed Kurdish and Arab force at night, their progress lit by flares. The village was largely destroyed by the fighting and by the bombing from US-led coalition aircraft, which resumed at dawn.
ISIS soon counterattacked. In Chaim's footage, SDF fighters frantically call their commanders for reinforcements from a rooftop in Susa. Soldiers grab handfuls of bullets out of a large box to refill their magazines, while others blast away with a heavy machine gun across an open field.
Eventually, the SDF flee. Later in the day, Kurdish special forces supporting the SDF approach to retake the town. As they advance under the gathering darkness, they come across the body of a fallen comrade.

Since December, thousands of people, mostly women, children and the elderly, have fled ISIS-controlled villages in Syria, including Susa, Marashida, and others. Thousands more remain inside its shrinking enclave. Those who escape end up in over-crowded, under-equipped camps in the bleak Syrian desert. A January 31 statement by the World Health Organization describes refugee children dying of hypothermia.
Others tried to escape, but didn't make it. In the footage, a soldier lifts a jumble of blankets by a wall to reveal bodies. Children, girls and boys. Two women.
"Yesterday, they were trying to escape, to surrender," says one of the soldiers. "We came today and saw they were murdered. ISIS killed them."

ISIS may be about to lose its last sliver of territory, but it will not disappear with it. The group has transformed, indeed has returned back to what it was before ISIS leader Abu Bakr Al-Baghdadi declared his so-called caliphate: a deadly insurgency in Syria and Iraq.
And in far flung corners of the globe -- Nigeria, Libya, Egypt's Sinai Peninsula, Afghanistan and the Philippines -- ISIS's black banner still flies.
This battle on the banks of the Euphrates is an important one. But the war isn't over.

US President Donald Trump on Wednesday announced the announcement of the elimination of a full-fledged organization in Iraq and Syria next week.

Turkish Foreign Minister Mouloud Gaooshoglu has announced the formation of a joint task force between Ankara and Washington to coordinate the withdrawal of US troops from Syrian territory. 

This statement was made at a press conference in Washington, DC, which he is visiting to participate in a meeting of foreign ministers of the member states of the international coalition to fight the organization. 

The two sides' mutual proposals will be evaluated in order to complete the withdrawal of US troops from Syria without any problems, he said. 

"The Turkish delegation was yesterday in Washington and it was agreed to form a joint task force to coordinate the US withdrawal from Syria, and I discussed with my counterpart Mike Pompeo this, and the latter showed positive for the proposal," he said.

"There is some sort of speed in implementing the roadmap for Syria, despite the bad weather conditions," he said. 

"If the safe area is intended to create a buffer zone for terrorists, Turkey will reject this move," said Zawashoglu. 

He stressed that his country will support the safe area that contributes to the elimination of Turkey's security concerns in those areas, adding that the idea of establishing such a region, first started by the Turkish President Recep Tayyip Erdogan, and was rejected by the administration of former US President Barack Obama. 

The Turkish minister said that during his stay in Washington he met with Chairman of the Senate Foreign Relations Committee James Reish and a number of other members. 

He stressed that it is not clear how to establish the safe area in the east of the Euphrates, noting that the talks between the parties are underway in this regard.

He said that Turkey was discussing with Russian officials the idea of establishing a safe zone similar to the existing coordination between Ankara and Washington on this subject. 

He said he discussed with the senators bilateral relations between the two countries, the withdrawal of US troops from Syria and the latest developments in Venezuela. 

He pointed out that the current situation in the Middle East, caused by the exit of the United States from Iraq without regulation or a deliberate plan, considering the withdrawal of Washington from Iraq in this form was a real mistake.

German Chancellor Angela Merkel said on Friday that the organization was not yet defeated, but turned into an unorganized combat force after losing most of the territory it controlled in Syria.

Merkel's remarks, made at the opening of the German foreign intelligence headquarters in Berlin, contradict US President Donald Trump's announcement that the organization was defeated.

"Fortunately, a supporter has been expelled from most of the territories, but unfortunately this does not mean he has disappeared," Merkel said. "It is becoming an unorganized combat force and that is of course a threat."

Merkel said monitoring the situation in Syria was one of the top foreign intelligence priorities, which also include monitoring of e-security threats and false news aimed at influencing democratic elections.

Trump said on Wednesday he expected a formal announcement by early next week that the alliance fighting militants had recovered all the territory they controlled. In December, Trump said in a tweet that the organization was "defeated."

Trump wants to withdraw US troops from Syria by the end of April, a plan that worries European allies who fear a resurgence in Syria in the absence of a concrete peace plan to end the country's civil war.

"There is still a long way to go to achieve peace in Syria," Merkel said. Merkel is popular among more than 550,000 Syrians who have sought refuge in Germany after deciding in 2015 to open the border to about 1 million asylum seekers.

A "big" US military intervention intervenes in an Iraqi province

A security source revealed; on Saturday; the entry of large US military frames to Anbar province, likely to come from Syria.

The source said; "was seen this morning, American vehicles carrying Hummer vehicles, guns and armored vehicles, and enter the province of Anbar from the western side."

He added: "The Alartal headed towards the base of the eye of Assad," which is linked by US forces.

The source pointed out; that "the transfer of large trucks that were carrying guns and Alhmrat."

US President Donald Trump said last Sunday that his country's troops would remain in Iraq to monitor Iranian moves.

Trump's remarks sparked a wave of anger in various circles; Prime Minister Adel Abdul-Mahdi said Iraq was refusing to be used by any country against another country.

Russian President Vladimir Putin will host Turkish Prime Minister Recep Tayyip Erdoğan and Iranian President Hassan Rowhani on Thursday to draw up plans for Syria following the announcement of a withdrawal of US troops from the country .

A Kremlin statement said the tripartite summit would consider "further joint steps, seeking a long-term settlement in Syria "

"The summit is expected to focus on 'ways to prevent instability and chaos and maintain control of the situation if US forces leave the country, Deputy Foreign Minister Sergei Verchinen said last week in comments carried by the Russian news agency Tass .

Russia and Iran are the main military supporters of the Syrian government in the country's civil war, and Turkey supports certain opposition groups seeking to overthrow the Syrian government .

Russia, Iran and Turkey finally met to support a fragile cease-fire in an attempt to restore peace after years of war-ravaged destruction .

Russian Foreign Minister Sergei Lavrov said the three presidents would discuss forming a Syrian constitutional committee, according to official media.

Iranian President Hassan Rowhani said on Thursday that the United States' presence in the Middle East had hurt countries in the region and called on Washington to withdraw its troops entirely from Syria.

"America's presence in Syria and other countries in the region is not useful," Rohani said after a summit of Iran, Russia and Turkey on Syria in southern Russia. "America should reconsider its policy in the Middle East."

Russian President Vladimir Putin said on Thursday Russia, Turkey and Iran have agreed to additional unspecified moves to evacuate the Syrian province of Idlib , which he described as "hot spots of terrorism" but the Kremlin said that there would be a military operation there. 
Putin, a close ally of Syrian President Bashar al-Assad, was speaking after hosting a summit in southern Russia to discuss Syria's future with Turkish President Recep Tayyip Erdogan and Iranian President Hassan Rowhani. The three countries have forces in Syria, which coordinate their efforts despite different priorities and sometimes conflicting interests.

But tension between Moscow and Ankara over Syria has worsened in recent months, partly because of the planned withdrawal of US troops from Syria, which means the evacuation of US-controlled territory or troops backed by it, triggering a race to fill this vacuum when it happens.

Before the summit, the Kremlin said it wanted the green light to move in Idlib, saying Islamist militants had made big gains despite the status of those territories as a demilitarized zone with the support of Russia and Turkey.

"We should not tolerate the presence of terrorist groups in Idlib," Putin told Erdogan and Rohani. "That is why I suggested that we examine practical concrete actions that Russia, Turkey and Iran can take to completely eliminate these hotbeds of terrorists."

At the end of the summit, Putin said the three countries agreed to take additional steps not specified. Dmitry Peskov, a spokesman for Putin, told Russian news agencies that a new military operation had not been agreed upon.

Erdogan did not respond to Putin's proposal for a joint plan in his opening remarks and after the summit said that Turkey would continue to do everything in its power to stabilize Idlib. He also repeated his warning about the need not to trigger a humanitarian disaster there . 
Turkey signed an agreement with Moscow in September to establish a demilitarized zone in Idlib. The agreement, which provides for the evacuation of heavy weapons and militants, helped avoid an offensive by government forces in the region, the last major stronghold of Assad's opponents after almost eight years of war.

But Moscow has since complained that Turkey has not done enough to meet its obligations in the deal and Islamist militants who were members of the pro-independence front have controlled much of Idlib. But the difficulty Putin faces is persuading Erdogan to agree what would be an attack on the Syrian government with Russia's support for An area adjacent to the Turkish border.

Ankara is concerned that refugees from Idlib may flow in the event of a military attack and want to retain their influence there. Nor does it want developments in Idlib to divert attention from its plan to establish a safe area in northeastern Syria.

Turkey wants to evacuate the area near the Turkish border from US-backed Kurdish protection units and enter the territory there, some of which are still under US control.

Earlier on Thursday, Russia told Turkey that it had no right to establish such a safe zone without Assad's consent.

"The question of the presence of a military force operating under the instructions of a third country on the land of a sovereign state, especially Syria, must be resolved directly by Damascus," Foreign Ministry spokeswoman Maria Zakharova said in response to a question on the Turkish safe zone plan. This is our basic position. "

After Thursday's summit, Erdogan said Russia, Turkey and Iran were in the process of taking specific actions east of the Euphrates River, but did not say what those moves were.

The largest surrender to the near-Iraqi border
(Anbar: Euphrates News) handed over hundreds of terrorists from gangs calling themselves to the forces of Syria's democracy (Qd) in the village of the hybrid east of Syria near the Iraqi border.

It is surrounded by a narrow area of less than 80 square kilometers that extends along the Euphrates River from the village of Al-Bukhater and the village of Abu Hussein to the east of the hybrid, and even to the Syrian-Iraqi border, separated by the Arab Kurdish forces of Qusd.

I have a hunch, AND ONLY a hunch, THIS last sliver of ISIS held area east of the Euphrates near the Bicraqi Iraqi Border will be declared fully retaken AND secured on Monday, February 18 to coincide with OTHER Good News!!!

 

Maybe NOT the specific event we ALL are anticipating BUT Good News nonetheless!!!
