DAMASCUS, (SANA) - Syria's Democratic Council, the political arm of Washington's pro-Washington Democratic forces, said on Saturday it had set up committees to develop negotiations to create a "road map" for the country. 

The talks are the first public open between the Syrian Democratic Council and Damascus to discuss the future of self-governing areas in the north of Syria, a step that comes after the regime regained large areas of the country lost at the beginning of the conflict since 2011. 

Observers said that this step can not take place without a green light from the United States to proceed with this agreement and pave the way for the return of a series of sites controlled by the authority of President Bashar al-Assad, which supports the leaks that talk about a Russian-American-Israeli consensus on the order The situation in Syria, which is a strong justification for the United States to withdraw its troops at a later stage after securing a comfortable place in the next scene of its Kurdish allies, may be expanded autonomy.

"The decision to form committees at various levels to develop dialogue and negotiations to end the violence and war that has exhausted the people and the Syrian society on the one hand and to chart a road map leading to a decentralized democratic Syria," a meeting on Thursday said. The statement did not specify the number of committees or the date of formation or content, nor did the dates of any future talks. 

The delegation of the Syrian Democratic Council included political and military leaders headed by Ilham Ahmed, head of the Executive Committee of the Syrian Democratic Council. 

"It is too early to talk about an agreement, but we are struggling to reach it," Sihanouk Dibu, adviser to the joint presidency of the Kurdish Democratic Union Party, said. "It is too early to talk about an agreement, Pointing out that "the process of negotiation will be long and arduous, because the authority in Damascus and its structure is mounted on the basis of the tightening of centralization." 

Throughout the years of conflict, military confrontations on the ground between regime forces and Kurdish fighters remained rare. 

Damascus insists on the return of all areas of the country, including the Kurdish areas, but Syrian Foreign Minister Walid al-Moallem last year expressed Damascus's readiness to dialogue with the Kurds on the establishment of "self-management." 

After decades of marginalization, Kurdish influence in Syria has increased as the regime gradually withdraws from its regions in 2012, subsequently declaring autonomy and then the federal system about two years ago in the region of Ruja Afa (western Kurdistan). 

The area includes Al-Jazeera (Al-Hasakah), Al Furat (North Central, parts of Aleppo and Al-Raqqa) and Afrin (northwest), which have been controlled by Turkish forces and pro-Syrian factions for months.

In order to prevent infiltration into Iraqi territory, forces mobilized in the popular crowd from their positions in al-Baghdadi district of Anbar to hold the border with Syria, while security forces continue to eliminate the sleeping terror cells and secure the liberated areas. 
The leader of the crowd, Qatari al-Obeidi, said in a press statement: "The security leaders prepared a plan to deploy security forces in all the desert areas," noting that "the forces of the eighth Brigade in the crowd moved from Baghdadi Hitt to catch the area of Tel Safok north of Qaim to close Outlets of desert roads and prevent the infiltration of elements calling to the western sector of the province. 
In Nineveh, a security source in the province police said during a statement to the "morning" that "the security forces managed to address 8 houses bomb and the disinfection of two schools and 50 residential homes, and found six explosive devices remnants of the gangs Da'ash terrorist."
"The forces arrested two wanted in terms of Qayyarah, while the cast joint force arrested nine wanted in crossing the right side of the city of Mosul area , " noting that "another force found 10 explosive devices in hand Aelchorh."

The Interior said that they "follow the so-called Naqshbandi terrorist way," explaining that "the process of arrest came after the ambush of an arbitrator, and after obtaining legal approvals." 
It is noteworthy that the security forces announce, from time to time, the arrest of a number of people on charges of "terrorist" and  
criminal.

While the US and Israel confer on a military offensive against Iran in Syria, Iran’s Maj. Gen. Qassem Soleimani is busy with preemptive steps – in Iraq, DEBKAfile reports.

The Al Qods commander has set Iranian forces and their proxies three tasks:

 
  1. A military buildup of Iranian and Shiite forces in the western Iraqi Anbar region and placing them on the ready for rapid response to the order to cross the border into Syria.
  2. Seizure of the main Iraqi routes crossing into Syria, especially the highway linking Baghdad via Ramadi to Abu Kamal in eastern Syria. (See attached map)
  3. A purge of central and western Iraq of military elements liable to hinder the movement of Iranian and Shiite forces towards the Syrian border.

Our intelligence sources have discovered that Soleimani began working on these objectives on Aug. 10. From that day until Aug. 19, six large explosions set on fire the weapons and ammo depots of the Iraqi Shiite Brigade of Abu al-Fadl al-Abbas near Lake Razaza, a few kilometers west of the Iraqi Shiite shrine city of Karbala. (See attached map.) This Shiite militia, one of the few which refuses to bend the knee to Tehran or Soleimani, was founded by Grand Ayatollah Ali Hosseini Sistani, the highest religious authority in Iraq, who is also widely respected in Iran. Its deployment around Lake Razaza places the militiamen in position for controlling the main highways from central Iraq to Syria. The explosions ordered by Soleimani were meant, say intelligence sources, to drive this noncompliant militia south of Karbala, out of the way for obstructing the Iranian drive for a land bridge from Iraq to Syria and the passage of troops across the border.

DEBKAfile’s military sources report that these actions by the Iranian general mean that a prospective US-Israeli operation against the Iranian presence in Syria would have to reach into western Iraq. This may be what Defense Minster Avigdor Lieberman meant when he described the IDF as the best army in the Middle East in command of forces “capable of reaching any point in the Middle East.”

I find this story incredible on so many counts. How does Iran control anything in Iraq and why are they allowed to do so.  You don’t hear one damn thing about Iran crossing Iraq TO FIGHT IN SYRIA from US media.   A major ME war is close in my opinion. How long can Israel or SA watch idly by while Iran is moving it’s forces and weapons at will all around those two countries.  How long will the US allow it.

So it will be IDF, US and Saudi Arabian? forces verses Iranian forces, Iranian proxy forces, Maliki's Marauders, and Syrian forces in the next dust up in the the region we hope to RV in really really soon? Is that abt right? So we wait another number of years to re-stabilize the security in the region before it RV's ? WTFudge. What happened to the ball-zie Iraqi Forces that kicked ISIS butt? Were that many of them US Troops in disguise? And we were fighting along side the Iranians reluctantly for how long?

They, Iran, have controlled Basra since the Iran-Iraq war. The ironic thing is when the powers that be talked about splitting up Iraq into three separate parts, the only reason they stopped is that the southern portion (Basra) would be immediately sucked up by Iran. Iran is deep in the pockets of the officials in that area of Iraq, especially Basra. Had the split occur and southern Iraq be sucked up by Iran, Iraq would have lost vital ports and access to the gulf.

I agree Thesus.  Basara is definitely Shite and under control of Iran but Iran is shipping arms right through the middle of Iraq to Syria.  

If Iraq is ever going to be a sovereign country then they will need to put Iran back in Iran.  It probably will never happen since so many Iraqi politicians are controlled by and sympathetic to Iran.

Foreign troops reach significant numbers in Syria and Iraq 

Foreign military presence in Syria and Iraq by countries in a quasi-effort to bring peace to the region has reached 15,000

Hundreds of thousands of foreign troops, including militias, who were deployed to the region under the pretext of fighting Daesh or supposedly providing humanitarian relief still maintain their military presence in Iraq and Syria.

The U.S., Russia, Italy, Germany, UK, Iran and France lead the military presence in both countries.

 

Foreign involvement in Iraq

Approximately 6,000 American troops are present in Iraq and the U.S. uses the oil resources in the region as a guise. The Washington administration also deployed Kurdistan Worker’s Party (PKK) terrorists along with Peshmerga forces who are tasked with ensuring the security of the oil-wells.

Here are the approximate numbers for the foreign involvement in Iraq:

Iran: Tehran has no soldiers in Iraq but commands and controls more than 100,000 Hashd al-Shaabi soldiers. Hashd al-Shaabi is also known as the Popular Mobilization Forces (PMF).

Germany: 200 military personnel.

UK: The British presence in Iraq is thought to be between 400 and 1,000 troops.

France: 500 to 1,000 soldiers.

Germany: Approximately 200 troops.

Italy: 500 troops.

Netherlands, Denmark, Norway and Sweden are also among the countries who are present in Iraq, even though they have few soldiers – a total 200 troops – as part of the Global Coalition against Daesh.

 

US leads foreign military presence in Syria

The countries that are involved in Iraq are also present in Syria.

There are about 5,000 U.S. troops in Syria, positioned in 22 separate bases that control over 50,000 PKK/PYD terrorists in the region.

Russia deployed 2,000 troops in four separate bases that are thought to be dispatched to counter the the Global Coalition against Daesh.

Iran has positioned 1,000 soldiers in Syria to train militias and Assad’s forces. Iran extends its presence with between 60,000 and 70,000 Tehran-backed militias, who are also in alliance with the Syrian regime.

France maintains it presence with between 500 and 1,000 troops, and Germany follows with 100 to 200 military personnel.

Israel’s current precise number of troops are unknown that are dispatched to Golan Heights.

Turkish response

The military presence of foreign powers in Iraq and Syria can be evaluated as a threat to Turkey, which is a neighbor to both countries. As a result, Turkey is also increasing its military presence in these countries in order to defend Iraq and Syria against those who seek to target their territorial integrity.

Through operations Euphrates Shield and Olive Branch, Turkey protected locals and cleared northern Syria of terror elements.

Turkey has launched anti-terror operations in both Qandil and Sinjar regions in northern Iraq.

Inside Israel’s new Iran strategy

 

In a rare admission, Israel has broken its “no-comment” policy on air strikes to confirm that it has carried out over 200 attacks against Iranian targets in Syria over the last two years. In addition to those attacks, a new report claims that Israel has secretly armed and funded at least 12 Syrian rebel groups in southern Syria since 2013. Israel reportedly stopped its transfer of weapons and money in July, after the Bashar al-Assad regime regained control of the Syrian side of the Golan Heights, Reuters reported on Tuesday.

 

The major purpose of Israel’s “Operation Good Neighbor,” which reportedly included humanitarian aid to Syrian rebels, was to prevent Iran-affiliated forces from entrenching their position near Israeli borders. More important, however, is the fact that Israel has intensified and broadened its air campaign inside Syria in recent months to target Iranian positions.

 

Together, these operations indicate a significant shift of Israel’s defense posture, from a limited tolerance of Iranian military presence in Syria and beyond, to zero tolerance – with far-reaching implications for regional peace and stability.

 

Israel has long been concerned about Iranian activities in Syria close to its border, including attempts to transfer “game-changing” weapons and medium-range missiles to Hezbollah. These security fears grew after the Assad regime recaptured Aleppo in December 2016, supported by Russian air power and Tehran-backed forces, and due in part to ISIS diminishing ability to defeat pro-government troops and seize territory. That victory enabledIran to expand its focus on other areas and deepen its military presence near Israeli territory.

 

In response, Israel intensified its air campaign to thwart the entrenchment. A strategic turning point came in April, when Syrian state media said that Israeli warplanes entering Syria from Jordan struck the T4 airbase east of Homs, where the Iranian Revolutionary Guards reportedly operated a drone unit. The assault killed seven IRGC members. Israel neither confirmed nor denied the attack.

In May, Israeli Prime Minister Benjamin Netanyahu reaffirmed his stance that “we believe that there is no place for any Iranian military presence, anywhere in Syria.”

 

In June, another air strike killed multiple members of Iran-backed militia forces southeast of Abu Kamal. While Israel again declined to respond, many in the region speculated that the Netanyahu government was behind the attack – particularly after a U.S. Central Command spokesman denied U.S. involvement and a U.S. official said that Israel had carried it out.

 

Israel’s more aggressive “maximalist” securitystrategy towards Iranian presence in its wider neighborhood is driven by three major factors.

 

First, Israel does not seem to be entirely convinced of the Trump administration’s willingness to take on Iran in Syria, nor can it rely on Russia to keep Iran in check and secure Israeli interests in its backyard. Trump has been notoriously reluctant to allocate American resources to Syria and has said on various occasions that he wants U.S. forces out of the country “very soon.”

 

Partly due to Israeli pressure, however, Washington is adopting a new approach that emphasizes the U.S. desire for Iran’s complete exit from Syria. Most recently, the Trump administration reportedly agreed to an “indefinite” military effort and a systematic diplomatic campaign to accomplish American goals against Damascus.

 

Second, the strategy of opposing Iranian military presence anywhere in Syria resonates strongly with the Sunni Arab bloc in the region and can bring Israel closer to Tehran’s other nemeses, particularly Saudi Arabia and the United Arab Emirates. These emerging ties, which Netanyahu calls the silver lining of the “bad” Iran deal, are very important to Israel, partly because the Jewish state would need help from its regional neighbors if it were to engage in a war against Iran.

 

Third, the Israeli security establishment has a deep-rooted belief that Iranian revisionism and “expansionism” knows no limits, and that it is hellbent on creating an “aggressive empire” in the Middle East and beyond. The apocalyptic rhetoric of Iranian hardliners vowing “annihilation” of Israel coupled with the much-vaunted tour of Iran-backed paramilitary commanders along Israel’s border with Lebanon and Syria have stoked these fears.

 

In response to Israel’s harder line against the Iranian military presence in Syria, Tehran has reportedly transferred ballistic missiles to its Shi’ite proxies in Iraq in recent months. “The logic was to have a backup plan if Iran was attacked,” a senior Iranian official said in August, adding that “the number of missiles is not high, just a couple of dozen, but it can be increased if necessary.” A few days after this report – which both Tehran and Baghdad dismissed – Israeli Defense Minister Avigdor Lieberman warned that when it comes to “Iranian threats,” Israel will not be limiting itself “just to the Syrian territory.”

 

Meanwhile, Iran’s economy is expected to deteriorate further as Washington ratchets up sanctions following Trump’s withdrawal from the 2015 nuclear accord with Tehran. Given the spiraling circle of hostility between Iran and Israel, the more hardline elements of the Iranian leadership might be tempted to seek external diversions from internal problems. None of it bodes well for the prospects of peace and stability in the Middle East, even as the Syrian conflict seems to be grinding to an end.
