Third: Vote on the formation of an investigative committee on the establishment of the Ministry of Finance / Budget Directorate to deal selectively between the provinces

Could it be one of the Four articles added? And if so, does it require a quorum to get voted on?  Hmmm....  I really hope it's in the National Oil Company law, because that's done and just needs a publish in the Gazette I think.
