First:  Vote on a draft resolution regarding the authorization of the Council of Ministers and the Ministry of Finance to conduct the necessary transfers for the

disbursement of the risk allocation to the members of the popular mobilization.

Second: Vote on the candidates for membership of the investigative committee regarding the events of Tuz Khurmato.

Third: Vote on the formation of an investigative committee on the establishment of the Ministry of Finance / Budget Directorate to deal selectively between the provinces

in the subject of the introduction of grades in the Ministry of Electricity and other ministries.

Fourth: Vote on a resolution to commit the institutions of the martyrs and political prisoners in the federal government to fully coordinate and unify the administrative and

financial instructions and policies with the Ministry of Martyrs and Anfal Affairs in the Kurdistan Region, (Legal Committee).

Fifth: Vote on the wording of a decision regarding the cancellation of the decision of the Ministry of Health to terminate the services of a group of health personnel of

Could it be one of the Four articles added? And if so, does it require a quorum to get voted on?  Hmmm....  I really hope it's in the National Oil Company law, because that's done and just needs a publish in the Gazette I think.
