MP of the coalition of Iraqi forces that several draft laws are ready to vote and waiting for consensus and quorum in the House of Representatives.

"The parliament is about to complete its legislative age and the people are waiting to pass several important laws to be a positive sign of the current council in the democratic and legislative process in the country," Khamis al-Mahlawi said in a statement. 

"One of the most important of these laws is the unified pension law, nursing law, health professions, federal service, accountability, justice and its members." 

He called Mahlawi "members of parliament to achieve a quorum and work to pass laws to serve the people of the country, which is expected from his representatives positive steps in this regard." 

The House of Representatives is scheduled to hold its regular session on Thursday. 

The parliament has failed in recent weeks to hold several meetings because of the absence of deputies and the failure to achieve a quorum.

The Presidency of the House of Representatives increased the penalty for absentee MPs to lift the fine of absence from one session from 500 thousand dinars to one million dinars, but without achieving a result. 

Observers attributed the inability of the parliament to hold its meetings in the recent period to the preoccupation of members of the electoral campaigns, although informal, although remained about a month for the current parliamentary session before the general elections on 12 May.

The House of Representatives decided, Thursday, to postpone its meeting to another slogan for lack of quorum.

A parliamentary source told Mawazine News that "Deputy Speaker Hammam Hamoudi decided to postpone the meeting today, to another slogan for the lack of quorum."

Hamoudi pointed out, according to the source, "parliamentary committees in coordination with the government on proposals and draft laws for the vote." Ended 29 / a 43

Thanks Yota...This either has to be mentally challenging for 'some' members of Parliament that refuse to participate and can't grasp the importance in their attendence....or...This's the consequences of the power that Maliki still has in influencing the ideology of the old regime...jmho

First:  Vote on a draft resolution regarding the authorization of the Council of Ministers and the Ministry of Finance to conduct the necessary transfers for the disbursement of the risk allocation to the members of the popular mobilization.

Second: Vote on the candidates for membership of the investigative committee regarding the events of Tuz Khurmato.

Third: Vote on the formation of an investigative committee on the establishment of the Ministry of Finance / Budget Directorate to deal selectively between the provinces in the subject of the introduction of grades in the Ministry of Electricity and other ministries.

Fourth: Vote on a resolution to commit the institutions of the martyrs and political prisoners in the federal government to fully coordinate and unify the administrative and financial instructions and policies with the Ministry of Martyrs and Anfal Affairs in the Kurdistan Region, (Legal Committee).

Fifth: Vote on the wording of a decision regarding the cancellation of the decision of the Ministry of Health to terminate the services of a group of health personnel of Nineveh.

Eighth:  Vote on the form of a decision regarding the cancellation of the financial penalty for the loss of the voter card for the displaced.

Ninth: The vote on the wording of the resolution considering the area of Kairouan and the urban area in the province of Nineveh areas affected.

Tenth:  Vote on the wording of a decision regarding the return of ownership of agricultural land from the Secretariat of Baghdad to the Ministry of Agriculture.

 Eleventh: Vote on a resolution on the reconstruction of areas affected by the wars, including Halabja.

Twelfth: To vote in principle on the proposed law of the National Authority for Culture and Arts. (Committee on Culture and Information).

Thirteenth:  voting on the first amendment law of the law of the Royal Claims Commission No. (13) for the year 2010. (Committee of deportees, displaced persons and expatriates, the legal committee), (Article 3).

Fourteenth: The  vote on the bill of appeal in favor of the law in the provisions and decisions concerning real estate ownership. (The Legal Committee, the Committee on Agriculture, Water and Marshlands, the Finance Committee, the Committee of Expatriates, Displaced Persons and Expatriates). (4 article).

Fifteenth: The vote on the proposed amendment to the Companies Law No. (21) for the year 1997 amended. (Committee on Tourism and Antiquities, Committee on Economy and Investment), (Article 4). 

Sixteenth: The vote on the proposed law of the first amendment to the law of the Judicial Supervisory Authority No. (29) for the year 2016. (Legal Committee). (4 article).

Seventeenth: Vote on the draft law to disengage the juvenile reform department from the Ministry of Labor and Social Affairs and join it with the Ministry of Justice. (Legal Committee) (Article 5). 

Eighteenth:  vote on the draft law merging and abolishing the ministries. (Commission for Higher Education and Scientific Research, Committee on Health and Environment, Committee on Services and Reconstruction, Culture and Information Committee, Human Rights Committee, Finance Committee, Committee on Tourism and Antiquities), (Article 6).

Twenty-two: the  vote on the bill of accountability and justice and the ban of the Baath Party. (Commission on Reconciliation, Accountability and Justice, Committee of Martyrs, Victims and Political Prisoners), (22 articles).

The GOI. Like dragging a boat anchor through the desert. This is what the Iraq people elected in 2014. They have power to change this, but will they??? And blaming lack of quorum on upcoming elections....hysterical. Attendance has been like this for last 8 years. Might as well adjourn for the summer. Hope the next batch is better....or that we are all cashed out and long gone. There's always hope. Good riddance GOI fools.

Orrrrrrrr, just pass the laws u want passed regardless of how many people show up!  You do that once, and they WILL be at the next meeting!!!!

Abadi needs to write an executive order that states “ If you do not show up to vote and be part of the quorum, your lack of attendance will signify (no objection) to the law and therefore it will pass with the numbers that are actually present.... plus affirmative votes for everyone absent will be added to the total to equal a quorum!” We will not be held hostage by the minority any longer

A member of the Badr parliamentary bloc Ali al-Morshedi said on Friday that the parliament's presidency adjourned the meeting to another notice due to the absence of a large number of deputies under the travel of the council's president Salim al-Jubouri, and the preoccupation of some MPs with election campaigns, in addition to the absence of Kurds from parliament.

Al-Morshedi said in a statement quoted by (Iraqi News Agency Information / INA) that the Deputy Speaker of the House of Representatives adjourned the session, after he found a defect in the quorum and the absence of large MPs from various blocs.

He added that the absence of deputies comes under the travel of the President of the Council Salim al-Jubouri to Turkey, in addition to the absence of Kurdish deputies from parliamentary sessions.

He explained that most of the deputies were absent from yesterday's meeting, because of their concern to prepare for the campaign, which will be launched soon.

Al-Morshedi confirmed that the parliament's presidency will determine the day of the last session of the parliament, in order to vote on all the broken laws and solve the problems and differences, if any.

(Baghdad: Al-Furat News) MP of the coalition of state law Mansour al-Baiji that the quorum for the meetings of the House of Representatives will not be achieved after today for the upcoming elections, "scheduled for 12 May next.
Al-Bayji told the {Euphrates News} that "the presidency of the House of Representatives is weak to deter those who lag behind the meetings of the Council, especially with less than 60 days to the next election," explaining that "since the start of the parliamentary session to this day there are no deterrent penalties for deputies absent, The members of the federal parliament 328 deputies and the most attendance at the meetings does not exceed the 260 deputies only. " 
He added that "some deputies did not see them throughout this session because of their lack of accountability by the presidency of parliament." 
He pointed out that "the law of oil and gas did not come from the Council of Ministers to this moment in addition to the Federal Service Law, which was withdrawn by the government because of political problems because of quotas." 
The Presidency of the House of Representatives postponed the holding of meetings to another notice of non-quorum
