Spokesman for the Joint Operations, Brigadier General Yehia Rasool, announced that the commander-in-chief of the armed forces, Haider al-Abadi, opened the Makhmour-Arbil road to ease the momentum on the citizens. 

"The commander-in-chief of the armed forces, Haider al-Abadi, directed today to open the Makhmour-Arbil road to ease the momentum on the citizens and open the way for them to move and simplify the procedures in this regard," Rasul said in a statement.

 

The road linking Makhmour and Arbil was closed after the events of October 16, 2017 after Iraqi forces took control of Kirkuk and Kurdish areas outside the administration of the region.

The Iraq stock market index has risen about 10 percent since the beginning of 2018, ahead of other similar marketsmaking it among the top 10 markets in the world, according to the Morgan Stanley Index.

According to the Wall Street Journal, Iraq’s financial market, in the upscale Mansour district of Baghdad, has defied the violent volatility that hit global markets this year.

Shares in listed companies are among the best performing companies in the world in the first quarter of this year, the paper said.
Investors are betting on the country’s economic recovery after defeating ISIS in a three-year war that destroyed large parts of the infrastructure, causing damage to those companies over the past period.

“Iraq is like other early markets, such as post-Soviet Russia and others, which have done well for investors,” said Grant Philgenhauer, director of the Furat Consulting Foundation, which runs the Iraq-Euphrates Fund.

“The fund has invested $ 130 million in the Iraqi securities market and has risen more than 31 percent in the first quarter of 2018,” he said.

The Iraqi stock market has a market value of about $ 10 billion, relatively small compared to other similar markets such as Argentina and Vietnam, and even regional markets in Saudi Arabia and Kuwait.

An official source said Tuesday that Prime Minister Haider Abadi will visit Japan on Wednesday. 

"Prime Minister Haider Abadi will visit Japan on Wednesday for talks with his Japanese counterpart Shinzo Abe," the source said. "Abadi is likely to leave Iraq on Tuesday," the source said, without elaborating. 

It is noteworthy that the Council of Ministers held its regular session, on Monday, instead of Tuesday.

The Ministry of Justice, Tuesday, April 3, 2018, that the Iraqi fact sheet in its latest issue published the federal budget law for the year 2018.

In a statement issued today, April 3, 2018, the Ministry of Foreign Affairs announced that the new issue of the Iraqi Gazette No. 4485 has been issued, which includes the general budget law of Iraq in 2018.

The Presidency of the Republic, had warned earlier, the Ministry of Justice of the publication of the Federal Budget Law for the year 2018 in the Official Gazette, but retracted its position a few days ago and directed a letter to the Ministry of Justice for the purpose of publishing the budget law in the Official Gazette.

Baghdad (IraqiNews.com) Iraq on Tuesday gave its final confirmation of its divisive 2018 budget by publishing it in the official gazette, as announced by the country’s justice ministry.

The ministry said the newest issue of the official gazette includes the federal budget for 2018.

Iraq’s President Fuad Masum ordered last Thursday to officially publish the budget, ending weeks of political grappling over the document.

Last month, Masum has rejected the budget bill, and ordered it back to the parliament, citing several  constitutional and legal violations in the document.

 

The Iraqi parliament voted in favor of the USD88 billion draft on March 3rd amid a boycott from Kurdistan Region representatives who objected to reducing the region’s share of allocations from 17% to slightly above 12%.

Relations between Kurdistan and the Iraqi government deteriorated after a referendum Kurdistan held in September, in which a majority voted for secession from Iraq.

He explained that "the government can prepare a draft law on the paragraphs that have been challenged in the form of a new law and vote again within the parliament," noting that "the matter is very complex in practice on the ground near the end of the legislative life of the House of Representatives and four months of the year Present".

Many countries are interested in developing fiscal policy objectives to ensure financial sustainability, Clearly articulated an assessment approach to public finances to maintain current long-term expenditure and revenue policies without re-structuring them, reducing their solvency or exposure to bankruptcy risks.

Financial policy is always preferred to carry out financial reform without declaring debt restructuring because it will lose part of its financial market as well as expose its bonds to the monetary premium by raising interest rates.

Financial sustainability analyzes emphasize the principle of balancing the budget, which means that the budget is balanced both in terms of spending and leadership, which requires the fiscal policy in Iraq to plan and set its objectives on this basis.

Given the budget of 2018, we note that it has not been able to get rid of the imbalance and insists that the balance of items remain and not based on the principle of economic financial analysis as well as the principle of public finances.

The parameters of the current year's budget are clear from the data obtained from the House of Representatives, as the public revenues amounted to (91) trillion dinars, and the revenues of oil about (72) trillion dinars, as the ratio of dependence on the resource is still large, The risk of non-sustainability due to fluctuations in prices in the international market, which makes the objectives of public finances away from the achievement of the principle of sustainability, because of the decline of resources from non-rent sources, which often constitute (10% ؜) of total revenue.

Either the balance of the second budget represented by the size of public expenditure amounted to about (104) trillion dinars, and the current expenditure amounted to (79) trillion dinars for current expenditures, while the volume of investment spending about (24) trillion, which is good compared to previous years, The growth of oil prices and the tendency to increase the share of the investment budget, but in view of the requirements of financial sustainability is weak and not achieve its objectives, because the long-term sustainability reflects the financial balance achieved by the growth of the productivity of demand, which is increased by the increase in spending is often a catalyst for the overall supply .

It is possible to say that public finance in Iraq seeks financial sustainability, because it is a step forward in thinking about the principle of sustainability. However, frustration remains present as long as the ratio of public debt to GDP is high, which is more than 60% ) For GDP, which cuts off part of the general expenditure directed towards debt amortization, which amounted to (2018) about (8) trillion dinars, which is a large amount and reflects the lack of sustainability, because this part will be the amount deducted from the output Gross Domestic Product.

At the same time, public finance should plan and set targets in line with financial sustainability requirements and develop mixed projects. The private sector will have a real role in decision-making and sustaining the productive process because it will provide a large number of jobs that will solve part of the unemployment problem Disguised and natural, and will provide goods and services imported by the government.

In light of this, the pressure on the budget will decrease, as well as the high oil prices play an important role in providing the atmosphere to create a sovereign fund that funds the budget automatically and serves as a financial buffer to face the danger of falling oil prices. This site has posted a translation of the 2018 and 2017 total budget expenditures for Iraq's ministries.  The source is included below the chart.

 

Interesting to see such a huge increase in spending for Electricity and other core infrastructure, as the war against ISIS winds down.  However, this seems to be mostly paid for by the massive cuts to Kurdistan's funding. 

 

Cuts to the interior and defence may be premature, as well as to the PMF.  I could see this backfiring, especially if the PMF have the option of just looting instead.
