The head of the Dawa Party, "Organization of the Interior," Ali al-Badiri, on Thursday, that "the Presidency of the House of Representatives informed members of the Council that the law of the general budget will be published in the Iraqi newspaper in the coming days.

"The presidency of the House of Representatives informed the members of the Council that the General Budget Law 2018 will be published in the official newspaper in the next few days to enter into force," al-Badairi told a news briefing.

He added that "the President of the Republic Fuad Masoum is unable to stop or disrupt the budget law," noting that "the challenge to the Federal Court is the only mechanism through which the suspension of implementation of the budget until the decision to appeal."

The Ministry of Justice is in the process of preparing and auditing the printing and publication of the Budget Law 2018 by extending the legal period

 

 

The Minister of Justice, Dr. Haidar al-Zamili said that the ministry is in the final stages of preparing the special edition of the official newspaper (the Iraqi facts), which will be published the law of the budget of 2018 in the extension of the legal period and without the approval of Mr. President of the Republic, as the Iraqi Department of Facts issued and each year a special edition of the budget law.

The Ministry of Justice intends to publish the Federal Budget Law 2018 in the Iraqi Gazette, after the end of the legal period and without the approval of the President of the Republic, Fuad Masum.

This came in the words of the Minister of Justice, Haider Zamili, in a press release of the Ministry issued on Thursday, March 29, 2018.

"The ministry is in the final stages of preparing the special edition of the official newspaper (the Iraqi facts), which will be published in the budget of 2018 in the passage of the legal period and without the approval of the President of the Republic," Zamili said.

He added that "the Iraqi facts department in the ministry has completed all the textual checks required for publication and will be held a joint meeting with representatives of the Ministry of Finance to audit the tables listed in the law and according to the controls of the publication of the budget law every year."

Al-Zamili pointed out that "the Department of Iraqi Affairs issued and each year a special edition of the budget law."

On Thursday, the Presidency announced its withdrawal from its position on the public budget in a statement and sent a letter to the Ministry of Justice for the purpose of publishing the budget law in the Official Gazette.

The President of the Republic said in a statement today (March 29, 2018) that President Fuad Masoum directed the concerned parties in the Presidency of the Republic to complete the fundamental procedures for the publication of the Federal Budget Law for the fiscal year 2018 in the Official Gazette.

He stressed that the adoption of this measure was a diversion to the public interest and the protection of the rights of citizens and Iraq's international obligations, in part to seek to facilitate the work of state institutions throughout the country. C

...Yea...that's about it, in a nut-shell...It was an issue that needed to be addressed...an as soon as ISIS was shifted to other useful regions of the world...Iraq had to deal with 'sovereignty'...The 'timing' was tooo convenient to be a coincidence...either way...it's a done-deal...All this other stuff...Until it's 'done'...and can be 'vetified'...take whatever is 'said' with a grain of salt...When the GOI took control of the KRG and included paying their salaries...reduced the % from 17 to 12 point something....Until the cincis is completed by auditors to verify the actual number of legitimate employees are on an official payroll...they are stuck in the water...with 'no wind in their sails'.....concerning Art.140...Then there's that basket of laws that parliament can't get enough people to show up...for their jobs...to vote on....

I’m not sure why the budget would be an RV issue… why telegraph a new rate to all the shysters?

 

I have always thought it would be a national bank decision… like the Central Bank of Iraq, Bank of England or the Reserve Bank of Australia. Their policy is to deliver and dictate monetary and financial policy for the people of their country to create stability … it’s more than just the budget.

 

Of course, this is done with the collaboration of the sitting government… like setting the national interest rate. In the end, I think it’s a national bank decision and not the parliament.

 

In the case of Iraq, am I wrong? Yota produces some great info on CBI decisions and I’d be very interested in his opinion.

.....It kind of unique in that Iraq has to be constitutional compliant befor the UN allows Iraq to accept Chapter 8...The budget just happens to be one of the issues of being constitutional compliant ....a sovereign currency....with an established legal market rate... is one of issues of Chapter 8... They go hand-n-hand but they don't have to go together.....

The Parliamentary Finance Committee confirmed on Saturday that while some parties are trying to mislead public opinion and cause deliberate confusion in the issue of approving the budget, the House of Representatives was able to accomplish in record time and vote on it. 

The committee said in a statement that the budget allocations for the years 2016, 2017 and 2018 did not include the addition of financial grants to families returning from displacement, and this issue was a government decision was not the decision of the Finance Committee or the House of Representatives. 

The statement added that 'the dissemination of some lies about the budget and the paragraphs that have been carefully developed is to use for electoral and political promotion to create confusion and disruption of the budget launch, especially that the people and the Iraqi and all services and economic and foreign transactions of Iraq is pending until the arrival of financial allocations to them.'
