Signing a memorandum of cooperation with the Council of Islamic Banks

The Association of Iraqi Private Banks signed a cooperation agreement with the General Council of Banks and General Islamic Institutions and a memorandum of understanding with the Association of Banks of Bahrain to enhance cooperation between the two parties through the establishment of conferences and training for Iraqi banking cadres . The value of the Iraqi dinar against the dollar rose Wednesday by more than 0.41%. 

At 12:06 am Baghdad time, the dollar exchange rate against the dinar per 100 dollars was 119,750 dinars, while the asking price was 120.750 dinars per 100 dollars.   

In the north, the asking price for each $ 100 was 120,500 dinars while the offer was 121,500 dinars.

The exchange rate of the dollar against the dinar was recorded at 11 am from Wednesday for every 100 dollars:

Rasheed Bank launches Nakheel MasterCard service

Al Rasheed Bank launched Nakheel Mastercard for public sector employees in the presence of the Governor of the Central Bank Ali Al-Alaq, the Undersecretary of the Ministry of Finance Dr. Maher Hammad Johan, the President of the Association of Iraqi Private Banks Wadih Al-Hantal and a number of Directors of Public and Private Banks.

"The launch of Rasheed Bank, this is Nakheel Master Card, is in line with the strategy of the Central Bank in developing the products of the banking sector and providing modern banking services in accordance with the mechanisms in force globally," said Central Bank Governor Ali Alaq during the ceremony.

"The bank seeks to be a sophisticated banking sector and uses electronic programs capable of providing the best products for this sector," he said.

"The use of electronic cards is a strategic objective at the national level for its multiple advantages in providing the foundations for the introduction of electronic governance and expand the circle of dealing with the banking sector."

For his part, called the Director General of Rashid Bank, Dr. Rashad Khudair Wahid, all ministries to accelerate the settlement of the salaries of employees and the receipt of the card "Nakheel MasterCard" to enable the bank to grant them advances and loans, pointing out that the card helps the citizen to save and protect the circulation of counterfeit currency and retain salaries from Thefts during transport.

The oil sector is the single main source of income for Iraq. The Iraqi government currently employs over 40% of the population with 90% of Iraqi oil revenues being paid as salaries and pensions for the public sector. This leaves little room for supporting the costs of healthcare, education, defense and security among others and inevitably, long-term investment. This issue is only aggravated even further by the rapid depletion of Iraq’s foreign reserves.

Establishing a sovereign wealth fund (SWF) with sound financial management and strong fiscal discipline will be a tool to support Iraq’s macro fiscal framework, however, it should not be seen as a substitute for fiscal reforms. SWFs are saving mechanisms that represent an innovative attempt to leverage a country’s resources, not a replacement for spending through the budget allocation process, rather a complement to facilitating growth and development in a domestic context.

SWFs are not mechanisms to circumvent weak governance and poor institutions at the local level. If the necessary institutional framework is absent or lacking, the resulting sovereign wealth fund will fail. However, given the right fiscal and institutional prerequisites in place, a SWF can promote transparency, help smooth resource volatility, manage exchange reserves, develop domestic infrastructure, create long-term savings for future generations and most importantly perhaps given the current environment, reduce political corruption and minimize the temptation for misusing Iraq’s wealth.

From a technical point of view, Iraq has a weak public financial management (PFM) system and an unskilled public administration, making it challenging to construct and administer a sound fiscal strategy. From an institutional point of view, Iraq lacks a predictable legal framework and stringent enforcement of the rule of law. And from a political point of view, the fragile governance structures allows for a weak separation of authorities and as a result, hinders the success of any transparency and accountability measures that may exist.

For Iraq to succeed in using its natural resource revenue to improve macro and socio economic landscapes in Iraq, it must embark on a journey of political and institutional reform to ensure long-term fiscal sustainability and foster the necessary prerequisites and functions for facilitating development in an Iraqi context.

Indeed the real challenge for Iraq in the context of any SWF discussions is not the current lack of surpluses for the establishment of a SWF, but rather designing and managing a SWF that can realistically achieve the objectives set out for it by the government.

The last thing Iraq needs is a “blueprint template” of a SWF that does not consider local conditions and the institutional and economic policymaking climate, and use local inputs to model a fund most suitable to Iraq’s current circumstances. To grow the local economy, Iraq must invest in it. In this regard, establishing a development fund with a co-investment SWF framework would address a number of these issues by allowing private and foreign investors to add to the transparency of the process and ultimately the likely success of the initiative. This policy brief attempts to explore this option and offer an operational “roadmap” to policymakers in Iraq.

IRAQI CENTRAL BANK SAYS RESERVES AT USD50 BILLION: GOVERNOR
Iraq, March 29, 2018
Iraq’s international currency reserves stand at USD50 billion, the governor of its central bank has been quoted saying on Wednesday.

Semi-official al-Sabaah newspaper quoted central bank governor Ali al-Allaq saying that “the central bank’s reserve has now exceeded USD50 billion dollar”. He noted that “that rate remains within the normal limits compared to the local currency and based on the internationally-recognized International Monetary Fund’s standards”.

According to Allaq, “the central bank continues to mint local currency due to its deterioration, so as to maintain the balance between the availability of the local currency and the reserve”.

Allaq dismissed reports about wide-scale currency counterfeiting, saying that the scale of that forgery does not exceed six bills for every one million, and assuring that the bank possesses advanced mechanisms to detect those violations.

Iraq’s oil-reliant economy has been severely damaged by the war against Islamic State militants that brought much damage to infrastructure and security.

Al-Bawi explained that "it is regrettable that many MPs and candidates returned to the same dilapidated cars and the traditional style of election propaganda they used during the last election cycles, which included cheap and blatant methods of buying receivables, laughing at the audience, Or roaming in the provinces and between the clans.

Al-Bawi said that "the current parliament and at the end of its legislative age was an example of the worst parliamentary council not only in Iraq, but on all parliamentary experiences, and what foreign reports described as corrupting an institution known to mankind, is the best proof of the House's failure to play its legislative and supervisory role Both as a result of the failure of the people to pass laws directly related to citizens' lives and their preoccupation with voting for the privileges and allowances of their deputies. "

I'm not sure that there is a "rule",, I believe it is more of a suggested guideline by the IMF,, I could be wrong,,but I do not believe the IMF can stop any country from raising or lowering the value of there currency,,,,
