He said in a speech at the eighth ministerial meeting of the Committee to monitor oil production in Jeddah, the countries participating in the reduction of production showed a commitment to balance the global oil market, where the levels of trade stock of the Organization for Economic Cooperation and Development, from a peak of 3.12 billion barrels in July 2016, 2.83 billion barrels in March 2018, a decrease of 300 million barrels. Al-Falih said in a conference after the meeting that the Russian role is effective and cooperative, which contributed significantly to the signing of the agreement and its success over the past months, pointing to the performance of Russian Energy Minister Alexander Novak, who co-chaired the follow-up and ministerial monitoring committee since its establishment in early 2017. 

For his part, Novak commitment of the oil-producing countries to the Convention during the last period, pointing to the need to continue the successful work to achieve the objectives of ensuring the recovery of oil prices also addressed the current situation of the oil market and the announcement of historical cooperation and the development of the relationship between OPEC and Russia. 

For his part, UAE Energy Minister Suhail Al Mazrouei stressed his country's commitment to implement the agreement to reduce oil production inside and outside OPEC to overcome the challenges and enhance cooperation in the balance of market prices during the current year. He praised the cooperation of other countries in this regard.

OPEC and a number of non-OPEC countries led by Russia agreed by the end of 2016 to cut production by 1.8 million barrels per day, Russia's share of the reduction of 300,000 barrels per day. The agreement expires at the end of this year.

From his small home nestled alongside train tracks in the southern Iraqi province of Basra, Sultan Nayef looks out at plumes of smoke billowing across an expanse of oil fields.

Like thousands of others, the unemployed 25-year-old moved to oil-rich Basra in the hope of finding work in the energy industry, Iraq’s primary source of wealth. Instead, he and many others like him live in cramped and chaotic shanty towns in a province already suffering from a lack of infrastructure. Absent of any urban planning or public services, Basra’s informal settlements are an anarchic clutter of breeze-block homes and ad-hoc electricity wires.

“All we get from oil is pollution,” said Sultan who, along with his four brothers, still relies on his parents for living expenses. A small stone wall is the only thing keeping cows and sheep grazing in a grassy field behind him from wandering into oil fields where burning gas flares emit thick black smoke.

Most of the young people arriving in Iraq’s only coastal oil province hoped to secure high-paying jobs with foreign companies. “But most companies import their employees from abroad,” said Nayef, a resident of the Zoubeir district south of Basra city.
At least 18 percent of Iraqi youth are unemployed, with rates even higher among college graduates.

‘Can’t buy a centimeter’
According to the UN, Iraq’s oil sector accounts for 65 percent of the country’s gross domestic product but only one percent of its labor force. Even for those who work, buying a home is often only a dream.

“My husband is a civil servant, but with his salary we can’t even buy a centimeter of land,” said Umm Ahmed. Even though they are against “the idea of squatting”, she and her family were forced to build a makeshift home on government land.
The municipality has already destroyed their home once. “We had to completely rebuild it,” the 48-year-old told AFP, her face framed by a long black veil. Local authorities say the land belongs to the state, denouncing the illegal structures and the theft of water and electricity.

Illegal construction
Many internal refugees displaced by IS fled to Basra, untouched by the jihadist takeover, often finding homes in shanty towns. Nearly 10 percent of Iraqis live in informal settlements, one fifth of them in Basra, according to the ministry of planning.

The only other province hit harder by illegal construction is Baghdad. Basra authorities say they lose money every time a home is built illegally, as Baghdad bases provincial budgets on the number of officially registered residents. Taxes in informal settlements are also left unpaid, said Jebari, adding the budget deficit was acutely felt in “allocations to education, health and other services”.

For Wissam Maher, it feels like authorities are “only interested in destroying our homes”. “We live under power lines without any services,” said the 32-year-old metal worker. “This area is huge and it doesn’t belong to anyone,” he said, pointing down a narrow sandy street lined with ramshackle houses and abandoned cars.

The spokesman for the Ministry of Oil Assem Jihad said in a statement received by "Al-Ghad Press" that the total quantities exported from crude oil for the month of March from the oil fields in central and southern Iraq, where the amount of exports of crude oil (107) million and (50) thousand barrels (one hundred) And seven million and fifty thousand barrels) and revenues amounted to (6) billion and (435) million and (210) thousand dollars (six billion and four hundred and thirty-five million and two hundred and ten thousand dollars). 

He added that the average price per barrel amounted to (60,114) dollars

He explained that the exported quantities were loaded by (39) international companies of different nationalities from the ports of Basra and Khor al-Amaya and monsoons on the Gulf. 

It is worth mentioning that the Ministry, through its belief in informing the people of the export operations and the revenues derived from it, took this monthly action.

Crude oil is firm despite rising numbers of US oil rigs

Iraq, Opec's second-largest producer, could transport up to a million barrels of oil per day through Jordan once work begins on a pipeline linking crude from southern Iraq to the kingdom’s Red Sea port city of Aqaba.

“That project is still in place and we’re going to go ahead with it. We need another outlet for our crude oil,” Ali Nazar Faeq Al Shatari, deputy director general for Iraq’s state-owned oil marketer SOMO told The National on the sidelines of an energy conference in Abu Dhabi.

Export capacity could reach up to 1 million bpd, with some of the oil to be sent to Jordan’s expanding refinery at Zarqa in the country’s south, for domestic use with the remainder dedicated to export, he added.

Iraq has been looking for alternative routes besides its southern Basra and northern Kirkuk terminals to take its crude to market as it looks to rebuild the country after decades of war and internal conflict. Plans for a pipeline to transport oil from the southern Rumaila field had gathered steam after the Jordanian cabinet approved plans to link Basra to the port of Aqaba in February.

There has been little detail on the scheme’s targeted timeline for completion or the scope of the project.

In December 2016, Iraq’s State Company for Oil Projects, which oversees the proposed Basra-Aqaba pipeline project had invited companies and investors to bid and finance the initial phase of the pipeline linking southern Iraq to an energy station at Najaf in the country's interior.

Iraq, which looks to reach an output capacity target of five million bpd this year and 6.5 million bpd by 2022, has long sought Red Sea access via Jordan’s Aqaba to mitigate risks from its export point at Turkey’s Ceyhan.

The pipeline linking oil sourced from Kirkuk, one of the Middle East’s oldest fields to the Mediterranean-facing Ceyhan is Iraq’s main export link, with a capacity of 150,000 bpd. The supply line had suffered severe damage during conflict between various factions and the Iraqi government. Baghdad has since pushed for reconstruction of energy infrastructure across the country, including repair of the damaged portions of the Kirkuk pipeline.

Plans for the pipeline also come as much needed relief to Jordan, which has looked to solar, wind, nuclear as well as oil shale to meet its energy deficit. The energy-scarce country imports oil and products to meet around 98 per cent of its power requirements, making the kingdom vulnerable to fluctuations in oil prices. Jordan's public debt reached 95.3 per cent of GDP at the end of 2017, according to the country's ministry of finance. The kingdom, which borders Iraq, Syria, Israel and Saudi Arabia, had earlier relied on oil from the Arab Gas Pipeline from Egypt to meet 88 per cent of its supply. However, repeated attacks on the pipeline from militants in the Sinai peninsula had forced supply to a standstill.

State refiner Jordan Petroleum Refinery Company is currently undertaking a $1.6 billion expansion of the country’s sole refinery at Zarqa to boost capacity to 120,000 bpd.

Oil prices rise on fears of Iran sanctions and falling production of Venezuela
